1 MONDAY, APRIL 8, 1996 The Board of Supervisors met at 10:00 a.m. Monday the 8thday of April, 1996, in the Supervisors' Room at the County Courthouse, Town of Poplarville, Mississippi with the following members of said Board and officers of said County present, to- wit: Charles Ray Perry, President, member from District No. Two; Charles Ray Stockstill, Vice-President, member from District No. Four; Anthony Hales, member from District No. One; Luther Ladner, member from District No. Three; Thomas F. Spiers, member from District No. Five; Gary Beech, County Administrator; Nova Carroll, Board Attorney; D.R. Davis, Chancery Clerk; and Danny McNeill, Sheriff. The following proceedings were had and entered of record to-wit:
2 ORDER ACCEPTING QUOTE OF A.P.G., INC. FOR PURCHASE OF DIESEL FOR USE BY ROAD DEPARTMENT. Upon motion made by Thomas F. Spiers and seconded by Charles Ray Stockstill, the following order was adopted, to-wit: There came on for consideration by the Board of Supervisors the matter of the Purchase Clerk having received quotes by this Board for the purchase of 7500 gallons of No. 2 diesel for use by the County Road Department, and Purchase Clerk having determined the quote of A.P.G., Inc., Picayune, Mississippi, is the lowest and best quote submitted for said purchase, said quotes being as follows, to- wit: A.P.G., Inc., Picayune, Mississippi, the sum of.8397 per gallon for No. 2 diesel; Pearl River Oil Company, Inc., Picayune, Mississippi, the sum of.8840 per gallon of No. 2 diesel or.8640 with 2 cent discount; South Miss. Distributing Co., Inc., Picayune, Mississippi, the sum of.8506 per gallon of No. 2 diesel; Moody's 66 Oil Co., Inc., Picayune, Mississippi, the sum of.8888 per gallon of No. 2 diesel; BE IT ORDERED by the Board of Supervisors that the quote of A.P.G., Inc., Picayune, Mississippi, be and is hereby accepted, ratified, and approved by this Board for the purchase of 7500 gallons of No. 2 diesel for the sum of.8397 per gallon for use by the Road Department. BE IT FURTHER ORDERED by the Board that the Purchase Clerk issue a purchase order and the Clerk of this Board issue a county warrant for said purchase and this purchase order and warrant are approved by this Board. 4 ORDER TO PURCHASE FOURTEEN TIRES AT STATE CONTRACT PRICE FOR USE BY THE COUNTY ROAD DEPARTMENT. Upon motion made by Thomas F. Spiers and seconded by Charles Ray Stockstill, the following order was adopted, to-wit; There came upon consideration by the Board of Supervisors the matter of purchasing fourteen tires at state contract price for use by the County Road Department and the Board, having considered said request and having determined that said purchase is a necessity to the operation of the County Road Department, issued the following order, to-wit; BE IT ORDERED by the Board of Supervisors that the purchase clerk be and is hereby authorized and directed to purchase fourteen tires as set out herein: Twelve (12) 11R x 22.5 load tires, item # , 14 ply. Two (2) 11L x 16 Goodyear tires, item # , 10 ply.
5 ORDER ACCEPTING QUOTE OF J & M INDUSTRIES, INC. FOR PURCHASE OF SANDBAGS FOR USE BY CIVIL DEFENSE. Upon motion made by Charles Ray Stockstill and seconded by Thomas F. Spiers, the following order was adopted, to-wit: There came on for consideration by the Board of Supervisors the matter of the Purchase Clerk having received quotes by this Board for the purchase of 10, x 26 sandbags for use by the Civil Defense, and Purchase Clerk having determined the quote of J & M Industries, Inc., New Orleans, Louisiana, is the lowest and best quote submitted for said purchase, said quotes being as follows, to- wit: J & M Industries, Inc., New Orleans, Louisiana, the sum of.15 cent each; Fay J. Packaging, Metairie, Louisiana, the sum of.18 cents each; BE IT ORDERED by the Board of Supervisors that the quote of J & M Industries, Inc., New Orleans, Louisiana, be and is hereby accepted, ratified, and approved by this Board for the purchase of 10, x 26 sandbags at the sum of.15 cents each for use by the Civil Defense. Be It Ordered by the Board of Supervisors of Pearl River County, Mississippi, that the clerk of this Board be and is hereby authorized and directed to cause to be published the following notice for bids, to-wit: NOTICE FOR BIDS Notice is hereby given that the Board of Supervisors of Pearl River County, Mississippi, will receive sealed bids at 10:00 a.m., Friday, the 6th day of May, 1996 at the County Courthouse, Town of Poplarville, Mississippi; Board of Supervisors' Office, P.O. Upon motion made by Thomas F. Spiers and seconded by Anthony Hales, the following order was adopted, to-wit: Be It Ordered by the Pearl River County Board of Supervisors to authorize the purchase clerk to get quotes on repairs to the roof of the Administration Building.
