7 1 Project Description and Implementation Progress 1.1 Description of project components, scale, scope and location 1. Guizhou High Efficiency Water Utilization Demonstration in Rocky Desertification Area Project(hereafter The Project ) consists of two outputs: Output 1: Water resources developed. This output will include (i) construction of a reservoir and related water transfer facilities in each of Anlong and Nayong; and (ii) establishment of water user associations for the reservoirs. Innovative technologies to prevent water leakage and reservoir slope collapse of the reservoirs and to increase efficiency of water transfer will be used for the construction of the reservoirs and water transfer facilities. Output 2: Environment, ecology, and land productivity restored. This output will include (i) re-vegetation; (ii) promotion of sustainable farming; and (iii) monitoring, policy reform, capacity development, and knowledge dissemination. 2. Source: Asian Development Bank. 3. The project is located in the Anlong County and Nayong County of Guizhou province. The location maps of the project is shown as figure 1 and figure 2.

The loan was signed on Sep 20, 2017, and the Project will be implemented in 5 years ( ). 1.3 Budget and investment progress 5. The total investment of the Project is CNY billion, with US$ 150 million from the Asian Development Bank (hereinafter called the "ADB").

12 1.4 Project implementing and management agencies 6. The Guizhou Provincial Government (GPG) will be the executing agency. A project leading group has been established in the GPG. A PPMO has been established under the project leading group in the GPG. The PPMO staff includes staff of Guizhou provincial Water Resources Department (GPWRD), Guizhou Provincial Agriculture Committee, Guizhou Provincial Forestry Department, and Guizhou Water Resources Investment Co., Ltd. (GWIC). The PPMO staff includes one full-time environmental officer, one full-time resettlement officer, and one full-time interpreter. 7. Each of the ACG and NCG will arrange over 40 staff to be responsible for the land acquisition and resettlement, drawing staff from relevant agencies directly under the county government. The county resettlement officers mainly responsible for coordination for planning, implementation, financial account, and supervision of land acquisition and resettlement, and will work closely with village committees and/or resident committees, township governments, land and resources administration bureau, and the design institute that prepared the RP. The external resettlement M&E agency will train staff of the PIU, ACG, NCG, county resettlement offices, and other relevant agencies. 8. The domestic resettlement supervision agency has been selected in Feb Changes of project components from preparation stage 9. As the detail design of Anlong Reservoir had been determined and approved during the preparation stage. There is no changes for Anlong Reservoir up to now. 10. As for Nayong component, the FSR has been prepared during the preparation stage. And the detailed design is still under preparation. The final detail design is estimated to be approved before June Some changes, including the project scope and resettlement impacts will be definitely differ from the original resettlement plan.

13 2 Monitoring Arrangement and activities 2.1 Introduction of monitor and monitoring staff 11. To ensure the successful implementation of the RPs, EMSDPs, GAPs of the project, to realize the comprehensive objectives improperly, the overall monitoring, including the resettlement, ethnic minority development, gender development will be subject to periodic and an overall M&E for whole project according to ADB s safeguard policies, including internal and external monitoring. 12. The internal resettlement monitoring agencies of the PPMO, APMO, NPMO and other departments concerned (e.g., land and resources bureau and resettlement bureau), with the assistance by the safeguard specialist engaged both for start-up supporting and in the implementation phase. These agencies is leaded and coordinated by PPMO. The members of such agencies have knowledge on resettlement and social issues so as to perform their duties. 13. Since the Pingqiao Reservoir in Anlong County must start its construction in October 2017 to ensure the dam can be constructed with a height higher than the flood level before the flood period in May 2018, the LAR of this Reservoir has been initiated from September Therefore, this internal monitoring covers the period from July 2017 to Dec The LAR in Nayong County is not started yet, so its progress and implementation status will be report in next internal monitoring report. 14. According to ADB s policies, the PPMO has employed Hohai University as the independent resettlement monitor. Hohai University will conduct follow-up M&E of on RPs and EMSDPs(including GAPs) periodically, monitor their progress, quality and funding, and give advice. It shall also conduct follow-up monitoring of the APs production level and standard of living, social and gender development and submit a integrated M&E reports to the PPMO and ADB. 2.2 Monitoring methodology and procedures Internal monitoring 15. The purpose of internal monitoring is to enable all resettlement agencies to function properly during project implementation, conduct internal supervision and inspection on the whole process of resettlement preparation and implementation, learn resettlement progress, and ensure that the land acquisition, house demolition and resettlement work can be completed on schedule according to the RPs, EMSDPs, GAPs, and promote successful project construction. 16. The internal resettlement monitoring agencies of the PPMO, APMO, NPMO and other departments concerned (e.g., land and resources bureau and resettlement bureau). These agencies will have a leader who is responsible specifically for the resettlement work. Such leaders should have rich resettlement experience and authority, and be able to coordinate all departments involved in the resettlement work. The members of such agencies should have knowledge on resettlement and social issues so as to perform their duties. 7

