1 ENGLEWOOD CLIFFS PUBLIC SCHOOLS ENGLEWOOD CLIFFS, NEW JERSEY REGULAR MEETING DECEMBER 4, 2017 MINUTES The Englewood Cliffs Board of Education held a Regular Meeting in the Media Center of the Upper School, 143 Charlotte Place, Englewood Cliffs, New Jersey, on Monday, December 4, The meeting was called to order at 7:10 p.m. by Mr. Frank Patti, Board President and Presiding Officer. I. CALL TO ORDER II. PLEDGE OF ALLEGIANCE III. OPEN PUBLIC MEETINGS ACT STATEMENT The New Jersey Open Public Meeting Law was enacted to ensure the right of the public to have advance notice of and to attend the meetings of public bodies at which any business affecting their interests is discussed or acted upon. In accordance with the provisions of this Act, the Englewood Cliffs Board of Education has caused notice of this meeting to be published by having the date, time and place thereof posted at the Englewood Cliffs Borough Hall, the Upper School, the North Cliff School and the Englewood Cliffs Board of Education Office and sent to the Board s designated newspapers: The Record and The Suburbanite on March 10, 2017 IV. EXECUTIVE SESSION Mr. Frank Patti advised that the Board would now go into closed Executive Session for discussion on legal matters.

2 At 7:15 p.m. a Motion was made by Mrs. Pichigian and seconded by Mr. Pandya to move into closed Executive Session. A voice vote was taken and there was unanimous consent to move into closed Executive Session At 8:10 p.m., a Motion was made by Mr. Pichigian and seconded by Mr. Chang to close Executive Session and the Board returned to Public Session. A voice vote was taken and there was unanimous consent to close Executive Session VI. HEARING OF CITIZENS AND DELEGATIONS CONCERNING ITEMS ON AGENDA F-10 - David DiGregorio What does the change order consist of? Jennifer Brower explained that it is to replace the existing fixtures and partitions in the girl s locker room. These items were not included in the original project specifications. VII. APPROVAL OF MINUTES Regular Meeting: November 6, 2017 Executive Session: November 6, 2017 Special Meeting: November 20, 2017 Executive Session: November 20, 2017 Motion to approve Regular Meeting Minutes from November 6, 2017, Executive Session Minutes from November 6, 2017, Special Meeting Minutes from November 20, 2017 and Executive Session Minutes from November 20, 2017 was made by George Drimones and seconded by Shanna Jafri. VIII. REPORTS, INFORMATION AND COMMUNICATION A. SUPERINTENDENT'S REPORT 1. INFORMATION a. Audit Presentation - As of 6/30/17 by Steven D. Wielkotz, CPA, RMA, from Ferraioli, Wielkotz, Cerullo & Cuva, PA Unqualified opinion, one finding, commended Sue Anne for one of the best audits in years for the district. Frank Patti thanked Mr. Wielkotz. b. Presentation of Plaques Frank Patti presented Marisa Pichigian and Audrey Choi with plaques for their years of dedication and service as members of the Englewood Cliffs Board of Education. Jennifer Brower thanked both members for their time and dedication. Marisa Pichigian and Audrey Choi spoke on their time being a Board member. George Drimones wished both members best of luck in their future endeavors.

