M&E Tasks and The Implementation ADB-funded Hunan Flood Management Sector Project started to implement in January ADB and the PPMO of the Project jointly decided that the M&E work of 19 subprojects would be undertaken by Changsha Xinghuan Water & Electricity Engineering Technology Development Co.,( CXWEETD) including 8 core subprojects ( Loudi, Xinhua, Sangzhi, Wugang, Yongzhou, Leiyang, Huaihua and Chenxi) and 11 non-core subprojects ( Cili, Xiangtan, Xupu, Shimen, Jishou, Hengyang City, Hengyang County, Fenghuang, Baojing, Zhongfang and Luxi). The M&E started in early 2007 and the CXWEETD had submitted the No.1 and No.2 M&E reports to ADB and PPMO in November 2007 and in March 2008 respectively. So far, the 6 core subprojects have signed the contract with CXWEETD including Xinhua, Sangzhi, Loudi, Wugang, Huaihua and Yongzhou and the other two subprojects had been in the contract negotiation with CWWEETD; the 4 non-core subprojects have signed the contract with CXWEETD including Cili, Xiangtan, Xupu and Shimen while the other 7 non-core subprojects were still under the contract negotiation with CXWEETD. The No.3 M&E report mainly contains the physical and resettlement implementation progress of the relevant subprojects. The Report cover 9 subprojects including Xinhua, Sangzhi, Loudi, Wugang, Huaihua, Yongzhou, Cili, Xiangtan and Xupu, of which, Cili, Xiangtan and Xupu were included into the Report at first time and therefore the relevant baseline survey was conducted. Generally speaking, resettlement and house demolition were at initial stages and the amount of completed resettlement and house demolition was not large. Hence, the key focus of M&E were on resettlement institutions, the adopted resettlement policies and compensation standards, the progress made in land acquisition and house demolition, resettlement fund raising and disbursement, resettlement information disclosure, the existing problems etc. Based on the ADB requirements, a consolidate M&E report is required coving all the relevant subprojects rather than separate report for each subproject. 2. Project Overview 2.1 Project Scope Hunan Flood Management Sector Project covers 35 counties with severe flood impact. The project area consists of 8 municipalities including Zhuzhou, Hengyang, Youzhou, Loudi, Chengzhou, Shaoyang, Huaihua and one autonomy prefecture, Jishou and 27 counties located in the 12 municipalities. The 8 core subprojects are Loudi, Xinhua, Wugang, Sangzhi, Yongzhou, Leiyang, Huaihua and Chenxi. These subproject areas have comparatively developed economy. They are not only the county seat but also the local financial, communication, commercial and cultural center where a lot of agricultural, industrial and commercial activities concentrated. Although these cities have higher elevation above the sea with 4

5 undulating topography and little flood impact from Dongting Lake and Four Rivers, they are prone to suffer from flash floods. The flash floods have the characteristics of quite rapid rise and large flow, causing substantive localized damage. Therefore, the Hunan Flood Management Sector Project has the great significance. 2.2 Overview of Core Subprojects The Engineering Overview According to the engineering scopes and the designed flood protection standards, the structural measures of 8 core subprojects include flood control works, water-logging works, dredging and flood control roads. The total investment of 8 core subprojects is RMB billion Yuan including RMB million Yuan for resettlement cost. After the structural measures completion, the flood protection standards in municipalities will be raised to 1 in 50 year return period and the water logging standard will be raised to 1 in 20 year return period; the flood project standards in counties will be raised to 1 in 20 year return period and the water logging standards will be raised to 1 in 10 year return period. The Project will substantively reduce the flood suffering and damage. The engineering scope of each core subproject refers to table The Resettlement Overview The scope of resettlement and land acquisition covers areas with land acquisition and areas where people s production and their lives are unfavorably affected. According to the resettlement plans of 8 core subprojects, the total temporary land acquisition is mu; the total permanent land acquisition is mu; the total affected population is 3734 households with persons; the total relocated population is 976 households with 3691 persons and the demolished house areas are m2. The resettlement impact summary of 8 core subprojects refer to Table 2.2-2~

