Booth Education Service Center, 1215 West Lewis Street, Pasco, WA M I N U T E S 4:30 p.m. STUDY SESSION School Improvement Plans CALL TO ORDER President Lancon called the meeting to order at 6:30 p.m. FLAG SALUTE Ms. Lancon introduced Emerson Elementary Principal Josette Mendoza who then introduced students Leilani Uribe, Diego Moran and Andrea Ramirez who took the lead on creating a perennial garden at Emerson. She also introduced their families and thanked them for attending. The students then led the flag salute. Ms. Mendez presented the students with Pride of Pasco pins. Those honored were: Ochoa Middle School students Sabrina Garza, Estefani Mendez, Maria Cruz Ortiz, Yhoonny Paredes and Richard Garcia. Pasco High School student Lucy Rickman and Chiawana High School student Miriam Flores. Mr. Lehrman and Mr. Christensen presented each student with a Pride of Pasco pin. APPROVAL OF MINUTES Mr. Brault moved to approve the minutes of the regular meeting of September 23, 2014 as presented. Mr. Christensen seconded the motion; the motion carried. AGENDA REVIEW Ms. Cloud stated that there would be no executive session. AUDIENCE COMMENTS There were no audience comments. COMMUNICATION Ms. Phillips has been busy attending football games at Chiawana High School as her sons play on varsity, junior varsity and freshman teams. She also visited with middle school principals and was very impressed with the team effort being made towards EOC s. Ms. Phillips attended a half day of Dr. Saenz presentation and reported that it was a good reminder to teachers and staff to take care of themselves so that they can better take care of students. Mr. Lehrman toured McLoughlin Middle School and Ms. Dennis shared her three year improvement plan. He attended the Twain Elementary open house and Dads of Great Students event where the focus was on trying to get male role models into the schools. Students could invite fathers, grandfathers or a neighbor. While attendance was low, he is in hopes that the program will grow. He also took his third grader to the candidate debates between Clint Didier and Dan Newhouse. Ms. Cervantes was there moderating the debate. He expressed that it was a great experience for all of our students, as well as his 3 rd grader and him. He also attended the WSSDA Regional meeting held in Kennewick s board room. They gave a summary of their ATP program and the similar things that we are doing. Thanks to parents and staff members that make that program grow. Mr. Christensen introduced Scouts Israel and Abraham Jimenez and Lazaro Soriano, and Scout Master Phil Lewis who were in attendance working towards a merit badge. He attended the Pasco High School Mock Interviews and commented on meeting some very impressive young people who worked hard to prepare for the interview. He also thanked the teachers and staff who helped them prepare. Ms. Mendez attended Delta s first ever National Honor Society meeting. She has completed an application to participate. She reported that juniors and seniors visited college campuses Gonzaga and Whitworth in Spokane. She will be considering attendance at both of these schools and deadlines are fast approaching. Last week she became a certified volunteer of Red Cross, Richland Chapter. She Board Meeting Minutes October 14,

3 was a volunteer at Stevens Open House and was encouraged at how involved so many of the parents want to be. Ms. Gallegos reported that Pasco High School hosted their college and career night which was a great opportunity for students to hear from many schools and armed forces about their programs. PHS National Honor Society is getting ready to hold some bigger debates, with the next one taking place on Halloween. The Drama Club will be joining Hanford for a performance sometime in the spring and plans are underway. She met with Freshman Link Crew for updates and is currently working on fundraising for a French Club trip to Leavenworth in December. PHS celebrated GEAR UP Week by decorating doors and sharing facts about colleges. Homecoming is next week with the game on Friday and dance on Saturday night. Many clubs participate in the activities. Ms. Cervantes helped moderate a debate between Clint Didier and Dan Newhouse. She also took part in hallway decorations for Homecoming, where seniors took first place. She attended the Homecoming assembly, Methods training at McLoughlin Middle School, which is part of the Youth Program Quality Assessment (YPQA), and is looking forward to volunteering as a MEChA member. This Friday is GEAR UP training, where Ms. Cervantes will be helping new ambassadors learn what she has learned through the GEAR UP program. Mr. Brault is currently studying for the CFP (Certified Financial Planner) national board exam which he will be taking mid-november. He attended the groundbreaking at Ochoa Middle School for a school based clinic through Tri-Cities Community Health. This was funded by a federal grant and Tri-Cities Community Health will use their operating budget to run the clinic. This will be a great resource for many of our students to have access to medical care close to home. Ms. Lancon congratulated Chiawana High School for putting together the candidate forum, saying it was a great thing for students to do and was well attended by the community. There were several letters to the Tri-City Herald Editor saying what a great job was done. She participated in a walkthrough of Frost, and thanked the teachers who participated as it was quite interesting. She also thanked the principals for their participation in the School Improvement study session held this evening. Ms. Cloud reported that Chiawana High School will be holding their Mock interviews October 16 and district buildings will be doing an earthquake drill on Thursday of this week. REPORTS/DISCUSSION October 1 Enrollment Update Ms. Cloud introduced Ms. Flynn who provided information and comparisons of the number of students enrolled. Comparisons of September 2014 to October 2014 and October 2013 to October 2014 were made. (Ms. Flynn covered Ms. Cloud as she was in attendance but had laryngitis.) Discussion followed. Science Technology Engineering Mathematics Initiative (STEM) Update Ms. Nelson provided an overview of the various STEM initiatives throughout the Pasco School District. The board will be provided with information on community connections in the STEM world that are supporting our STEM efforts, on past and future STEM professional development opportunities for teachers and administrators in our district and outside of our district, our plans for increasing STEM opportunities across the district for students and the work that has commenced in moving to the Next Generation Science Standards. Pasco School District schools are implementing STEM initiatives. These implementations look different at each school but the opportunities for students abound at all levels. Staffs throughout the district have participated in various professional development opportunities which support STEM initiatives. A Board Meeting Minutes October 14,

