Time and Place The Regular Board Meeting was held on by the Board of Education of the Holland Township School District, Hunterdon County, in the Auditorium of the Holland Township Elementary School, 714 Milford-Warren Glen Road, Milford, New Jersey Sunshine Notice In accordance with the provisions of the New Jersey Open Public Meetings Act, Chapter 231 Laws of 1975, adequate notice of this meeting was provided through the public notice on May 10, 2012 by: A. Faxing to the Hunterdon Democrat and Express Times B. Posting on the District Website and the bulletin board in the main hallway of the school C. Filing with the Clerk of the Township of Holland Call to Order The meeting was called to order at 7:30 p.m. by Board President Scheibener. 2 Page 2 of 16 Correspondence/Presentations None Approval of Minutes of Previous Meetings MOTION by Mr. Moebus seconded by Mr. Somers to approve the following Minutes from the previous meeting(s): August 28, 2012 Regular Board Meeting and Executive Session Board Meeting AYES: McDowall, Moebus, Schneider, Somers, Vandenburg, Scheibener MOTION APPROVED Comments: Board President/Board Members o Board President announced the Regional BOE President Meeting scheduled for October 2 nd. o Negotiations team meeting with NJSBA on October 4 th o HCSBA Meeting on October 11 th Comments/Reports: Superintendent, Mr. Emil Suarez a) HIB Report: Monthly no report I. Enrollment Update: Pre-K - Four: 310 Five - Eight: 309 Total Enrollment: 619 (+9) II. III. We have changed the morning drop-off traffic pattern in an attempt to reduce the back-up of vehicles on 519. Cars now use the outside lane of the parking lot to come round to the drop-off point. This procedure enables us to get more cars off 519 thus avoiding the back-ups we were seeing last year. Thank you to the Police Department and the Public Works Department for their help. Solar Update- Abby, Jim and I met with Kellen Chapin and two representatives from Birdsall Engineers to discuss the development of our RFP. We are awaiting more information from Birdsall.
3 Page 3 of 16 IV. A blast was sent out to parents yesterday inviting them to an orientation meeting for the strategic planning process. The Communications Committee will be holding an the meeting on Thursday, October 4, beginning at 7:00 pm. Please feel free to invite friends, neighbors and countryman to the meeting. V. Fall sports are in full swing. After a rain out of their first scheduled game, the Holland Township Girls Soccer Team played their first game on Friday, September 21. VI. VII. VIII. I attended a luncheon with Renee Dech, HTEA President, on Monday, September 24 at the Chalet. The luncheon is an annual event sponsored by the Hunterdon County Education Association. It is a nice event. Third grade book club started today. We are reading Chocolate Fever. Twelve (12) students signed up for the club. Educational Issues/Updates Any teacher hired on or after August 6, 2012 will be eligible for tenure after four years and one day. The Department of Education and the legislature is considering doing away with the NJQSAC process for schools that are not focus or priority schools. We will still need to complete the SOA this year. IX. Each year since 2006 The Paul J. DiSarro Music Foundation has awarded the Scholarship for Musical Excellence to one or two Holland Township students. These scholarships of $ have provided students with the opportunity to continue their studies and enhance their musical talents through private lessons. The Scholarships have been awarded to the following individuals: 2006: Daniel Johns 2007: Ken Cordasco 2008: Michelle Vollo 2009: Anthony Capone

DiSarro Music Foundation Holland Township students continue to enhance their musical talents. The Scholarship for Musical Excellence plaque with the recipients names has been placed on the wall outside the Principal s Office. Mr. John Di Sarro spoke on behalf of his son s tribute through the Paul Di Sarro Foundation and the foundations gift to Holland Township School Students for music excellence. He thanked the Administration and Board of Education for the continued support of the foundation as well as the plaque dedicating and describing the foundation s gift of music scholarships to the students of Holland School. Comments: Principal, Dr. Nancy Yard a) Dr. Yard reported on the monthly student activity and programs. Comments: Public Ray Krov: Committee Liaison to the BOE discussed the DVRHS vote approving the November 6, 2012 public question to vote on a regional tax levy apportionment to the municipalities based on high school enrollment; current regional high school tax levy is based on the equalized valuation and the public is being asked to vote for taxes to be based on enrollment only. Holland Township Committee passed a resolution encouraging the residents of Holland vote NO on the DVRHS public question to change the existing tax levy apportionment formula as they support the current formula as fair. If the public vote is approved by the residents, Holland Township taxes for DVRHS tax levy would increase $.075 in the 2012/13 budget cycle. Handout of the Township of Holland Resolution received. Mr. Suarez discussed the action on adding the additional stipend position as past-practice to add the additional Schedule A position and stipend after administration and HTEA agreement. Approve Staff Attendance at Conferences/Workshops L-1 RESOLVED that the Holland Township Board of Education approves staff attendance at conferences. 2. Approve Staff Summaries of Approved Conferences/Workshop L-2 RESOLVED that the Holland Township Board of Education accepts the staff summary sheets for BOE approved workshops. 3. Approve Unpaid Personal Leave RESOLVED that the Holland Township Board of Education approve one (1) unpaid day for Joelle Croasdale on Wednesday, November 21, FURTHER RESOLVED that the following payroll check for Joelle Croasdale will be deducted for her one (1) unpaid day on Wednesday, November 21, 2012.
