We re very open nd diverse network with very few binding greements. While our different pproches cn be strength nd we shre experiences nd lern from ech other, the diversity cn lso block progress nd prevent us from cooperting when the pproches differ too much. Just s in the EU, the rt consists of blncing the wish for individul orgnistionl identities with the recognition tht we cn be so much stronger together. In order to find our own customized wy of improving our joint work, 2012 will see Allince2015 prepring new strtegy tht will guide us from 2013 to The exmple of Pkistn shows how fr we cn go when we pool our resources. Since the first floods broke out in 2010, we hve been mnging over 30 million Euro in joint funding from lrge donors such s ECHO, OFDA nd DFID, nd we re currently pplying for fourth ECHO project/grnt. When the floods hit for the second time in 2011, the members on the ground were well prepred nd division of lbour worked smoothly. The smller Allince2015 members, in prticulr, benefitted from the consortium pproch. They would not hve received ny substntil funding lone. In lrge emergencies, both during the immedite ftermth nd during the rehbilittion, our modus operndi is now in the form of lrge scle interventions implemented by Allince2015 consorti. For smller humnitrin crises, we often chnnel our funds to one nother nd in this wy mke Allince2015 id significntly more finncilly efficient. In our long-term development work, we implement growing number of joint projects in mny countries. However, improving efficiency nd effectiveness is chllenge nd requires long term joint plnning nd progrmming. These processes re going on in selected Allince2015 priority countries. The coming yers will show how fr we cn go with the integrtion of our work. In terms of dvoccy work, our joint focus continues to be on Child Lbour nd Aid Effectiveness. The ltter hs involved strong coopertion mong ll Allince2015 members, which together hve produced vluble reserch results from five developing countries on the issue of democrtic ownership. The findings were gthered in synthesis report, which hs been the centrepiece of our Busn Toolkit'. Representtives from Allince2015 worked with it t the 4 th High Level Forum on Aid Effectiveness in Busn, South Kore t the end of November Another sign of incresed joint ctivities is the growing number of Allince2015 EU funding pplictions. Aprt from the Stop Child Lbour cmpign, we hve secured funding for Hunger cmpign, nd three dditionl proposls re currently pending. 4 Allince2015 Developement Coopertion Cooperting on Centrl Issues in Ltin Americ Protecting Resources On the Pth to more Consolidted Coopertion While emergency id nd rehbilittion continue to grow s Allince2015 focus issues (especilly in Pkistn), joint development coopertion is lso improving in mny countries. In 2010 seven pilot countries (ech member tking the led in one of them) were identified nd given responsibility to chieve greter collbortion. The Allince2015 Senior Progrmme Officer hs helped members develop tools nd guidelines to improve coopertion nd to mke it more systemtic. The joint nnul reports prepred by Allince2015 members will serve s bseline to mesure progress in coopertion nd will foster more collbortion with incresed exchnge of informtion on pproches nd tools, nd more shring of dt nd looking t res of common interest. The Allince2015 members in the seven pilot countries meet regulrly nd work towrds incresing impct nd effectiveness. Some exmples include joint evlution of the Choler response in Hiti or joint emergency response trining in Nicrgu nd Cmbodi. In Liberi, members re setting up n INGO Eduction Coordintion network nd re supporting the development of n Eduction Reserch Consortium. The nnul reports show numerous exmples of different wys of cooperting, from systemticlly shring documents nd lessons lernt to jointly contrcting lwyers or chrtered ccountnts. But the reports lso reflect the difficulties encountered. With lrge proportion of ech gency s funding focusing on specific often short-term projects, it is often difficult to move towrds joint progrmming or longer term strtegies. In some countries, however, this more comprehensive pproch is tking shpe, for exmple in Bolivi nd Guteml. In Peru nd Ecudor, Welthungerhilfe, Cesvi nd Hivos re currently collborting in regionl, EU co-finnced project tht contins REDD (Reducing Emissions from Deforesttion nd Forest Degrdtion) component. This progrmme focuses on two ntionl prks: Ysuni in Ecudor nd Mnu in Peru. Additionlly, Welthungerhilfe nd Hivos hve been working together in Ecudor on nother (EU co-funded) project to preserve mngrove forests tht shrimp compnies re destroying. Welthungerhilfe nd Hivos lso supported tropicl fruit project mnged by Cesvi in Iquitos in Peru. This project now continues with funding from the Itlo- Peruvin Fund. Allince2015 in Centrl Americ Four Allince2015 members re lso ctive in Nicrgu nd shre n Allince2015 Office in Mngu. IBIS nd Welthungerhilfe hve just completed joint five-yer (EU co-funded) project for integrted development with the Miskito People in the Northern Autonomous Atlntic Region. 4

