An informal reception and greeting will begin at 6:30pm with all Board of Education candidates. From 7-8:45 questions will be asked by the moderatior Tracie Potts and then there will be questions from the audience. The League is partnering with the Montgomery County Council of PTAs and the NAACP, Montgomery County Chapter, to reach the wider community. MCMedia is planning to record the event and rebroadcast it at a later date. The video will also be posted on our website and MCMedia s. In the BOE election during a primary election, every voter in the county is able to vote regardless of whether or not they are affiliated with a political party. Voters also vote for both a candidate running for the atlarge seat, as well as in each district race, even if the voter does not live in the district of the race. On the primary ballot, there will be two contested elections: At-Large with Ryan Arbuckle, Timur Edib, Marwa Omar Ibrahim, Julie Reiley, Brandon Orman Rippeon, John A. Robertson, Karla Silvestre, and Stephen Sugg and the District 3 race with Lynn Amano, Patricia O Neill, and Laura Simon. On the general election ballot, there will be two more BOE races, which will not be on the primary ballot because when there are only two candidates in a race, both go forward to the general election. Maria Blaeuer and Judy Docca running in District 1 and Paul Pykosh and Brenda Wolff running in District 5 will be introduced, but will not be part of the forum. Their names will only appear on the general election ballot, and not the primary ballot. Bee Ditzler April Discussion Groups Will Examine Current Gun Control Debate When the topic for April Discussion Groups became a no-go, it was the perfect opportunity for LWVMC to try a new activity for the monthly gatherings: an article discussion of gun control. In the same way a book group gathers to discuss a book that everyone reads, DGs will be having an article group where everyone reads several short articles and then uses prepared questions and discussion points to examine a topic. Inserted in this Voter is a Fact Sheet that will set out the articles to be read and provide the discussion points. The web addresses are given for four articles on various aspects of the gun control debate and there is a short excerpt from each article. The Fact Sheet also sets out League positions on gun control and discussion questions. If you are unable to access the web to download and read the articles, the leaders of every discussion group will have extra copies of the articles that they can provide you. There will also be copies in the League office. However, even if you haven t had the chance to read the articles you should come to a DG, because this topic should provide to a lively discussion. Spring is that beautiful time of year when daylight is longer, azaleas bloom, and weather can turn on a dime. However, my message is not about the glories of Spring. It is how each of us can assist the League in its many activities during this lovely time of year. Here are some ways: 1) Attend a discussion group meeting this month. We will be reading several very short (1-2 pages) articles about the gun control issue. The discussion will center around the current actionmarch, what s changed, Federal vs. state action, and the power of the lobbyists. Thanks to Linna Barnes for pulling this important topic together. 2) Volunteer to help with candidate forums. No experience needed! Call the office at for contact information. 3) Participate in the Polling Place Support Program for the June 26 th primary. This is an important civic activity plus being a League fundraiser. 4) Attend the LWVMC annual meeting at Leisure World on June 2 nd at 9:30AM. Also, it s not too late to register for the LWVUS convention in Chicago, June 28-July 1. LWVMC is eligible to have 9 voting delegates space is still available! We still need a few more volunteers for the Polling Place Support Program. This is a limited time commitment, about 10 hours in all: a 2 hour training session (on June 5 (morning) or June 14 (morning or evening), with alternate dates possible), 4-6 hours on the morning of the General Election, and a two hour debriefing on July 10 (important, but not a requirement). And your participation will: - help the Board of Elections identify and respond to Election Day problems, and comply with a State Board of Elections mandate, - provide crucial funding for LWVMC s voters service efforts, especially the publication of our Voter s Guide - assure the voters of Montgomery County a better experience at the polls, and - give you a deeper understanding of and appreciation for what s involved in running fair and efficient elections, as well as a gratifying opportunity to be part of the League s commitment to making democracy work! MoCo Parks Dep t Talks- Parks Interested in how Montgomery County parks might be made Greener? This speaker series may be just for you! Every month until June, our Parks Department will have speakers addressing a variety of topics about parkland. All talks will be at the Planning Auditorium, 8787 Georgia Ave. at a variety of times. 5 LWVMC ACTION AND EVENTS League Members Go to Annapolis March was an exciting time for League action. Around 20 local League members participated in the March 6 State League Day in Annapolis, visiting all 32 county legislators or members of their staff, followed by briefings on the state budget and the state board of elections. In addition, two action activities were taken by LWVMC: (1) a letter was written to the Maryland Transit Administration pointing out the need for better publicity for the bus from Montgomery County to the Baltimore- Washington International Airport and (2) a letter was sent to the County Council indicating our support for more study of mobility and reliability on US 29 as part of the Bus Rapid Transit (BRT) system. Currently, local committee chairs are examining the county s operating budget, as proposed by the county executive on March 15, to help prepare League testimony for the budget hearings in early April. Calendar Sales End in Success We have completed another successful sale of our handy and lovely calendars. This year we sold 710 large calendars and 38 small calendars. The Calendar Committee wishes to thank all our hard working reps and sales outlet contacts for doing the work of the distribution and sales. Without them the sales would not happen. We also want to thank all the outlets that sell our calendars. Their cooperation is vital. I have spoken to several of the contact persons and they have all been gracious. Please see the insert in this Voter that lists all of them and please frequent their stores when you can. Mention that you appreciate their selling our calendars. 