Thus, it frees man, releases his creative pwers and uphlds the values which give hnr t the natin, like justice, charity, skillfulness and refusal f injustice and tyranny. Als, it gives emphasis t the cnsultatin principle that respects the will f citizens when chsing their representatives in all the institutins f the sciety, whether legislative, executive, syndicates r scieties, etc. and gives emphasis t their right t questin their representatives and t the vte f n cnfidence. This is because the Islamic methd makes thse in public and representative psts are meant t serve the peple, and nt be superir ver them; it is an assignment, nt an hnr, and nt meant t give persnal benefit, as the Prphet (peace be upn him) said, "The best f peple are thse wh benefit thers mst." In additin, the Islamic methd has a Shari`ah that represents a way fr establishing prgress, develpment and refrm, and that defines the lawful and the unlawful in legislatins, dealings, sayings and actins. Due t the fact that Islam denies the religius authrity, the state in Islam is a civil ne where the natin sets up its systems and institutins; as the natin is cnsidered t be the surce f authrities. This is an independent human judgment, amng many thers, that change and imprve within the fixed bases f the Islamic jurisprudence, and its ruling reference ver the natin and the gvernment authrities in a unique intellectual rder; thus, it is a civil state based n applying the Shari`ah and the restrictive rdinance f the Almighty. There is n ne in Islam wh has religius authrity whever he is - except the authrity f gd preaching, calling fr gd and warning f evil. This kind f authrity was granted by Allah (Exalted and Glrified be He) t every Muslim regardless f his/her scial status. Cncerning the authrity f the gvernr, it is accrding t the scial cntract between the gvernr and the peple; established by the natin, which imprves its civil institutins. Civilizatin denies the hliness and priesthd f the cuntry and keeps its legitimate Islamic reference, as Islam places limits and rights. It is a state that cmbines bth religin and state. S, the natin has the right t appint the ruler, cntrl him, and depse him if its benefit requires that, fr he is a civil gvernr and it is a civil state. Therefre, the Islamic methd is the mderatin that cmbines this wrld and the Hereafter. Islam is nt the religin that leaves the real wrld and creates its wn kingdm in a fanciful wrld; it ffers bth the wrld and the Hereafter. It cares abut the peple s fd and clthing; as Almighty Allah says, Verily, yu have (a prmise frm Us) that yu will never be hungry therein nr naked. And yu (will) suffer nt frm thirst therein nr frm the sun"s heat." (Ta-Ha: ) Als, it cares abut the rich and pr scial classes at the same time by aviding usury and by distributing Zakah amng thse wh deserve it. Therefre, the members f the Muslim Brtherhd cnsider themselves Islamic preachers wh use the wisdm and the gd preaching in rder t apply Allah"s law as He rdered thrugh the available peaceful means, existing cnstitutinal institutins, and the fair ballt bxes. This will be dne thrugh: 1. Raising the mderate man wh adheres t the creed he chse withut cmpulsin, and t its mral standards and behavirs. 2. Reiterating that cmplete freedm fr everyne is a basic right that was granted by the Almighty. It is cnsidered the base f establishing the civilizatin f natins. 3. Establishing that sciety shuld have mechanisms and rules t set up a rightly guided regime based n justice and equality amng all peple f the natin withut discriminatin based n clr, race r religin. 4. Making use f the experiences f mdern civilizatin which d nt clash with the fixed principles f the Shari`ah, such as: separatin f the authrities, plurality f parties, and peaceful circulatin f pwer thrugh fair electins. 5. Refusing the use f vilence t unlawfully grab the rights f ther natins and individuals. We wuld like t let ur peple knw that they are dearer t us than urselves and that if smene is required t sacrifice their life, it is desirable fr us t sacrifice urselves fr their hnr, glry, dignity, religin and hpes. We are wrking fr the benefit f the peple fr the sake f the Almighty, mre than we are ding fr urselves. We are wrking fr yu nly, and we will never be against yu ne day. Visin In this prgram, ur visin is divided int three axes: Revival It includes a visin n freedm, human rights, rights f citizenship, mral values, culture, develpment f man, media, yuth, wmen, and children. Develpment It includes a visin n agriculture, industry, cnstructinal develpment, educatin, scientific research, health, and envirnment. Refrm 1. A visin n the plitical refrm which includes dmestic and freign plicy, civil sciety, natinal security and the lcal ruling. 2. A visin n ecnmic refrm which is cncerned abut unemplyment, budget deficit, internal and external debt and inflatin. 3. A visin n scial refrm which tackles prmting mral values, scial security services, insurance and retirement rights and health insurance. First: Revival Freedms, human rights and rights f citizenship Fr a lng time, ur natin has lived in a state f neglectin f freedm and human rights. This led t the deteriratin f the natin and its dependency n thers cncerning fd, medicine and weapns. Thus, it has lst its freedm and independency in taking decisins. Fr that reasn, ur prgram depends n allwing freedm t the

