Booth Education Service Center, 1215 West Lewis Street, Pasco, WA M I N U T E S STUDY SESSION 4:30 p.m. Strategic Plan Key Action Prioritization CALL TO ORDER Mr. Ryan Brault called the meeting to order at 6:32 p.m. FLAG SALUTE Mr. Brault introduced Longfellow Elementary Principal Claudia Serrano who introduced Vice Principal Jamie Bacon and fourth grade students from Mrs. Pearson s class, Baylee Leduc, Manuel Sanchez, Eva Montiel, Elizabeth Patrick, Itze Reyes Herrera, Alex Gomez and Zahara Acevedo. The students then led the flag salute. Ms. Nayeli Cervantes presented each student with a Pride of Pasco pin and Ms. Hill and Mr. Brault congratulated the students on their success. Mr. Brault read the boards opening statement regarding standard practice. 2 SPECIAL RECOGNITION On behalf of the board Ms. Caul recognized classified staff and retirees in honor of Classified Employees Week March 9-13, 2015 and School Retirees Appreciation Week March 16-22, Ms. Lancon presented both with a Pride of Pasco pin. Ms. Hill thanked Ms. Wright for her many years of service and leadership across the district. APPROVAL OF MINUTES Mr. Lehrman moved to approve the minutes of the regular meeting of February 24, 2015 as amended. Ms. Lancon seconded the motion; the motion carried. AGENDA REVIEW Ms. Hill stated Item 9D Legislative Conference Report was added and Assistant Superintendent Thornton is requesting an executive session according to RCW (1)(i). AUDIENCE COMMENTS Greg Olson, PAE President asked that the board rethink moving so quickly on hiring the Deputy/Successor Superintendent. He stated that it may be perceived as already having someone chosen for the job. Natalie Howard shared concerns about the timeline on the superintendancy. She thanked the board for all they do and expressed appreciation for their involvement in the McClintock decision. She also gave a shout out to classified staff and Ms. Hill thanked her and explained that there is a way to recognize staff with a North Star. The nomination process is available online. COMMUNICATIONS Board members Brault, Phillips and Christensen and student representatives Cervantes, Mendez and Gallegos attended the WSSDA Legislative Conference in Olympia March 1-2, Mr. Christensen will give a brief report later in the meeting. Board members Phillips, Lehrman, Brault and Christensen and student representatives Adriana Mendez and Nayeli Cervantes were able to attend either one or both of the Strategic Planning summits (English and Spanish) held in the past two weeks. Board members Phillips, Lehrman and Brault attended the VIP Day at Robinson and gave Ms. Manthei kudos for an excellent activity at her school. Ms. Lancon expressed her appreciation to the community and staff for their participation in the summits and the value it adds to developing an action list for our board and district. It is important work and an opportunity for the community and staff to come together. Mr. Christensen participated in CHS Mock interviews last week and looks forward to participating at PHS this coming Friday. He was also able to spend a few minutes with the task force that is working on our facilities plan and was impressed with the amount of people that are willing to help and contribute their time giving us direction. He thanked them publicly for their efforts. Ms. Gallegos volunteered in the Clean Up Downtown Pasco effort. A great example of unifying schools (PHS, CHS and NHHS) for a greater cause while doing something to better the community. While in Olympia she was able to register to vote with Governor Inslee at her side to sign her registration form. She is looking forward to having her voice heard as a new voter. 3 Ms. Cervantes volunteered at Women s International Day at Captain Gray. The Mexican consulate was there to provide support to our Spanish community. The fair served over 150 adults throughout the day. Mr. Lehrman toured McClintock Elementary and thanked Mr. Marsh and the architect for their time and answering his questions as we continue to look at the boundaries. He participated in Reading Across America or Dr. Seuss Day at Twain and read in the classrooms as well as attended the Frost Elementary Science Fair. He also attended the Tri City Health Clinic opening at Ochoa and commented that it is great for the community and kids in that neighborhood. Mr. Brault toured McClintock Elementary and the musical at Ochoa. He also attended the Pasco Education Foundation dinner and got to hear students perform again as part of the program. He spoke on behalf of the district at the TCCH opening of the clinic. Ms. Hill gave a shout out to Robinson Elementary