6 LWVNCA NEWS LWVNCA Metro-Funding Action Team s Hard Work is Paying Off In the fall of 2016, the LWVNCA Board adopted its number one Action Priority; securing a dedicated funding source for Metro that it has been lacking since opening in Currently, it is funded by combining money from the jurisdictions of Virginia, Maryland and D.C. and none have dedicated Metro funding. Edith Holmes Snyder from Falls Church and Nancy Soreng from Montgomery County were named LWVNCA co-chairs of pursuing dedicated Metro funding from DC, Virginia, and Maryland. They spent the first year working with a committee gathering background information. This included a briefing by Kate Mattice, Executive Director of the Northern VA Transportation Commission; Barbara Donnellan, Consultant, Council of Governments and David Snyder, Falls Church City Council Member and former Metropolitan Washington Council of Governments Transportation Planning Board Chair and the Northern Virginia Transportation Commission (NVTC). In 2017, the members of the Metro-Funding Action Team attended the organizational meeting of the Fund It - Fix It Coalition convened by the Coalition for Smarter Growth. Following that meeting, LWVNCA joined twenty three other non-profit organizations as official Tier 1 coalition members of FI-FI. In the fall of 2017, LWVNCA and the Coalition for Smarter Growth hosted a well-attended forum on Metro Funding to which League members and the general public were invited. The moderator was Martin De Caro, Transportation Reporter for WAMU radio. The panelists were: Chuck Bean, Executive Director Metropolitan Council of Governments; Allison Davis, Director of Strategic Planning - Washington Metropolitan Transit Authority; and Kate Mattice, Executive Director, Northern Virginia Transportation Commission. After the morning presentations that gave background information on Metro s situation, separate break-out campaign planning groups for DC, VA and MD were convened. The real advocacy commenced following that forum. Virginia League members have been attending and reporting on all relevant meetings on the topic, meeting with legislators, and continuing to educate Virginians on the importance of a dedicated funding source for Metro. League members from Maryland have also been meeting with their legislators, writing testimony, collecting petition signatures and sharing information about Metro s funding situation. Because the legislatures in Virginia and Maryland have a limited time to act and agree about solving Metro s problems during their Legislative sessions, the focus has been on these two jurisdictions. Once dedicated funding for Metro is secured in these two states, our focus will move to DC. The good news is that noteworthy progress is happening. Currently, Virginia has legislated the full dedicated funding of $154 million per year if Metro s operating costs grow no more than 3%. Likewise, Maryland must fully fund its $167 million obligation and DC its $179 million share per year. The bad news is; the fight is not over. While both the MD and VA legislatures are poised to offer more resources to Metro, there are numerous contingencies to reach the full amount requested by the Metro General Manager and identified as needed in reports produced by the Council of Governments and the former Federal Transportation Secretary, Ray LaHood. While LWVNCA has decided not to take a stance on Metro governance and labor issues, this is another area where VA and MD legislatures must come to agreement in order to enact a dedicated funding source sufficient to address Metro s current and future needs. THIS IS WHERE WE NEED YOUR HELP. Legislative bills promise to generate a sufficient, adequate, bondable funding source in Virginia and Maryland. Your help to push them over the finish line is needed. You are likely to get an asking you to contact your legislators and ask them to support full, dedicated funding for Metro. Please respond by making those phone calls or sending those s! 7 LWVMD AND LWVUS NEWS Excerpts from the LWVMD State Board Letter for full text go to lwvmd.org Your state board voted to register LWVMD with the Maryland Ethics Commission as an organization which spends over $2,000 per year on urging our constituents to contact their elected officials. We took this positive action because we want to operate transparently if we ask others to do so. We believe that the means are every bit, if not more, important than the ends. That s part of what making democracy work is all about. Our Winter Workshop was a huge success thanks to our presenters and the fact that every MD local League was represented. We were so inspired to see statewide participation in these important issues and opportunities for the League. Ralph Watkins (LWVMC), LWVMD Voter Service VP, presented a timely presentation on election forum procedures and guidelines. This was followed by Nancy Soreng s (LWVMC) informative talk on conducting condo elections as local league fundraisers. Carolyn Hetterick, LWVMD Treasurer, provided two excellent question and answer sessions for local League Treasurer's et al. Join a Study: The LWVMD Civic Education study is in need of volunteers from Montgomery, Baltimore, Calvert and Kent Counties. The study group meets via phone conference so travel is not necessary. LWVUS CEO Wylecia Wiggs Harris stepped down from her position to take on my next adventure as CEO of the American Health Information Management Association (AHIMA)." Wylecia, who joined us in 2015, has led our national team through a time of incredible change, transformation and growth. We thank Wylecia for her many, many contributions to the League and are inspired to continue building on the forward-facing changes she drove during her time with us. We are pleased to announce the board has appointed LWVUS Chief Operating Officer, Anisa Tootla, as our Interim CEO. Aided by our dedicated national staff, Anisa will continue to lead the League in our mission impact work and transformation journey while we proceed with an executive search process. To assist in that search process, the board has selected Sterling Martin Associates, a national firm that specializes in finding talented executives for associations and nonprofit organizations. We hope to have a new CEO in place by national Convention and will keep you informed. 7
