5 1 Project introduction and implementation progress 1.1 Project Overview Shaanxi Province is one of the least developed provinces with per capita GDP, per capita urban income and per capita rural income at about 36.9%, 84.7% and 76.1% of the national averages in 2015, ranking in 16th, 16th and 25th respectively among the 31 administrative provinces and regions in PRC. Fifty of Shaanxi s 107 counties have been officially designated national poverty counties. The proposed Shaanxi Mountain Road Safety Demonstration Project (the Project) is located in Qinba Mountain of Shaanxi. Qinba Mountain is one of the 11 poorest regions targeted for concentrated interventions under the poverty reduction strategy of PRC Government. The Project will have direct impact on three counties (Xunyang County, Hanbin District and Shangnan County), all of which have been designated as national poverty counties since the 1990s. The overall poverty incidence of Shaanxi is 10.7%, and county/district of Xunyang, Hanbin and Shangnan is 40%, 38.6% and 34.3% respectively. Lack of adequate transport accessibility and a poor quality of the road network are some of the major constraints for the social and economic development of the region. The primary objectives of the road rehabilitation components are threefold: 1) to upgrade network capacity for an expanding transport volume in the area, 2) to provide allweather access to the village and county roads that connect to the trunk roads, and 3) to improve the road safety condition of these rehabilitated roads and an additional 660km of rural roads. The Project will comprise four components: Component 1: Rehabilitation of 193km arterial highways, including 60.25km of S102 Xunyang Xiaohe Highway, 34.39km of G316, section from Xunyang Ankang City Center Highway and 92.41km S224 Shangnan County Chengguan Town boundary of Shaanxi and Hubei provinces. Component 2: Upgrade of 8 rural roads with the total distance of km, including three township roads in Xunyang County, Hanbin District and Shangnan County (one each county/district) and five village roads in Xunyang County (three) and Hanbin District (two). Of these, this RP covers Xianghe-Shuigou township road (rural road #8) in Shangnan County. Component 3: Improvement of the road safety of Component 1 and 2 and other road sections of about 660km; 1

6 Component 4: Capability building and agency development, with the focus on the systematic capability of Shaanxi Provincial Transport Department related to road safety. The Project will benefit 1.7 million local people from the 3 project counties and district, and many more from the neighboring provinces and counties. Among the 1.7 million beneficiaries, rural and urban residents account for 78% and 22% respectively Xunyang County Highway Subproject and external monitoring scope of Xunyang County LA&R Project Xunyang County Highway Road Subproject includes : (1) a provincial road between Xunyang and Xiaohe Town (S102), connecting Xunyang County and Xiaohe Town (provincial road, hereinafter referred to as Xunxiao Highway); (2) a county road, Shuhe to Xiaohe highway (county road, hereinafter referred to as Shuxiao Highway); (3) 3 village roads such as the reconstruction projects from Lijiaba to Baiguo highway, Beigou to Luojia highway and Yangpo to Liangheguan highway. The total construction length is 31.75km. (1)Xunxiao Highway (Provincial road S102) rehabilitation is located in Xunyang County with the starting point near national road G316 in Xunyang County, mostly following the original alignment of provincial road 102. The end point is at the exit of Xiaohe Interchange of Baotou-Maoming Expressway. It runs through Bailiu Town, Ganxi Town, Zhaowan Town and Xiaohe Town in the north direction, and the entire length is km. (2) Shuxiao Highway covers a section between county road X304 Shuhe Town (adjacent to national road G316) - Xiaohe Town (adjacent to G065) (total length of about 89km). The starting point of the rehabilitation section is Shangma Village, and the end point is Xiaohe Town (connecting provincial road S102). The section from Shuhe Town to Shangma has been reconstructed; therefore, the project refers to the remaining road unreconstructed. The entire length is km. (3)Reconstruction project of highway from Lijiaba to Baiguo: is located in the south of Hanjiang River in the west of Xunyang County, Ankang City, running from south to north, It runs to the south along Lanmugou River and passing through Huangjiaqiao Village starting from bridge head of Ci an Bridge, Lijiaba Village, Duanjiahe Town in the North and ended in Taoyuan Village of Baiguoshu Town, with total length of 5.54km; It sets a branch line in Xiangjiana (the location of K2+755 in arterial line) and runs from northeast to southwest along the branch of Lanmugou River and ends in Xiefangliang, and length of the line is 2.339km. The total distance of the project is 7.879km. (4)Reconstruction project of highway from Beigou to Luojia is located in the north of Xunyang County, Ankang City, running from south to north. The project starts from Beigou 2

7 Village of Laogongguan in the south and ended in Luojia, with a total length of 6.551km; in addition, a branch line is set between Lijia Yazi and the temple on mountain top, with the total length of 0.702km; the total distance of the project is 7.253km. (5) Reconstruction project of highway from Yangpo to Liangheguan is located in the northwest of Xunyang County, Ankang City. Generally, it has a stretching trend of east to west. The planned project connects the current village-to-village road between Maopingjie and Yangpozhai to the west, and ends in Shuangni Village to the east, developing a T- shaped plane crossing with current village-to-village roads. The total length is km. The above refers to the construction contents of Shaanxi Mountain Road Safety Demonstration Project (Xunyang Highway Subproject), and the LA&R effect within its construction areas belongs to external monitoring scope of project LA&R. Based on External Monitoring Protocol of Project LA&R, besides the affected areas of LA&R involved in the above-mentioned Xunyang County Highway Subproject, external monitoring scope of project LA&R in Xunyang County shall also include the LA&R impact of Anxun Highway Project (namely, Secondary Road Reconstruction Project of G316 in the section from Xunyang - Ankang. The road starts from Lvhe Town, Xunyang County, passes through Lijiazhuang Village, Xuejiawan Village, Duanjiahe Village, Gaobiliang Village, Beian Village, and then enters Hanbin District. Afterward, it continues to flow along Longquan Village, Zaoyang Village, Dongwan Village in the west, then comes to the bridge head of Hanjiang River in Jinxing Village along the original road) within the scope of Xunyang County, which originally subordinated to Shaanxi Mountain Road Safety Demonstration Project (Hanbin District Highway Subproject). And the detailed scope covers five villages of Lijiazhuang Village, Xuejiawan Village, Duanhuahe Village, Gaobiliang Village and Beian Village in Duanjiahe Town, Xunyang County. See details in Table 1-1 for external monitoring scope of Project LA&R in Xunyang County Highway Subproject and Xunyang County Highway Project. 3

