3 Second Chance Act Grantees Authorized by the passage of the Second Chance Act in April 2008 The NRRC is a project of the CSG Jus4ce Center and is supported by the Bureau of Jus4ce Assistance, Department of Jus4ce The NRRC provides individualized, intensive, and targeted technical assistance, training, and distance learning to support SCA grantees The NRRC has supported over 600 juvenile and adult reentry grantees since incep4on in 2009 Council of State Governments Jus4ce Center 3

6 Goals of the Two- Phase Planning and Implementa7on Demonstra7on Program Test out new reentry strategies that reduce recidivism and improve other youth outcomes. Iden4fy policy and prac4ce opportuni4es to improve the overall reentry process. Provide youth with effec4ve and con4nuous services and supervision in both confinement and the community that support successful reentry. Council of State Governments Jus4ce Center 6
7 Two- Phase Demonstra7on Grant Program Parameters Total Length of Award 24 months; Up to 6 months Planning Phase OJJDP Criteria for Transi7oning to Implementa7on Total Amount Comple4on of the Implementa4on and Technical Assistance Plan $50,000 to complete Planning Phase deliverables; remaining balance up to $700,000 Planning Phase Ac7vi7es Monthly calls with TA provider to discuss checklists and key deliverables Implementa7on Phase Ac7vi7es Monthly calls and site visits with TA Provider to support Implementa4on Plan Council of State Governments Jus4ce Center 7

11 P&I Guide Purpose What is the P&I Guide? Roadmap for developing a jurisdic4on- wide reentry strategy and set of implementa4on ac4vi4es that promote improved reentry outcomes Requirement under the OJJDP FY14 Second Chance Act Juvenile Reentry Program solicita4on How can grantees use the P&I Guide? Tool for con4nuously assessing reentry policies and prac4ces to iden4fy strengths and gaps, and for improving, ins4tu4onalizing, and sustaining reentry policies and prac4ces How will the NRRC use the P&I Guide? Assist grantees to accomplish planning phase deliverables and complete implementa4on ac4vi4es Council of State Governments Jus4ce Center 11
12 In Developing the P&I Guide, CSG Jus7ce Center Staff Partnered with OJJDP to ensure the Guide reflects all solicita4on- required deliverables Drew on experience and lessons learned with over 600 Second Chance Act grantees Conducted a comprehensive review and synthesis of research on what works to improve youth reentry outcomes Consulted with a diverse group of reentry experts and stakeholders Council of State Governments Jus4ce Center 12
13 Comple7ng the P&I Guide Ø Grantee will complete each of the deliverable checklists. Ø In partnership with grantee, TA Provider will review checklists, help diagnose results, and develop Implementa4on/TA Plan. Ø In partnership with TA Provider, grantee will complete the Implementa4on and TA Plan. Ø TA Provider will facilitate calls and site visits to offer ongoing assistance with development and eventual execu4on of Implementa4on Plan. Ø Grantee will con4nue using the P&I Guide to review progress over the course of the project and beyond. Council of State Governments Jus4ce Center 13
14 Past Experience with Juvenile Reentry Grantees Highlight Several Key Takeaways Work collabora4vely with key stakeholders to complete the P&I Guide. Be as detailed as possible in the comple4on of the P&I Guide. Focus on honest assessment rather than achieving high scores or simply comple4ng the checklists. Iden4fy opportuni4es to use your project to ins4tute broader reentry policy and prac4ce improvements. U4lize NRRC and consultant exper4se and resources. Council of State Governments Jus4ce Center 14
15 Examples of NRRC Technical Assistance Include Your NRRC technical assistance provider is responsible for providing distance and on- site guidance and support to help you accomplish your goals and the planning and implementa4on phase deliverables. Examples of TA include: Ø Facilitate strategic planning sessions or mee4ngs of reentry task forces Ø Help you iden4fy baselines recidivism rates, set improvement targets, and develop plans for tracking progress improvements Ø Facilitate your policy/prac4ce assessment and diagnosis of assessment results Ø Help translate assessment findings into proposed policy and prac4ce improvements and implementa4on plans Ø Connect grantees with addi4onal research, examples of best prac4ces from across the country, and peer learning partners to support reentry reform efforts Council of State Governments Jus4ce Center 15

17 Sec7on One/Deliverable 1: Establishing a Comprehensive and Effec7ve Reentry Task Force A reentry taskforce can help unite key system stakeholders around reentry goals, promote a coordinated approach across systems, and ensure agency leaders work together to support system- wide reentry policy and prac4ce changes. Key Elements of an Effec4ve Reentry Taskforce include: Ø Comprehensive Membership Ø Representa4ve Leadership with Decision- Making Authority Ø Defined Task Force Structure and Clear Goals Ø Clear Membership Roles and Responsibili4es Ø Staff and Other Resources Support Sustainability Council of State Governments Jus4ce Center 17
18 Sec7on Two/Deliverable 2: A Plan for Tracking Recidivism and Other Youth Outcome Improvements Grantees should strive to collect and use data to demonstrate measurable reduc4ons in recidivism and improvements in other youth reentry outcomes in order to ensure progress towards goals and effec4ve use of 4me and resources. Key Elements of Tracking Recidivism and Other Youth Outcomes include: Ø Iden4fy a specific target popula4on for implementa4on ac4vi4es. Ø Establish a process and the electronic infrastructure for tracking the mul4ple ways the target popula4on may have subsequent contact with the jus4ce system. Ø Establish a priority set of posi4ve youth outcomes. Ø Establish baseline recidivism rates for the target popula4on and iden4fy targets. Ø Analyze recidivism rates and other youth outcomes by key characteris4cs. Ø Make recidivism and other youth outcome data available to key stakeholders. Ø Use youth outcome data to inform reentry policy, prac4ce, and resource alloca4on. Council of State Governments Jus4ce Center 18
19 Sec7on Three/Deliverable 3: Developing a Comprehensive System- Wide Reentry Strategic Plan Principle 1 Principle 2 Principle 3 Principle 4 Base supervision, service, and resource alloca4on decisions on the results of validated risk and needs assessments. Adopt and effec4vely implement programs and services demonstrated to reduce recidivism and improve other youth outcomes, and use data to evaluate the results and direct system improvements. Employ a coordinated approach across service systems to address youth s needs. Tailor system policies, programs, and supervision to reflect the dis7nct developmental needs of adolescents.