The safeguard specialist has assisted APMO and NMPO to develop a detailed internal monitoring plan for land acquisition and resettlement, including: (1) Relocation of APs, allocation of housing sites and house reconstruction, etc.; (2) Payment, use and availability of compensation fees for land acquisition, and implementation progress and quality of production and development options of APs; (3) Investigation, coordination of and suggestion on key issues of the resettlement and implementing agencies during land acquisition, house demolition and resettlement; (4) Restoration of the household income of APs; (5) Restoration of vulnerable groups; (6) Payment, use and availability of compensation fees for resettlement; (7) Level of public participation and consultation during land acquisition, house demolition and resettlement; (8) Resettlement training and its effectiveness; and (9) Working mechanism, training, working hours and efficiency of local resettlement offices (10) implementation status on EMSDPs and DAPs. 18. The PPMO will submit an internal monitoring report to ADB through semi-annual progress reports. Such report should indicate the statistics of the past 6 months in tables, and reflect the progress of land acquisition, resettlement and use of compensation fees through comparison and other activities on EMSDP and GAPs External monitoring 19. The external monitor has conducted a baseline survey of the affected villages and village groups affected by land acquisition to obtain baseline data on the monitored displaced households production level and standard of living since Dec The production level and standard of living survey will be conducted semiannually to track variations of the APs production level and standard of living. This survey will be conducted using such methods as panel survey (sample size: 20% of the households affected by significant land acquisition and 100% of AHHs by house demolition, 100% of the affected village groups, to be sampled randomly), random interview and field observation to acquire necessary information. A statistical analysis and an evaluation will be made on this basis. 20. During the implementation of the RPs, EMSDPs and GAPs, the external monitor will conduct periodic follow-up monitoring semiannually of the following activities by means of field observation, panel survey and random interview: Payment and amount of compensation fees; Preparation and adequacy of the resettlement site; House rebuilding; Relocation of the affected persons; Training; Support for vulnerable groups; Restoration and rebuilding of infrastructure and special facilities; 8

15 Production resettlement and restoration; Compensation for lost properties; Compensation for lost working hours; Transition subsidy; Timetables of the above activities (applicable at any time); Resettlement organization; Use of compensation fees for collective land and income of APs; Income growth of labor through employment; and If affected persons have benefited from the Subproject Activities and progress on EMSDPs and GAPs (3) Public consultation 21. The external monitoring agency will attend public consultation meetings held during project implementation to evaluate the effectiveness of public participation. (4) Grievance redress 22. The external monitor will visit the sample villages and teams periodically, and inquire the APMO, NPMO and town resettlement offices and implementing agencies that accept grievances about how grievances have been handled. It will also meet complainants and propose corrective measures and advice for existing issues so as to make the resettlement process more effectively. 23. The external monitor will submit monitoring or evaluation reports, including the resettlement monitoring and monitoring for EMSDPs and GAPs, to ADB and PPMO semiannually during project implementation, followed by two annual evaluation reports. 2.3 Monitoring activities during this period 24. In August 2017, with the assistance for the staff consultant engaged by ADB, PPMO submitted the 1st internal social report. And in Jan 2018, with the assistance from national resettlement specialist, the PPMO submitted the 2nd internal social monitoring report. 25. In Dec 2017, PPMO has engaged Hohai University as the external social and resettlement monitor. Hohai University has conducted the baseline survey in Jan 2018 and will submit the 1st external monitoring report to ADB by April

