ATTENDEES Present: Katherine Blauvelt, Caitlin Cahill, Chris Damsgard, Tim Dolan, Jonathan Gaw, Sandy Johnson, Margaret Ligon, Samuel Neisen, and Erin Vrieze Daniels. Public: Wendy Lougee CALL TO ORDER President Chris Damsgard called the Hennepin County Library Board meeting of July 26, 2017 to order at 5:00 p.m., and welcomed all in attendance. APPROVAL OF AGENDA Caitlin Cahill made a motion to approve the agenda; seconded by Erin Vrieze Daniels. Motion passed. CONSENT ITEMS Margy Ligon made a motion to approve the meeting minutes of June 28, 2017 and accept donations; seconded by Erin Vrieze Daniels. Motion passed. PUBLIC COMMENT None. COMMENDATIONS The University of Minnesota Libraries President Damsgard read the resolutions commending the University of Minnesota Libraries for being awarded the 2017 National Medal for Library Service by the Institute of Museum and Library Services. 3 Library Board Meeting Minutes July 26, Wendy Lougee, University Librarian and McKnight Presidential Professor at the University of Minnesota Twin-Cities received the commendation on behalf of the University of Minnesota Libraries. She spoke on how great it feels to know the impact of the work they do and the reach it is having. The Hennepin County Library Board formally acknowledges and congratulates the award-winning University of Minnesota Libraries and notes their innovation and dedication will benefit students and the community for years to come. DIRECTOR S REPORT Library, Community and County Updates Welcome to Brooklyn Park Library Provided an overview of the new Brooklyn Park Library and encouraged Board members to take a tour. Announced Brooklyn Park Library is being awarded by the Finance & Commerce s Top Projects of 2016 tonight. Capital Budget Task Force Presentation CBTF toured the Ridgedale Library and campus, the presentation was well received. They will make a recommendation to the County Board this fall. Hennepin-University Partnership A summit was held with County and University leaders. It was a chance to meet with University of Minnesota and Hennepin County leaders and consider ideas for further partnerships. County D+I Council The Diversity and Inclusion council is reviewing data from an employee survey, including looking at hiring and retention data. The council makes recommendations to the County s Executive Team to ensure all departments are supporting D+I at all levels. MELSA Advisory The MELSA Advisory team will be sharing D+I work and will be learning together with a goal of strengthening work in each Library system and supporting each other in the work. St. Paul and Hennepin library systems will be the leads in this work. ArtPlace Creative Placemaking Grant First meeting held July 25. Applying for an ArtPlace America National Creative Placemaking grant with EngAGE Minnesota and Commonbond Communities. Focus on Nokomis community to engage seniors in art as part of a lifelong learning program. Supporting staff to meet patron and community needs We recently notified staff of changes in our organizational structure. We have reassigned three positions to create the following roles to further our strategic plan promise to staff that we will support them in meeting community and patron needs. DISJRE Coordinator: Christy Mulligan has agreed to an 18-month appointment as the Diversity, Inclusion, Social Justice, and Racial Equity (DISJRE) Coordinator. She will transition her leadership for community connection and engagement and use those skills to coordinate our DISJRE work.