5 Reminders of the issue of HIV nd AIDS need to remin visible Focus on HIV nd AIDS In Bolivi, coopertion hs reched lrge nd complex scle. IBIS, Hivos nd Welthungerhilfe who shre offices, regulrly inform ech other bout mutul ctivities, which promotes coordintion. Hivos nd IBIS were selected s the Principl Recipient of the HIV nd AIDS component of the Globl Fund for the fight ginst AIDS, Mlri nd Tuberculosis (GF) in Bolivi in Seprtely, neither member would hve been ble to comply with ll of the requirements, but jointly they were ble to ccess nd mnge fund of pproximtely 20m to prevent the further spred of HIV nd AIDS in the country. Due to their complementry nd successful work, the two Allince2015 members hve gin received lrge scle funding from the Globl Fund for Bolivi Through locl prtners, the progrmme supports people who re currently living with HIV. Its purpose is to ensure tht every HIV nd AIDS ptient in Bolivi receives the cre nd medicine required. Additionlly, there is focus on trining helth workers nd on purchsing AIDS medicines nd hospitl equipment. "The best wy to stem the spred of the HIV nd AIDS epidemic is not only to provide medicines, but to invest in informtion nd prevention. Our im is to eliminte new occurrences ltogether," sys Wrwick Gonzles Zmorno of the Bolivin orgnistion Asocición Un Nuevo Cmino. At-risk groups such s men hving sex with men hve been difficult to rech due to the tboo nture of homosexulity in Ltin Americ. Diminishing the stigm nd discrimintion tht people living with HIV nd AIDS experience is therefore strong priority. Additionlly, IBIS nd Hivos re expnding prevention nd informtion ctivities to indigenous popultions tht re not covered in the current Globl Fund progrmme. The success in Bolivi influenced similr prtnership in Guteml. Here, Hivos ws recently nominted s Principl Recipient of the HIV nd AIDS component of the Globl Fund. Bsed on the experience in Bolivi, Hivos entered into negotitions with IBIS who hs lrge office nd extensive presence in tht country. An greement ws reched in which Hivos delegtes the dministrtive tsks of the project to IBIS. Hivos now shres the fcilities nd dministrtive resources t the House of IBIS office in Guteml, but there is lso growing synergy between the tems resulting in very positive work environment. 6 Allince2015 Emergency Coopertion Emergency nd disster relief hs become mjor strength of Allince2015 with members responding quickly, effectively nd cretively to ddress the bsic needs of ffected popultions. Collectively, the members offer expertise in nutrition, wter nd snittion, eduction nd socil needs, shelter, non food items, food security nd helth. Horn of Afric: Drought response All Allince2015 members present in the Horn of Afric responded to the severe drought in the region with Concern nd ACTED running the lrgest progrmmes. Allince2015 members worked together to provide quick nd effective response. Cesvi ws lredy present in the Ddb refugee cmps in Keny nd with Welthungerhilfe becme opertionl very quickly. Together, they distributed wter in the cmps. ACTED, Welthungerhilfe, Concern nd Cesvi lso crried out joint multiple sector ssessment in drought-ffected regions of northern Keny. In 2011, the UN declred fmine in six regions in Somli. Welthungerhilfe provided finncil support to Concern nd Cesvi who were responding in the refugee cmps in the cpitl Mogdishu. ACTED nd Cesvi pplied to DFID (UK Deprtment for Interntionl Development) for joint project in Southern Somli. In Ethiopi, People in Need implemented relief opertions in the Somli region co-funded by Welthungerhilfe nd WASH (Wter, Snittion nd Hygiene) project in Ble, funded by Concern. 6 Photo: Rlph Dickerhof/Welthungerhilfe Wter cnisters in Ddb refugee cmp in Keny, redy for distribution Supporting Ivory Cost Refugees in Liberi In Liberi, vrious bi-lterl projects in eduction, griculturl rehbilittion nd re-integrtion & recovery hve led to strong coopertion between Concern, Welthungerhilfe nd IBIS. In erly 2011, post-election violence in Côte d Ivoire brought n influx of refugees into neighbouring Liberi. In the Grnd Gedeh region, both Concern nd Welthungerhilfe cooperted with UNHCR to build nd mnge refugee cmp in Zih Town for bout 5,000 people. While Welthungerhilfe built shelters nd repired rod nd bridges, Concern took cre of the wter supply nd snittion, distribution of Non Food Items nd the mngement nd running of the cmp until the end of December When Concern exited the re they worked closely with Welthungerhilfe to ensure smooth trnsition nd continued support for the trget community.

