The reson why Drucker rised this conception is tht he wnts to express the mening of humn things which is unble to express in trdition wy. the conception mens compny stffs nturlly possess nd utonomously disposed coordintion, fusion, judgment nd imgintion. Menwhile, economists begn to concerned bout immterility cpitl fctor nd this fctor s vitl impct to economic growth. The first step of countries grde nd rnk cn bck to the UNDP published humn develop index in 1990.It includes three-dimensionl indexes which is popultion expecttion life, dult litercy rte nd comprehensive gross enrollment rtios, per cpit GDP. After deling with dimensionless, humn development index should be clculted from indexes scores through rithmetic men. These chievements provided helpful references to further reserch. In conclusion, Mesuring interntionl should not be only concern the scle of, but lso need to concern the qulity of it, should not be only concern the bility of eduction exploittion, but lso need to concern the bility of mrket lloction nd helth gurntee, should not be only concern the develop sttus, but lso need to emphsize the potentil of system reformtion.consequently,this pper constructed evlution system, which syntheticlly evluted of 58 countries nd districts worldwide.

Besides the index of reproduction lower thn the groups of reltively strong nd feeblish groups, other 7 secondry indexes re higher thn the other 3 groups, especilly helth condition, eduction sitution, socil environment nd work environment these 4 secondry indexes, which is much better thn the other 3 groups. In the wek group, secondry indictors get feeblish scores, especilly socil environment nd work environment get the lowest score.
