2 HIMACHAL PRADESH STATE GUEST RULES, 1990 (AMENDED UPTO NOVEMBER, 2009) CATEGORY-I 1. The following persons when they visit the State of Himachal Pradesh, whether on duty or otherwise, shall be treated as State Guests : (a) The President of India. (b) The Vice-President of India. (c) The Prime Minister of India. (d) The Deputy Prime Minister of India. (e) The Chief Justice and Judges of Supreme Court of India. (f) The Speaker and Deputy Speaker of Lok Sabha and Deputy Chairman of Rajya Sabha. (g) Union Ministers, Ministers of State and Deputy Ministers of the Central Government. (h) Ex-Presidents/Vice-Presidents of India. (i) Ex-Prime Minister/Ex-Deputy Prime Minister of India. (j) Leader of opposition in the Lok Sahba and Rajya Sabha. (k) Former Chief Justice of India. (l) Deputy Chairman and Members of Planning Commission. (m) Governors of State and Lt. Governors of the Union Territories. (n) Chief Ministers of States. (o) Chairman and Members of Finance Commission/Minorities Commission. (p) Cabinet Secretary, Government of India. (q) Chiefs of the Armed Forces. (r) Governor of Reserve Bank of India. (s) Recipients of Bhart Ratna. (t) Central Vigilance Commissioner. Notes : (i) In the case of President, Vice-President, Prime Minister and Deputy Prime Minister, the dignitaries and the accompanying family members and party shall be treated as State Guests for the entire duration of their stay in the State. (ii) Dignitaries mentioned from (e) to (t) shall be treated as state guest(s) for a maximum period of three days. For such state guests, facilities free of cost will be provided to a maximum of four family members including spouse, dependent children and parents. Appropriate board and lodging facilities free of cost, will be made available to a maximum of two personal staff including Gunman, if any. 2

3 CATEGORY-II 2. The following persons shall be treated as State Guests, if on duty: (a) Chairman and Members of the SC/ST Commission. (b) Chairman and Members of Minorities Commission. (c) Chief Information Commissioner of India. (d) Speaker of the Legislative assemblies of other States. (e) Chairman and Deputy Chairman of the Legislative Councils of other States. (f) Chief Justices of High courts. (g) CAG/Attorney General of India. (h) Chairman, Union Public Service Commission. (i) Chief Election Commissioner and Election Commissioners of Election Commission of India. (j) Secretaries of the Government of India. (k) Special/Additional/Joint Secretaries, Govt. of India. (l) Chief Secretaries of other State Governments. (m) Chairman & Members of Railway Board. (n) Chairman of Central Board of Indirect and Direct Taxes. (o) Chairman of Parliamentary Committees. (p) Director General of Tourism, GOI. (q) MCI, DCI, and Natural Calamity Assessment Teams. Note : The persons covered in this category shall be given state guest facilities for a maximum period of three days and accompanying family members/personal staff shall be covered under the definition given in these rules. CATEGORY-III 3. Any other VIP/eminent person(s) including foreign dignitaries and NSG/SPG Personnel visiting the State in connection with the visit of VIP, may be declared as state guest with the approval of the State Government. So far as Government (including Public Sector) functionaries are concerned only those on duty will be treated as state guests. Provision of State Guest facilities to such persons would be limited to a maximum period of three days and accompanying family members/personal staff shall be governed as per the provisions of these rules. The limit of 3 days will not be applicable to the NSG/SPG Personnel deployed with VIPs mentioned from (a) to (d) in Category-I Note : The State Guests falling under CATEGORY-II and CATEGORY-III shall have the following two classes : (a) A-CLASS. Those who are to be provided with all the facilities including boarding, lodging, transport etc. at State expenses. 3