15 2.3 Non-core Subprojects The Engineering Overview The 4 non-core subprojects comprised of the flood control works, the water logging works, the river course dredging and the flood control roads etc including Cili, Xiangtan, Xupu and Shimen Counties. The total investment of these 4 subprojects was million CNY including million CNY resettlement cost. After the subprojects completion, the flood control and waterlogging standards will be increased to 1/50 years and 1/20 years for cities while those will be improved to 1/20 years and 1/10 years at the county level. These will dramatically reduce the risks of flooding and water logging. The engineering characteristics of each subproject were shown in the following table Shimen subproject didn t start the resettlement yet. The other non-core subprojects like, Jishou and others didn t signed the service contract with the CXWEETD and therefore the external M&E didn t commence yet The Resettlement Overview According to Resettlement Plans (July 2008 version) for 3 subprojects, Cili, Xiangtan and Xupu, the temporary land acquisition will be mu and the permanent land acquisition will be mu in total for these three subprojects. There will be 557 households with 2302 persons affected; the house demolition will affect 243 households with 932 persons. There will be m2 to be dismantled. Establishment of Resettlement Organization and its Function 3.1 Resettlement Organization Operation In Core Subprojects The resettlement institutions and staffing have been reported in No.1 Report and No.2 Report for Loudi, Xinhua, Wugang,Sangzhi, Huaihua and Yongzhou. The focuses of No.3 report are on the commissioning of resettlement implementation agencies, the implementation procedures, the adopted measures, the internal monitoring, information management and resettlement work performance etc. (1) Loudi Commissioning of Resettlement Implementation Agency: on May , Loudi Flood Control Work Construction Management Division signed the Agreement on Land Acquisition and House Demolition Contracting with Loudi Land Acquisition and House Demolition Office. Implementation Procedures: After signing agreements regarding land acquisition and house demolition, the relevant compensation will be delivered to the affected villages, village groups, and communities and then to the affected people. The Adopted Measures: the RIB was distributed; the survey results regarding land acquisition and the compensation standards were disclosed in the affected villages; the resettlement staffs in the PMO held workshops and groups meetings with affected communities many times to promote the resettlement policies and listen to their opinions. The Internal Monitoring: the internal monitoring mechanism was not well established and the internal monitoring report couldn t be submitted regularly. This area should be strengthened. Information Management: a dedicated staff is responsible for information management. All the hard copies are filed. However, the computerization of the filing management is not very good. An e-database isn t established. The Resettlement Work Performance: staffs are quite familiar with the work process and the relevant laws and regulations. They listened to the APs carefully and responded to them timely. In case APs are dissatisfied with compensation standards, they explained to them very patiently. APs felt satisfied with these. (2) Xinhua Commissioning of Resettlement Implementation Agency: Xinhua PMO signed the Agreement on Land Acquisition and House with Xinhua Land Acquisition and House Demolition Office. Implementation Procedures: After signing agreements regarding land acquisition and house demolition, the relevant compensation will be delivered to the affected villages, 16

20 village groups, and communities and then to the affected people. 21 Commissioning of Resettlement Implementation Agency: Sangzhi PMO signed the Agreement on Real Estate Appraisal with Zhangjiajie Hengtai Real Estate Appraisal Company Ltd and Agreement on Real Estate Measuring with Sangzhi County Housing Measuring Team. No M&E were undertaken so far. 3.2 Resettlement Organizations and Operation in Non-core Subprojects Project Management Organizations Local Government put high priority on the subprojects and established the project management organizations for the project equipped with qualified staffs. (1) Cili According to No.16[2002] Document, Cili County Urban Flood Control Works 19

23 Construction Management Station was established, which is responsible for the subproject management and implementation. (2) Xiangtan According to No.158 [2007] Document, Xiangtan City Urban Flood Control Works Project Leading Group was established, which is responsible for the subproject supervision and coordination. Under this leading group, the Project Management Office was established, responsible for the subproject daily management and implementation. (3) Xupu According to No.47 [2007] Document, Xupu County Urban Flood Control Works Project Leading Group was established on 12June 2007, which is responsible for the subproject supervision and coordination. (4) Shimen and other subprojects No resettlement started in Shimen County. Jishou and other subprojects didn t sign the M&E contract with the External Monitor Resettlement Management Organizations Under each subproject management office, there was a resettlement division established who was responsible for organization and coordination of the resettlement activities. The division includes the members from the local government, planning, land resources, water resources and agriculture etc. these people were quite experienced and they were mainly involved into the coordination of the resettlement activities and also resettlement implementation activities. As for Cili subproject, there was a resettlement and house demolition division under the PMO. There were 5 staffs. The PMO has commissioned the qualified resettlement and land acquisition office who will undertake the appraisal and review of the lands and houses and also be involved into the concrete resettlement implementation activities. As for Xiangtan subproject, there was a resettlement and house demolition division under the Xiangtan Water Resources Bureau (WRB). There 13 staffs. The WRB has commissioned the qualified resettlement and land acquisition office who will undertake the appraisal and review of the lands and houses and also be involved into the concrete resettlement implementation activities. As for Xupu subproject, there was a resettlement and house demolition division under the Xupu Water Resources Bureau (WRB). There were 6 staffs. The WRB has commissioned the qualified resettlement and land acquisition office who will undertake the appraisal and review of the lands and houses and also be involved into the concrete resettlement implementation activities. No resettlement started in Shimen County. Jishou and other subprojects didn t sign the M&E contract with the External Monitor. 20