16 3 Project Areas and Beneficiaries Analysis during project implementation 3.1 Introduction of Project Areas 26. The Project is to improve livelihoods of people living in rocky desertification areas in Guizhou and replicate high efficiency water utilization for rocky desertification management in Guzhou. The outcome of the Project will be demonstration of high efficiency water utilization for rocky desertification management in Guizhou. The outputs and activities of the Project includes: (i) water resources development; (ii) restoration of environment, ecology, and land productivity in rocky desertification areas; and (iii) policy reform, capacity development, and knowledge dissemination. 27. Guizhou province, also called "Qian" or "Gui", administrates six county-level cities, three autonomous regions, 88 counties (or cities, districts and special zones), covering a land area of 176,000 square kilometers. According to the sixth national population census, there are million permanent residents in the province, among which 36.1 percent are different ethnic groups. There are four major mountains in the province: Wumeng Mountain, Dalou Mountain, Miaoling Mountain and Wuling Mountain. The mountainous areas and hills account for 92.5 percent of the province's total. Among them, the 109,000 square kilometers of karst landscape account for 61.9 percent of the total land area in the province. For this reason it is known as a "natural encyclopedia" of the karst landform. 28. Guizhou is also a "natural park" with picturesque natural scenery, ethnic cultures, waterfalls, valleys, karst caves and landscapes. There are 17 aboriginal ethnic groups inhabiting the province, including the Miao, Bouyi, Dong, Shui, Gelao, Yi and Tujia. Francesco Frangialli, former secretarygeneral of the World Tourism Organization, said,"guizhou is a province of culture, ecoenvironment, folk songs and dances, and wine." 29. In 2017, the province s regional GDP was 1, billion yuan, an increase of 10.2% over the previous year. By industry, the primary industry added value was billion yuan, up 6.7%; the secondary industry added value was billion yuan, up 10.1%; the tertiary industry added value was billion yuan, up 11.5%. At the end of the 2017, the resident population was million, an increase of 250,000 from the end of the previous year. Among them, the population aged 0-14 accounts for 22.4% of the permanent population at the end of the year, the population of is 67.2%, and the proportion of population aged 65 and over is 10.4%. In terms of geographical distribution, the urban permanent population is million, accounting for 46.02% of the permanent population at the end of the year (urbanization rate of permanent residents), an increase of 1.87 percentage points from the end of the previous year. The gender ratio (100 for women) is The per capita disposable income of the entire population was 16,704 yuan, an increase of 10.5% over the previous year. The per capita disposable income of urban residents was 29,080 yuan, an increase of 8.7% over the previous year; the per capita disposable income of rural residents was 8,869 yuan, a nominal increase of 9.6% over the previous year. 10