7 Welthungerhilfe nd IBIS developed joint proposl designed to provide skills trining, eduction, infrstructure, griculture nd support to women Ivorin refugees nd Liberi host communities. Allince2015 in Pkistn Since the 2010 floods, the five Allince2015 members in Pkistn hve been wrded number of lrge-scle consorti grnts from the Europen Commission s Humnitrin Aid deprtment (ECHO), DFID (UK Deprtment for interntionl development) nd OFDA (Office of U.S. Foreign Disster Assistnce). The three ECHO projects include ll five members, nd fourth ppliction, to meet the needs of popultions ffected by the more recent Monsoon flooding in southern Sindh is currently being developed. These multi-ctor, multi-sector nd multi-province progrmmes re the lrgest-scle joint emergency opertions Allince2015 members hve been involved in to dte with funding of over 30 million Euros. More thn 40,000 households hve received bsic household kits, nd nother 40,000 hve received hygiene items. Working together, the Allince2015 members shre technicl expertise nd locl knowledge to help deliver the most pproprite solutions to locl communities, while lso voiding dupliction nd reducing institutionl costs. They develop joint strtegies to ensure tht id cn be delivered effectively. They shre informtion bout suppliers to ensure tht they cn deliver qulity inputs nd mke optimum use of finncil resources. Members lso undertke regulr joint monitoring ctivities llowing them to continully ssess the needs of people. When prts of the country were flooded gin in 2011, the existing coordintion structures enbled the gencies respond quickly nd effectively. Floods in Cmbodi The floods tht ffected Cmbodi in erly October enbled Allince2015 members in the country to test their recently developed emergency prepredness pproch. PIN nd Cesvi collborted on first response in their progrmming re with emergency funds provided by PIN. Welthungerhilfe lso used its own funding. Concern hd n existing prtnership with Action Aid nd Dnish Church Aid (DCA) when the floods occurred, so they immeditely prepred joint funding proposl. They were joined by PIN nd Cesvi who took responsibility for the helth nd snittion component of the DCA-led response. Receiving non food items 7 in Nowsher, Pkistn

We look to mobilise public nd politicl support cross the EU for chievement of the Millennium Development Gols, for greter effectiveness nd for meningful delivery of EU commitments in the res of Eduction nd Hunger in prticulr. Menwhile the nnul Globl Hunger Index report published by Concern, Welthungerhilfe nd IFPRI hd its first Brussels lunch in 2011 s well s lunches by Cesvi nd ACTED in Itly nd Frnce respectively. Allince2015 prtners commemorted the World Dy ginst Child Lbour on June 12 th nd the World Dy for Children s Rights on November 20th with public events, photogrphy exhibitions, film festivls nd debtes. A member of SCL spoke t n expert meeting on the elimintion of child lbour in Brussels in My Questions were rised in The Europen Prliment bout child lbour in Turkish hzelnut hrvesting. EU Commissioner Füle, with responsibility for Europen Expnsion, confirmed tht the elimintion of the exploittion of children would be n ccession requirement for Turkey. The EC lso mentioned the cmpign in its sttement for the World Dy Aginst Child Lbour s its first intervention in terms of combting the root cuses of child lbour. 8

SCL promoted the Action Pln for Compnies to combt child lbour nd engges in dilogue to encourge compnies tht produce for the Europen mrket, to tke concrete mesures in order to eliminte child lbour in the production chin. MVFoundtion in Indi hs been n importnt southern prtner of the cmpign since it begn in 2003, during 2011 the Ltin Americn prtners visited them in Indi to witness nd discuss successful ction on the ground. MVFoundtion in turn visited Africn prtners for technicl guidnce nd on-thejob dvice. SCL nd its locl prtner Kids in Need (KIN), orgnised lobby nd dvoccy workshop in Ugnd for prtners from Ethiopi, Ghn, Morocco, Ugnd, Keny nd Zimbbwe. The objective ws to strengthen prtners cpcities to influence policies nd prctices in support of Child Lbour Free Zones. The cmpign s min objective continues to be the elimintion of ll forms of child lbour by 2015 nd forml, full-time nd qulity eduction for ll children. Most child lbourers continue to work in griculture (60 %). Only one in five working children is in pid employment. The overwhelming mjority re unpid fmily workers. The Asin Pcific region nd Ltin Americ/Cribben experienced decrese regrding children ged 5 14 in economic ctivity, while the number of working children is incresing in Afric. The sitution is prticulrly lrming in Sub-Shrn Afric, where one in four children works. Members followed up on previous commitments nd reserched the issue of Democrtic Ownership in Mozmbique, Tnzni, Ghn, Cmbodi, nd Nicrgu. The vluble insights from these five country briefs fed into cross-country synthesis report titled Democrtic Ownership beyond Busn: Building