3 c. HIB Update See Resolution below d. District Update Reminder Parent/teacher conferences this week. School musical Peter Pan in the Spring Teacher of the Year Due by December 8 th. Mathematics specialist serving as professional development for the district. e. Ask the Board s - Siobhan Tauchert answered questions regarding the 1:1 initiative, helps students with homework, Study Island, no evidence of weakening relationship between students and teachers, teachers drive instruction not Google classroom. Jennifer Brower expanded on laptops being a balance between student work and teacher instruction. David DiGregorio compared Montessori and Waldorf school curriculum to that of this district. He favors paper and pencils over paperless classrooms. Don t always compare our district to other similar districts. Compare us to different schools. What districts like Northern Valley and Tenafly do is not golden. With State mandates, Tenafly Superintendent makes sure to dot the i s and cross the t s to the point of overdoing. We need to minimize State mandates. Hopes for changes with the new Governor next year. f. Field Trips See Resolutions below 2. RESOLUTIONS Motion was made by George Drimones and seconded by Edmond Duda to approve Resolutions S- 1 through S-5. S-1. BE IT RESOLVED THAT THE ENGLEWOOD CLIFFS BOARD OF EDUCATION adopts and implements the annual Uniform State Memorandum of Agreement between the Englewood Cliffs Police Department and the Englewood Cliffs Public Schools for the school year. S-2. BE IT RESOLVED THAT THE ENGLEWOOD CLIFFS BOARD OF EDUCATION, adopts and implements the annual Memorandum of Understanding as an Addendum to the Uniform State Memorandum of Agreement between the Englewood Cliffs Board of Education and the Englewood Cliffs Police Department for the school year. S-3. BE IT RESOLVED THAT THE ENGLEWOOD CLIFFS BOARD OF EDUCATION, upon the recommendation of the Superintendent, affirm the HIB report for the month of November with zero (0) HIB incidents. S-4. BE IT RESOLVED THAT THE ENGLEWOOD CLIFFS BOARD OF EDUCATION approves the revised safety and security plan. S-5. 4 3. QUESTIONS/COMMENTS FROM THE BOARD SUPERINTENDENT S AGENDA Frank Patti - programs going forward should have benchmarks for comparison. His child was not prepared enough technology wise for high school from this district. David DiGregorio I m not against all technology only in the lower grades. 4. ACTION Motion to approve Resolutions S-1 through S-5 was approved with a voice vote of B. BOARD PRESIDENT'S REPORT 1. INFORMATION a. First Reading - Policy 5752 (Marital Status and Pregnancy-M) 2. RESOLUTIONS Motion was made by Marisa Pichigian and seconded by Edmond Duda to approve Resolution B- 1. B-1. BE IT RESOLVED THAT THE BOARD OF EDUCATION accepts the First Reading of Policy 5752 (Marital Status and Pregnancy-M) 3. QUESTIONS/COMMENTS FROM THE BOARD PRESIDENT S AGENDA Comment - Shanna Jafri noted that she does not support child marriage. 4. ACTION Motion to approve Resolution B-1 was approved with a voice vote of IX. FINANCE 1. INFORMATION 2. RESOLUTIONS Motion was made by George Drimones and seconded by Ankur Pandya to approve Resolutions F-1 through F-18. F-1. BE IT RESOLVED THAT THE BOARD OF EDUCATION approves the December 2017 bills list in the amount of $614,679.74, and an October 2017 Manual Bills List in the amount of $653, F-2. BE IT RESOLVED THAT THE BOARD OF EDUCATION approves the transfer of funds for October F-3. BE IT RESOLVED THAT THE BOARD OF EDUCATION accepts the Board Secretary s Report and the Treasurer s Report for the month of October F-4. BE IT RESOLVED THAT THE BOARD OF EDUCATION acknowledges and accepts the certification from the Board Secretary that as of the month ending October 31, 2017, no line item account has encumbrances and expenditures which in total exceed the line item appropriation in violation of N.J.A.C. 6A:23A-16.10(c)3. F-5 BE IT RESOLVED THAT THE BOARD OF EDUCATION acknowledges that it receives and accepts the report of the School Business Administrator/Board Secretary for the month ending October 31, 2017 and certifies that the report indicates that no major account or fund is over expended in violation of N.J.A.C. 6A:23A-16.10(c)4 and that sufficient funds are available to meet the district s financial obligations for the remainder of the fiscal year.