The section between Shuhe Town and Shangma village has been reconstructed. The project reconstruction targets at the reconstruction for remaining section of Shangma Village to Xiaohe Town. It is located in the south of Hanjiang River in the west of Xunyang County, Ankang City, running from south to north, and is the important village-to-village highway in the area. The planned project starts from the bridge head of Ci an Bridge in Lijiaba, Duanjiahe Town in the north, runs southward along Lanmugou River, goes through Huangjiaqiao Village and ends in Taoyuan Village of Baiguoshu, with road length of 5.540km. It is designed to set a branch line in Xiangjiana (arterial line K2+755). It runs from northeast to southwest along the branch of Lanmugou River and ends in Xiefangliang. The total length is 2.339km. The total distance of the project is 7.879km. The project starts from Beigou Village of Laogongguan in the south, goes along the south mountain slope of Cuijiashan Mountain and across Lijia Yazi, stretches down the slope along Tizigou, goes through Zhaiyazi and then goes down the slope in Huashubian. It goes northward along the branch of Luojia River and ends in Luojia. The total length is 6.551km. A branch line is set between Lijia Yazi and the temple on mountain top, with the total length of 0.702km; the total distance of the project is 7.253km. Reconstruction project of highway from Yangpo to Liangheguan is located in the northwest of Xunyang County, Ankang City. Generally, it has a stretching trend of east to west. The planned project connects the current village-to-village road between Maopingjie and Yangpozhai in the west, forming a Y-shaped plane crossing. It goes eastward through Tianchiliang, Miaoyazi, Caojialing and Donggou and ends in Shuangni Village, developing a T-shaped plane crossing with current village-to-village roads. The total length is km. 10 Figure 1-1 Project distribution Impact of LA&R and working progress of project By the end of 2016, two civil engineering projects (G316 and S102) in Xunyang County were under construction, one project (X304) was at construction preparation stage. Other projects were in the preparation period of project bidding actively. Working progress of project LA&R is shown as below: By February 2017, compensation had been cashed to the affected household of LA&R in currency, and several menu-typed resettlement plans, such as house repairing, reconstruction in other places, combining the resettlement and poverty relocation were provided to relocated households for self-determined choice; and such employment modes of construction labor, technical training, enterprise and peasant households were offered to affected households losing the land to ensure that their live condition would not be worseoff. (1) S102 Project LA&R of S102 Project involves in 16 villages in 4 towns of Ganxi, Zhaowan, Tongmu and Xiaohe. It covers mu of permanent acquisition land (including mu in Ganxi Town, mu in Zhaowan Town, 21.44mu in Tongmu Town and mu in 6

11 Xiaohe Town), 16,932.68m 2 of demolished houses (including 2,068.08m 2 in Ganxi Town, 2,729m 2 in Zhaowan Town, m 2 in Tongmu Town and 11,808.25m 2 in Xiaohe Town). By February 2017, the actual permanent acquisition land was 861.7mu (covering 267.7mu in Ganxi Town, 343.2mu in Zhaowan Town, 21.44mu in Tongmu Town and 229.3mu in Xiaohe Town) and 21,940.02m 2 houses had been demolished houses (including 5,279.43m 2 in Ganxi Town, 5,112.09m 2 in Zhaowan Town, m 2 in Tongmu Town and 11,221.15m 2 in Xiaohe Town). Compensation funds had been paid to the households in currency in full amount. S102 Project targets at improving the living condition of acquisition households with town as the unit through multiple channels. By Feb. 2017, 11 skill trainings had been held with 232 persons being trained accumulatively; the affected households and persons were given the priority for the project construction labor, with an accumulation of more than 200 construction labors and average increase of annual per capital income of CNY 30 thousand. Compensation for demolished households mainly centers on currency with the supplement of supporting facility resettlement, giving full consideration to the willing of relocated households. For reconstruction nearby original site, approval procedure shall be simplified; for those are willing to be relocated in other place intensively, each household will get a preferential subsidy of CNY 50 thousand combining related LA&R policies of Southern Shaanxi area; and poor demolished households shall get second compensation for resettlement based on relevant poverty relief policy. At present, 3 households in Ganxi Town prefer to the centralized resettlement. (2) Xunyang Section of G316 Xunyang Section of 316 Project covers three villages in one town of Duanjiahe with permanent land acquisition of mu and house demolition of 5,214.91m 2. By February 2017, permanent land acquisition of 250mu and house demolition of 4,584.06m 2 had been completed. Compensation funds have been paid to households in currency. The mode of establishing enterprise plus tourism and peasant households is adopted to increase the income of affected households. Continuous scale planting of cherry and industrial development projects have been carried out in Xuejiawan Village of Duanjiahe Town. Centering on Caojiagou Spoil Area in Xuejiawan Village, the government conducted overall planning and design, and arranged 30 persons to work through constructing happy farmhouse, farmer market and bus station. Local government also produced 30mu of land artificially, constructed cherry garden of 2,500mu (500mu refers to original garden and 7

12 2,000mu are newly construction from 2015 to 2016), planted citron day-lily of 1,000mu under wood, thus provided short-term employment for 400 persons. And 80 persons are employed through daily management of gardens. All affected households in the project have participated in the development project of cherry development in Xuejiawan Village to different extent, so that affected households are able to both take care of households duties and engage in labor works, with increased annual income of around CNY 13 thousand; resettlement plan for house demolition mainly focuses on currency compensation and is supplemented by supporting policies resettlement to simplify approval procedure and give full respect to the willing of demolished households for resettlement, thus ensuring farmers losing land are employed without income reduction. Houses were constructed in July 2015 for centralized resettlement sites for immigrants in Jinshuiwan of Duanjiahe Town, and Phase I of 158 new houses were completed in February 2017, which include 30 replacement houses and 100 houses for resettlement of ADB Loan Project Office and affected households of other domestic projects. 150 new houses are being constructed in the Phase II, and it is planned to be completed by March Area for the houses varies from 80m 2 to 125m 2 with controlled unit price of CNY 1,000 to 1,500. Resettlement sites are equipped with hospital, kindergarten, leisure square, etc., with complete facilities. There are 4 households involved in the project expressing their willing to relocated in centralized resettlement of Jinshuiwan. (3) X304 Project The project LA&R involves 8 villages in two Towns of Xiaohe and Hongjun. It is planned in the resettlement plan that mu of land is to be acquired and 927.6m 2 of house is to be demolished. By February 2017, household survey and registration is in progress. (4) Other projects They are now at bidding stage; therefore, LA&R has not been started Executing and implementing agencies (i) Shaanxi Provincial Project Leading Group (SPPLG) and Its Office (SPPO) SPPLG is the leading agency responsible comprehensively for the overall deployment of the Project and solving major issues. The group will include Comprehensive Planning Division and Road Management Division led by a deputy director of Shaanxi Provincial Transport Department. SPPMO in Foreign Funds Financed Project Office (FFPO) is the working body of SPPLG as coordinating agency in charge of early-stage preparations, preparation of RP and ADB 8