for a fabulous VIP Day and reminded the board and audience that the Crystal Apple Awards are this Thursday at 4:30 at CBC Gjerde Center where PHS music teacher Randy Bjur and Angelou special education teacher Elisabeth Copsey will be honored. We look forward to showing our support to these two fine teachers. REPORTS/DISCUSSION Career and Technical Education Report Mr. Martinson updated the board on the District s CTE program mission, staffing and budget status, courses offered and program initiatives/highlights being carried out this school year. Mr. Martinson introduced CHS sign language teacher Jenny Henn who introduced PHS student Alex Wilson and PHS teacher Kara Cleveland who introduced second year interpretor Shelby Wright. Both students interpeted a slide of the presentation as an example of what they have learned. Ms. Gallegos presented students with Pride of Pasco pins and Ms. Mendez presented the teachers with pins. Mr. Lehrman and Mr. Brault thanked Mr. Martinson for his great work and all the opportunities these programs have provided our students. Ms. Hill also shared her appreciation for all Mr. Martinson s leadershp and the high quality programs we provide which are on the cutting edge. Information Services Report Mr. Garrett provided a brief explanation of the organizational structure of the Information Systems Department, recapped some significant activities and initiatives that have taken place during the school year and reviewed metrics that keep the department focused on providing great customer service. Discussion followed Affirmative Action Plan Annual Review Ms. Hay reported that state and federal laws require the district to have a formal affirmative action plan in place. The previous plan has expired and a plan for was presented for review. The plan establishes target hiring goals to be accomplished over the five year period, and calls for the goals to be reviewed with the board annually. Discussion followed WSSDA Legislative Conference Mr. Steve Christensen gave a brief summary of the events that took place at the WSSDA Legislative Conference March 1-2, Students and board members emphasized the importance of teacher compensaton hoping to increase salaries. Representatives Nealey and Walsh and senators Hewitt and McAuliff are all advocating Pre-K for Pasco schools. ACTION ITEMS Resolution 900: Interfund Loan from the General Fund to the Capital Projects Fund Mr. Roberts explained that the purpose of the loan is to provide temporary cash flow until state funds, district and any other contributions for Delta are received. The requested loan is basically a replacement for the Board Meeting Minutes March 10,

4 interfund loan approved on March 25, As interfund loans are restricted to one year in duration, this new loan will cover the project s cash flow needs through its completion. The Delta project is accounted for in the Capital Projects Fund. However, unlike the other projects in that fund it cannot use bond proceeds or impact fee revenue. Most of the funding for the Delta project is coming from the State of Washington, with the balance to be paid equally by Pasco and Kennewick school districts. Funding from the state is on a reimbursement basis; the district must first expend the funds, then submit a reimbursement claim and await its arrival. The total turnaround time is usually more than one month and presents a cash flow issue. The Delta project needs a source of interim financing to cover the gap in time from when the bills are paid and the state reimbursement arrives. Interim financing is available from outside lenders, but a more cost effective way is through an interfund loan. Interfund loans are permitted by state law and district policy. An interfund loan is a temporary loan from one fund to another and must be authorized by a resolution that includes the amount borrowed, the repayment period and the interest rate charged. It is important to note this transaction is only a temporary exchange of assets between two district funds; it does not decrease or increase the overall assets of the district. Mr. Lehrman moved to approve Resolution 900, authorizing an interfund loan from the General Fund to the Capital Projects Fund in an amount not to exceed $4,500,000. Mr. Christensen seconded the motion. A roll call vote was taken as follows; the motion carried. We will also be recognizing ESD 123 Art Show students. EXECUTIVE SESSION The board went into executive session at 8:52 p.m. according to RCW (1)(g). Assistant Superintendent Sarah Thornton joined them. The session is expected to last approximately 30 minutes and will not require any action.