BE IT RESOLVED THAT THE BOARD OF EDUCATION accepts the district s Comprehensive Annual Financial Report (CAFR) for the fiscal year ending June 30, 2017 as prepared by Certified Public Accountants, Ferraioli, Wielkotz, Cerullo & Cuva, P.A. F-7. BE IT RESOLVED THAT THE BOARD OF EDUCATION accepts the Auditor s Management Report (AMR) of Administrative Findings Financial, Compliance and Performance for the fiscal year ending June 30, 2017 as prepared by Certified Public Accountants, Ferraioli, Wielkotz, Cerullo & Cuva, P.A. F-8. BE IT RESOLVED THAT THE BOARD OF EDUCATION accepts the Corrective Action Plan for the June 30, 2017, audit as follows: Classification of Expenditures: Finding : During our test of transactions, it was noted that the District misclassified and misbudgeted routine maintenance expenditures as required maintenance. The Business Administrator will instruct office staff on correctly coding maintenance to routine maintenance and required maintenance as outlined in The Uniform Minimum Chart of Accounts and review all purchase orders for accuracy. F-9. BE IT RESOLVED THAT THE BOARD OF EDUCATION approves Linda Salzman to provide home-based high school academic reinforcement during the school year for student # at a rate of $45 per hour, not to exceed $3,330 (74 hours). F-10. BE IT RESOLVED THAT THE BOARD OF EDUCATION approves Change Order #01 for the Toilet Room Renovation project for plumbing fixtures and toilet compartments for the existing girls locker room in the amount of $8, F-11. BE IT RESOLVED THAT THE BOARD OF EDUCATION accepts the 2018 School Election and Budget Procedures Calendar. Note that dates are subject to change due to the new Governor taking office. F-12. BE IT RESOLVED THAT THE BOARD OF EDUCATION approves agreement with Educational Data Services, Inc. for the New Jersey Cooperative Bid Maintenance Program licensing and maintenance fee for the school year in the amount of $1,820. F-13. BE IT RESOLVED THAT THE BOARD OF EDUCATION accepts the report from Educational Data Services, Inc., indicating the district supply orders have generated a district savings to date of $39,847. F-14. BE IT RESOLVED THAT THE BOARD OF EDUCATION approves the FY17 NCLB Title II non-public carryover in the amount of $2,760. F-15. BE IT RESOLVED THAT THE BOARD OF EDUCATION approves the FY17 NCLB TItle III Immigrant non-public carryover in the amount $7,289. F-16. BE IT RESOLVED THAT THE BOARD OF EDUCATION accepts the donation of CDs for the Italian program with a value of $300 from Mrs. Bai

6 F-17 BE IT RESOLVED THAT THE BOARD OF EDUCATION approves the travel summary for North Cliff and Upper School as of December (as per attached list) F-18. BE IT RESOLVED THAT THE BOARD OF EDUCATION approves the facilities use report for North Cliff School and Upper School as of December (as per attached list) 3. QUESTIONS/COMMENTS FROM THE BOARD FINANCE AGENDA F-12 and F-13 Susan Pak What is Ed Data? Jennifer Brower explained that Ed Data bids out supplies and time and material bids for school districts. F-16 Eugene Chang Are individual donations allowed? Frank Patti explained that they are allowed with no strings attached. Jennifer Brower thanked Mrs. Bai for her donation of CDs to the Italian program. F-10 Shanna Jafri Why was a change order submitted? Jennifer Brower explained that this was not part of the original specifications. 4. ACTION Motion to approve Resolutions F-1 through F-9 and F-11 through F-18 was approved with a voice vote of Motion to approve Resolution F-10 was approved with a voice vote of Shanna Jafri voted no. X. PERSONNEL 1. INFORMATION 2. RESOLUTIONS Motion was made by Marisa Pichigian and seconded by Eugene Chang to approve Resolutions P-1 through P-8. P-1. BE IT RESOLVED THAT THE BOARD OF EDUCATION approves the request for maternity leave of absence for Christine Alicea from on or about April 6, 2018 until June 30, Ms. Alicea will be using 12 sick days after her due date and is expected to return to full time employment on September 1, P-2. BE IT RESOLVED THAT THE BOARD OF EDUCATION approves the employment of Vicky Londi as substitute teacher at a rate of $100 per day for the remainder of the 2017/2018 school year (pending criminal history clearance). P-3. BE IT RESOLVED THAT THE BOARD OF EDUCATION approves the amount of $36/hour for Jason Wysocki (approximately 8 hours) and Tara Adrignola (approximately 8 hours) for various holiday festivities with the Englewood Cliffs Students participating in caroling, concerts and tree lightings. P-4. BE IT RESOLVED THAT THE BOARD OF EDUCATION approves the employment of Angela Cincotta as Leave Replacement Grade 1 Teacher at MA, Step 1 at a prorated salary of $60,315 effective December 5, 2017 through June 30, 2018 or sooner. P-5. BE IT RESOLVED THAT THE BOARD OF EDUCATION extends the medical leave request for Leonella Spagnolo through January 31, P-6. BE IT RESOLVED THAT THE BOARD OF EDUCATION approves Andrew Meneilly as Affirmative Action Officer for the remainder of the school year.

