1 December 18, 2013 Call to Order: Co-Chair Judge Joseph D. Boles called the meeting to order at 3:03 PM in the EOC Room of the Courthouse Annex, Ellsworth, WI. A membership quorum was present. Presentation and Discussion on the Dept. of Human Services Moral Reconation Cognitive Behavioral Program. Mary Kelly and Ron Kiesler talked about the new Drug Court Cognitive Behavioral Program called Moral Reconation that is designed specifically for those in the criminal justice system. It is a 12 week program and participants must do considerable work in class workbooks. Workbooks were handed out for members to look at. The class has 11 participants, but can support up to 15. So far the feedback from participants is very positive. Update on Treatment Alternative and Diversion Grant Application: Currently no news from the Dept. of Justice on the grant application. Discuss and take action on the request from Mary Kelly for an updated letter of support for the second year of the JAG grant from the Dept. of Human Services. Motion was carried to support the second year of funding. All members signed the letter. Discuss and take action on the feasibility study for a possible Domestic Violence Court in Pierce County. Members had many questions about what the process is to set up a DV Court, what are the costs of starting and maintaining a DV Court and what are the benefits/results of a specialty court? Members also asked about the need in Pierce County and knowing what evidence based programs are used in the existing courts in Jackson, Bayfield, Tempealeau and LaCrosse counties. Further investigation is requested. See item below. Discuss and take action on the application to the University of WI/River Falls for a spring semester project by students to review process and costs of a DV Court. The members had several questions that they wanted answered by students in an assessment report on the steps, costs, benefits and results of current DV Courts in several Wisconsin counties. Motion by R. Leque to apply to the UWRF, seconded by J. Dubois. Motion carried. Viewing of the Crisis Intervention Training video sponsored by the CJCC, in collaboration with local National Alliance on Mental Illness affiliate and Chippewa Valley Technical College. Coordinator Linda Flanders showed the introduction video. It is now live online for public viewing. Two grant applications for funding were submitted this week to Pierce Pepin and the United Way. After the first of the year more donations for the new class will be sought in the County. Future Agenda items: The January 2014 meeting will have a presentation on Restorative Justice by Kris Miner. Presentation of the Feasibility Study for a Domestic Violence Court by Students from the University of Wisconsin in River Falls. Students from the UWRF presented the Feasibility Study that they have been working on this past semester. This represented their final presentation. Their instructors, Juliet Thompkins and Steve DeWald were present to review the students, as was Kim Wojcik from TurningPoint. Students covered the psychological and generational effects of domestic violence. They included in their presentation the costs to victims and the costs to the county of domestic violence. Students offered several suggestions, including the recommendation for a problem solving court specific to domestic violence. Students handed out copies of their Powerpoint presentation and written copies of their report. The members decided to discuss this study at their next meeting and agreed to expand the amount of time needed at the meeting for a significant conversation. Kim Wojcik will contact Brenda Spurlock in Bayfield County regarding their DV Court. Update on Modified Mental Health Crisis Intervention Training for law enforcement in collaboration with local National Alliance on Mental Illness affiliate and Chippewa Valley Technical College Coordinator Linda Flanders, NAMI representative Denise Hackel and Eric Anderson from CVTC have been meeting to develop an outline for a 4 hour modified Crisis Intervention Program for all Pierce County officers. A 2 minute excerpt from the introductory video was shown to the members. Suggestions were made to improve clarity. The final video will be presented at the December meeting if time permits. Update on Treatment Alternative and Diversion Grant Application: Currently no news from the Dept. of Justice on the grant application. December Meeting Location Change: Due to the Christmas holiday, the December meeting is changed to December 18 th and will be held in the lower level meeting room of the Dept. of Human Services building. Future Agenda items: The December meeting will be longer than other meetings to allow time for discussion about the feasibility study and the possibility of a Domestic Violence Court. Update on Modified Mental Health Crisis Intervention Training for law enforcement in collaboration with local National Alliance on Mental Illness affiliate and Chippewa Valley Technical College Coordinator Linda Flanders, NAMI representative Denise Hackel and Eric Anderson from CVTC have been meeting to develop an outline for a 4 hour modified Crisis Intervention Program for all Pierce County officers. They have developed an outline based upon the Memphis Model of certified CIT training. A simple overview video script has also been developed. The group will move forward with this project, including writing a grant for the United Way for partial funding. The goal is to set this class up to begin in Presentation, discussion and take action