13 loan application, then after the implementation of the project, in charge of monitoring, coordination, instruction and evaluation of the RP implementation, as well as accepting the other works designated by Shaanxi Provincial Project Leading Group. (ii) Xunyang County Project Leading Group and Xunyang County Project Management Office (XCPMO) Xunyang County People s Government is the implementing agency of this Project, and the project leading group consists of leaders from relevant bureaus, including transport bureau, land and resources bureau, resettlement bureau, development and reform bureau, etc. Xunyang County Project Management Office (XCPMO) under Xunyang County Transport Bureau is responsible for the project management, and coordination, including quality assurance and annual planning of the project, and the follow-up monitoring of the implementation, reporting to Shaanxi Provincial Project Leading Group regularly. The main responsibilities in resettlement include organizing the resettlement work of the project, developing the local policy on resettlement activities, coordinating relations among resettlement agencies at all levels, coordinating the work of the bureaus concerned at the preparation and implementation stages, and making decisions and consultation on major issues arising from construction and resettlement. (iii) Xunyang County Project Resettlement Office (XCPRO) The XCPRO, consisting of 4 persons, is responsible for identifying and confirming the quantity of land acquisition and house demolition, special facilities and ground attachments, conducting the DMS and saving data; assisting in preparing the RP and implementing RP; selecting resettlement officials for operational training; organizing public consultation, and communicating resettlement policies; directing, coordinating and supervising LA and resettlement activities and progress; disbursing resettlement costs according to the agreement and handling grievances of APs; assisting and supervising the affected villages carry out economic rehabilitation plans and ensuring the income restoration of the affected people; carrying out internal monitoring, preparing internal monitoring reports and reporting to XCPMO. (iv) Town/township Government The town/township resettlement offices, headed by each Town/township leader are comprised of key officials of the land and resources office, public security bureau, civil affairs office and village committee. The main responsibilities are: Participating in the survey of the Project, and assisting in the preparation of the RP. Organizing public participation, and communicating the resettlement policies; 9

14 Implementing, inspecting, monitoring and recording all resettlement activities within the town; Settling the house demolition and reconstruction; Responsible for the disbursement and management of land compensation fees; Supervision of LA, HD and house restoration; Reporting LA, HD and resettlement information to the XCPMO; Coordinating and handling conflicts and issues arising from its work. (v) Village committees and village groups The resettlement working team of a village committee or village group comprises its key community leaders and representatives of APs and with authorization of villagers convention. Its main responsibilities are: Participating in the socioeconomic survey and DMS; Assistance in preparing the Relocation and Resettlement Plan; Organizing public consultation, and communicating the policies on LA and HD; Organizing village meetings in discussing the proportion of compensation distribution to APs and supervision of the use of reserved funds in a village if any, Choosing resettlement sites and distributing housing land for relocated families; Helping APs to get house construction approvals, Organizing the implementation of agricultural (including reserved land distribution) and non agricultural resettlement activities; Reporting the APs opinions and suggestions to the relevant authorities; Providing assistance to relocated households with difficulties, particularly the vulnerable families Supervising land acquisition, housing and ancillary facilities demolishing and reconstruction; Reporting the progress in land acquisition and resettlement; Preparing clearance letter to confirm the facility and infrastructure restored and meet their requirement. (vi) Internal supervision agency Xunyang County Project Office set up an internal supervision office for land acquisition and resettlement, consisting of 2 persons. The duty of the office is to guarantee all the land acquisition and resettlement officers can fulfill their tasks, carry out the requirements of the RP, and guarantee all the affected people can get their rights and interests. The owner provides the design document, technical specifications and graphs and 10

15 notifications, and discloses the design details to project management offices at each level. (vii) External independent monitoring and evaluation agency In August 2016, Shaanxi Kexin Consultant Company was engaged as external M&E agency. The main responsibility includes: monitoring all aspects of resettlement planning and implementation as an independent M&E agency, conducting base-line surveys, monitoring and evaluating the effectiveness of resettlement and the social adaptability of the APs, including women and vulnerable APs, and submitting M&E reports to SPPMO and ADB semi-annually; providing technical advice to the Resettlement Office in data collection and processing. Figure 1-2 Project Relocation Organizations 1.2 Affected area of the project in Xunyang County The impact of land acquisition and demolition of the project in Xuyang County involves six towns and thirty-five administrative villages. See Table 1-2 for reference. 11

17 2 Impact of LA & HD in Xunyang County The project refers to road construction, and the layout is characterized by linear distribution. Therefore, the project land appears as vast affected area and sporadic land occupation. The affect of LA&R is relatively scattered, and the quantity of LA&R is not huge. Project LA&R started in August External monitoring agency of project LA&R counted and registered the affected quantity and varieties of the project, and it has been confirmed in project resettlement baseline report in July In March 2017, external monitoring agency conducted the second monitoring for the impact of project LA&R, updated and confirmed the affected quantity of project LA&R. See details in Table 2-1~Table Affected type (1) Land: LA&R types of this project are classified into: dry flat ground, homestead, forest land, and wasteland. (2) House: demolished houses of this project include the following three types: brickconcrete structure, brick-wood structure, civil structure. (3) Housing appendages: enclosure, toilet, breeding house, etc. (4) Ground appendages: includes fruit tree and general timber, adopting mu as compensation calculation unit. (5) Special facilities are mainly composed of the following five types: infrastructure, water conservancy facilities, communication facilities, electricity supply facilities, and traffic facilities. 2.2 Affected quantity LA of this project covers an area of 1,607.79mu, including mu of cultivated land, 42.04mu of homestead, mu of forest land, mu of wasteland, and mu of temporary occupation of land. See details in Table 2-1 for the condition of permanently acquired collective land. The project involves 26,838.95m 2 of building demolition, including 15,626.34m 2 brickconcrete building, 4, m 2 of brick-wood buildings, 3,758.63m 2 civil structure housing and 3,453.14m 2 of simple house. See Table 2-3 for reference. According to the survey, during the implementation of this project, 6,326 persons in 1,754 households were affected by LA, of which 1,479 persons in 353 households were affected by HD at the same time. Ground appendages include ground structures, trees etc. Ground structures include enclosure, livestock pen, tomb, well, and other structures. Trees include fruit trees, timber, etc. Due to the large number of trees in arboretum, the three village roads are paved along 13