BE IT RESOLVED THAT THE BOARD OF EDUCATION approves the employment of Alexandra McCreight as Educational Support Personnel in Grade 1 at a prorated salary of $29,000 effective on or about December 5, 2017 through June 30, 2018 (pending criminal history clearance). P-8. BE IT RESOLVED THAT THE BOARD OF EDUCATION approves the employment of Kathrina Pacheco as Maternity Leave Replacement Teacher, Grade 6 Mathematics, BA Step 1, $52,815 (prorated) effective on or about December 12, 2017 through May 31, 2018 or sooner. (pending criminal history clearance). P-9. BE IT RESOLVED THAT THE BOARD OF EDUCATION approves the early maternity leave for Maria C. Narcisi effective November 29, 2017 until further notice as determined by medical professionals. She will be utilizing sick days. 3. QUESTIONS/COMMENTS FROM THE BOARD PERSONNEL AGENDA P-8 Shanna Jafri What are the candidate s qualifications. Jennifer Brower explained she has a math certificate and middle school math experience. Audrey Choi asked about the criminal history system. Jennifer Brower explained that the State notifies the district when an employee on record commits a crime. 4. ACTION Motion to approve Resolutions P-1 through P-9 was approved with a voice vote XI. COMMITTEE REPORT Building & Grounds Committee George Drimones reported that the Committee met with Jerry Rubino, district Architect of Record, regarding soft costs for Capital Projects. He explained that soft costs can run 25% of the project cost and if a contract is not awarded, 80% of the architect fee is still due. Air conditioning project Jerry Rubino will revisit report and return with update. Frank Patti reported that Mr. Rubino will return later this month with his update. Hopefully, we will have more information before the January 2018 meeting. Bathroom projects faculty room and 5 th grade wing worst bathrooms in need of updating. Safety Committee George Drimones reported meeting with Captain Murphy discussed school cameras and lunch program. Someone from the State will come in to discuss the lunch deliveries with the parents. Jennifer Brower reported that the State indicated we are defeating the purpose of all our cameras by opening the doors so often for lunch deliveries. Frank Patti asked what other district do in this situation. Jennifer Brower said Alpine has their PTA run a lunch program whereby delivery is by only one vendor. Finance Committee Ankur Pandya reported the Finance Committee met earlier this evening. The 3 year plan was discussed next year (18-19) looks good but the following year (19-20) has a shortfall that will need to be addressed. Possibly a tuition reserve account set up with surplus in June There is currently $188,000 in debt service fund

8 XII. OLD BUSINESS Board Goals 1. Continue to improve communication with the community, including website improvements, continued use of digital media, sponsoring district presentations of educational progress and student achievement honor at board meetings, and other outreach efforts as appropriate and feasible. 2. Develop and implement a 3 year fiscal plan for the district to be completed and reviewed by the board before the preliminary board budget meeting. 3. Direct and support the administration in creating a report on the state of the facilities with for the purposes of doing preventive maintenance work and enabling the anticipation and planning for facilities utilization and spending. District Goals 1. Continue to develop the foreign language immersion program and expand to grade 5 for , with the curriculum aligned to state standards and progress measured by SGO s. 2. Continue to improve parental communications through increased faculty/administrative use of the Genesis system and additional tools and tactics, including Blackboard Connect. 3. Monitor and take steps to remediate potential significant increases in high school tuition charges, and special education costs in the development of future budgets. 4. To further enhance school climate and culture by broadening current structure and practices to include all Englewood Cliffs stakeholder groups. 5. Improve student achievement in mathematics and language arts literacy as measured by SGOs and standardized assessments. XIII. NEW BUSINESS Frank Patti informed the public and the Board that there will be cake after the meeting to honor Audrey Choi and Marisa Pichigian for their years of service to the district. All are welcome to remain and partake. XIV. SECOND HEARING OF CITIZENS ON ANY TOPIC OF CONCERN David DiGregorio the 3rd and 4 th grade wing bathrooms only need a paint job, partitions for privacy and improve lighting. Jennifer Brower told him to look at the 5 th grade wing and faculty room bathrooms which are on the list for upgrading. Spoke on the report cards, math homework, computers, professional development and recommended visiting private schools.

9 Racheeda Ghaznavi what is going on with the 6 th grade Math teacher? Jennifer Brower responded that the Board passed a personnel Resolution to hire a new teacher as a replacement effective on or about December 12, In the meantime, there will be a substitute in place. Mrs. Tauchert will be sending out an to notify parents tomorrow. XV. ADJOURNMENT Motion to adjourn was made by Mrs. Pichigian and seconded by Mr. Chang.