8 Page 8 of Approve School Counseling Internship (see Bd. File Portal) RESOLVED that the Holland Township Board of Education approve Jenna M. Ferlin to begin a School Counseling Internship beginning November 1, 2012 and ending on or about May 1, Approve Extra and Co-Curricular Activities Directors RESOLVED that the Holland Township Board of Education approves the following staff as extra and co-curricular directors, per negotiated agreement. Position Staff Member Stipend Gymnastics Betsy Nush $1, Approve ABA Mentoring RESOLVED that the Holland Township Board of Education approves Dr. Dana Garner to provide ABA mentoring to Hally Tomasheski not to exceed 2 hours per month at a rate of $60.00 per hour. FURTHER RESOLVED that up to an additional hour per month will be available, if necessary, with approval from the Superintendent. 7. Approve ESC to Conduct Restraint Training RESOLVED that the Holland Township Board of Education approves ESC to conduct Restraint Training for eighteen (18) staff members at a cost of $ and for participants who need a restraint manual. 8. Approve Substitute Custodian L-3 RESOLVED that the Holland Township Board of Education approves Kenneth Waisempacher as substitute custodian for the school year. 9. Approve Mentor RESOVED that that Holland Township Board of Education approves Kathy Lang as mentor for Brittany Bachman for the school year. Ms. Bachman will be responsible for the payment of the mentor stipend. 10. Approve Long Term Substitute Math Grade Teacher RESOLVED that the Holland Township Board of Education approves Tanya Brooks as Long Term Substitute Math Teacher beginning on or about November
9 Page 9 of 16 1, 2012 and ending on or about April 7, Mrs. Brooks will be paid as follows: Regular per diem substitute rate of $80.00 per day for the first ten consecutive school days and effective on the eleventh consecutive day in the position, the rate shall be 1.3 times the regular per diem substitute rate, and shall be retroactive to the first day. On the 31 st consecutive day in the position the per diem amount will be 1/200 th of Step 1 of the teachers guide ($232.93). 11. Approve Substitute Custodian RESOVLED that the Holland Township Board of Education approves Al Parenti as a substitute custodian at his current hourly rate of $17.77 per hour. 12. Approve Revised Contracts RESOLVED that the Holland Township Board of Education approves revisions in the contracts for the following employees: Carol Cole, James Stryker, Deborah Olah, John Jesiolowski and Susan Smeall to read as follows: Unused personal leave days are not cumulative. Unused personal days may be paid to the Employee in the last pay period of the school year, at the rate of $80.00 per day. This revision will make their contracts consistent with other practices in the district. 13. Accept and Approve Final Insurance Payment and Disbursements RESOLVED that the Holland Township Board of Education accepts the final payment of $40, from Highland Claim Services as final payment for the following disbursements as indicated in the final estimate recap by SAIF Insurance by Taylor Darin Claim Service Inc. for the lower level flood event during the Spring of 2012; WHEREAS the emergency cleaning/demo, environmental assessments and reconstruction projects are complete and the following payments are final; RESOLVED that the Holland Township Board of Education approves the final disbursements: $1,000 Final Due to Rapid Recovery for EMS/Clean Up $23, Final Due to Rapid Recovery for Reconstruction $7, Final Due to RK Environmental for Environmental Assessments $7, Total Due to Refund the HTBOE general fund for expenses incurred 6. Approve Authorization of Architect to Submit Storm Drain Capital Project RESOLVED that the Holland Township Board of Education authorizes District Architect Chapin Architectural Services, P.A. to develop and submit an application to the New Jersey Department of Education for approval of an Other Capital Project to repair the storm drain/drainage system in the 1972 building. Discussion: Reviewed action items and committee meeting minutes. Mr. Somers noted current level of expense on the development of the solar panel project. Expenses to date are approximately $6,200 on legal fees for this project and he noted that the
