1 LCDBG Ruston, LA TO: FROM: SUBJECT: Lincoln Parish Police Jury Louisiana Community Development Block Grant Committee Committee Report The Louisiana Community Development Block Grant Committee of the Lincoln Parish Police Jury met in the Police Jury Meeting Room, Third Floor, Lincoln Parish Courthouse,, at 4:00 p.m. Present were: David Hammons, Chair; Hazel Hunter, Skip Russell, Joe Henderson, Sharyon Mayfield, and Nancy Wilson. David Hammons called the meeting to order and delivered the invocation. Joe Henderson offered a motion, seconded by Nancy Wilson, to approve the Agenda. The motion was voted upon and carried with the following votes: Hunter, Hammons, Russell, Henderson, Mayfield and Wilson The only Item on the agenda was to review proposals and make a selection for engineering services for the Louisiana Community Development Block Grant for Proposals were received from H. Davis Cole and Riley Company of Louisiana, Inc. After evaluation of each engineering firm based on selection criteria and a corresponding point system, Skip Russell offered a motion, seconded by Joe Henderson, to recommend the firm receiving the most points, the Riley Company of Louisiana, Inc. The motion was voted upon and carried with the following votes: Hunter, Hammons, Russell, Henderson, Mayfield and Wilson There being no other business to come before the Committee, the meeting was adjourned. 2 Insurance Committee Ruston, Louisiana TO: FROM: SUBJECT: Lincoln Parish Police Jury Insurance Committee Committee Report The Insurance Committee of the Lincoln Parish Police Jury met in the Police Jury Meeting Room, Third Floor, Lincoln Parish Courthouse, Tuesday,, at 4:30 p.m. Present were: Skip Russell, Chair; Hazel Hunter, David Hammons, Walter Pullen, Jody Backus, and Joe Henderson. Skip Russell called the meeting to order and delivered the Invocation. Walter Pullen offered a motion, seconded by David Hammons, to approve the agenda. The motion carried with the following votes: Hunter, Hammons, Pullen, Backus, Russell, and Henderson First on the Agenda was to consider renewal of Property and General Liability Insurance Package for Randy Graham with The Lincoln Agency was present to review proposed coverage with the Committee. Following discussion, Walter Pullen offered a motion, seconded by David Hammons, to renew the property and general liability package insurance for the year 2016 with The Lincoln Agency. The motion carried with the following votes: Hunter, Hammons, Pullen, Russell, Backus, and Henderson Parish Administrator Courtney Hall explained the proposed changes in the Health Insurance renewal premiums. He stated that the Standard Plan would increase by 9% and the Managed Care Plan would increase by 11% for a net overall increase of 10.17%. Following discussion, Joe Henderson offered a motion, seconded by David Hammons, to accept the Standard Plan and the Managed Care Option Renewals through the Police Jury Association for The motion carried with the following votes: Hunter, Hammons, Pullen, Russell, Backus, and Henderson There being no other business to discuss, the meeting was adjourned. 3 Ruston, LA TO: FROM: SUBJECT: Lincoln Parish Police Jury Finance Committee Committee Report The Finance Committee of the Lincoln Parish Police Jury met in the Police Jury Meeting Room, Third Floor, Lincoln Parish Courthouse, Tuesday,, at 5:00 p.m. Present were: Jody Backus, Chair; Theresa Wyatt, Hazel Hunter, Walter Pullen, Skip Russell, and Joseph Henderson. Jody Backus called the meeting to order and delivered the Invocation. Joe Henderson offered a motion, seconded by Theresa Wyatt, to approve the agenda. The motion carried with the following votes: Wyatt, Hunter, Pullen, Backus, Russell, and Henderson The first item on the Agenda was to consider salaries and wages for Parish employees. Following discussion and comments, Joe Henderson offered a motion, seconded by Hazel Hunter, to increase salaries and wages by 2.5% for the year The motion carried with the following votes: Hunter, Pullen, Backus, Russell, and Henderson Wyatt Joe Henderson offered a motion, seconded by Walter Pullen to fund all requesting agencies from the General Fund at the same amount received in 2015, with the exception of the Registrar of Voters Office due to a decrease in funds requested, for the year The motion carried with the following votes: Wyatt, Hunter, Pullen, Backus, Russell, and Henderson