4 Library Board Meeting Minutes July 26, At the close of 18 months, one outcome will be a recommendation, built in partnership with staff, for ongoing leadership of DISJRE work in HCL. Library Services Training Coordinator: Will focus on designing and coordinating training courses for all staff roles in Library Services using the framework and competencies outlined in the Library Services Training Plan. The position is classed as a Senior Librarian and will be posted by early August. Adult Services Librarian: This System Services position will focus on Adult Services in HCL and will work collaboratively across the system to coordinate current service and support new and innovative service. Similar to the Youth Services Coordinator, this role will provide a central focus for services to adults. This position is classed as a Coordinating Librarian and will be posted by early September. Auto Renewal Samantha Jekot-Graham announced that auto renewal will be rolled out to patrons at the start of Most items without a hold attached to them will be auto renewed up to three times with no fees. Items with outstanding holds will not be renewed. We are making the change to improve customer service. We have reviewed other public library peers who have implemented similar programs. Auto renewal implementation team will be launched later this year Operating Budget We have submitted the budget memo to David Hough and we will meet with County administration on August 2. The budget hearing has been scheduled for September 28 at 1:00 p.m. in the County Board room at the Government Center, board members are invited to attend. Highlights include add backs requested due to loss of e-rate funding, requested 1 FTE for pathways coordinator, requested 5 FTE to do community based library service similar to Cedar Riverside, requested 8 FTE to support patron services in buildings. Meet with County administration next week. President Damsgard made a motion to recommend the budget to the County board; seconded by Jonathan Gaw. Motion passed. PRESIDENT S REPORT Announcements o Last call for Board members interested in attending ULC annual forum. o Board members will now be featured on HCL Facebook page. o Commissioner Goettel spoke on accepting the Best in Class award for Libraries from the National Association of Counties with Commissioners Linda Higgins and Peter McLaughlin. We won because of how we addressed inclusion, identified needs and met them innovatively, work in special collections, and serving an underserved population. Chuck Salter, Hennepin County Attorney Spoke on open meeting laws and how it applies to the Library Board, any meeting of the group and best data practices regarding group s.

5 Library Board Meeting Minutes July 26, Library Board Dialogue - Collection, Gail Mueller Schultz and Johannah Genett Gail Mueller Schultz spoke on collection selection process and the team involved for Hennepin County Library. She reviewed circulation and collection request trends throughout the different libraries. Johannah Genett provided an overview of three current projects related to collection: the make a suggestion tool, John F. Glanton special photo collection, and MN Spin. These projects help us to respond both proactively and reactively to the collection needs of the communities we serve. The Board spoke of the need and desire to have a stronger, wider collection, that includes the historic items as well as local authors, and meets the needs of a diverse community, balanced against the demands for popular titles. COMMITTEE OF THE WHOLE Patron Use of Libraries Policy As requested, updated language related to evicting patrons from the library. Propose to substitute language with wording focused on providing library spaces that are safe and welcoming to all. Under Process section, proposing changing the word fair to equitable. This change better aligns the policy to county values and commitment to diversity and reducing disparities. Tim Dolan recommended changing wording from will be to may be referred to legal authorities. Caitlin Cahill made a motion with the corrections identified to move to our consent agenda at next meeting; seconded by Katherine Blauvelt. Motion passed. Policy review update, Lois Lenroot-Ernt Lois Lenroot-Ernt provided a brief history of policy reviews, policies that have been reviewed to date and upcoming policies to be reviewed. She identified that there were no glaring gaps in our current policies and that we try not to have the HCL policies overlap with County policies. UNFINISHED BUSINESS No unfinished business. NEW BUSINESS Katherine Blauvelt: Friends of Hennepin County Library Pen Pals is near to selling out with subscriptions alone, individual tickets do not go on sale until August 1. Tim Dolan: Heard NPR piece on libraries discussing where libraries should be going. ADJOURN There being no further business, Caitlin Cahill made a motion to adjourn the meeting at 6:40 p.m.; seconded by Erin Vrieze Daniels. Motion passed. 