The commissioned land acquisition and resettlement office was responsible for appraisal of these affected properties. Signing the land acquisition and house demolition agreement: after the confirmation of the physical indices, the PMO had negotiations with the village committee and affected households regarding land acquisition and house demolition compensation. Then, the PMO signed the agreement with the affected village committee regarding land acquisition and house demolition contracting and land acquisition compensation scheme and also directly signed the compensation agreements with the affected households. these signed agreement were sent to Cili County Land Resources Bureau and PMO for information. House Demolition implementation: the PMO and the commissioned House Demolition Office together with the village committee were jointly involved into the implementation of house demolition. Fund Delivery: the compensation fund for land acquisition will be settled between PMO and the village committees publicly. Then the village committees held the village meetings to discuss about the compensation allocation scheme. After signing the compensation agreements with PMO regarding the house demolition, PMO paid the compensation to the affected households directly. Account Audit: when one phase of land acquisition and resettlement is completed, the relevant account will be submitted to the County Audit Bureau for auditing. B. Civil Works of the Chengzhong Circle: the contract price was million CNY; the construction company was Hunan Water Resources and Hydropower No.1 Company; the supervision company was Hunan Water Resources and Electricity Engineering Supervision Consulting Company; the construction started on 18 January 2007 and so far, the completed embankment flood control embankment foundation treatment with 4.4km long and 1.2 km long from Lianyuan Bridge to Jixing Road Section with the total investment of 40 million CNY, accounting for of the total embankment section. (2) Xinhua Subproject There were two embankment sections including Chengxi and Chengdong. A. Chenxi: the contract price was million CNY; the construction company was Hunan Water Resources and Hydropower No.1 Company; the supervision company was Loudi Water Resources and Hydropower Construction Supervision Company; the construction started on 29 September 2007; Chainage k0+000~ k3+000 completed slope protection and the crest hardening; Chainage k3+000~ k4+190 completed the foundation excavation; built a new pumping station and repaired a sluice gate; 300m long foundation grouting treatment. All these spent million CNY and 94 of the works completed. B. Chendong: the contract price was million CNY; the construction company was Hunan Xinkang Construction Company; the supervision company was Loudi Water Resources and Hydropower Construction Supervision Company; the construction started on 16 October 2007; Chainage k0+000~k3+000 completed earthwork excavation, the embankment body filling and road surface; Chainage k3+000~k4+600 completed deep grouting; completed sluice gate at chainage K All these spent million CNY and 57 of the works completed. (3) Wugang Subproject There were two embankment sections including Chengbei and Chengnan. 25

Chenbei: the contract price was million CNY; the construction company was Hunan Construction Group Company; the supervision company was Shaoyang Kaituo Water Resources and Hydropower Construction Supervision Company; the construction started on 11 January 2007; the completed embankment include 700m long from Yudai Bridge to Dongta and the1500m long embankment from Tiyun Bridge northward was under the construction. All these spent 8 million CNY and 35 of the works completed. B. Chennan: the contract price was million CNY; the construction company was Hunan Donggang Construction Development Company; the supervision company was Shaoyang Kaituo Water Resources and Hydropower Construction Supervision Company; the construction started on 11 January 2007; the completed embankment include 700m long from Xiaojiaba toyudai Bridge and the1500m long embankment from Tiyun Bridge southward was under the construction. All these spent 8.1 million CNY and 31 of the works completed. (4) Sangzhi Subproject There were two embankment sections including Main Urban Protection Circle and Gaojiaping Protection Circle: A. Main Urban Protection Circle: the contract price was million CNY; the construction company was Yiyang Water Resources and Hydropower General Company; the supervision company was Hunan Yuhui Water Resources and Electricity Engineering Supervision Consulting Company; the construction started on 8 October 2007 and so far, completed chainage A0+000 ~ A1+390 embankment foundation excavation and C15 concrete backfill; chainage C0+000~C1+075 embankment foundation excavation and C15 concrete backfill with the total investment of 15 million CNY, accounting for 49 of the total embankment section. B. Gaojiaping Protection Circle: the contract price was million CNY; the construction company was Hunan Water Resources and Hydropower Construction Company; the supervision company was Hunan Jianghe Water Resources and Hydropower Construction Consulting Company; the construction started on 8 October 2007 and so far, completed chainage 0-120~ earthwork; chainage A0+000~A1+470 embankment foundation excavation and backfill with the total investment of million CNY, accounting for 100 of the total embankment section (5) Huaihua Subproject Only Phase one works started with the contract price of 23 million CNY. The construction company was Hunan Water Resources and Hydropower Construction Company; the supervision company was Hunan Y Water Resources and Electricity Engineering Supervision Consulting Company; the construction started in March of the civil works completed including slope repairing. All these spent million CNY and 78 of the works competed. 26

Hexi C10 Section: the contract price was million CNY; the construction company was Hunan Water Resources Hydropower Mechanism Construction Company; the supervision company was Hunan Water Resources and Hydropower Construction Consulting Company; the construction started in March 2008; completed chainage ~ earth embankment and ~ masonry embankment with total investment of 2 million CNY; the completed works accounted for 7 of the total.