5 Public Works Ruston, LA TO: FROM: SUBJECT: Lincoln Parish Police Jury Public Works Committee Committee Report The Public Works Committee of the Lincoln Parish Police Jury met in the Police Jury Meeting Room, Third Floor, Lincoln Parish Courthouse,, at 6:00 p.m. Present were: Randy Roberson, Chair; Hazel Hunter, Bobby Bennett, Skip Russell, and Heather Walker. 7 Solid Waste Committee December 8, 2015 Ruston, LA TO: FROM: SUBJECT: Lincoln Parish Police Jury Solid Waste and Recycling Committee Committee Report The Solid Waste and Recycling Committee of the Lincoln Parish Police Jury met in the Police Jury Meeting Room, Third Floor, Lincoln Parish Courthouse, December 8, 2015, at 6:30 p.m. Present were: Walter Pullen, Chair; Theresa Wyatt, Hazel Hunter, Bobby Bennett, David Hammons, and Sharyon Mayfield. Walter Pullen called the meeting to order and delivered the invocation. Sharyon Mayfield offered a motion, seconded by Hazel Hunter, to approve the Agenda. The motion carried with the following votes: Wyatt, Hunter, Bennett, Hammons, Pullen and Mayfield First on the Agenda was to authorize the purchase of a acre parcel located at the southwest corner of U.S. Highway 80 and Pleasant Grove Road per appraised value. Following discussion, David Hammons offered a motion, seconded by Hazel Hunter, to authorize administration to move forward with the purchasing process. 9 70 The Lincoln Parish Police Jury met in regular session on Tuesday,, at 7:00 p.m., at its regular meeting place in the Courthouse, Ruston, Louisiana. Present were: Theresa Wyatt, District One; Hazel D. Hunter, District Two; Bobby Bennett, District Three; Randy Roberson, District Four; David Hammons, District Five; Walter Pullen, District Six; Jody Backus; District Seven; Skip Russell, District Eight; Joe Henderson, District Nine; Nancy Wilson, District Ten; Sharyon Mayfield, District Eleven and Heather Walker, District Twelve. President Hazel Hunter called the meeting to order and delivered the invocation. Randy Roberson offered a motion, seconded by Bobby Bennett, to amend the Agenda to include Item VIII, E, Railroad Tank Cars. The motion was voted upon and carried with the following roll call vote: Bobby Bennett offered a motion, seconded by Randy Roberson, to approve the Agenda as amended. The motion was voted upon and carried with the following votes: Michelle Tolar, Area Development Director and Pam Tompkins, Senior Campaign Associate for United Way, were present to give a presentation on how United Way benefits Lincoln Parish. Randy Roberson offered a motion, seconded by Bobby Bennett, to adopt a resolution for the off-system bridge program annual certification. RESOLUTION NO WHEREAS, the Code of Federal Regulations as enacted by the United States Congress mandates that all structures defined as bridges located on all public roads shall be inspected, rated for safe load capacity and posted in accordance with the National Bridge Inspection Standards and that an inventory of these bridges be maintained by each State; and WHEREAS, the responsibility to inspect, rate and load post those bridges under the authority of Lincoln Parish in accordance with those Standards is delegated by the Louisiana Department of Transportation and Development to Lincoln Parish.

10 71 THEREFORE, BE IT RESOLVED by the governing authority of Lincoln Parish (herein referred to as the Parish) that the Parish in regular meeting assembled does hereby certify to the Louisiana Department of Transportation and Development (herein referred to the DOTD) that for the period 1 October, 2014 through 30 September, 2015: 1. The Parish has performed all interim inspections on Parish owned or maintained bridges in accordance with the National Bridge Inspection Standards. 2. Bridges owned or maintained by the Parish have been structurally analyzed and rated as to the safe load capacity in accordance with AASPHTO Manual for Maintenance Inspection of Bridges. The load information that has been determined by the LA DOTD for all bridges where the maximum legal load under Louisiana State law exceeds the load permitted under the operating rating as determined above has been critically reviewed by the Parish. Load posting information has been updated by the Parish to reflect all structural changes, any obsolete structural ratings or any missing structural ratings. 3. Parish owned or maintained bridges which require load posting or closing are load posted or closed in accordance with the table in the DOTD Engineering Directives and Standards Manual Directive No All DOTD supplied load posting information concerning a bridge has been critically reviewed by the Parish Engineer prior to load posting. 4. Bridges owned or maintained by the Parish are shown on the attached list in the format specified by the DOTD. Corrections to data supplied to the Parish by the La. DOTD are noted. These stipulations are prerequisites to participation by the Parish in the Off-System Bridge Replacement Program. Resolution NOW, THEREFORE, BE IT RESOLVED by the Police Jury of Lincoln Parish, Louisiana, convened in regular session this 13 th day of October 2015, that it does hereby and herewith authorize the President to submit a Capital Outlay application to the State of Louisiana for a covered warm-up area and additional stalls at the North Louisiana Exhibition Center.

The motion was voted upon and carried with the following votes: Under reports, Highway Superintendent Jerry Doss stated that the second round of mowing had been completed; Rick Hohlt gave a brief Sparta update; Solid Waste Superintendent Kerry Outley stated that the camera and signs placed at the dumpster sites had helped deter people.
