Minor prties my nominte cndidtes for prtisn office t ny level, including county, stte nd federl office, s long s the minor politicl prty hs been estblished within the electorl district. Only sttewide minor prty my nominte cndidtes for the offices of U.S. President, U.S. Sentor, Governor, Secretry of Stte, Tresurer, or Attorney Generl. 5 Minor Politicl Prty Formtion nd Cndidte Nomintion Mnul 5 Minor Prty Formtion ORS All politicl prties must be formed with the Secretry of Stte, Elections ivision. This includes ny prty formed to nominte prtisn cndidtes for federl, stte or county office. 1. File Forms The chief sponsor my obtin filing forms from the Elections ivision website t The prospective petition must include: Petition to Estblish Politicl Prty form (SEL 198) mrked Filing to estblish politicl prty by prospective petition Petition to Estblish Politicl Prty Signture Sheet form (SEL 199) indicting whether circultors will be pid Wrning All signture sheets must be pproved in writing by the Elections ivision before circulting. Filure to do so will result in the rejection of those signture sheets. 2. Petition Review The Elections ivision will review the prospective petition for required informtion. Written pprovl of the signture sheet will provide the minimum number of signtures required to form minor politicl prty. 3. Required Signtures To estblish sttewide minor politicl prty, the chief sponsor must file completed petition contining t lest 21,804 vlid signtures. A chief sponsor is dvised to obtin more thn the required number of signtures to ensure the petition contins sufficient number of vlid signtures. To estblish less thn sttewide minor politicl prty, the Elections ivision will clculte nd dvise the chief sponsor of the number of signtures required. Wrning See the petition nd signture sheet requirements on pge 9. All signture sheets must be submitted to the Elections ivision no lter thn 2 yers fter filing the prospective petition. 4. Circulting the petition The chief sponsor will circulte the formtion petition by: obtining more thn the required number of voters signtures to ensure the petition contins sufficient number of vlid signtures nd ensuring ech signture sheet certifiction is signed nd dted by the circultor

Complete Filing The completed petition must include: Petition to Estblish Politicl Prty form (SEL 198) mrked Filing to estblish politicl prty by completed petition Petition to Estblish Politicl Prty Signture Sheets form (SEL 199) with t lest 21,804 vlid signtures if the the petition is to estblish sttewide minor politicl prty 6. Signture Verifiction The Elections ivision will verify the signtures using the Sttisticl Smpling Procedures for Other thn Stte Inititive or Referendum Petitions to determine if the petition contins sufficient vlid signtures to form minor politicl prty. See OAR online t A minor politicl prty formtion petition will be rejected if sttisticl smpling determines it does not contin the required number of sufficient vlid signtures. Upon completion of the signture verifiction process, the Elections ivision will notify the chief sponsor of the result.

7 Minor Politicl Prty Formtion nd Cndidte Nomintion Mnul 7 Mintennce of Minor Politicl Prty Sttus ORS A minor politicl prty cn mintin its sttus in either of two wys: Achieve prty registrtion of number of voters equl to t lest.5% of the totl number of registered voters in this stte t ny time beginning from the dte of the next primry election nd ending on the 90th dy before the generl election of the sme yer. or A cndidte nominted by the minor politicl prty must receive t lest 1% of the totl votes cst in the electorl district for ll cndidtes for ny single prtisn stte office t the generl election. The votes re tllied from the minor politicl prty tht nominted the cndidte. The prty must lso chieve sufficient prty registrtion to equl t lest.1% of the totl votes cst for ll cndidtes for Governor. Exmple: For sttewide minor prties,.001 x 1,453,548 = 1,454 voters bsed on votes cst in the 2010 Generl Election. The Elections ivision will complete these clcultions t lest once month between the primry election nd the 90th dy before the generl election. The dedline to meet the minor politicl prty membership requirement to mintin sttus is ny time between My 15 nd August 8 for 2012.

8 Minor Politicl Prty Formtion nd Cndidte Nomintion Mnul 8 Minor Prty Cndidte Nomintion ORS Once minor politicl prty is estblished, the minor politicl prty my nominte cndidtes for ny prtisn office within the electorl district in which the prty is estblished for the next generl election. To nominte cndidtes for generl election, minor politicl prty will hold nominting convention either following stte lw or prty by-lws. Equl opportunity to ll registered prty members must be provided to llow prticiption in the nominting process. The sme equl method must be used should delegtes be selected to nominte cndidtes. 1. File Forms The prty chir will file the following items with the Elections ivision: copy of the prty s orgniztionl documents, including by-lws, estblishing the procedure for nominting cndidtes nd list of officers selected by the prty edline edline for Minor Prty to File Orgniztionl ocuments with the Elections ivision A copy of the prty s orgniztionl documents, including by-lws, must be filed no lter thn 30 dys fter doption. Chnges mde to the nominting procedures must be filed no lter thn 30 dys fter the chnges. for Minor Prty to File List of Officers with the Elections ivision A list of officers selected by the prty must be filed no lter thn 10 dys fter the selection. Any prty officer chnges must be filed no lter thn 10 dys fter the chnges. 2. Publiction Notice Prior to holding nominting convention the chir will publish notice of the convention t lest once in not less thn three newsppers of generl circultion in the district. The notice will include: the time nd plce of the convention nd the office or offices the prty is nominting If there re fewer thn three newsppers of generl circultion within the electorl district the chir must do both of the following: publish notice t lest once in one newspper nd give public notice sufficient to ensure prty members in the electorl district receive notice of the convention 3. Nominting Convention The chir will conduct convention to nominte cndidtes ccording to the prty s orgniztionl procedures. edline for Minor Prty to Conduct Nominting Convention A nominting convention must be held in time to file certifictes of nomintion with the filing officer by August 28, 2012.

A circultor s filure to comply with these guidelines my result in the rejection of petition signture sheets nd felony conviction for the circultor. To ensure complince with the circulting requirements the chief sponsors must educte nd monitor circultor ctivities. 10 Minor Politicl Prty Formtion nd Cndidte Nomintion Mnul 10 Circultor nd Petition Sheet Requirements Insufficient Circultor Certifiction A petition sheet will be rejected for insufficient circultor certifiction for ny of the following resons: no signture whtsoever ppers below the certifiction no dte ppers next to circultor s signture or the dte is crossed out the dte of the circultor certifiction is erlier thn the dte of the voter s signture, unless the circultor nd the only signer re the sme person the originl dte is crossed out, nd new dte is provided, but the circultor filed to re-sign ny prt of the originl dte is overwritten with different dte if written in ll numeric chrcters, the dte is not provided in month, dy, yer order the dte informtion is insufficient or mbiguous the originl signture of circultor hs been crossed out nd different circultor s signture is inserted the circultor s signture is photocopied, crboncopied, or otherwise ppers on the fce of the document to be replicted nd not n originl signture except s provided in ORS the signture, printed nme, nd ddress re ll illegible the signture lone is illegible, unless the circultor s use of the pprently illegible signture is verified by exemplr the circultor s signture is in printed script rther thn cursive script, unless the circultor s use of printed signture is verified by exemplr or if for ny other reson, from the fce of the signture sheet, the circultor s identity cnnot be determined or it otherwise cnnot be determined tht the circultor executed the certifiction fter witnessing the voter s signture If preliminry determintion is mde tht certifiction is insufficient, the certifiction signture my be verified by exemplr. Before circulting the formtion signture sheets the chief sponsor must review ll of the guidelines to circulte the petition with circultors. Filure to comply with the legl requirements nd guidelines will result in the rejection of signture sheets.