(Al-Isra": 70) Hence, we believe in sme freedms such as freedm f belief; as Almighty Allah says, "Then whsever wills, let him believe, and whsever wills, let him disbelieve " (Al-Kahf: 29), freedm f expressin in all peaceful and legal frms, freedm f frming plitical parties, freedm f mvement and travel, freedm f student activities in schls and universities. Als, we believe in sme rights such as the right f frming civil scieties and restring the endwments, the right f peaceful circulatin f pwer thrugh ballt bxes withut pressure r cmpulsin, and the right f standing fr trial in frnt f the natural judge withut using the exceptinal laws. All these freedms and rights are cnsidered t be ne f the main prps f refrm. As fr the basic human rights, they are represented in: 1. The right f the individual and the family f having a sufficient standard f living. All peple are equal in fighting the temprary pverty represented in the unemplyment f the qualified graduates, and the chrnic pverty represented in the persnal reasns facing individuals such as illness, disrder f the scial values, lack f skills, illiteracy and unfair distributin f wealth. All this t be dne thrugh human and cnstructinal develpmental prgrams. 2. The right f having health care, which is related t what the peple need, nt t their ability t pay the csts f this precautinary and medical care. Als, the right t prtect the envirnment and fight water

Educating girls and children in the rural areas (especially in Upper Egypt) is cnsidered an ecnmic right. Als, it is a scial right, as it helps in increasing the incme and prtects citizens frm facing unemplyment, which affects their mrale and scial status. 4. The right f having a huse is a scial right; it includes cnstructinal planning and infrastructure plicies such as rads, water, sewerage, electricity and cmmunicatins. 5. The umbrella f insurance rights shuld include all the classes f the sciety. Private insurance and slidarity funds play an imprtant rle in activating these rights. 6. Wmen shuld have the right f the grups that need mre care, in rder t perfrm their duties twards their families n the ne side and twards sciety n the ther, and t guarantee their rights in the plitical, ecnmic and cultural fields. Als, the child has the right t prtected childhd, and t his prblems being slved, especially the hmeless child, child labrer, child drug addict and mrally bereft. 7. The state shuld take care f thse wh have special needs thrugh prviding schls and care centers, and educating them accrding t their abilities in rder t allw them t keep their rights in life and t help their families with the expensive

