2 MINUTES OF THE HOPKINSVILLE PUBLIC TRANSPORTATION ADVISORY COMMITTEE JUNE 21, 2018 REGULAR MEETING COUNCIL CONFERENCE ROOM, HOPKINSVILLE MUNICIPAL CENTER A previously and publicly announced regular meeting of the Hopkinsville Public Transportation Advisory Committee was convened at 4:34 p.m., Thursday, June 21, 2018, in the Council Conference Room of the Hopkinsville Municipal Center in Hopkinsville, Kentucky, by Chairman Paul Henson. ROLL CALL Besides Chairman Henson, committee members in attendance were Squire Kenneth Bates (arrived at 4:34 p.m.), Vonda Gates, Hon. Kimberly McCarley, Cameron Mitchell, and Dr. Jason Warren. A quorum was present. Also in attendance were Troy Body, City Administrative Officer, and Nikki Durham, Administrative Coordinator. Attending from PACS were Kenneth Johnston, Transportation Director, and Alisha Mattice, Administrative Assistant. ADMINISTRATIVE MATTERS Approval of Minutes Mr. Mitchell moved to approve the minutes of the May 17, 2018 regular meeting as presented; seconded by Squire Bates. All members present voted aye. REPORTS Monthly Financial Report Mr. Johnston handed out the financial report and reported three line items were over budget including expenses for vehicle maintenance and employee training as well as cash fare box revenue. Regarding staffing, he indicated the system was looking for drivers and a new Christian County manager. Ms. Durham requested an invoice estimating June expenses be submitted to CFO Robert Martin in preparation for the fiscal year s end. Monthly Vehicle Maintenance Report Mr. Johnston handed out the report and noted an accident on the bus required the vehicle to be detailed on June 25. He further reported improvements with vehicle cleanliness the last six months. Under questioning, Mr. Johnston explained buses were not washed daily due to current staffing and time constraints; however, cleaning was often performed on Saturdays. Monthly Ridership Report Chairman Henson reviewed ridership reports in the packet. draft Monthly Deviation Report Mr. Johnston reported today was an unusually busy day requiring vans to be sent to pick up passengers twice due to full buses. 2

3 Marketing Report Ms. Durham reported the July 4 holiday release would be issued next week and indicated the brochure distribution information was in the packet. Ms. Durham thanked HCC for offering to share its fair booth from June 22 until June 30 with Hopkinsville Transit at no charge and invited committee members to assist with staffing. Dr. Warren indicated they would need more transit brochures and the pop-up banner. Mr. Johnston agreed to have 100 brochures delivered to the college and an additional to Ms. Durham next week as she reported having very few left. Ms. Durham also reported bus passes were being supplied for this year s basketball camp at Boys & Girls Club similar to monthly passes provided to the Housing Authority for new residents. She asked the group for feedback on the idea of having a free admission day. Mr. Johnston reported the statewide date had recently passed and suggested considering this for next year. Under questioning regarding concerns about overly full buses, Mr. Johnston indicated PACS welcomed the chance to show off how well they handled high ridership. Inquiry/Call Log Report The group reviewed comments included in the packet. Ms. Durham asked for updates on several unanswered concerns. Mr. Johnston reported following up with Mr. Lockhart who said he had not been drinking; Mr. Johnston could not recall what the driver reported. Mr. Johnston indicated informing Mr. Lockhart that any future report of serious poor behavior would result in him no longer being able to ride. Mr. Johnston said no one had followed up with Ms. McKnight or Ms. Smith but offered to call them. He highlighted that transit buses had only had to ask passengers to depart three times. Under questioning about whether there was a policy prohibiting alcohol or intoxication on the buses, Mr. Johnston indicated that was not permitted. Regarding Mr. Lockhart s concerns about a driver, Mr. Johnston reported speaking with the driver about remaining courteous. He further indicated that the incident regarding a vehicle turning around in a driveway was related to a PACS vehicle not Hopkinsville Transit. The group also discussed a concern shared by Councilmember Kim McCarley related to a Ward 1 resident. Chairman Henson agreed to follow up with Ward 1 Councilmember Thomas Grant for further information. Mr. Johnston also noted these issues would continue to be addressed at an upcoming meeting for all drivers. UNFINISHED BUSINESS FY18 Operations, Bus & Shelter Grants Mr. Johnston reported PACS continued to wait on the new bus. FY19 Operations & Bus Grants Mr. Johnston reported notice about the latest round of grant awards had not been issued. PACS Shelter Project Mr. Johnston reported shelters had not been shipped or delivered yet. 3

4 City Shelter Project Ms. Durham reported shelters had been delivered. She added trash receptacles to accompany each shelter had also been ordered and delivered and reminded the group pad pours and installations were scheduled to begin in August. Advertising Policy Mr. Johnston reported being unable to locate sample policies. NEW BUSINESS July 19 Regular Meeting Ms. Durham noted this item was placed on the agenda to consider if a cancellation was warranted; however, the committee agreed to meet as regularly scheduled based on reports from today s meeting. COMMITTEE MEMBER COMMENTS Mr. Mitchell asked for clarification on the process when buses pulled off-route to address passenger issues. Mr. Johnston explained that those on the bus were transported to their destinations by van, a second van ran the remainder of the route for that hour, the affected bus parked until the police department arrived. Mr. Johnston added the bus returned to PACS after issues were resolved to begin the next hour s route. Under further questioning, Mr. Johnston clarified that buses had been stopped for two ambulance runs and three emergency situations. He noted the same process should be used in each case. OTHER None ADJOURN Squire Bates moved to adjourn at 5:10 p.m.; seconded by Ms. Hansley. There being no further business to come before the committee, all members present voted aye. This seemed considerably more than we ve done for other groups of their size, so I thought I d check in. We did send 15 passes in June but thought it was a one time request. As a comparison, we only send regular bundles of passes to the Housing Authority which has a significant number of clients comparatively. We usually send them 10 or so one time passes and about 2 monthly passes a month. This contribution has been justified by their great strategic partnership since the beginning of the system. For example, 5 of our stops are on HA property. Other agencies like Salvation Army and Sanctuary buy passes for their clients for regular use. Let me know your thoughts. 1 16
