1 Memorndum of Understndi SOUTH EAST EUROPEAN REGION OF GIGRE (SEERG) The first document (MoU) submitted t the initil meeting in My 25, 2009 in Krnjsk cor (Sloveni) ws corrected in My I 3, 20r 3 during the second Regionl meeting in Montenegro. I. Formtion Bsed on common interest nd former informl co-opertion, the Ntionl committees of cigre in Austri, Bosni & Herzegovin, croti, Greece, Hungry, Itly, Mcedoni, Montenegro, Romni, Serbi, Sloveni nd Ukrine decided to set up new Regionl CIGRE council operting under the nme SOUTH EAST EUROPEAN REGIoN of CIGRE (seerc). The regionl council ws formed ciording to the sttutes of CIGRE nd will be endorsed s region of CIGRE by the Administrtive Council of cigre t the meeting in september 20r 3 in Kzn (Russi). 2. Objectives The objectives of the SEERC re:. work to chieve dded vlue to the individul NC in the Region,, ' Build up CIGRE ctivities in n enlrged geogrphicl re nd increse the interction between experts from countries in the Region, ' Promote ctivities (Symposi, Colloqui, etc.) with lower finncil risk exposure nd greter ttendnce, compred to n ctivity bsed solely on one ntionl committee, ' Promote nd nurture new Ntionl committees in the Region, ' Encourge new regionl ctivities in correltion with new energy policy nd lrge regionl energy projects. 3. Methods ii.. The SEERC chieves'its objectives by pproprite methods nd ctions, which re in ccordnce with the policies of CIGRE. The methods nd ctions of the SEERC include, but re not limited to, the following: ' A yerly regionl meeting is held between the chirmn of the.ntionl Co;nmittees nd the members of the Administrtive Council from these countries. Topics for such meetings re:. lnformtion bout ctivities within ech country,. Co-opertion in the Study Cgmmittee level, Co-ordintion of proposls for new SC members,

Discussion of specific Regionl issues, o Discussion on ction pln, ' Updte of the sttutes nd rules governing the ctivities of SEERC when needs rises. Such updting requires tht the members of SEERC unnimously gree on these chnges. The loction of the meeting rottes mong the member countries. Also it is possible to orgnize meetings before or fter cigre Administrtive Committee nnul meetings. 4. Member of the Region The founding members of seerc re NC of Bosni & Herzegovin, croti, creece, ltly, Mcedoni, Montenegro, Romni, serbi,.sloveni nd Ukrine.These prticipnts will promote cigre membership to the countries which doesn't hve ntionl committee t the present time. A new country in the region cn be pproved s full member of SEERC t the.nnul meeting of this orgniztion if the country in question hs Ntionl committee fulfilling the requirements of CIGRE. Ech member crries one vote in the cse of mking decisions by voting. 5. Appliction Appliction for prticiption should be sent to the chirmn of SEERC s n ttchment or with reference to document the pplicnt's sttus s "Hving ntionl Committee fulfilling the requirements of ClGRE". According to seerc's sttutes this is requirement for joining the region. 6. Chirmnship The mndte period for the chirmn of the seerc is two yers. This procedure is bsed on the ide tht holding the secretrit in period immeditely before tking over the chirmnship will help to ensure continuity. Meetings Aprt from the yerly meeting, meetings cn be clled upon request of ny member of the seerc. such request should be sent to the chirmn with motivtion nd suggested gend. Meetings must be nnounced no lter thn one month before being held. Mteril for the meeting must be sent to prticipnts no lter thn one week before the meeting.decision on issues not on the gend cn only be mde if ll members re present nd ll ccept tht decision cn be mde.decisions re preferbly reched by consensus. Filing tht, decision cn be mde by simple mjority. chnges of sttutes require unnimity s specified in the sttutes.minutes from the meetings should normlly rech prticipnts no lter thn three weeks fter meeting. Minutes should be brief nd minly include decisions. lt is left to prticipnts to record detils. 9. lnformtion Exchnge To fcilitte informtion exchnge between members nd to fcilitte ' informtion provision for interested externl prties, SEERC mintins its website. The work within the region should be crried out without estblishing ny bureucrcy. The Ntionl Committees should continue their ctivities nd mintin their sttus.
