2 Introduction Migra'on is a human undertaking aimed at mee'ng desires and aspira'ons influenced by societal factors and forces But, simultaneously, migra'on is a complex and mul'- layered State- run phenomenon shaped by geopoli'cs, socio- economic forces and cultural reali'es (origin and des'na'on countries) At the na'onal level, States are facing many challenges in governing migra'on Drawing a balance between maximizing economic gain, protec'ng ci'zens (home/abroad) and maintaining State security Managing tensions between States sovereignty/na'onal interest of States and the universal human rights of ci'zens/non- ci'zens Accommoda'ng/adap'ng interna'onal legal norms/prac'ces in governing migra'on and human mobility Capacity and resource constrains