17 30. Anlong County, is characterized by typical rocky desertification areas with the most serious water shortage and frequent droughts, which are serious obstacles to local socioeconomic development. Anlong County is a national-designated poverty stricken county in Guizhou Province with high poverty incidence rate in rural areas and located in a national pilot area for poverty reduction. 31. The total population of Anlong County is thousand, including 92.5% rural population and 7.5% urban population. In 2017, the total GDP of Anlong is billion CNY. The annual rural net income was CNY 8203 and annual urban disposal income was CNY 26,689 per capita, lower than national average. 32. Nayong County has a total of 1.02 million rural and urban indirect beneficiary residents. The county is multiple ethnic minorities concentrated area. There are 10 ethnic minority townships and 22 ethnic minorities in the indirect beneficiary areas, totaling 520,000 persons or 50.98% of the total population. The major ethnic minority group is Chuanqing and Miao, totaling 270 thousand and 100 thousand persons and accounting for 26.47% and 10.2% of the total IPA population, respectively. Yi, Buyi, Bai and others represent 8.16% or 80,000 persons, 3.06% or 30,000, 2.04% or 20,000 persons, and 2.04% or 20,000 persons, respectively. The 2017, the total GDP of Nayong is 21.1 billion CNY. In 2016, the annual rural net income was CNY 7295 and annual urban disposal income was CNY 24,208 per capita, lower than national average. 3.2 Project Beneficiaries analysis 33. The overall Project will directly benefit 718,950 local residents (mostly rural farmers) including 373,870 or 52% belonging to ethnic minority groups, 41.97% are females, and 20.65% are the poor people. The overall Project will also indirectly benefit 1.5 million local residents, including 725,270 persons or 50.28% are ethnic minorities, 655,710 persons or 44.85% are women, and 190,930 persons or 12.82% are the poor. 34. Of the total 512,500 beneficiary population in the direct project area (DPA) of Anlong County, 289,200 or 56.43% belong to ethnic minority groups, 210,130 or 41.0% are females, and 106,090 or 20.7% are poor people. It will also indirectly benefit 471,530 rural and urban indirect beneficiary residents in Anlong County, about 205,270 persons or 48.51% are ethnic minorities, 163,990 persons or 34.78% are females, and 35,730 persons or 9.42% are the poor farmers in the indirect project area. 35. There are 206,450 beneficiaries living in the DPA of Nayong County, of which 84,670 or 41.01% belong to ethnic minority groups, consisted by Miao, Chuanqing, Bai and others, 45.6% are females, and 20.6% are poor people. Of the total 1.02 million rural and urban indirect beneficiary residents in Nayong County, 520,000 or 50.98% are ethnic minority people, mainly consisted by Miao, Yi, Bai, Buyi and others, 491,720 persons or 48.21% are females and 155,200 or 18.76% are the poor. 36. The implementation of the Project will benefit the local residents, including ethnic minorities, women and the poor, and contribute to poverty reduction by: (i) improving irrigation efficiency and water supply; (ii) enhancing water-saving agriculture; (iii) increasing economic crop yields; (iv) 11

18 increasing forest land by afforestation; (v) reducing rocky desertification and improving agricultural land production; (vi) improving storm water runoff and soil erosion; (vii) reducing incidence of water-related diseases, with associated reduction in medical costs, and in the number of workdays and school days lost; (viii) value-added benefits from local procurement; (ix) enhancing production skills of the local residents ; and (x) employment opportunities during project construction, operation and maintenance. 12

19 4 Social Safeguards Categories Analysis during project implementation 4.1 Social Safeguards Categories in preparation stage (IR, IP) 37. The Project is categorized as A for involuntary resettlement in the preparation stage following the criteria laid out in the Safeguard Policy Statement Based on the impact survey among construction sub-components, there are two components which will involve significant amount of land acquisition and resettlement. One is the construction of Pingqiao Reservoir and related water transfer facilities in Anlong, and the other is the construction of Pingshan Reservoir and related water transfer facilities in Nayong. Therefore, to mitigate negative impacts of economic and physical displacement, the Project has prepared two draft resettlement plans (RPs)for Nayong and Anlong counties during project preparation phase in The RP for Anlong is based on a detailed resettlement implementation plan and is deemed final. The RP for Nayong needs updating after a detailed resettlement implementation plan is prepared; and the final RP will need to be re-submitted to ADB for approval. The GPG and NCG will re-endorse the final RP and re-disclose it to affected villages. Any civil works involving resettlement impacts in Nayong will not start until the updated RP is approved by ADB. 38. According to the RPs,a total of 2,261 households with 7,980 persons will be affected by permanent land acquisition, out of which 3,190 persons in 678 households will be physically relocated and resettled. A total of 8, mu ( ha) land will be affected permanently, including mu (12.99 ha) state land and 7, mu ( ha) of collective land; 113,285.6 m 2 of residential structures will be demolished; and 1, mu ( ha) of collective land will be occupied temporarily. 39. For the construction of Pingqiao Reservoir and related water transfer facilities, a total of 6, mu ( ha) of land areas will be acquired oroccupied permanently ( mu [9.21 ha] state land and 6, mu [ ha] collective land) from 17 villages in Puping, Sayu, and Haizi Townships and Xifeng Street Administration Office. A total of 1,979 households with 6,334 persons will be affected by permanent acquisition of collective land; out of which 2,743 persons in 583 rural households will be physically displaced and require relocation. A total of 101,836.1 m 2 of residential structures will be demolished.a total of 1, mu (69.10 ha) of collective land will be temporarily occupied. 40. For the construction of Pingshan Reservoir and related water transfer facilities, a total of 1, mu ( ha) of land areas will be required, which include mu (3.78 ha) of stated owned land and 1, mu ( ha) of rural collective land, affecting 25 villages in Zongling, Yongxi, Shuguang, and Yangchang Townships. A total of 282 households with 901persons will be affected by permanent acquisition of collective land, and out of them 95 households with 447 persons will also be affected by house demolition. A total of 11,449.5 m2 of residential structures will be demolished. QA total of mu (46.71 ha) of collective land will be temporarily occupied. 13