25 General timber per \ \ \ Data source: External Monitoring Survey in March Affected vulnerable groups Xunyang County in the project implementation area belongs to national-level povertystricken county, whose poverty incidence is higher than the average poverty incidence in China and in Shaanxi Province (see details in Table 2-6). A total of 1,754 households are affected by the project, including 257 households of vulnerable groups (accounting for 14.7% among all affected households). Vulnerable persons are averagely in poverty condition. The vulnerable groups affected by the project mainly include the elderly person of no family, single-parent (mother) families, orphans, family under MLSS, the disabled, poverty families, etc. A total of 257 households of vulnerable groups are affected by the project. See Table 2-5 for the definition standards of vulnerable groups and the number of vulnerable group households. 28 3 Monitoring on Project LA & HD In July 2016, resettlement monitoring and evaluation agreement was signed, and monitoring on land acquisition and house demolition work started since then. From August to September 2016, monitoring personnel took the monitoring of Phase I for the measurement of impact quantity of project, payment and compensation for land acquisition and house demolition of project and signing process of agreement between parties. From February to March 2017, monitoring personnel took the monitoring of Phase II for project affected area. 39 administrative villages in 6 towns affected by the project are totally involved in the scope of external monitoring of both two phases. 3.1 Scope of monitoring According to the requirements in external monitoring agreement on LA & HD of the project, the scope of external monitoring in this project is all project LA & HD activities within Xunyang County. The monitoring of the project contains three parts: (1) land acquisition, housing demolition and resident relocation affecting survey; (2) The project affected area socioeconomic survey in the project affected area; (3) living standard survey of the affected persons. (1) The main contents of land acquisition, housing demolition and resident relocation affecting the follow-up investigation are: a. The quantity of the project occupied land, housing demolition and all kinds of special facilities, the number of affected individuals caused by the project; b. The quality, output per mu and output value of occupied farmland of the project; compensation of land acquisition; c. The construction value and replacement value of demolishing buildings of the project; compensation of housing demolition; d. The economical situation of the affected households; e. The economical situation of the affected villages; f. The bearing capacity of the affected people on land acquisition, housing demolition and resident relocation; g.the opinions and attitude of the project, LA&R policies, and economic recovery policies given by affected individuals; h. The opinions and attitude to the project construction of the public. (2) The main contents of socioeconomic investigation in the project affected area are as follows: a. Basic information of the project implementation area; 24

29 b. Main economic index in the above affected area; c. The impoverished population distribution in the above affected area; d. The living condition of minority nationality and women in the above affected area; (3) The main contents of the affected APs living condition are as follows: a. The information of the affected villages, including population, farmland, per capita income; b. The information of the sample households, including average personal income, and the percentage of income from planting, breeding, sideline and industry; c. The working construction and average property of the sample households; d. The formulation and implementation of the economic recovery plan. 3.2 Introduction of monitoring agency The monitoring of the project affected area is undertaken by Shaanxi Kexin Consultant Company entrusted by Xunyang County Transport Bureau, Shaanxi Province. During the above work, the consultant experts have submitted many copies of monitoring and evaluating reports to ADB and World Bank every year. The panel receives affirmation and admiration from the owners, World Bank and Asian Development Bank. The panel owns more than 20 consulting experts and information investigators, among whom 10 have advanced title. At present, Shaanxi Kexin Consultant Company has become a famous consulting organization on land acquisition, housing demolition and resettlement in northwest of China. 3.3 Monitoring methods The interactive monitoring method, which becomes popular in the world recently and is outstanding characteristics of the monitoring of the project, was adopted in the project. Meanwhile, the traditional general method in monitoring investigation is also combined with it. Both the interest-relevant and non-interest-relevant took part in the investigation. They controlled and analyzed the content, progress and result of the investigation. Their participation enforced the objection, systemization, completion and validity of the investigation, made the interest-relevant better understand the project, and relieved the negative influence of the implementation. So, their participation is significant to the implementation of the project. The main procedure and methods of the investigation are as follows: 26

31 (1) According to the requirement of interactive investigation, one main procedure was to set up a consulting committee, which consisted of representatives of the project implementation agency, local government officers in the project area, representatives of the affected villagers, representatives of the communities in the project area, and independent experts. The consulting committee can not only give advice to the content, procedure, and progress of the investigation, but also take part in the special investigation and daily investigation. Because some members of the consulting committee live in the project area, they can carry on the continuous, close and deep investigation, which avoided the possible mistakes of the data of the investigation. (2) The application of the traditional survey methods include: field work, household investigation, dictation, villagers conference, visiting relevant bureaus, review of statistical materials, local chronicles and laws, etc Monitoring procedure Resettlement M&E agreement of the project was signed, and project land acquisition and housing demolition work started in August From August to September 2016, monitoring personnel retrospectively monitored the measurement of impact quantity of project and signing process of agreement between parties, and tracked and monitored payment and compensation for land acquisition and housing demolition of project. From February to March 2017, monitoring personnel took the monitoring of Phase II for project affected area. 39 administrative villages in six towns affected by the subprojects of Xunyang County are totally involved in the investigated villages. Meanwhile, 503 households in 12 villages affected by LA&R were randomly selected as tracking monitoring households, accounting for 30.8% of total affected villages and 28.7% of total affected households (1,754 households) respectively. The monitoring personnel made a baseline survey on the basic data of the economic development situation and production and living situation of the above village groups and the sample households. The contents of the investigation included population, land and basic information of households in all villages, and the industry structure, economic advantage, restraining factors, the effect of land acquisition, housing demolition, and the economic recovery measures in the following three years. In addition, they also assisted 4 tracking investigating villages improve the economic recovery plan. Meanwhile, the monitoring personnel held a systematic survey on the socioeconomic profile and development level in the affected area, and held a discussion with the relevant departments of the local government within certain limits. 27