4 (b) B-CLASS. Those who are to be provided with only accommodation at State expenses. Note II : The State Guests falling under Category-II & III shall be declared as such only if they are on an official visit connected with the affairs of the State of Himachal Pradesh. CATEGORY-IV 4. For other dignitaries/delegations that happen to visit Himachal Pradesh and their visits are concerned in connection with any Department/Board/Corporation of the State Government, if the Administrative Department of the State Government considers it necessary or useful, it may treat such dignitaries/delegations as Departmental State Guests with the approval of the Chief Minister, Himachal Pradesh. All the arrangements for such departmental State Guests shall be made and the expenditure incurred will be borne by the concerned Department of the State Government. 5. FAMILY MEMBERS : Members of the family of the State Guest will include spouse. However, in special cases this limit of family members will be relaxable with the approval of the State Government. 6. ACCOMPANYING PERSONAL/SECURITY STAFF : Except in the case of the President/Vice-President/Prime Minister, appropriate board and lodging facilities, free of cost, will be provided to a maximum of 2 personal staff including Gunman, if any accompanying the State Guest. 7. COURTESIES : (i) State Guests who are VVIPs/VIPs shall be received by the State dignitaries and other officials depending upon the status of the concerned person (s) and protocol involved in the visit. In other cases, the state guest will be received by an officer of the concerned Department. (ii) Garlands and bouquets will be offered to the visiting dignitaries depending on the status and importance of the visit. Arrangements for the same will be made by the Hospitality & Protocol Department. Utmost economy, however, is to be observed and unnecessary profusion of garland and bouquets shall be avoided. (iii) H.E. The Governor, Hon'ble Chief Minister and Chief Secretary may present traditional Himachali gifts, fruits and any other items to the dignitaries depending upon the status and importance of the dignitary and his valuable contribution to the state of H.P. Arrangements for the same will be made by the Hospitality and Protocol Department. Utmost economy, however is to be observed. 8. TRANSPORT : Official cars/taxis will be provided to the state guests free of charge for visits within the state and from/to Chandigarh/Pathankot for purposes of receiving and seeing-off. The State Government may in exceptional cases allow such travel beyond the above limits in the case of VVIPs/VIPs mentioned in category-i. Normally only one car shall be provided to a state guest during his stay in the State. However, during transit, upto two cars may be provided depending on the number of accompanying persons as per the limits set-out in these rules. Where more than one car is required to be attached with the state guest during the period of his stay in the State, specific permission of the State Government in this regard will be necessary. The limits regarding number of cars mentioned herein shall not apply in the case of President, Vice-President and the Prime Minister of India. 4

5 9. ACCOMMODATION: Accommodation shall be arranged in the State Guest House, Government Circuit Houses and Rest Houses. Where such accommodation is not available, state guests may be accommodated in H.P.T.D.C. hotels and as a last resort, in private hotels. The status of the dignitary shall be taken into account while arranging accommodation in hotels with regard to the room tariff etc. If the state guest and eligible family member number three or less, one double bed room shall be provided and if more than three, maximum of two such rooms shall be provided. 10. BOARDING : Free boarding will be provided to the state guests and the family members (as defined in these rules) during their stay in the state and in transit. However, during their stay in the state no expenditure shall be borne by the State Government on entertainment given by the state guests to their own guests. The ceiling with regard to expenditure on boarding will be fixed from time to time by the State Government. 11. OTHER FACILITIES/RESTRICTIONS : (i) No alcoholic drinks cigarettes, laundry etc. will be provided to the state guest at the State Government's expenses. However, laundry facilities will be provided to the President, Vice-President and Prime Minister of India during their visit to the State on State Government expenses. (ii) Except in the case of visit of President, Vice-President and the Prime Minister, no trunk calls made by any state guest or a member of the accompanying party shall be paid for by the State Government. All trunk calls charges shall be paid by the State Guests on receipt of the bills. 12. SECURITY : VVIPs/VIPs/State Guests will be provided with required security by the Director General of Police as per the instructions issued by the Ministry of Home Affairs Government of India and the State Government on the subject, from time to time. 13. RELAXATION : The State Government may in the circumstances of each case relax any of the provisions of these Rules relating to composition of entourage of a particular State Guest party and their duration of stay in Himachal Pradesh.
