Dear Friends, PRESIDENT'S MESSAGE I can t believe March is already here! It seems like it has been that it has been non-stop action since the New Year started. I hope everyone did take some time to slow down and let Cupid s arrow catch them this past February. It is important to take the time and acknowledge the people we love. Here is a quick update to let you know what has been happening so far this year. We met with Mario Rubio (COJ JSEB Director) on February 10 th to discuss the status of the JSEB program and in order to get an idea of how future changes may affect the way we do business. I have to say I came out of the meeting excited about some of the plans and controls they are going to implement in order to help facilitate the growth and quality of JSEB businesses here in Jacksonville. We also just returned from our February 1 st and 2 nd Legislative Trip visit to Tallahassee. I personally was not able to make the trip, but I was told it was a success in that there was the opportunity to shake the hands of the men and women that represent us. It was a blessing that this year there were no major legislative issues or concerns that would impact the way we do business. I would encourage you to try to make the trip next year and in the meantime if you have any concerns with our states legislation and how it may affect the way we do business please feel free to contract Tony Zebouni or myself. I will leave you with a few reminders of things to mark your calendars for and the first one is our General Membership Meeting on March 17 th at Maggiano s at the St. Johns Town Center starting at 6:00pm, which we will have the opportunity to hear from the City of Jacksonville Public Works Director John Pappas. Please join us to not only hear what John Papas has to share about what is new with COJ, but also to see what is new with your fellow members. Be sure to put a big circle around April 5 th, 2016 for our annual Golf Tournament, which will be held again at the beautiful St. Johns Golf & Country Club. I myself am not an avid golfer, but I played in the tournament last year and really enjoyed the fun, laughter (even at my own expense) and fellowship that was had. If you are unsure about joining us because your golf swing (or the lack there of) please don t let that keep you from coming because you will surely still have a good time. On the national scale the NUCA National Convention is March 10 th through the 12 th in sunny Puerto Rico. They have some great speakers and topics for this year s convention that you will definitely want to hear. I hear that the beaches, fishing, golfing, kayaking, zip lining, horseback riding and the Island Time lifestyle is pretty good too. 4 Legislative Report By Tony Zebouni, Legislative Chair While much was accomplished during the Pre-Session Town Hall meeting in December a group from NUCANF walked the halls of the state Capitol on February 1-2. President Tom Woodward, NUCA Florida, chaired a meeting in which Bruce Kershner and Wilson and Associates provided useful information regarding various Bills that were making the legislative journey (many to a dead end). The 2016 Regular Session is not scheduled to adjourn till March and even after that time Governor Scott has the ability to veto Bills, so providing a comprehensive scorecard at this time is not possible. Kathy Blackman, Lauren Atwell, Mike Kevlin, Kim Bryan, Jon Woodall, myself and Abby Setzer (who brought her mother Jennifer) represented NUCANF. We were warmly received by many elected officials, including Senator Audrey Gibson and Representatives Lake Ray, III, Charles McBurney, Charles van Zant, Cindy Stevenson, Reggie Fullwood and Jay Fant. Representative Mia Jones had a family emergency but we had the opportunity to meet with her at the Town Hall Meeting in December and discuss our issues. Of interest to NUCANF, HB 1021 dealing with public records laws has been amended so that the abuses that were alleged could be addressed without significant impairment of an individual s rights for redress in the case of an agency unlawfully refuses to permit a record to be inspected or copied. Another bill related to public records (HB 273) dealt with the requirements of contractors to provide public records on public projects. NUCA was in favor of HB 273 that would require all records requests on public projects to be directed to the agency. HB 273 has passed the House but awaits action by the Senate. Rep. Charles van Zant, a long-time supporter of NUCA, proposed legislation (HB 181) that would prohibit any local ordinance that required specified employment provisions for state certified contractors where state dollars are used. HB 181 passed the House but was essentially killed in the Senate by vote in committee by Senator Jack Latvala (who has been aligned with NUCA on other issues). The Public Corruption Legislation (SB 582) had provisions that were unacceptable to NUCA. The Bill as currently amended narrows the scope to issues of bribery and bid tampering and now not objectionable. Closer to home, on February 10 a NUCANF delegation, led by President Elliot Jones, met with City officials including Mario Rubio and Greg Peace to discuss the City JSEB program and the training and mentoring opportunity that NUCANF was willing to undertake in cooperation with the City of Jacksonville. The meeting was productive and NUCANF awaits the City s response to the offer to participate in a JSEB training and mentorship partnering program. 4

13 SAFETY NEWS By Jeff Blomgren Safety Culture and Safety Climate There s an excellent book Called Leading With Safety, by Thomas Krause, published by Wiley in 2005, that has some excellent suggestions and plans for building a safety process or improving existing safety programs. The main focus is on how leaders, presidents, supervisors and managers, can effectively influence the culture of the organization when it comes to safety. OSHA recommends an annual review of the safety action plan to be sure it s up to date. This year your safety action plan should include the new confined space standards and you should already have re-written the MSDS or Right to Know program with the SDS changes. These are compliance issues but there may be other things that could need updating. Consider your safety Culture and your safety Climate. Thomas Krause defines an organizations Culture as, Common values that drive performance, or, How we do things. Climate is, The perception of what is expected, rewarded and supported. Or, What we pay attention to. Culture is built through leadership and climate is built through accepted performance. Culture changes slowly but Climate can change more rapidly. Have you ever wondered why, on one jobsite there s a better level of performance and compliance than there is on another? The Culture is the same but the Climate is different. Individual managers and supervisors are responsible for maintaining the Culture but their individual implementation and personal performance determine the Climate. The jobsite with the best all-around performance will, in almost every case, also be the safest. The challenge is to measure every part of the jobsite performance not just the profitability. One job can seem to make money but equipment damage, re-work and injuries can negate any profit if it s not tracked. What will your safety Culture and Climate be for 2016?. 13