on the Treatment Alternatives and Diversion grant application to the WI Department of Justice and request for a letter of support from the CJCC. Ron Schmidt presented a PowerPoint on the application recently sent in to the Department of Justice for the Treatment Alternative and Diversion grant. The grant, if funded, would allow for a new Court Services social worker to do risk/needs assessments as well as case management for those clients who are approved for diversion. The programs available would be AODA treatment, Cognitive Behavioral Treatment (Moral Reconation Therapy) Mental Health Treatment and Intoxicated Driver Improvement Program. Follow through resources are also required and an expansion of Restorative Justice Services is an area to be used. The grant also allows for the continued funding for the CJCC Coordinator, as the CJCC must be the oversight committee for the grant. Notification should be by December Update on the Jail Study: There was not much new information on the feasibility study being done jointly by Pierce and St. Croix counties regarding a joint emergency dispatch system. The Sheriff will advise as more information comes forward. The Jail Committee is currently looking at various sites in the county for the new jail. Presentation on the Juvenile Unit s JAIS Risk/Needs Assessment: Joy Lynne George and Vicki Cain from DHS gave a presentation on the Juvenile Assessment and Intervention System (JAIS) used by Juvenile Intake workers. This assesses a juvenile s risks and criminogenic needs, plus creates a case management program based upon what is most beneficial to the client and safest for the community. Future Agenda items The Council would like a future about the new Moral Reconation Therapy program for Drug Court participants through Dept. of Human Services. Others Present: Jason Schulte, Pierce County Herald Update on Modified Mental Health Crisis Intervention Training for law enforcement in collaboration with local National Alliance on Mental Illness affiliate and Chippewa Valley Technical College Coordinator Linda Flanders and NAMI representative Denise Hackel met with Eric Anderson from CVTC to discuss the modified training. The discussed outline for the class included an overview of mental illness, verbal de-escalation strategies for officers and some role playing with trained actors. Hudson hospital behavioral health director Peter VanDusartz will be asked to be the facilitator, a Crisis Intervention trained officer will be hired as an adjunct instructor through CVTC and the trainings would be held in River Falls. The trainings would be 4 hours in length, offered six times in one year. Funding will have to be found for the training, but there will be no cost to Pierce County officers. The Sheriff and the Chiefs all agreed that it was reasonable for all officers to be trained in one year. Future meetings with NAMI and CVTC will move this project forward. Presentation, discussion and take action on the Treatment Alternatives and Diversion grant application to the WI Department of Justice and request for a letter of support from the CJCC. Judge Boles and Ron Schmidt presented the need for a pre-trial diversion program in the county, and explained the new grant opportunity to fund the diversion program from the Department of Justice. Coordinator Linda Flanders is writing the grant draft. Ron Schmidt will submit it to DOJ. Part of the grant requirements include the CJCC be the oversight body of the project. Data must be collected each month and presented to the CJCC, so they are able to see the costs, benefits, challenges and evaluate the project. It was requested that the CJCC submit a letter of support for this grant request. Motion made by M. Bondarenko, seconded by J. DuBois. Motion carried. Judge Boles and Sheriff Nancy Hove signed the letter for the CJCC. Future Agenda items The Council would like future presentations about the TAD grant application, an update on the Jail dispatch feasibility study, a presentation about the Juvenile justice unit s risk/needs assessment, and a presentation about the new Moral Reconation Therapy program for Drug Court participants through DHS. Others Present: Officer Eric Raehsler, representing Ellsworth PD and Laura Arcand, HHS Parent Worker Request to Chage the September meeting date as the Coordinator has an opportunity to attend the Crisis Intervention Team training in Bayfield, WI. By group consensus, the date of the September meeting was changed to September 18, 2013, at 3 PM in the EOC Room. The Dept. of Corrections requested two minor word changes to the COMPAS Policy Manual. 1) Deleting the need for another County MOU if COMPAS use is expanded, as DOC does not require it. 2) The additional wording for use of alternative assessments (DUI, sexual offender, etc) and the need for additional training prior to use. A motion was made by L Nelson to adjust the COMPAS word change, seconded by N. Hove. Motion passed. Request by Coordinator to work with Denise Hackel of NAMI (National Alliance on Mental Illness) and the instructors from the Chippewa Valley Technical College for the development of a 4 hour modified Crisis Intervention Course for law enforcement. Coordinator Linda Flanders and Denise Hackel will meet with instructors from CVTC on Sept. 9 th to discuss the possibility and cost of developing a specific modified class. The Council presented several questions to be asked at this meeting: Any state training funds? County law enforcement costs, how long will course be offered, would this be a statewide course or