7 Patron Use of Library Spaces Policy Hennepin County Library Board Policy Purpose The purpose of this policy is to express the roles and responsibilities patrons have to ensure the library's physical and virtual spaces are welcoming, safe, and secure. Principles The library's mission to "nourish minds, transform lives, and build community together" is achieved in part by the willingness of its patrons to respect one another and coexist in library spaces. Physical and virtual library spaces are designed to be used for multiple purposes and are intended to be used by a diverse community of patrons. Public library spaces are precious community assets that rely on the stewardship, mutual support, and goodwill of all. Roles and Responsibilities Patrons are participants in a shared, public use environment and must conduct themselves accordingly. They will be courteous, considerate, and understanding of library patrons and staff. Parents and caregivers are responsible to supervise the activities and choices of their charges. Patrons are stewards of the library and its resources. They will value and respect library resources and conduct themselves in a safe and orderly way. Patrons will comply with federal, state, and local laws and policies. Library staff will work in partnership with security staff to ensure that library spaces are safe and welcoming to all. Staff will work with individuals or groups to ensure compliance with the policy. Failure to comply may result in loss of library use privileges. Illegal conduct may be referred to the proper authorities for legal action in accordance with the Minnesota Statutes cited below. 9 Diversity in the Hennepin County Library Collection From the American Library Association: Diversity in Collection Development: An Interpretation of the Library Bill of Rights Collection development responsibilities include selecting content in different formats produced by independent, small and local producers as well as information resources from major producers and distributors. Content should represent the languages commonly used in the library s service community and should include formats that meet the needs of users with disabilities. Collection Management Services ensures that diverse materials are added to our collection regularly by: Seeking out non-traditional review sources dedicated to promoting diverse authors, small press, and self-published books Purchasing materials directly from independent creators and from local vendors Making space in our collection for non-traditional library materials and underrepresented voices Incorporating feedback and suggestions from staff and from library patrons Developing training for library staff across HCL to learn how to identify and highlight diverse voices in our collection Submitted by Chelsea Couillard-Smith, Collection Services Hennepin County Library Board Meeting September 27, 2017

12 Memo Date: July 23, 2017 To: From: Subject: Janet Mills, Library Services Division Manager Susan Myles, Patron Experience Supervisor Art Donation to the Golden Valley Library Christine Raatikka would like to donate one of her father s favorite prints, a signed print of Red Oaks by artist James Hagen to the Golden Valley Library in memory of her father, Richard Nelson. She said her father was an avid reader, loved the library and was a frequent patron. She said she learned to read in this library because her father brought her here every Saturday. She said that this library has a strong connection for her family. The personal story behind the print is that her father was a draftsman by trade. He went back to school to become an architect. When he earned his degree, he treated himself to a print he admired the Red Oaks by James Hagen. It is a signed copy and number 4 of 300 that were issued. It was done around Taken from brightcolors.com: James Hagen creates abstract landscape prints using a limited palate of colors, and utilizing optical illusions, reflections and contrasting graphic elements to create hauntingly beautiful images. I think this would make a beautiful addition to the Golden Valley Library. Thank you for considering.

14 Donation Policy Hennepin County Library Board Policy Purpose Hennepin County Library welcomes and encourages donations. The purpose of this policy is to provide guidance to those who wish to support the Hennepin County Library through a financial or other donation. It describes the scope of donations received, and defines the roles and responsibilities for accepting donations made to the Hennepin County Library. Principles Donations are welcomed and valued expressions of individual support for Hennepin County Library and its mission to nourish minds, transform lives, and build community together. Donations enhance the library's services and programs. Financial donations enrich Hennepin County Library but do not replace public tax support. Planned gifts contribute to the legacy and sustain the mission of Hennepin County Library. Roles and Responsibilities The Hennepin County Board of Commissioners has delegated to the Library Board the authority and responsibility to accept donations to the Hennepin County Library on behalf of Hennepin County. The Library Board will acknowledge significant donations with an additional expression of appreciation to the donor. The Library does not provide appraisals of gifts or potential gifts, and does not accept materials that are not outright gifts. Scope and Disposition of Donations Received Library supporters are encouraged to make financial donations to the Friends of Hennepin County Library or to the individual Friends of the Library groups. The Library Board encourages library supporters to consider the planned giving opportunities administered by the Friends of Hennepin County Library. Donations of books and other materials will be accepted. Staff will determine if the material will be added to the collection or given to the Friends of Hennepin County Library or to individual Friends of the Library groups for resale. Donations of material that may be suitable for Hennepin County Library s collection will be considered for acceptance in the context of the library s Collection Development and Management Policy. The decision to accept the donation of a major special collection is made by the Library Board upon recommendation of the Library Director. Donated collections become the property of Hennepin County Library, which has the authority on retention, location and disposition. Works of art may be donated to the Hennepin County Library. The considerations and criteria defined in the Commissioned Public Art Policy will be applied to individual works of art that may be donated. The decision to accept and utilize donated art in libraries is made by the Library Board upon recommendation of the Library Director. Donated art becomes the property of Hennepin County Library, which has the authority on retention, location and disposition. A good faith effort will be made to keep donated art in the library intended by the donor. 