We believe that the gvernment and the sciety shuld guarantee all the basic rights fr the Egyptian citizen thrugh the state s cntributins and the scial respnsibility f the rich and the fficial endwments, each accrding t its rle. This is beside the necessity f spreading the culture f human rights thrugh the curricula, especially in the stage f the basic educatin, and the participatin f the Muslim and the Christian men f religin and the intellectuals wh have different pints f view. This shuld be dne thrugh the artistic activities that adhere t the mrals and the general behavir, the sprting matches, the cultural activities and anything else that can achieve these gals. All the abve-mentined rights must be guaranteed t every Egyptian living in Egypt. As fr the Egyptians wh live abrad, they shuld have the right t take part in the electins, t cntribute in develping the cuntry, and t return back whenever they wish. As fr the freigners wh live in Egypt, they shuld have the right t prtectin, care and meeting f their needs in a way that reflects the histry and the civilizatin f Egypt and that makes the cuntry attractive and safe t thse wh want t live in it permanently r temprarily, r t visit it. All the previus rights shuld be guaranteed thrugh the rights f citizenship that can be classified as fllws: 1. The Egyptian wh lives in Egypt has all the abvementined rights. 2. The Egyptian wh lives utside Egypt has the right t cntribute in develping the cuntry.

Values, culture and develpment f man The system f mral values which the mdern state adpts, t express the culture f natins in such a struggling wrld, is cnsidered a basic prp in develping the mdern man wh belngs t a specific natin. We can distinguish ne cuntry frm anther thrugh the prevailing mral values by which the cuntry brings up its citizens. The system f the Islamic mral values is distinguished by truth and justice amng peple whatever their clr, race r belief; as the Almighty (Exalted and Glrified be He) says, "O yu wh believe! Stand ut firmly fr Allah and be just witnesses and let nt the enmity and hatred f thers make yu avid justice. Be just: that is nearer t piety, and fear Allah. Verily, Allah is Well-Acquainted with what yu d." (Al-Ma"idah: 5) The Islamic state that we seek calls fr truth and appreciates the value f justice amng its citizens themselves n the ne hand, and amng them and all natins n the ther hand. The standard is the same; and the balance that hnrs man is: And we have surely hnred the children f Adam. (Al-Isra": 70) Als, it encurages mercy amng all peple; as the Almighty (Exalted and Glrified be He) says, And We have nt sent yu but as a mercy fr all peple. (Al-Anbiya": 107) The tls f the scietal culture shuld be a reflectin f the natin"s identity. Furthermre, they shuld be based n the principles f the natin. The aims f these tls are t build a human being wh is able t imprve ur cuntry and wh is eager t develp himself and his abilities. The strng natin cannt cnsist f weak members. As the backbne f develpment is its peple, develping peple is the best investment in the field f revival and achievement f gals. Mst f the prblems that face ur natin result frm the weakness f the culture f belnging and bad manners. Thus, reviving the mral values and refrming the way f management are amng the

10 10 f 44 3/12/2014 4:26 PM prps and the bases f change and refrm. Prphet Muhammad (peace be upn him) said, "I was sent but t cmplete the nble manners." Als, the Almighty (Exalted and Glrified be He) says, "And verily, yu (O Muhammad) are n an exalted standard f character." (Al-Qalam: 4) Wman Wman represents half f the sciety and the natin. She is in charge f bringing up the cming generatins f bth men and wmen thrugh directing, refrming and helping them and thrugh implanting the values and the creed in their pure suls. Wman is equal t man. She is independent financially and has the right f ding whatever she wants with what she wns accrding t the Islamic Shari`ah. The main rule is the equality between man and wman; hwever, the Almighty kept sme differences fr wman which led t the variatin that achieves integratin. Thus, the wman has the right t: 1. Participate in the electins and t have the membership in the legislative cuncils and the like, but within the limits that keep her hnr and dignity. 2. Eliminate illiteracy amng wmen especially in the rural areas. 3. Be prtected everywhere, especially in her wrk and in the means f transprtatin. 4. Keep her right in having the balance between her scial duties and her rle in scietal rganizatins. 5. Set special prgrams fr the wman wh maintains her family, and ther