9 ORDER TO AUTHORIZE BOARD PRESIDENT TO SIGN CLOSING OF CDBG PLANNING GRANT. There came on this day to be considered by the Board of Supervisors of Pearl River County, Mississippi, the matter of authorizing the Board President to sign the closing of the 1992 CDBG Planning Grant. Upon motion made by Thomas F. Spiers and seconded by Anthony Hales, the following order was adopted, to-wit: Be It Ordered by the Pearl River County Board of Supervisors to authorize the Board President to sign all paperwork for the closing of said grant.
10 ORDER DIRECTING CLERK TO ADVERTISE FOR BIDS TO BUILD A FIREHOUSE STATION AT STEEPHOLLOW. Be It Ordered By Board of Supervisors of Pearl River County, Mississippi, that the Clerk of this Board be and is hereby authorized and directed to cause to be published the following notice for bids, to-wit; NOTICE FOR BIDS Notice is hereby given that the Board of Supervisors of Pearl River County, Mississippi, will receive sealed bids at 10:00 a.m., the 15th day of May, 1996 at the County Courthouse, Town of Poplarville, Mississippi; Board of Supervisors Office, P.O. Box 569, Poplarville, Mississippi, 39470, for the contract to build a firehouse station at Steephollow. Specifications for said contract are on file in the Pearl River County Chancery Clerk's Office and can be obtained by contacting D.R. Davis, Chancery Clerks Office in the courthouse at Poplarville, Mississippi, P.O. Box 431, Poplarville, Mississippi, The Board reserves the right to reject any or all bids. The contract, if awarded, will be to the lowest and best bidder meeting specifications. Given under my hand and seal of said office, this the 8th day of April, 1996.
11 Clerk of the Board of Supervisors ORDER APPROVING THE USE OF COUNTY BARN BY THE COUNTY FIRE DEPARTMENTS. There came on this day to be considered by the Board of Supervisors of Pearl River County, Mississippi, the matter of approving the use of the County Barn by the County Fire Departments. Upon motion made by Thomas F. Spiers and seconded by Charles Ray Stockstill, the following order was adopted, to-wit: Be It Ordered by the Pearl River County Board of Supervisors to approve the use of the County Barn by the County Fire Departments on the April 16, 1996.
12 ORDER APPROVING SCHOOL BUS TURN-A-ROUND FOR PICAYUNE SCHOOL DISTRICT. There came on this day to be considered by the Board of Supervisors of Pearl River County, Mississippi, the matter of approving school bus turn-a-round for Picayune School District. Upon motion made by Charles Ray Stockstill and seconded by Thomas F. Spiers, the following order was adopted, to-wit: Be It Ordered by the Pearl River County Board of Supervisors that the school bus turn-a-round on the attached sheets, being located within the Picayune School District and bearing and approval of said Superintendent of School, be and are hereby approved by this Board. Be It Further Ordered that upon receipt of a signed document from the individual land owners and approved by said school board,
13 the Road Manager be and is hereby authorized and directed to construct and maintain said school bus turn-a-round as set out above in order to enable the buses to travel said roads safely and to have ample room to turn said buses. ORDER TO SEND BACK PICAYUNE SCHOOL BUS TURN-A-ROUND FOR COMPLETION. There came on this day to be considered by the Board of Supervisors of Pearl River County, Mississippi, the matter of sending back Picayune School bus turn-a-round request for completion. Upon motion made by Charles Ray Stockstill and seconded by Thomas F. Spiers, the following order was adopted, to-wit: Be It Ordered by the Pearl River County Board of Supervisors to send back Picayune School bus turn-a-round request for completion.
