14 Answers 1. In 1966, Congress enacted the Migrant Education Program as a Stateadministered and operated program to reduce the unique challenges that children of migratory workers experience. 2. Title I, Part C of the Elementary and Secondary Education Act, as amended, authorized States to establish or improve, directly or through local operating agencies, programs of education for migratory children. 3. The Code of Federal Regulations is an annual codification of the general and permanent rules published by the executive departments and agencies of the Federal Government, and provides applicable regulations related to the MEP. 14

To assist States in supporting high-quality and comprehensive educational programs and services during the school year and, as applicable, during summer or intersession periods, that address the unique educational needs of migratory children. 2. To ensure that migratory children who move among the States are not penalized in any manner by disparities among the States in curriculum, graduation requirements, and challenging State academic standards. 3. To ensure that migratory children receive full and appropriate opportunities to meet the same challenging State academic standards that all children are expected to meet. 4. To help migratory children overcome educational disruption, cultural and language barriers, social isolation, various health-related problems, and other factors that inhibit the ability of such children to succeed in school. 5. To help migratory children benefit from State and local systemic reforms. 16

17 CONSORTIUM INCENTIVE GRANTS 17

18 CIG Purpose The Consortium Incentive Grant program provides financial incentives to State Educational Agencies (SEAs) to participate in consortia that improve the interstate or intrastate coordination of migrant education programs by addressing key needs of migratory children who have their education interrupted.

20 CIG Funding The Secretary may award up to $3 million in CIG funds and each CIG grantee (SEA) can only receive one incentive grant award. Award amounts are based on a two-tiered funding formula: Tier I= x MEP grant $1million Tier II = 2x MEP funding< $1million * A SEA cannot receive more than $250,000/year or an amount greater than its MEP basic formula award.

Does your program have the capacity to fulfill all obligations of the consortium?