Media Media, beside educatin, is the means that creates ideas, implants values, strengthens the bases f natin and determines the pririties f the sciety in a specific perid. The last few years witnessed great develpment in the field f media, which led the media t have a great influence in frming the ideas and determining cmmn values. Thus, we believe that the main message f the media is t urge the sciety, especially the yuth, t adpt the values f liberty, and sense f belnging t hme, which are cnsidered t be the base f a serius fundatin, then t adpt the values f develpment, psitivity, justice and gd citizenship. We call fr the freedm f individuals and institutins wning the media, but there must be a natinal institutin t judge their perfrmance (a pledge shuld be determined). We als call fr encuraging sympsiums, cnferences and exhibitins, and refining art t g with the values f sciety. We call fr canceling the Ministry f Infrmatin, and recnsidering the rle f the Supreme Cuncil f Culture and the Supreme Cuncil f Islamic Affairs and all the cultural rganizatins t guarantee achieving the desirable refrm. Secnd: Refrm Our refrmatry prgram depends n achieving cmprehensive develpment in the plitical, ecnmical and scial fields, which is based n the fllwing pints: 1. Gals - Achieving justice, liberty, equality in the light f Allah s Law (the Islamic Shari`ah). - Achieving self-sufficiency in all the vital requirements such as fd, medicine and weapns. This is cnsidered a

12 12 f 44 3/12/2014 4:26 PM basic gal fr the prcess f develpment. - Prviding the citizen with the basic needs such as fd, drink and residence in additin t the main services like health, educatin, means f transprtatin, etc. This is als cnsidered amng the pririties f the develpment prcess. - Increasing the natinal incme, achieving a surplus in the balance f payments, adjusting the budget, paying the internal and external debts, increasing the grwth rate and getting rid f inflatin and unemplyment. 2. Plicies - The balanced develpment f all the plitical, strategic, ecnmic and scial fields, withut fcusing n a certain field, represents the ruling plicy f the develpmental prcess. - The self-develpment, which is based n increasing the utilizatin f the lcal resurces withut using them up nr resrting t lans and external aids, is ur way fr achieving the cmprehensive develpment. - The human develpment that cares fr building the individual culturally, materialistically and mrally in an integrated manner - as the individual is the pivtal prp f the develpment prcess - is cnsidered the plicy n which the develpment prcess will be based. - The civil sciety with all its individuals and institutins is cnsidered a strategic partner fr the state"s institutins in achieving the gals f the cmprehensive develpment. 3. Strategies - Establishing integrated infrastructure and a develped industrial and technical base t serve and make use f the strategic gals and t cntribute in achieving the scial and ecnmic gals, is

13 13 f 44 3/12/2014 4:26 PM cnsidered the backbne f the strategies f the cmprehensive develpment. - Setting up the integrated natinal prjects (develping Sinai, Al-Wadi Al-Gadid, the Red sea, the Nrthwest Cast, the West Desert, etc.) and the specialized natinal prgrams (nuclear prgram, space and aviatin prgram, armament prgrams, vital techniques prgrams, etc.) represent the mst imprtant strategies t achieve the cmprehensive develpment. - The develpmental integratin with the Islamic and Arab cuntries, especially Sudan and Libya, is cnsidered a main strategy in the develpmental prcess. - Educatin, scientific research and transprting and develping techniques in the varius develpmental fields by using lcal and freign experiences are cnsidered sme f the main methds t achieve the cmprehensive develpment. The industrial develpment Due t the existence f the cnstituents f industry in Egypt, the future f industry in Egypt depends greatly n the adpted plicies t increase the benefit frm these cnstituents. 1. Gals - Self sufficiency f fd, medicine, and weapns. - Increasing the natinal incme, achieving a surplus in balance f payments and increasing the grwth rate. - Putting an end t unemplyment and increasing the incme level f the individual. - Imprving the envirnment and prtecting its safety. 2. Plicies - Expanding the lcal design and industrializatin f factries, machines and