4 strong foundation of STEM community partnerships has been developed at the current time in support of schools. Discussion followed. Washington School Directors Association (WSSDA) Legislative Assembly Update Mr. Christensen updated the board on outcomes and topics of the recent WSSDA Legislative Assembly which Mr. Christensen attended September 19-20, 2014 in Yakima, Washington. He stated that the focus was on funding and the McCleary decision. ACTION ITEM Pasco School District Board of Directors 2015 Legislative Priorities Mr. Christensen presented the 2015 legislative priorities as discussed with Marie Sullivan, Legislative Advocate. After discussion Mr. Christensen asked that the board approve the priorities as presented. Priority 1: Return flexibility to the use of Learning Assistance Program (LAP) funding. (Policy change) Priority 2: Adjust School Construction Assistance Program funding formulas to reflect student space needs and the true costs of construction. (Policy change) Priority 3: Secure funding in a separate capital budget allocation to meet building capacity issues in the Pasco School District. (Budget request) Mr. Brault moved to approve the 2015 legislative priorities as presented. Mr. Lehrman seconded the motion; a roll call vote was taken as follows; the motion carried. Resolution 893: Acceptance of Portables 2014 Site Work Ms. Thornton stated that Pasco School District staff recommends the acceptance of the Portables 2014 Site Work as final and complete. CKJT Architects, the architectural firm of record, recommended acceptance of the project as complete. Acceptance by the board begins the final process to release retainage in the amount of $17, which includes state and local tax. Ms. Phillips moved to approve Resolution No. 893 to accept the Portables 2014 Site Work as final and complete. Mr. Christensen seconded the motion; a roll call vote was taken as follows; the motion carried. Resolution 894: Elementary and Secondary Education Act (ESEA) Reauthorization Ms. Thornton explained that several Washington school boards are passing resolutions urging Congress to amend and reauthorize the Elementary and Secondary Education Act (ESEA). The ESEA is the underlying federal education law that has been in place since Several important federal programs are contained in the ESEA, including Title I programs serving low-income students. The law was updated Board Meeting Minutes October 14,

5 and reauthorized every five years. In 2001 the law was amended and reauthorized by Congress as the No Child Left Behind Act (NCLB). Boards adopting the model resolution have done so to express their concern that it has been more than twelve years since the law was updated. They are concerned the current law is unfair, inaccurate and misrepresents the quality and improvement of public schools. As it stands now, because the U.S. Department of Education did not extend a waiver of certain ESEA/NCLB requirements to Washington, the law has imposed mandates and requirements that are ineffective and costly. As of October 9, 2014, 138 Washington school districts had passed a version of the WSSDA model resolution. Mr. Christensen moved to approve resolution 894 as presented. Ms. Phillips seconded the motion; a roll call vote was taken as follows; the motion carried. CONSENT AGENDA Mr. Christensen moved to approve the Consent Agenda as amended. Mr. Brault seconded the motion; a roll call vote was taken as follows; the motion carried.