just local? Answers will be gathered and brought to the Sept. meeting. Discuss and take action on the future of CJCC membership. Judge Boles has agreed to be the lead Chair for the CJCC and Sheriff Nancy Hove will be the Co-chair. Chief Bondarenko has agreed to be Secretary until December, when he retires. Coordinator Linda Flanders was asked if we could get a CJCC intern to take minutes, a law enforcement student from the Tech College. Judge Boles asked that all current members be polled for their interest and willingness in future membership and attendance at meetings. Judge Boles is also checking to see if his Administrative Assistant could possibly take notes if no intern is available. Judge Boles and Ron Schmidt also plan to make an application to the State for the new Treatment Alternatives and Diversion grant monies to continue the CJCC Coordinator position and diversion options. Request to create and distribute on more CJCC newsletter in September, if time allows September is National Recovery month and is a perfect time for another newsletter of the Council s progress. The suggestion was to include a link to the State CJCC video, a short article about our local NAMI and the Council requested a story about Drug Court. This will be created and distributed only if time allows. A motion was made by N. Hove to develop another CJCC newsletter, seconded by J. Boles. Motion passed. Nelson, Public Defender. Others Present: Brittany Raehsler, DOC Intern June 26th, 2013 minutes were reviewed and approved. Motion made by R. Leque, seconded by S. Brill. Motion carried. Update on proposal to UWRF for a Feasibility Study on a Domestic Violence Court by students for Fall semester. Linda Flanders (Coordinator) met with Kim Wojcik, Executive Director at Turning Point, about this idea. She supported it and offered an advocate to assist with the proposal's needs assessment. The proposal was written and submitted to the UWRF. Chief R. Leque agreed to be the law enforcement liaison between the Council and TurningPoint. Notice of acceptance/rejection is pending. Discussion and take action on collaboration proposal with local NAMI (National Alliance on Mental Illness) group for law enforcement Crisis Intervention Team training. Coordinator Linda Flanders met twice with local NAMI director, Denise Heckel. Her group would like to eventually see one officer, per shift, trained in the 40 hour CIT training. Two more River Falls officers and one Prescott officer will be trained in September. Chief Leque and Chie Bondarenko did believe that eventually this would be possible. Sheriff Hove did not believe she could get that many deputies trained. There was discussion about developing a local 4-hour CIT training. The chiefs and the sheriff strongly supported this idea. Linda Flanders and Denise Heckel will pursue this idea and possible funding for it. This 4-hour class would cover an overview of mental illness, the observable behaviors, how a crisis develops and how to verbally de-escalate, plus a bit of role playing for officers. Discussion and take action on the need for two co-chairs and a secretary for the PCCJCC as of October l, 2013 when the coordinator position ceases. ChiefBondarenko agreed to be the secretary for the months remaining before he retires. (approximately 7 months) The members agreed that Judge Boles, by virtue of his position, would be one of the best co-chairs. There is still a need for a second co-chair. The council did agree that they wanted to continue meeting monthly. Update on Symposium in Madison, on August 23rd, regarding upcoming Treatment Alternatives and Diversion grants: Coordinator Linda Flanders and Judge Boles have registered for this Symposium. Ron Schmidt, Director of Human Services has also registered. The Judge is hoping to put together a full team to attend. There is $1 million in funding available for new or expanded Problem Solving courts. The first year is competitive; the next three years are not. The monies roll over. There is a required County match of25% of grant monies requested. A draft of the State CJCC outreach video was shown to the Council for their feedback. 7 Pierce County Criminal Justice Coordinating Council Meeting Date: August 28, 2013 Agenda Item: Three Suggested by: Department of Corrections Regarding the COMP AS Application Background: The COMP AS Policy Manual is considered a "fluid" document. It can, and should, be revised as needed. Abbey Fuszard from the Department of Corrections (DOC) has requested one minor change in wording and has suggested another. Both are on Page 5 of the current manual. 1) If another assessment is used in a specialized area, whether another COMP AS assessment or an independent assessment, it should be added that this would require additional training to administer the assessment and to analyze it. 2) If the County decides to expand the use ofcompas at some future date, the DOC does not require a change to the MOU. The County may require it, but DOC does not. The wording can be deleted for simplicity or left in. Council Should Consider: Page FIVE of the Policy Manual for minor word change: Administering: The assessor explains to the client the COM PAS assessment, how it is used and why it is helpful for professional decision making. The assessor reviews the Release of Information which allows the client's results to be sent to the referring individual. The client is asked to self-report own criminal history. The assessor creates a new COM PAS assessment for the client. The official criminal history is entered, as well as the clients' self- report. The COMPAS assessment is completed. All clients referred will receive the Primary COM PAS assessment. If a client scores medium to high risk on the Primary assessment, a CORE assessment will be administered. In specific cases, a CORE assessment may be administered immediately based upon the professional judgment of the assessor. (e.g. sex offenders/owl)

