2 Background Southern Arizona Indicators Project started in January 2012 in partnership with Arizona Indicators and Morrison Ins<tute at ASU and the University of Arizona School of Government and Public Policy Project solicited input from ci<zens and community leaders and was led by Steering CommiFee of 29 individuals The website, southern.arizonaindicators.org, tracks ten broad indicators and has more than 100 charts plus addi<onal data series depic<ng trends across a range of subject areas

4 The Border Mexican visitor spending is a key driver of economic development in the region

6 The Border Opportunity Business Development - Business service opportuni<es with the many large business ventures, both mul<na<onal and Mexican- owned, located or loca<ng south of the border, especially with the opening of the port at Guaymas Partnership - Southern Arizona s perspec<ve on the border is markedly different and posi<ve from many residents of metro Phoenix, which makes it possible to create partnerships with organiza<ons with cross border interests Culture - Cultural opportuni<es both in Southern Arizona and spanning the border, are consistent with the rich cultural heritage central to the region s iden<ty and future vitality

7 The Border Challenge Poli<cal Culture Policies enacted in Phoenix and Washington have strengthened barriers to the flow of rou<ne commercial ac<vity across the border, the source of much of Southern Arizona s economic vitality Immigra<on - Na<onal publicity about immigra<on policies passed in Phoenix pose a par<cular challenge. Southern Arizona s different perspec<ve is in need of a forum in which it can be heard Social Services - Undocumented immigrants place a strain on the social service network in the state and cross border region, complica<ng the challenge of serving the needs of the poor, both documented and undocumented

9 Demographics Southern Arizona has the highest percentage of females in the state

10 Demographics In 20 years almost 40% of Pima County s popula<on is forecast to be 50+

11 Demographics Opportunity Immigra<on - Foreign immigra<on is a significant influence in Southern Arizona, par<cularly in Santa Cruz and Yuma coun<es. Two- fi_hs of Santa Cruz County is foreign born, the highest share in the region Bi- lingual Culture - Nearly a third of the popula<on speaks a language other than English, predominantly Spanish, a characteris<c that supports vital commerce with Mexico Seniors As the senior popula<on grows it will have more influence on the economic and cultural affluence of the region

12 Demographics Challenge Language - Four- fi_hs of Santa Cruz residents and half of Yuma residents speak only Spanish in the home. About half of students with Limited English Proficiency graduated from high school Domes<c Immigra<on, par<cularly of re<rees. Just as immigrants from Mexico may have stronger <es in Mexico, re<rees may maintain stronger <es with family, friends and community in California or Illinois or New York Women in Poverty Poverty rates for female headed households is 3 to 4 <mes greater than the overall popula<on. How do we provide the support for them and their children to succeed

14 The Economy Many popula<ons have a very low gradua<on rate

15 The Economy Opportunity Border - The region s proximity to the border is an important contributory factor to many industries, par<cularly tourism and distribu<on Climate - The climate and physical beauty of the region tops many lists of most significant assets. While not typically considered economic assets, both are cri<cal inputs to the important tourism industry and help firms recruit new employees from outside the region The University of Arizona - afracts faculty and students from around the world and is also a magnet for research funding from the federal government and private sources

16 The Economy Challenge Unemployment The Hispanic unemployment rate is higher than that of non- Hispanic whites in every county; Hispanic unemployment is three <mes the white/non- Hispanic rate in Santa Cruz County (15% v. 5%) and twice the rate in Yuma County (14% v. 7%) Living Wage - The Southern Arizona economy depends on industrial sectors that do not pay high wages tourism and associated retail trade, in par<cular. Per capita income is lower as a consequence as is total employment growth, as these sectors have experienced slow economic growth in recent years Gradua<on rate Minori<es make up the majority of public school students, and have a very high dropout rate which costs society $243,000 to $388,000 over their life<me

17 Poverty Child poverty rates are over 20% with Santa Cruz topping 40%

18 Poverty The growth in food bank demand underlies the growing poverty in the region

19 Poverty Pima County has twice the discharges for mental disorders then anywhere in the region

20 Poverty Opportunity Service Delivery Due to mul<ple factors demand for needs assistance is increasing. Opportuni<es exist to collaborate on service delivery at these nodes to increase service delivery effec<veness Collabora<on- Poverty affects the en<re community. There is opportunity to bring effec<ve na<onal cross- sector ideas to the region that involve business, government and the social sector Leverage Effec<ve Models From early educa<on to programs for ex offenders, focus on programs that have proven high ROI s to bring people out of poverty

21 Poverty Challenge Demand/Supply Imbalance - Increasing poverty rate placing enormous pressure on organiza<ons serving basic human needs. How do organiza<ons work to build capacity. Poli<cal Climate Over the past twenty years there is an almost perfect nega<ve correla<on between the growth of minority popula<on and appropria<ons by the state legislature for educa<on Mental and Behavioral Health Growing pipeline of abused children is and will have significant effects on the educa<on and health systems throughout the region

23 Conclusions 1. Living wage jobs are central to our success as a region. Due to decreased pay and benefits, a 1% increase in service sector jobs decreases the chance of an African American or La<no exi<ng poverty by 27.4% Our loca<on, mul<lingual culture and pro Mexico sen<ment uniquely posi<on the region to afract high paying manufacturing jobs with cross border companies 2. Educa<on equality for all must be the goal of the region. The difference in educa<onal afainment is having a dras<c effect on our economy and social fabric throughout the region 3. Shared community vision is essen<al to overcome the inherent obstacles presented with domes<c immigra<on and cultural diversity of the region.