22 5 Monitoring on Land Acquisition and resettlement (LAR) 5.1 General Project Progress and civil works 43. No land acquisition and civil works in Nayong County is launched. Since the domestic RP for Nayong Reservoir is still under preparation and some resettlement impact is still uncertain. The draft RP of Nayong County will be updated and submitted to ADB for approval by the end of June An individual national resettlement specialist for initial project management support have been engaged by GPMO in Nov The individual specialist will help to update the draft RP in Nayong on the basis of preliminary design and DMS of resettlement impacts. 44. Some physical implementation of the sub-components in Anlong County has started as the preparation activities for the construction of Pingqiao Reservoir, including the construction road that connect the dam area and existing road network in project area, the diversion tunnel, and worker s campus. Restoration of Environment, Ecology, and Land Productivity sub-component in Anlong County has not started any land acquisition and compensation activities. In general, 2, mu land, accounting for 37.1% of total land to be occupied by the subproject of Anlong County, has been acquired by the end of Dec 2017 with million Yuan compensation paid to the APs and affected villages in Anlong County. Totally 579 AHs in 14 villager groups of 3 villages have received compensation of land, crops and ground attachments. See details in table Specific for, the dam site construction area has finished all the land compensation, expect two HHs has not drew the compensation fees from their bank count due to work outside. For the reservoir inundation zone, 60% of the AHs have received their land compensation, and the remaining 40% have not received their land compensation due to the delayed appropriation from Resettlement Bureau of Qianxinan Prefecture. It was explained by Anlong PMO that this is because the single designative bank account of resettlement bureau of Anlong County was not appointed yet. Once the bank account is appointed in one month, the remaining land compensation fund can be transferred to resettlement bureau of Anlong County, then it can be quickly paid to the remaining 40% AHs affected by reservoir inundation zone. The land acquisition of two resettlement communities has not been started due to the domestic planning and implementation scheme of resettlement communities is still in the process of review and approval. 47. Restoration of Environment, Ecology, and Land Productivity sub-component in Anlong County has not started any land acquisition and compensation activities. 24 5.2 House Demolition and Relocation affected by Pingqiao Reservoir 48. According to the RP of Anlong County subproject, 101,836.1 m2 of houses will be demolished and 583 HHs need to be relocated to three planned resettlement communities in project area. As of 20 Dec, 2017, only the houses of 2 HHs affected by dam site construction area has been demolished, and they are temporally resettlement through leasing houses in project. Anlong PMO provided the housing subsidies for their transition. 49. The domestic planning and implementation scheme of resettlement communities has been approved by the resettlement bureau of Qianxinan Prefecture by the end of Dec The biding notice for the construction of 3 resettlement sites, namely Shiyakou, Qianxiang, Liangtai, have issued in March 2018 and the construction unit will be chosen in April It is estimated the construction work of the 3 resettlement sites will be started since May 2018 and will be finished within 200 days. 50. Then land leveling and allocation of housing sites to AHs will be completed by Oct AHs can star to build their new houses in resettlement communities and move to new resettlement houses by Every AH to be relocated to resettlement communities will obtain a housing plot with an area of 120 m2. Local government will provide the uniform design of new houses and construct the public infrastructures and facilities in resettlement communities. 51. Along the road, there are mud stone road connected with village main road The design of public facilities will meet the needs of the residents to buy daily necessities and other services. Public squares in the resettlement area will be constructed for enriching the leisure and entertainment life of the residents. For culture, education and health facilities, the existing facilities will be utilized. If the capacity is not sufficient, the capacity will be increased through the transformation and expansion. Based on the result of investigation on education infrastructures and the qualification and quality of teachers for the three resettlement sites by the Anlong County Education Bureau, the capacity of the schools around the resettlement sites could meet the schooling of the resettlers children. 10 km 20 km Qianxiang The drinking water supply for the residents was proposed to withdraw from Qianxiang Street Administration Office which is 0.8 km away by paving DN160 plastic pipe. The water supply source will construct 500 tons water regulating tank to meet the water consumption needs for more than 3,000 people, the current water only supplies to more than 500 people. Therefore, the newly added 135 households or 621 people s daily water demand can be met. The electricity use of the residents will be connected to 10kV line close to Anzheng Highway, which is 1.2 km away, and can meet the demand of the local residents. Also based on the result of investigation on medical and health institutions infrastructures and the qualification and quality of medical staff for the three resettlement sites by the Anlong County Health Bureau and Family Planning Bureau, the capacity of the medical infrastructures and staffs around the resettlement sites could meet the demands of the resettlers. 28 km 19