14 Page 14 of 16 project RFP has not began; Emil noted that we required guidance from DCA, BPU and attorney on researching the legal issues with procurement on the contiguous property issues. Storm drain issue must be addressed by repairing the piping and storm water management from the rain events which lead to flooding in the lower level area. AYES: McDowall, Moebus, Schneider, Somers, Vandenburg, Scheibener MOTION PASSES Communication Committee Update: Reviewed Committee Meeting Minutes; Strategic planning initiatives reviewed. Community Day Report: Mr. Somers recognized and thanked Brad Bidwell on Brad s support and outstanding assistance all day during the community day activities. Kathy Vandenburg noted a reach out to the PTO meeting, orientation October 4 th ; Facebook page from the PTO can also assist with notification of recruiting participation for Strategic Planning. Supplementary Matters: Mr. Moebus discussed the Township Resolution from the Mr. Krov s public announcement to the BOE; President Scheibener stated it may not be appropriate for the BOE to take action on as it has been passed to citizens to vote; President Scheibener also stated that the HTBOE cannot lobby with public funds. Mr. Krov stated that the Township of Holland utilized the resolution method to take action on the facts of how the proposed tax levy reapportionment would increase the Township of Holland taxes; Mr. Krov stated that the Township of Holland passed along the information without expense of taxpayer funds. Emil discussed the concern about BOE going against another BOE; Mr. Krov further stated that the Holland Township representatives on the DVRHS BOE voted against it at the DVRHS Board level; He further stated that the Township of Holland formalized the information on the resolution and put the information out to the citizens. Mr. Moebus stated that the Holland Township Board of Education can do the same resolve to support the Township of Holland s resolution.
15 Page 15 of 16 MOTION: Resolution of Support RESOLVED that the Holland Township Board of Education supports the action taken by the Holland Township Representatives of the Delaware Valley Regional High School Board of Education for opposing the public vote on November 6, 2012 for a referendum to change the existing tax levy apportionment formula for the Delaware Valley Regional School Districts; FURTHER RESOLVED that the Holland Township Board of Education also supports the Mayor and Committee of the Township of Holland opposing the referendum to change the existing tax levy apportionment formula for the Districts within the Region; FURTHER RESOLVED that the Holland Township Board of Education will disseminate the Holland Township Board of Education Resolution of Support to the Township of Holland Mayor and Committee, the Holland Township Representatives on the Delaware Valley Regional High School Board of Education and to all the School Districts in the Delaware Valley Regional High School Region. Discussion: The BOE discussed suggestions of dissemination of the resolution by posting it on the web, virtual backpack, and Superintendent s Insider MOTION APPROVED UNANIMOUSLY Mr. Somers distributed an article to peruse on Garden Solar. BOE President discussed an idea of limiting paper by having the school provide laptops or Ipads for Board meetings to review documents and the BOE portal; She stated that it would be a personal preference to review documents, agendas, and details. Mr. Moebus detailed his scheduling commitments on the day of a BOE meeting; He noted that Chairs should disseminate the committee meeting minutes prior to the day off the board meeting. Mr. Moebus stated he requires the recommendations of the committees prior to the day of our BOE meetings. President Scheibener stated that the Executive Committee recommended that Chair Minutes were to be submitted to all board members within five days. She also recommended that Chairs need to focus on action items and move through action by the committee at the board meetings; the minutes assist with being well-prepared for action at a board meeting. Comments: Public General: Mr. Krov thanked the BOE for the support of the Township s Resolution on the tax levy public vote.
16 Page 16 of 16 Executive Session: MOTION by Mr. Moebus, seconded by Mr. Schneider to enter Executive session at 8:58pm: WHEREAS the Open Public Meetings Act (Chapter 231 Laws of 1975) authorizes a public body to exclude the public from that portion of a meeting at which specified topics are to be discussed under circumstances where the public consideration of such topics will clearly endanger the public or where the personal privacy or guaranteed rights of individuals whose activities or affairs are to be discussed would clearly in danger of unwarranted invasion; be it RESOLVED that the Board of Education of the Township of Holland now adjourns its public session to reconvene in Executive Session for the purpose of discussing the following: Negotiations and Student Matters And be it further RESOLVED that the discussion in Executive Session be disclosed in the minutes to be released at the next regular meeting of the Board, provided the Board s consideration of the subject matter has been closed, or that such matters that adversely affect the rights of prospective, current, or past public officers or personnel of the board, such individuals have in writing requested the disclosure of such discussion at a public meeting and provided such a public disclosure will no longer clearly endanger the public interest MOTION Passes MOTION to enter Public Session by McDowall, seconded by Somers at 9:22pm.
