6 Program Planning Regular and/or Summer Measurable Program Outcomes At least 50% gain in ELA or math pre/post local assessment for migrant students served with program funds. By end of school year, at least 48% of Kindergarten migrant students who had previously received Migrant Program preschool services will demonstrate K readiness in at least four WaKIDS domains. At least 75% of participating summer migrant students will increase their math and/or ELA pre/post local assessment by 2%.

7 Program Planning Regular and/or Summer Measurable Program Outcomes At least 75% of migrant students enrolled in credit-bearing courses (9-12) will receive credit. Migrant students Grades 9-12 receiving MEP academic or support services will increase by 2% by end of performance period. By end of performance period, at least 79% of migrant students served by a Graduation Specialist will be promoted to next grade level or graduate. At least 75% of migrant families participating in Migrant Program Family Literacy, Mathematics, and/or Readiness (PK) activities will report they are better prepared to support their child s learning in the home.

14 Absence Definition Excused/Unexcused Changes WAC NEW SECTION Repealing The state no longer considers a district or school approved instructional activity at an approved off-grounds location for at least 50% of the student s scheduled day as absent Absences due to expulsion or suspension are excused absences unless they are receiving educational services and do not attend those services Tardies are not considered absent unless it results in the student not attending school or is not participating in an instruction or instructionally related activity. 14

15 Absence Definition Excused/Unexcused Changes NEW SECTION WAC Excused absences. The following are valid excuses for absences from school (4) Religious or cultural purpose including observance of a religious or cultural holiday or participation in religious or cultural instruction; (11) Principal (or designee) and parent, guardian, or emancipated youth mutually agreed upon approved activity. The school principal (or designee) has the authority to determine if an absence meets the above criteria for an excused absence. 15

16 Absence Definition Excused/Unexcused Proposed Changes WAC Definition Enrollment exclusions. A person who qualifies for any of the exclusions set forth in this section shall not be counted as an enrolled student pursuant to WAC (1) Absences - except as provided in (a) and (b) of this subsection, a student whose consecutive days of absence from school exceed twenty school days, or a part-time student that has not attended school at least once within a time period consisting of twenty consecutive school days, shall not be counted as an enrolled student until attendance is resumed. (a) If there is a written agreement between the appropriate school official and a student's parent or guardian pursuant to RCW 28A that the student's temporary absence is not deemed to cause a serious adverse effect upon the student's educational progress, the absent student may be counted as an enrolled student for up to two monthly enrollment count dates as specified in WAC

18 Extended Absence Guidance Review current attendance policy 3112 and accompanying procedures (may have been provided by WSSDA). Do they reflect the mobility trends of your migrant student population? Do they need some modifications? Does the district have an extended absence agreement in place? Does the agreement need to be updated? 18

19 Dual Credit Services to Migrant Students Washington State Question to Office of Migrant Education Q. Running Start is a dual enrollment program, where the student attends community college classes and earns both high school graduation credits and community college credits. There are no tuition fees, only placement testing fees. Migrant students sometimes need assistance with transportation and testing fees in order to participate. Is this an allowable use of MEP funds? Is MEP able to cover costs associated with this program since the students are technically still K-12? 19

20 Dual Credit Services to Migrant Students OME Response: 1. First consider what other resources are available for migratory children that cannot afford the transportation costs and test fees associated with their participation in dual or concurrent enrollment programs. 2. If there are no other resources available, MEP funds may be used to pay for an eligible migratory child s transportation and test fees for this type of program, as long as the State MEP abides by the criteria that all State Educational Agencies (SEAs) and Local Operating Agencies (LOAs) must consider when determining if they may use MEP funds for a particular activity or (instructional or support) service. 20

21 Dual Credit Services to Migrant Students OME Response continued: 1. Comports with the results of the State s Comprehensive Needs Assessment (CNA) and the strategies outlined in the State s Service Delivery Plan (SDP). 2. MEP funds must first be used to meet the identified needs of migrant children that result from their migrant lifestyle, and to permit these children to participate effectively in school. 3. The activity or service meets the needs of migrant children that are not addressed by services available from other Federal or non-federal programs. 21

22 Dual Credit Services to Migrant Students OME Response continued: 4. The MEP funds are used to supplement, rather than supplant the use of non-federal funds. 5. The costs of the service or activity must comport with the cost principles described in the Uniform Guidance (Subpart E of 2 CFR Part 200). The cost principles require, among other things, that costs of the service or activity be reasonable and necessary, and be allocable (or chargeable) to the MEP relative to the benefit received. See MEP Non-Regulatory Guidance Chapter X, Questions F1-F3 for additional information. 22

23 Dual Credit Services to Migrant Students OME Response continued: Number of factors to consider Documentation of your efforts to investigate non-mep resources is important for quality control Serves as evidence of compliance with the statute in case of a State or Federal monitoring or audit Be sure to document the name and title of individuals you spoke with and the date of the conversation 23

24 Migrant Health: Washington State Immunization Information System (WAIIS) The Migrant Education Health Program will be adopting The Washington State Department of Health Immunization Information System (WAIIS) in lieu of MSIS immunization records. Goal: To adopt a single immunization system that will: Compile accurate migrant student immunization data, eliminate duplicate data entry Ensure migrant students meet state compliance Help support immunizations more efficiently statewide in conjunction with the Washington State Department of Health. 24

25 Migrant Health: Washington State Immunization Information System (WAIIS) New Process: Migrant Records Clerks/ Recruiters will be granted view-only access to verify immunization information via WAIIS. Migrant staff will only check a yes, no, or pending box in MSIS indicating the availability of immunization data within the state. Communications: A bulletin highlighting the adoption of WAIIS has been published on January 12, School nurses and/or other health personnel with access to WAIIS will have a month to reply if they have any questions or concerns regarding expansion. If no response is received within this timeframe your district s (ISA) will automatically be expanded to include migrant records clerk staff at your school or district. 25

26 Reporting Student Services Services provided with Title I Part C Migrant Education Program funds should be reported into the Migrant Student Information System (MSIS) periodically (at the time of student withdrawal or at the of a school session, semester, or trimester). THIS INCLUDES PRE AND POST ASSESSMENTS IN ENGLISH LANGUAGE ARTS AND/OR MATHEMATICS K- 8. Reported data should reflect the academic and support services as identified in the approved grant application (pages 4 and 5) Review the Supplemental Support Services Report in MSIS to determine if all services provided are reflected in MSIS. Science/CTE is an allowable activity as it supports credit accrual toward graduation. 26

27 Identification and Recruitment of Native American Migrant Student Native American Migrant Students in Washington State Ensure the state is doing its best to identify qualifying students across the state. Determine whether the move met the definition of migratory worker or has a history of making qualifying moves. The move is a means of subsistence for the worker/family. If unsure if the move meets qualifying criteria, contact MSDRS. Two additional recruiters will be hired by the state to focus on Native American migrant student eligibility. 27