PLA compensation for farmland includes land compensation, young crop compensation and ground attachments compensation on basis of Guizhou Provincial People s Government Office Publish Notices on Land Acquisition Unified Annual Output Value Standard and the Land Area Comprehensive Land Price (Qainfuhan [2009]NO.31).As of the end of 2017, all the land acquisition activities occurred in Puping Town of Anlong County. The farmland land acquisition 20

27 compensation rate in Puping town is 22,584 yuan/mu, which is same as the rates formulated in RP of Anlong County. 53. According to the interview with Anlong PMO, it s introduce that the existing land compensation rates was issued by GPG in 2009 which could not reflect the economic and land value growth in recent years, so the local governments are reviewing the new AAOV of land compensation and going to issue the new land acquisition compensation rates in near future. It was confirmed by Anlong PMO that if the new land compensation rates are formally issued by GPG and the effective date of new rates are set before the initiation of land acquisition for Pingqiao Reservoir, they will provide the supplementary compensation to AHs to fill the gap between the old and new land compensation rates. The progress of land compensation rates updating and the implementation situation will be closely monitored in next reports. As of 30 Dec 2017, land compensation of million Yuan has been paid to the APs and affected villages in Anlong County. According to documents review and interviews with APs, land compensation can be paid to the bank account with a timely manner after land acquisition. 5.4 Income restoration of affected people 55. A series of rehabilitation and income restoration measures have been designed in RP. Those measures are implemented in steps along with the LAR and project construction. As of Dec 2017, land compensation has been paid to most of the affected households. Partial of AHs used their land compensation fees to start up small business and/or breeding activities in project area, others supported the young labors in family to find decent work opportunities in Anlong County or to go outside to get employed in other cities. 56. Local government has completed the available land resource survey around resettlement communities. Land re-adjustment through land use right transferring will be stated when AHs move to new resettlement communities. Other measures, such as skill training, employment promotion, and post resettlement subsidy, will be implemented subsequently in line with RP since May More details will be collected and analyzed in next reports. 22

29 6 Monitoring on EMSDP implementation 6.1 Overall Introduction of ethnic minorities in project areas 57. There are 2 Ethnic Minority and Social Development Plan (EMSDPs) have been prepared during the PPTA phase to ensure that ethnic minority people and other vulnerable groups are able to benefit equally from the Guizhou High Efficiency Water Utilization Demonstration in Rocky Desertification Area Project (the Project), and that any negative impacts that might affect them are either reduced or mitigated. Adequate provisions to enhance economic conditions of the local residents, including the ethnic minorities, women and the poor people have been integrated into the project design. Special mitigation measures have also been included in the Resettlement Plan for Anlong County and Nayong County to help ensure that the affected persons (APs), including ethnic minorities, females and the poor affected by resettlement will restore their living standards and also benefit from the Project. Government policies and programs for the ethnic minorities, women and the poor further help protect and enhance the project benefits. The EMSDPs are based on relevant People s Republic of China (PRC) laws and regulations, and in accordance with ADB s Safeguard Policy Statement of 2009 and policies on social dimensions, and prepared by the coordination of Guizhou PMO, Anlong PMO and Nayong PMO. 58. The overall objectives of the EMSDPs are to ensure that (i) Guizhou High Efficiency Water Utilization Demonstration in Rocky Desertification Project does not cause adverse social and cultural impacts; (ii)the project provides the opportunity for the local residents, including ethnic minority groups, women, and the poor impacted by the Project to reap project benefits; (iii)benefits for the ethnic minorities are equal to, or greater than, the mainstream ethnic group in PRC- the Han; and (iv) ethnic minorities, women and the poor participate fully in project planning and implementation. 23