32 3.5 Monitoring information and data analysis Introduction for socioeconomic status of the project affected area 1) Socioeconomic profile of Ankang City Ankang City is located in the southeast of Shaanxi Province, adjacent to Qinling Mountain to the north and Bashan Mountain to the south. East-west Hanjiang River crosses it and a basin valley is in the center. Ankang City administers 1 district and 9 counties such as Hanbin District, Xunyang County, Baihe County, Shiquan County, Pingli County, Ziyang County, Langao County, Ningshan County, Zhenping County and Hanyin County as well as 161 towns/townships, with an area of 23,529 km 2 and a population of million. In 2016, Ankang City achieved the regional GDP of CNY billion, increased by 11.3%. Of which, added value of primary industry is CNY billion, increasing by 4.1%; that of secondary industry is CNY billion, increasing by 14.2%; that of tertiary industry is CNY billion, increasing by 9.3%. The proportion of general added value of the three industries for GDP is 11.8:54.8:33.4. Urban per capita disposable income is CNY 25,962, an increase of CNY 1,977 over last year, increasing by 8.2%; and rural per capita net income is CNY 8,590, an increase of CNY 677 over last year, increasing by 8.6%. See Table 3-1 for details. The County is situated on the 28

33 intersection of Hanjing River and Xunhe River with the river flowing twistily, which looks like Taiji, hence, it is known as Chinese Natural City of Taiji. There are 318 villages (communities) in 22 towns in the county, with a total area of 3,554 km 2, and a total population of 450,000; the economic and social development is at the initial stage of industrialization. In 2016, the GDP of Xunyang County was CNY 14 billion, increasing by 12.3% compared to that of previous year. Total investment for fixed assets was CNY 14.3 billion, with a year-onyear growth of 23.4%. Urban per capita annual disposable income was CNY 30,155, increasing by 10%; and rural per capita net income was CNY 9,305, increasing by 11%; deposit balance in financing institutions was CNY 14 billion, increasing by 15%; and loan balance was CNY billion, increasing by 8%. There are 32,054 households with 102,692 people, and 61,490 rural labor forces in the six towns. Females are playing important roles in agricultural production as well as rural family life. Based on the external monitoring survey, there are no big differences in the education level between females and males compared with last year. Specifically, 23% of female respondents are in the no-schooling category, higher than male respondents (11%). Similarly, female respondents with 7~9 years of education (28%), is lower than for males (38.8%), and female respondents with 10~12 years of education (2.9%), is lower than for males (8%). And 50.7% of females obtained primary education, which is also lower than that of men (56%). The majority of respondents were farmers with 64% of females and 43.2% of males being concentrated in agriculture on their farmland. The proportion of female increase slightly. But in general, both long-term and seasonal migrant laborers were mostly men. 15.5% of males were engaged in the long-term migrant labor compared to 7.2% for females. 41.2% of males were seasonal migrant labors against only 8.3% of females. Females were often left at home both for cultivating cultivated land and taking care of household members. Female were 100% responsible for household work. The survey indicated that there were slightly more females running small businesses than men. However, of the respondents, only 2.2% of females were village cadre compared to males (5.6%), indicating that female s 31

36 participation in decision-making at village level was lower than for men. Male still plays a leading role in 85.1% families for 503 sample households. In many cases, the vast majority of families is based on the form of men outside, women inside, men manages great event, and women manages small matter to make decisions in terms of investment decision-making, such as purchasing cars, houses or setting up shops. All respondents indicated that male appeared to have more experience and knowledge in decision-making than female. Land renting, debt and credit and other important household decision-makings were the responsibilities of householders, and male played a dominant role in this aspect. However, in family savings, purchasing television, furniture, washing machine, electric cooker and other durable consumer goods and daily consumables, both male and female made decisions, but female had a dominant right in these respects. Even so, female s participation was still less than that of male in decision-making organs due to that there are less female in decision-making organs. Among the 12 investigated villagers, proportion of female members was less than 10% in village committees Survey on impoverished people in project areas Because impoverished people and occurrence rate of Xunyang County, Shaanxi Province and China in 2016 are unpublished, data and analysis of impoverished people in project area will be updated in next report Survey data of project affected villages A. Socio-economic Surveys The project road traverses 35 administrative villages/communities of 6 affected towns. As shown in Table 3-4, the average household size in affected village is 3.0~4.5 people, per capita cultivated land is 1.0~2.0mu, per capita annual income is CNY 7,189~9,535. The conventional agricultural crops are mainly corn and wheat. According to the survey, the affected villages are mainly distributed along the existing roads which need to be improved. Benefiting from the economic development in Ankang City and Xunyang County, nonagricultural economy realizes rapid development and agriculture is not the main industry any longer. Hence, the income source of villagers in the project area mainly comes from secondary and tertiary industry. 32

There are no ethnic minority groups. There are 839 females (47.6%) of the total surveyed population. They mainly engage in agricultural plantation, housework, and family care. 2) Education background Of the 503 surveyed households (1,762 people), 543 people have received primary or below education (30.8%); 859 people received junior high school education (48.8%); 98 people had received junior college or above education (5.6%); 262 people have received no education (14.9%). 3) Age structure Among 1762 sampled people of the 503 households, 391 are aged under 18 years (22.2%), 1071 are aged from 18~60 years (60.8%), and 148 people over 60 (8.4%). 4) Annual household income In 2016, the surveyed affected households have an average annual income of CNY 31,705 of which agricultural income forms CNY 5,623 per household, animal husbandry income CNY 2,760 per household, main household income comes from industry and sideline of CNY 23,322, such as going out for work and local small business. A more common practice is that where an entire household has migrated out, the land is lent to relatives to use without charge. In total, per capita annual net income is CNY 9,051. Agriculture is no longer the main income source of the surveyed rural households. This is consistent with the local industry structure where women are engaged in agriculture as well as manual manufacturing and men work in factories or go out for non-farming 35