16 Commissioned Public Art Hennepin County Library Board Policy Purpose The purpose of this policy is to express the role public art plays in libraries and to provide guidance and direction for the selection of commissioned public art. The Board understands this policy will not anticipate the creative scope of possibilities for public art projects. It is the intent, therefore, of this policy to provide a broad framework for decision making that does not unduly limit creative potential. Definitions For the purpose of this policy, public art is defined as an original work of visual art that is accessible to the public. It is designed for a specific location, reflects the local community, and is intended to support the library as a gathering place where all residents come to learn, grow, and spend time together. Principles The State of Minnesota, Hennepin County, and the Hennepin County Library Board recognize that the presence of public art contributes to the life and vitality of our community. Public art in library buildings contributes to the library s mission to nourish minds, transform lives, and build community together. It helps to create a community identity and a place of contemplation and curiosity. Public art enhances the library experience; it creates positive public environments; reflects our legacy, and expresses our diversity. Engaged participation by members of the community strengthens the art selection process and builds community excitement. Scope This policy applies to the acquisition of all public art that is commissioned for the Hennepin County Library. Commissioned public art may be acquired in one of two ways: 1) Hennepin County s one percent for art program in which library capital building projects of $1 million or more have 1% of the project costs (defined herein as encompassing construction costs, architectural fees, and contingency) dedicated to the selection, purchase, and installation of works of public art. 2) Public art proposals submitted to Hennepin County Library by the Friends of the Hennepin County Library. Art Selection Committees The Library Director, the Hennepin County Library Board President, and the Executive Director of the Friends of the Hennepin County Library will coordinate the formation of an Art Selection Committee for each capital building project. Additional Art Selection Committees may be established by the Library Director in response to proposals from the Friends of the Hennepin County Library to commission public art for libraries. The Library Board President will appoint a Library Board member to each Art Selection Committee. Appointees will be active participants in the commissioned art selection process and report progress to the full Library Board. Selection Considerations The following considerations will be used by Art Selection Committees to guide the evaluation and selection of commissioned art proposals.

17 The extent to which the public art: Celebrates and explores the unique histories, cultures, and environment of the community Has broad and timeless appeal Represents artistic excellence and innovation Is designed for a publicly visible and accessible area Is safe, durable and able to withstand theft, vandalism and exposure to the environment Requires low maintenance Roles and Responsibilities The Library Director (or designee) will maintain an administrative policy which details the composition, responsibilities, and authority of Art Selection Committees and which defines the subsequent staff responsibilities for acquiring and maintaining the selected art. The art is installed by the artist under the direction of Hennepin County. Once the commissioned public art is installed, the Library Board will take formal action to acknowledge and receive it. 21 Library Board Policy Library Board Per Diem and Expense Policy The Library Library Board Per Diem and Expense Policy states the following regarding per diem payments: Per Diem Payments Pursuant to Minnesota Statute 383B.243 which states: Members of the Library Board shall be allowed a per diem not to exceed $50 for meetings relating to advice and recommendations concerning the library program. Each member may also be reimbursed for actual and necessary expenses incurred as a result of the meeting. Payment for meetings of the Library Board shall be authorized in an amount not to exceed two meetings monthly. Per Diem payments may be claimed by Library Board members for the following meetings: Regular monthly Library Board meetings Special Library Board meetings Committee meetings Any meetings which Library Board members are requested to attend as official representatives Library Board members will submit the "Library Board Timesheet" by the 5th of each month to the Library Director's Office.