14 ORDER TO AMEND LOCAL GARBAGE PLAN. There came on this day to be considered by the Board of Supervisors of Pearl River County, Mississippi, the matter of amending the local garbage plan. Upon motion made by Luther Ladner and seconded by Thomas F. Spiers, the following order was adopted, to-wit: Be It Ordered by the Pearl River County Board of Supervisors

Spiers and seconded by Charles Ray Stockstill, the following order was adopted, to-wit: Be It Ordered by the Pearl River County Board of Supervisors to authorize the Board Attorney to view titles and contracts with the Central Landfill and what is a franchise. ORDER ACCEPTING CHANCERY CLERK'S CERTIFICATE. There came on this day to be considered by the Board of Supervisors of Pearl River County, Mississippi, the matter of accepting the certificate of attendance of the Chancery Clerk. Upon motion made by Thomas F. Spiers and seconded by Luther Ladner, the following order was adopted, to-wit: Be It Ordered by the Pearl River County Board of Supervisors to accept the certificate of attendance of the Chancery Clerk and make it a part of the minutes.

Spiers, the following order was adopted, to-wit; BE IT ORDERED by the Board of Supervisors that this Board do now retire into executive session of the Board for the purpose of discussing legation and personnel matters. Voting AYE: Anthony Hales, Charles Ray Perry, Luther Ladner, 12:28 P.M., MONDAY, APRIL 8, 1996 ORDER TO RETURN TO REGULAR SESSION OF BOARD AND TO OPEN MEETING TO THE GENERAL PUBLIC. There came on this day to be considered by the Board of Supervisors of Pearl River County, Mississippi, the matter of a petition to make Donley Burks Road a public road. It Is, Therefore, Ordered that the Board President appoints Charles Ray Stockstill and Thomas F. Spiers to view road in District 2, and they are hereby appointed a committee to view and inspect said road and to make a report in writing to this Board at the Monday, April 15, 1996, meeting thereof.
20 ORDER TO AUTHORIZE COUNTY ADMINISTRATOR TO CONTACT PRESIDENT OF FIRE FIGHTER ASSOCIATION FOR RECOMMENDATION FOR FIRE COORDINATOR. There came on this day to be considered by the Board of Supervisors of Pearl River County, Mississippi, the matter of contacting the President of the Fire Fighter Association for Fire Coordinator. Upon motion made by Thomas F. Spiers and seconded by Anthony Hales, the following order was adopted, to-wit: Be It Ordered by the Pearl River County Board of Supervisors to authorize the County Administrator to contact the President of the Fire Fighter Association to request a recommendation to fill the job of Fire Coordinator for Pearl River County by April 16, ORDER APPROVING CLAIMS FOR THE MONTH OF MARCH, There came on this day to be considered by the Board of Supervisors of Pearl River County, Mississippi, the matter of approving claims for the month of March, Upon Motion Made by Thomas F. 23 ORDER APPROVING WORKSHOPS, SEMINARS AND MEETINGS FOR COUNTY EMPLOYEES. There came on for consideration by the Board of Supervisors of Pearl River County, Mississippi, the necessity of certain county personnel attending workshops, seminars and meetings, and after consideration of same, the Board having determined that it be to the best interest of said county for said officials and employees to attend said workshops and seminars in order to be aware of new rules, regulations and/or guidelines affecting county government and in order to better serve the public, the following order was adopted, to-wit; BE IT ORDERED that the following listed officials and county employees be and are hereby approved to attend various workshops, seminars and meetings listed below and that reimbursement for any expenses incurred be and is hereby approved, including, but not limited to, travel, meals, lodging, registration fees and other expenses incidental to said workshops, seminars and meetings.