14 14 f 44 3/12/2014 4:26 PM equipments. - Adpting the methd f self-industry and develpment, starting with the material industry, then the basic engineering industries, ending with the ther industries. - Supprting the distinguished industrial cities, such as Damietta, Edc, Akhmim, Mahalla, etc. - Expanding the industries f high added value, such as cmmunicatins, prgramming, textiles and spinning. - Adpting the cncept f the integrated industrial mechanisms, starting with research, develpment, design, industry and finally financing and marketing. - Fcusing n pivtal multidimensinal industries, such as chemical fertilizers. - Expanding in building integrated industrial scieties. - Adpting the cncept f the industrial sequential and interlaced chain. - Adpting the small industries by cnstructing centers fr technical, financial and marketing supprt, and database supprt. - Supprting the industrial techniques that need mre wrkers and lw finance, and which is nt harmful t the envirnment. - Cnnecting educatinal and scientific research with industry. - Industrial integratin with the Arab and Islamic cuntries. The agriculture develpment Our visin n agricultural develpment is summarized by determining agricultural plicies aiming at increasing the benefit frm the agriculture resurces in Egypt.

Strategies - Increasing the prductin by discvering new highly prductive kinds which need less water, in case f sudden emergencies. The slutin This case needs many effrts, such as: - Issuing the ministers prsecutin law during their duty, as the clause (159) f the cnstitutin stipulates. - Decreasing the number f the recent ministries by merging the ministries which have similar pwers, and canceling the ministries that limit the freedms f the civil sciety such as endwments, scial affairs and thers. The lcal administratin The lcal administratin means transferring the pwers and the authrities f the ministries t the gvernrates, and this is knwn as financial and administrative decentralizatin. The decentralizatin means that the lcal residents administrate their affairs and define their needs and the pririties f carrying ut the prjects thrugh electing their representatives. Transferring all the ministries pwers t the lcal cuncils within five years by law. Supprting the administrative and the financial bdies in the gvernrates by the experts and specialists f the ministries, as lng as the pwers will be transferred t the municipalities. The elected cuncils must have a basic rle in selecting the leaders f the municipalities, in rder t create harmny between the executives and the elected persns, t serve the citizens. Establishing training prgrams fr the executives and the

The municipalities shuld carry ut these plans and plicies under the supervisin f the cncerned bdies in the framewrk f the general plicy, the general plan and the apprved budget. Asserting the financial independence f the municipalities, s that they impse and cllect all custms and taxes in their territries withut needing the apprval f the central authrities. The elected cuncils and the lcal leaders shuld have a basic rle in reviewing the gvernrate"s general plan in rder t be cnvinced while implementatin. Activating the supervisry rle f the municipalities upn the executive bdy, in rder t prevent crruptin;

Establishing a private system f wages and allwances fr the lcal leaders, in rder t mtive them t accmplish their rle, prevent bribery and maintain their dignity. The university and the syndicates shuld have a basic rle in serving the lcal sciety by prviding the lcal leaders with the researches, studies and ideas in rder t slve the lcal prblems f the sciety (the envirnment, the ppulatin grwth and the lcal develpment). Recnsidering the system f the lcal prvince"s develpment in rder t achieve the actual integratin amng their resurces and activate their rle fr develping the gvernrates, in

Canceling the current law f the labr syndicates, enacting a new law thatallw the syndicates t manage their affairs away frm the ruling party r any ther plitical pwer, and allwing the unemplyed individuals t jin the syndicates. Regulating freign finance within the civil scieties t prevent penetrating the sciety; hwever, these regulatins shuld nt turn ut t be bstacles. Supprting the cnsulting rle f the syndicates twards the state, and finding jint framewrks t activate this cperatin. The natinal security The natinal security is a basic axis fr the gverning system and a prp fr the institutinal state. The natinal security is based n the stability f the internal blc and the pwer f the

