3 OMEC Mission Assist the local education agencies to develop the supplemental instructional and supportive services necessary to deliver a quality seamless educational program to each identified migrant student in Ohio.

4 Title I Part C, Migrant Funds support high quality education programs for migratory children and help ensure that migratory children who move among the states are not penalized in any manner by disparities among the states in curriculum, graduation requirements, or state academic content and student academic achievement standards.

8 Free Lunch Eligibility for Migrant Children The certificate of eligibility (COE) is verification that the family is migrant. A family with a COE is not required to complete a free lunch form to enroll in the free school lunch program. Children who come from migratory backgrounds are considered to be economically disadvantaged and therefore categorically eligible for the free school lunch program.

17 Identification Process Identification and Recruitment All migrant children are identified and certified using a Certificate of Eligibility (COE). OMEP recruiters are trained to complete Ohio s COE. If you believe there may be migrant students in your school district feel free to contact Malena at to initiate the identification and recruitment efforts in your area.