The public participation plan are carrying out as per RP. All the AHs participated in the DMS of LAR and signed the household land and assets impacts tables. Compensation and resettlement policies have been disclosed and explained to APs in different ways, including notices, villager meetings, RIB, etc. During the FGDs in field, APs said they know the project and LAR policies very well. And for the AHs to be relocated to three new resettlement communities, they have been organized by local government to visit these proposed communities to know to location and environment, and they can freely select one resettlement community based on the willingness of family members. Their concerns can be integrated in the planning and design of these resettlement communities and houses. 62. During the FDGs with APs in project area, they complained that the progress of LAR and reservoir construction are too slow and then bring significant impacts on their livelihood and living condition improvement for many years. Because the local government issued a ban to stop all the infrastructure and house construction as well as population migration to project area from Therefore, they strongly expected that the implementation of LAR should be speed up, so they can rebuild their new houses and start new life in resettlement communities where the location and environment is much better than their original places. 7.3 Grievance Redress Mechanism and records 63. Up to now, the Grievance Redress Mechanism has established as RP and there is no complains received up to now. 42

49 8 Conclusion, findings and recommendations 8.1 Conclusions on implementation of EMSDP 64. General Progress of Project. No land acquisition and civil works in Nayong County is launched. Some physical implementation of the sub-components in Anlong County has started as the preparation activities for the construction of Pingqiao Reservoir, including the construction road that connect the dam area and existing road network in project area, the diversion tunnel, and worker s campus. Restoration of Environment, Ecology, and Land Productivity subcomponent in Anlong County has not started any land acquisition and compensation activities. 65. Both Counties have not start to implement the EMSDPs. APMO will start to implement its EMSDP since the June Issues on social safeguards and social dimensions in this period 66. RP Updating. The draft RP of Nayong County need be updated and submitted to ADB for approval with the individual national resettlement specialist for initial project management support who have been engaged by GPMO in Nov As the domestic RP has not approved and the resettlement impacts is still uncertain. The updated RP for ADB is estimated to submitted to ADB for approval in May The RP of Anlong County was prepared on preliminary design and DMS, and is deemed final. 67. Land Acquisition and Compensation for Pingqiao Reservoir in Anlong County.(i) The land acquisition and compensation in dam construction site was started from September 2016 and completed in November (2)The land acquisition in reservoir inundation area was also started from Sep 2016 to Sep (3) The land acquisition and compensation in water supply and irrigation area is not started yet; (4) Additional mu land has bee acquired in this period. Up to now, for dam site and inundated area, CNY million has been paid to 582 AHs for 2, mu land and ground attachments so far, accounting for 37.8% of total land to be occupied by the subproject of Anlong County. 68. House Demolition and Relocation for Pingqiao Reservoir in Anlong County. (i) In dam site, all the 2 AHs have been relocated as temporary transition, and subsidies for house leasing have been provided by local governments. (2) In reservoir inundation area, house demolition and relocation has been not started. It's planned that the construction of new resettlement houses in 3 resettlement communities will be initiated from the April 2018 and all the AHs to be relocated can move to their new houses by Oct Main Issues have been identified during internal monitoring (1) Approval of land acquisition has not obtained from Guizhou Provincial Government; 43

50 (2) Domestic reservoir resettlement supervision and evaluation agency has been recruited by Reservoir Resettlement Management Bureau of Qianxinan Prefecture in line with relevant regulation of PRC; (3) The individual national resettlement specialist for initial project management support has been engaged in Nov 2017 and the resettlement external monitoring agency have been engaged by GPMO as planned before the LAR initiation; (4) During FGDs in field sites, APs complained that the progress of LAR and reservoir construction are too slow and then bring significant impacts on their livelihood and living condition improvement for many years.
