8 IDCI Roles Idaho District Contact Information (IDCI) Q: Can my district have more than one person listed for an IDCI role? A: Yes, your can have multiple contacts for IDCI roles. Q: How, when and who can update IDCI roles? A: Only District ISEE coordinator's can update this information. They can make updates/changes anytime in SRM. Q: My ISEE Coordinator has tech questions, who do they contact? A: Support Desk support@sde.idaho.gov ESSA Every Student Succeeds Act (ESSA) Fact: On December 10, 2015, the President signed into law the Every Student Succeeds Act (ESSA), which reauthorizes the Elementary and Secondary Education Act of 1965 (ESEA). Fact: In the coming months, ED will provide ongoing guidance to support schools, districts, and States in the transition to the ESEA. Be wary of the media reports and summaries on ESSA, there are organizations interpreting the law and disseminating information. 8
9 Immigrant Status Verification of ISEE Immigrant Status We highly recommend that you begin verifying your Immigrant Data. Here are the ISEE codes: Immigrant = Yes or No Immigrant Date of Entry = The date they entered the United States. Country of Birth = The unique two digit InternaFonal OrganizaFon for StandardizaFon (ISO) code for the country in which an individual is born. We will pull the May 2016 (May 06 - May 20) upload to determine Immigrant Funding eligibility. Exiting Criteria Idaho s Exit Requirements for the School Year 1. Score at or above Proficiency Level 5.0 (grade adjusted composite proficiency level) on ACCESS AND Score at or above 5.0 in each domain on ACCESS (listeng, speaking, reading, writing) 3. AND meet one of the following criteria: Receive an Idaho Reading Indicator (IRI) score of at least a 3; (Grades K-3) Receive an Idaho Standards Achievement Test (ISAT) score that meets the Level 2 (Grades 3-12) Demonstrate access to core content with a student portfolio using work samples from at least two (2) core content t areas that demonstrate a Level 5 (Bridging) as defined by the WIDA English Language Development (ELD) Standards Features of Academic Language and Performance Definitions. 9
10 Spring 2016 WIDA Assessment Reports - May 16, 2016 Re-evaluate Idaho's exit criteria? Ensure that students who meet the exit criteria are rolled to X1 status by last ISEE upload 5/20/16-6/17/16 Students who are already on X1 or X2 status, who the district has chosen to test for monitoring purposes CANNOT be reclassified based on ACCESS score! ACCESS is not a screening or reidentification tool. Idaho ELPA Look-Up System Look up a student by certain criteria (EDUID #) to immediately determine whether the student: is already LEP (all scores provided) is exited from LEP, and when they were exited has been given the W-APT in another district in ID and has been screened out has been given the W-APT and qualified This should eliminate students being given tests when they don't need to be. Saves both the teacher and student the time. EL staff can make more immediate programming decisions rather than wait for cumulative files to show up, IF they show up. Less lag in continuation of services. 10
11 Look-Up System What the SDE will do What the districts will do Upload yearly ACCESS data Upload historic IELA data Upload ISAT scores SY run reports to eliminate end of year aggregate report Upload W-APT screener data when students enter your district. Upload out of State ACCESS or W-APT score(s) for incoming students. What else do you want and are willing to input? Ideas... Data on Program Type WIDA collects data in the AMS system on program type. This data is great for districts IF they put it in (not required). Great for evaluating your program successes and for isolating areas for focused attention. How's my pull-out/immersion/newcomer program doing. If collected, this data could be used: to focus professional development needs for all districts in the state. to facilitate networking across the state. by schools to determine how services were previously delivered for incoming students. 11
12 Ideas... District Wants and Needs Alissa with any wants you would like to see with this application. Here's the catch: Benefits and burdens are mutually shared by all districts and the SDE! We can make the application to include any and all bells and whistles BUT there is a limit to what the SDE can provide given data provided in ISEE. That's where the districts' participation is SO critical. (W-APT, program types, etc.) BIG NEWS!!! What if a student transfers to another school during the testing window? Do we have to start over? 12