40 jobs. 5 Annual family expenditure The per household total annual expenditure is CNY 28,170 including operating expenditure of CNY 4,476; living expenditure of CNY 15,869; other expenditure of CNY 7,825. 41 4 Land acquisition, housing demolition and resettlement 4.1 Affect and cost of LA & HD Total land acquisition of the project is 1,607.79, and planned demolition buildings is 26,838.95m 2, of which, 15,626.34m 2 for brick-concrete building, 4,000.84m 2 for brick-wood building, 3,758.63m 2 for earth-wood building. 6,326 persons in 1,754 households are affected by LA & HD. By February 28, 2017, 90% of land acquisition for S102 and G316 in Xunyang Section has been completed. Compensation for house demolition has been started, and 70% of relocation households have signed demolition agreements. For the rest of affected APs haven t signed the agreements, the XCPMO is now consulting with them for appropriate resettlement. The compensation for special facilities is negotiated with relevant departments. All compensations are implemented through agreements of LA & HD agency and affected villages (teams) as well as affected people based on principles in resettlement plan. Part of signed LA & HD agreements is shown in Attachment 1. X304 project involves in 8 villages in Xiaohe Town and Hongjun Town. There is mu permanent land acquisition and m 2 house demolition. At present, household survey and registration is conducted. 4.2 Compensation standard and resettlement of LA & HD Permanent Land Acquisition According to the provision of Land Administration Policies in Shaanxi (Shaan Zheng Fa [2010] No.36), the unified AAOV and compensation multiple of Xunyang County shall be determined by Land Administration Policies in Shaanxi, with AAOV of CNY 1,197 for irrigated land, 25 times of compensation multiple, and compensation standard is CNY 29,928 per mu. Based on Supplementary Notice on Urban Construction LA & HD and Endowment Insurance of Land-requisitioned Farmers in Ankang City (An Zheng Fa [2009] No.15), the compensation standard (including land compensation fees and resettlement subsidy) of cultivated land (dry land) within the scope of town planning area is determined as CNY 54,000 per mu. In combination with the above policies and on-site public consultation activities, the resettlement plan proposes the compensation standard of project land acquisition based on the abovementioned policies as basic compensation standard (See Table 4-1), of which, compensation standard of rural collective land is higher than that of unified AAOV in Xunyang County. The abovementioned compensation standard is confirmed as that after land is weighted, and the specific land category identified by local land department shall prevail after the project implementation. 37

But land acquisition of state-owned land is directly appropriated without compensation Affected House Demolition The compensation for all houses demolished will follow these principles: (1) Compensation will be given in the principle of compensation for demolished houses and compensation for relocation household with same structure, same area and same location regulated in RAP. Based on house demolition plan and structure and type of houses, the affected persons shall receive direct compensation without depreciation for the original house. Meanwhile, the affected people can use the building materials of the original house free of charge/cost. (2) The affected people losing their houses can choose scattered resettlement by the affiliated village, or choose concentrated resettlement by participating in new rural construction scheme or other planning construction projects of the government, or self-settlement by using cash compensation. The relocated households will receive the compensation of temporary transition fee during the transitional period before moving into their new houses, they can make arrangement by themselves or ask their village committee or project office to assist in leasing houses. According to the ADB policies or relevant regulations of China, both rural resident houses in stateowned land and rural resident houses in collective land adopt the method of price evaluation. The house demolition of this project shall be compensated based on replacement price, and the compensation fees is evaluated and determined through market price, which is no less than LA & HD basic price formulated in this plan, and the compensation price formulated in the plan keeps flat with market evaluation price of houses in the same area basically. Relocated homestead will be received before relocation, and the specific housing site shall be determined by villager s representative congress of Village Committee, which shall be arranged within the same village group or village as much as possible. The three supplies and one leveling for the homestead will be carried out by the project construction unit, and the expense is included in construction budget. According to An Zheng Ban Fa [2009] No.15 Document, and by the reference of Notice on Printing and Issuance of LA &HD Work Program for Xuyang Section of Xikang Second Line Project (Xun Zheng Ban Fa [2009] No.191 Document), this resettlement plan updates the new compensation standard of LA&R: CNY 1,000/m 2 for frame structure, CNY 900/m 2 for brick-concrete structure in

43 category I, CNY 650/m 2 for brick-wood structure in category I, CNY 500/m 2 for earth-wood structure of category I, and CNY 200/m 2 for simple house. Relocation cost is CNY 1,000 per household. During the period of resettlement, transition fee is paid to each household, and the standard ranges from CNY 250 to CNY 400 for per household per month. In addition, based on the standard requirement for resettlement work in Southern Shaanxi in Shan Zheng Ban Fa [2014] No.47 Document issued by the General Office of Shaanxi Provincial People s Government, each relocated household is awarded the incentive fee of CNY 10,000-45,000. Therefore, after the project is implemented, the new compensation standard will be higher than that of original resettlement plan. See Table 4-2 for the compensation standards adopted in this plan. The price discussed by affected people and local PMO matches the current local market price of replacement. The housing land compensation will be distributed prior to demolition, and the housing site shall be arranged within the same village group or village as much as possible. The location selection and allocation details will be arranged after a villager representative conference organized by village committee. The three supplies and one leveling for the homestead will be carried out by the project construction unit, and the expense is included in construction budget. Field surveys revealed that most of the affected houses have potential safety hazards and are out of repair, and have worse water, electricity supplies and road accessibility, and poor surrounding area sanitation. Guided by the principles of the replacement costs and no depreciation, most APs view that the project provides reasonable compensation standard as set out in Section 4. The Project also provides several options for APs to choose based on their own conditions, which will positively facilitate to restore or improve their living condition smoothly. The major options include: 39

44 (1) Cash compensation without housing plot allocation Cash compensation without new houses construction For those households with alternative houses in the city or nearby places or who plan to buy commercial residential house in town and then to give up reconstructing new houses, a written application is required. In addition to cash compensation of housing lot and replacement price of house structure including annex buildings paid in cash to AH directly, an additional resettlement subsidy of CNY 10,000 per person and CNY 10,000 cash reward will be granted once the written application is approved. The affected masses purchase new house site to restructure new houses For affected masses that choose to restructure new houses or use the existing house land, the house sites and structure shall be compensated based on relevant standard. Through many times discussions with the affected people, the compensation standard of purchasing similar house sites in the same region is agreed. If the price of house site is lower than the compensation standard, the saving fund shall belong to the affected household. The households who choose to restructure their house in better location (near to town center area or more spacious places) pay the extra cost by themselves. 2) The centralized resettlement in new rural development plan For those who are willing to purchase new houses in residential area in the new rural development plan, cash compensation and replacement costs will be granted for them directly. In addition, for discount negotiation and the whole situation of implementation, the location and quality of houses are better than the houses demolished. All promise prices are based on construction cost, and is better than the compensation and lower than the commercial housing prices. In addition, compensation for centralized resettlement plan and subsidy for the poor of CNY 20,000-50,000 shall be given to resettlement families by government. (3) Individual reconstruction on the government allocated housing site If the affected families have difficulties in finding a housing plot, but still want to reconstruct their new houses, the town government has committed to provide the AHs with housing plots acceptable to them. The price will not exceed the compensation standard regardless of actual costs. There will be no additional cost to the AHs. The provided housing plot can either be located in a concentrated area or a single housing plot. In either case, water, electricity supply and road will be made available, and the land leveling will be done by the project. The design fee also will be covered by the project. 4 Economic recovery and development plan For households affected by land expropriation housing demolition, all affected villages are 40