Thus, the sund rule is based internally n the satisfactin and the intercnnectin between the regime and the peple, and the peacemaking between the gvernment and the natin. It is based n the freedm, especially the natin s freedm t chse its rulers and representatives. The mutual cnsultatin is the basis, and demcracy is the acceptable mechanism in the mdern state. The peaceful circulatin f pwer asserts that the natin is the surce f all pwers and the ruler is the natin s emplyee. The ecnmic stability, respecting the values and the culture f the sciety, and the independence f its identity and reference will lead t the internal stability f the natin. This stability will unite and present a strng internal frnt that has the ability t prtect its gegraphic brders frm all kinds f freign invasin, westernizatin, threats, and aggressin. Thus, the ruling regime shuld give the highest pririty t supprt the armed frces s they can prtect the peace and defend the natin"s security. Als, the reginal Islamic relatins are ne f the keys f the natinal security, especially the relatins with Libya and Sudan because they are the gegraphical and histrical extensin, the develpmental natural dimensin and the imprtant strategic areas fr Egypt s stability. In additin, the gvernment and the ruling regime must take care f the Egyptian eastern gate where Sinai, Palestine and the grwing cnflict with the Zinists are. Furthermre, it is very imprtant fr the ruling regime t take an interest in the internatinal diplmatic effrts that raise the value f the natin"s reference. The ecnmic refrm The Muslim Brtherhd thinks that achieving ecnmic abundance and living a gd life is a religius duty and a human necessity. The internatinal ecnmic reality requires an ecnmically strng natin, therwise the natin will lse and its peple will live in frustratin and be enslaved by ther natins. The Muslim Brtherhd watches the lcal and the internatinal develpment, and sees that the absence f demcracy, and the impsitin f the emergency law since Octber 1981 up till nw has led t the mnply f wealth and pwer by a few persns; cnsequently, crruptin has spread everywhere. The ecnmic cnditins becme catastrphic in the fllwing aspects: Unemplyment Accrding t fficial data, the wrk frce in Egypt is 20 millin wrkers; while accrding t the data f the Wrld Bank, it reaches 26

34 34 f 44 3/12/2014 4:26 PM millin. The unemplyment rate rse frm 3% in the beginning f the 1980s t 20% in 2005, s that there are nearly 4 millin unemplyed. Nearly half a millin citizens particularly the graduates f the institutins and the universities -are added annually t the wrk frce; this means that the unemplyment rate will duble in eight years, and this is a real catastrphe. Thus, the ruling regime wastes the greatest wealth, i.e. the Egyptian yuth wh are able t wrk. The state shuld exert all effrts t achieve real ecnmic develpment fr the benefit f the yuth. Fr the past 20 years, cnsecutive gvernments have failed t slve the unemplyment prblem; rather, they have aggravated it. The great rise f prices The gvernment declared suddenly in January 2003 the flating f the exchange rate; thus, the Egyptian pund deterirated rapidly and therefre prices rse greatly, especially the main gds such as the fdstuffs which are imprtant fr the pr classes. This, alng with the fixed wages fr nearly 6 millin gvernmental emplyees, and in additin t 2 millin unemplyed, raised the pverty level and the number f the pr. The failed ecnmic plices are respnsible fr that because they did nt take int cnsideratin the pr, and basically cared nly fr the upper class, i.e. the businessmen and crrupt bureaucracy. The budget deficit The deficit in the annual gvernment budget is a chrnic prblem in the Egyptian budget, with the exceptin being frm 1995 t The deficit reached 2.8 billins punds in 1997/ 1998, and reached 28 billin in 2002/ 2003; this means that the deficit rse t tenfld in less than five years. In 2004/ 2005, the deficit reached 60 billin punds. The deficit is nt expected t stp rising. Thus, sme dangerus and dramatic steps will be adpted; the gvernment will desist frm prviding the basic services t the citizens and the general debt that exceeded 500 billin punds in 2005 will rise cntinuusly. Cnsequently, pverty will prevail mre and mre and the prcess f develpment in Egypt will be threatened.