Inclusive Prtnerships for Development, Allince2015 hd the opportunity to lunch this report in Cmbodi in June 2011 during ntionl consulttion workshop there clled Moving from Aid Effectiveness to Development Effectiveness. This synthesis report is prt of Allince2015 s globl monitoring of the pledges mde by world leders s per the Pris Declrtion (2005) nd the Accr Agend for Action (2008). The min messges of the report re tht democrtic ownership is t crossrods nd bold steps should be tken to meet the commitments from Accr: Donors re not mking enough efforts to provide developing countries with the politicl spce they require to choose their own rod to development through genuinely democrtic processes. Mny governments in developing countries hve never fully endorsed the principle of democrtic ownership or tken serious steps to provide n enbling environment. Governments re not giving civil society nd prliments proper recognition s independent development ctors. Even when they hve enough politicl spce, CSOs (civil society orgnistions) nd prliments often lck the cpcity to mke meningful contribution to development processes. Addressing nd overcoming these specific problems would represent n enormous step forwrd. Allince2015 members in Cmbodi (except Hivos nd IBIS) hd been interested in the Aid Effectiveness issue in different wys nd modlities. When funding nd support from Allince2015 becme vilble, this led to coopertion with the Cmbodi Coordintion Committee (CCC), ntionl NGO network with which Allince2015 then orgnised triprtite consulttions between donors, the government nd civil society on the implementtion of the so-clled Accr Agend for Action (AAA) from the third High Level Forum (HLF) in Accr in This work led to more coopertion mong the Allince2015 members in reltion to the still ongoing difficult debte on the proposed Cmbodi Government Lw of Assocition nd NGOs (LANGO). This lw hs received strong criticism from hundreds of ntionl nd interntionl NGOs s it would severely shrink the spce for civil society orgnistions to mke their contribution to development. The fourth High Level Forum on Aid Effectiveness brought n opportunity for Allince2015 to rise these concerns.

11 Prticipting in the 4 th High Level Forum on Aid Effectiveness in Busn, South Kore in December Lter in the yer, representtives from Concern, IBIS nd Welthungerhilfe trvelled to Busn to prticipte in the fourth High Level Forum (HLF) on Aid Effectiveness. The overll gol of this HLF ws to ssess progress in mking id more effective nd to improve tht effectiveness by brodening the globl development frmework beyond the trditionl donors. New ctors t the tble included countries such s Chin, Indi, Brzil nd Mexico, but lso big foundtions, the privte sector nd civil society. The HLF4 ws evidence of chnging globl politics, moving t the sme time from id effectiveness to development effectiveness. Between now nd June 2012, concrete rrngements will be put in plce for the new Globl Prtnership its composition, design nd mndte. The focus now shifts to the ntionl level where CSOs hve criticl role to ply in pressing for implementtion of this new greement while enhncing cpcities of other ctors to push hrder. All those who endorsed the Busn Outcome Document re responsible for the commitments mde. Allince2015 will continue to work with nd support its prtners in their efforts to hold Governements ccountble for the commitments mde on December 1, 2011 in Busn. The HLF concluded with n greement on the Busn Prtnership for Effective Development Co-opertion. Governments, civil society nd the privte sector greed on new Globl Prtnership for Development. Throughout the HLF, it ws encourging to see progress in the res of Democrtic Ownership nd enbling environment for civil society. Both were cknowledged s preconditions for sustinble results. Allince2015 dvoccy on Democrtic Ownership over the pst three yers resonted strongly with the other priorities which CSOs greed to promote in Busn. The principle of Democrtic Ownership ws referred to repetedly in side-events nd plenry discussions relting to the role of CSOs nd need for Governments to protect nd promote CSO enggement in decisions tht ffect their lives. This is significnt, becuse we see the politicl spce for NGOs in mny developing countries shrinking, for exmple in Cmbodi. The biggest concern bout the finl greement is tht not ll ctors re committed to the principles of trnsprency, ccountbility nd rights-bsed pproches. This counts for mny trditionl donors like the U.S., Jpn nd Frnce, nd specificlly Chin endorsed the document only on condition tht voluntry cluse be included. In terms of civil society s involvement in this process, Busn offered full involvement. Civil society ws t the tble long with Governments, multilterls nd other donors. It ws represented in the negotitions nd hs now officilly endorsed the Outcome Document. Alongside the trditionl donors, the emerging economies, the privte sector nd others, civil society hs role in the follow up from Busn too.