45 implemented economic recovery plan, which provides effective support for economic recovery of people affected by land expropriation housing demolition; for example, after implementation of the project, small amounts of land are expropriated, economic recovery is intensively carried out in affected villages. Currently, each village has formulated economic recovery plan, strives for folk and project implementing agency to provide support for recovery and development of the local economy. Economic recovery and development plan mainly includes: a. Strengthen agricultural science & technology education, improve labor productivity skill and labor quality. b. Actively organize surplus labor, and participate in labor service export of project construction to increase income. According to incomplete statistics, 300 nontechnical positions shall be provided to the affected people in the process of project construction. During operation, 30 to 40 job offers shall be provided, the half is road maintenance, and the other half is greening and cleaning. c. Assist relocation households in engaging in tertiary industry and increase approach of economic sources. d. Reform surplus land and increase output value of unit land. e. Promote the circulation of agricultural and sideline products and increase the income of agricultural and sideline products. f. Through the implementation of above measures, obviously improve the lives of residents in the affected village by the project, such as income increase and production development. In addition, the project arranges skill training for affected households, such as gardening planting nursery garden, fruit tree or other new economic crop planting, arts and crafts products, farm machinery, motorcycles and other vehicles maintenance, stonemason, painter, concreter, waterproof worker, bricklayer, house decoration worker, etc. The skill training shall begin in 2017, the affected households can participate in any of these skill training depending on their needs. 5 Economy recovery plan for vulnerable groups The project shall establish support fund for the vulnerable groups for supporting. The main affected vulnerable groups all are the poor, including single parent family and women-led family, Wubao (five-guarantee households), households affected by disability and illness. A series of additional measures have been put in place to help them in livelihood restoration and relocation restoration. 41

46 In case non-agricultural business is needed, such as purchasing vehicles of commercial transportation, managing maintenance point, and explore other revenue business, load priority shall be given to seriously affected households. Land acquisition affected households: Priorities will be given in land transfer information, and land acquisition affected households also get assist in developing the land production needed; The households with a labor force will be given priority in skill training and priorities and in public welfare positions of government and reserved position of enterprises for employment resettlement. And small-sum guaranteed loan shall be handled for eligible people. Endowment insurance of land-losing farmers and the new rural endowment insurance will be handled in priority. Provide preference loan to the significantly affected households if necessary in developing non-farming business, such as purchasing vehicles for transport business, operating repair shops, developing other income generating business. House demolition affected households: Priorities will be given to choose exchange platform of resettlement locations. If the elderly person without family members and vulnerable households who choose to reconstruct new house by themselves, priority will be given in arranging relocation housing land. In addition, a one-off extra poor subsidy support payment of CNY 5,000 will be provided after relevant valid documents are given. For the vulnerable households enjoying a five guaranteeing and elderly person of no family raised by Civil Administrative Department, if they choose to vacate the house to be demolished within the specified time, a one-off extra poor subsidy support payment of CNY 3,000 will be provided after relevant valid documents are given. Minimum size housing will be guaranteed for the poor. Including eligible vulnerable groups in MLSS as a priority According to the Minimum Living Standard Scheme (MLSS) policy of Xunyang County for rural residence, eligible vulnerable groups affected by the Project will be included in the MLSS in time and receive MLSS benefits so as to ensure that the per capita net income of each rural AH is not less than CNY 290/month. Providing urban and rural medical assistance to eligible vulnerable groups Medical assistance will be provided to eligible urban and rural residents by Xunyang County People s Government, so as to solve their difficulties of getting medical service. 6 Women s Development Measures During the resettlement process, women s rights and interests will be fully protected, and women will play an important role in socioeconomic and resettlement activities. Equal rights of women shall be ensured: during preparation of resettlement plan, separating meetings 42

47 were held with affected women representatives and the Women s Union, targeted at allowing women to express their requirements, expectations and suggestions for resettlement and restoration measures. Most women, including female householders, stressed their considerations, namely, (1) obtain the compensation on time; (2) choose the resettlement mode and residential land; (3) improve agricultural production by limited cultivated land; (4) do small-scale business at home, in farm products exhibition or in the market with the compensation funds or petty loan provided by the project. Meanwhile, the relevant measures for the settlement of these considerations have been taken into the resettlement plan. Training methods and contents provided for women preferentially: as women have relatively lower education levels and experience generated, they have less available employment and income generation choices than men. Training is particularly crucial to them in developing new income sources becoming available through industrialization and urbanization development. They hope to have not only agricultural skill training on horticulture, fruit tree caring, but also non-farming skills with handicraft, urban employment skills such as hotels, restaurants, shopping malls, and skills working in factories e.g. garment factories. Their training needs have been included in RP, meanwhile, training budget has also been reserved. The project will ensure that 40%-60% training opportunities are provided for the affected females. The Women s Federation representatives together with the employer agencies will further consult with women to develop the training design on methods and contents. Women shall be provided with and be assisted in application of related employment opportunities of the project: for those who are interested in participating in project job opportunities, Women s Federation staff at the township and village levels will be responsible for informing them of job opportunities in advance and facilitate women to apply for the employment. Basic skill on landscaping and other relevant skill training will be provided prior to recruitment. 7 Recovery Plan of Special Facilities The special facilities affected by the project are mainly power lines, telecommunication lines, etc. To minimize disruption to residents, detailed surveys have been done and the budget has been included in the RP budget. The relevant line agencies will be responsible for detailed relocation planning and rebuilding electric power and communication facilities. (8) Progress of centralized relocation point In July 2015, the houses in centralized resettlement site in Jinshuiwan of Duanjiahe Town were started to be constructed, and in February 2017, 158 new houses of Phase I had been completed; of which, there were 30 replacement buildings, and the other 100 houses were used for resettling affected households of ADB loan projects and other domestic invested projects. In Phase II, 150 houses shall be built and is expected to be completed in March The house area varies from 80m 2 to 125m 2, and the unit price shall be controlled within CNY1,000-1,500/ m 2. In resettlement site, there are complete facilities of hospital, kindergarten, and leisure square, etc. In 38 relocated households involved in Duanjiahe Town by the project, 5 households have expressed that they were 43

48 willing to participate in centralized resettlement in Jinshuiwan. The project of centralized resettlement site in Ganxi Town, Phase I had been completed and put into use in December 2016, with a total of 220 resettled households. There are 7 affected households in Ganxi Town by the project, and they all live in transitional houses at present, and the final resettlement scheme has not been confirmed; but they all expressed their attention to centralized resettlement in Ganxi Town. 50 5 Public Participation During the project preparation, many public consultation and participating activities have been conducted. At the stage of external monitoring, external monitor of Phase II and public consultation activity are carried out on February 6 to March 1, See details in Table 5-1. The objective includes: 1. Investigation of socio-economic development status of the affected area; 2. Monitoring of project implementation situation; 3.Preference investigation of relocation and view collection of affected townships, villages and villagers. So, at the preparation stage of the project, the PMO of Xunyang County set up the project coordinating groups in the affected villages, and the members are voted by the masses, and it generally consists of 3~5 members, including village leaders, women representatives and representatives of the vulnerable group. The duty of the group is as follows: 1. to select the vulnerable group; 2. to organize the villagers to join in the construction of the project; 3. to support the monitoring in their own community; 4.to put forward suggestion for the compensation and resettlement of the project; 5. to call for villagers to support the construction of the project. According to the investigation, project implementation village has built project coordination group currently, and the group runs well, personnel are in place, and work is enriched, which better reflects the participatory implementation requirements of project. Besides the land acquisition compensation and other policies are determined by the villager s representative meeting, most of the questions about the project are determined after the discussion of project coordination group and the masses, 46

51 which greatly promote the smooth implementation of project. At present, most affected villagers prefer to currency compensation and homestead allocation, only about 10 households are willing to be centralized relocation. Most villagers think that area of centralized relocation is limited and previous lifestyle and neighborhood relationship will be changed in centralized resettlement houses. Hence, most villagers don t agree with centralized relocation. However, relocated households who have signed agreement are satisfied with compensation expenses. It is understood that actual compensation expenses are slightly higher than compensation standard in resettlement plan. 47

52 6 Conclusions and Suggestions 6.1 Assessment on project acquisition and resettlement (1) mu of land in the project is permanently expropriated and m 2 buildings are planned to demolish; there are 1754 households (6326 people) affected by land acquisition of the project, of which 353 households (1479 people) are simultaneously affected by housing demolition and land acquisition. Because the project belongs to linear construction project, with small quantity of land acquisition and house demolition and decentralized effect, it has little effect on residents along the road. It was found that, according to monitoring survey, the area of per capita decreased cultivated land of affected people in project area is below 10%; farmland planting is no longer the main living source of residents, so the project land acquisition also has little effect on life income of affected persons. After the implementation of project, the government has arranged multiple economic recovery programs in project area, such as establishing fruit industry enterprise, happy farmhouse and other tourism facilities. therefore, the affected people have their income increased through these projects and after participating in labor activities. It is predicated that, these incomeincreasing measures would increase the benefits of more than CNY 5,000/year/person for local masses, which is far more than the losses caused by land decrease. In summary, the masses are very supportive and actively participate in the project construction. (2) The compensation fee for land acquisition and house demolition in the project is paid to affected person in full amount timely, and government, village committee and town government also actively assist affected person in economic recovery by using compensation fee, which fully takes benefits of project, collectives and individuals into consideration, thus obtaining the full support of various stakeholders; hence, the land acquisition and house demolition of the project at the early stage is implemented smoothly. Therefore, there is no centralized or written complaints from the masses since the implementation of the project. 6.2 Problems and suggestions Our supervision and consulting work have been supported by Leading Group of Shaanxi ADB Loan Mountainous Road Safety Demonstration Project, PMO of Xunyang County Transport Bureau, thus going smoothly. Besides expressing thanks to various relevant organizations, we propose the following suggestions for later land requisition and demolishing: (1) Multiple resettlement modes are proposed in RP of Xunyang Project, and the affected persons expressed their select intention for different resettlement modes of resettlement through public consultation. Government and PMO encourage the affected persons to choose centralized resettlement modes of house demolition; and relocation households who choose centralized resettlement scheme will get the relocation subsidy of CNY 10,000-50,000 from government. However, monitoring personnel learned that only 10 households were willing to choose centralized resettlement in this external monitoring, and other relocated households are waiting and seeing or insist on allocating homestead in their villages for building houses and resettlement. Due to the 48

53 shortage of land resources in each village, there are no lands can be allocated to build houses currently, therefore, the resettlement progress of the project is relatively later than that in original plan. Attitude change of affected persons is caused by their dissatisfaction with location of centralized resettlement site. If it is far away from their original residence, it might be difficult to work in original contracted land after moving into centralized resettlement site; some people think they will not be accustomed to the resident manner of centralized resettlement, and others think that supporting facilities are lagged. Therefore, in order to encourage the masses to actively participate in centralized resettlement, it is suggested to strengthen and improve supporting facilities in resettlement site beside providing policy-based economic subsidy for centralized resettlement site, such as construction for water, electricity, gas, road, education, medical treatment, business, cultural and sports facilities. Especially for the condition that farming site is far away from resettlement sites, after the completion of the project, the support in policy or preferential loan can be provided, and government shall encourage individuals to launch short-haul transport service, increasing cultural and sports activity in community in centralized resettlement site, thus eliminating the masses concern to centralized resettlement and accelerating the LA&R progress of project. (2) Besides the land acquisition and demolition office of Xunyang County PMO, various village groups affected should be familiar with and understand the policies and procedures for land acquisition and demolition, and pay special attention to keeping various records and documents for land acquisition and demolition, including records for villagers meetings, consulting activities and information disclosure, thus being convenient for summarizing and querying for confirmation of land acquisition and demolition. 49