8 Once completed, the assessor calculates the assessment and interprets the results with the client, if requested. A client may receive a verbal explanation of their score, but will not be supplied with a written copy. The assessor will only use the COM PAS program to generate a COMPAS Core report. The assessor may use alternative screenings for ecialized areas when riate. (e:g. DUI, Se~ 9ffenders,. Mental Health Dissemination: The assessor will turn the results portion of the assessment into a PDF file. {Bar chart, Narrative, and Typology) Results will be disseminated to all individuals listed on the referral form. The assessor will send the report to the referring individual(s) via secure data-encrypted attachment within two days of completing the assessment, or by hard copy at the following Drug Court Team meeting. I. Future Areas of Interest by Court Personnel for use of the COM PAS Assessment The use of the COM PAS risk/needs assessment tool is strictly for Adult Drug Court use only. It is recognized, however, that the use of the COM PAS assessment tool can significantly benefit other areas of the court process: increased effectiveness, lower recidivism and lower incarceration costs. Any future use of COMPAS will be utilized only upon approval from the Criminal Justice Coordinating Council, (CJCC) the Pierce County Board of Supervisors and the Department of Corrections. A completely new Procedural Manual ~~d MOfifitiRifefril would be completed if the use of COM PAS were to expand. Update on Feasibility Study completed by UWRF students for a countywide Juvenile Alcohol/Drug Outpatient Treatment Program: Linda Flanders (Coordinator) and Julie Krings (HHS) met with Arbor Place director Jill Gamez. Arbor Place is interested in expanding out into Pierce County. Per Julie Krings, Arbor Place will begin an educational program for low level juvenile offenders called, PRIME 4 LIFE. This is an evidence-based curriculum. This pilot class in Pierce County will begin the 3 rd week in July. Julie Krings is still looking for a possible location to offer other Arbor Place services. Discussion on possible future collaboration with the local chapter of the National Alliance on Mental Health (NAMI) for a county-wide Crisis Intervention Training (CIT): Denise Hackel, director of the local NAMI chapter presented a request for collaboration with the Council for a County-wide Crisis Intervention Training for first responders to assist them in dealing with mentally ill persons. Other NAMI members, Tim Kellogg, Nancy Nichols, and Keith Moser supported the importance of this and answered questions. Kathryn DuSartz from Health and Human Services also answered questions and offered a list of services that can be provided in the county once people in need are identified. Discussion and take action on the list of Council priorities for the summer months while the CJCC Coordinator is still under contract: Several suggestions were made about possible summer Council activities. Based upon the presentation by NAMI, and comments by Chief Trende and Bondarenko that Crisis Intervention Training is a win-win for everyone, (community, law enforcement, mental ill persons and their families) There was a consensus on having the Coordinator work with NAMI members on a possible Pierce County training. Suggestions were made to open the training to all first responders in the County, plus how to create a flexible training that would work in Pierce County. (e.g. Make the training an on-line training, divide it into several segments, film the training for future use by others.) The coordinator will work with Denise Hackel on possible options, then report back to the Chiefs for their input. A second suggestion was made to discuss with Kim Wojcik, Director of Turning Point for Domestic Violence, to apply again for a feasibility study with the UWRF students. The proposal is due mid-july, and if accepted, would be part of the University s fall semester. A motion was made by Judge Boles, seconded by Chief Trende, to contact Kim Wojcik to determine Turning Points interested. If interested, a proposal will be made to the UWRF for a feasibility study or cost benefit analysis on a possible Domestic Violence Court. Motion carried. Discussion and take action on the need for future Co-Chairs of the Council once grant funding for the Coordinator ends in September: The Council acknowledged the need for two co-chairs, as well as for a coordinator to do the work of the Council. Judge Boles stated that a preliminary request has been made to County Board standing committees for a new social worker position: Special Program Project. If approved, this position could oversee court programs and also donate some hours as a CJCCl coordinator. Presentation on COMPAS Risk/Need Assessment Tool Jared Hoy and Abbey Fuszard gave a Power Point presentation on the COMPAS Risk/Needs assessment tool. The presentation covered why a validated Risk/Needs assessment tool is important and how it can be used throughout the entire criminal justice system. They described how and why the tool separates offenders into low, med-to-high and high risk. They explained the research behind why dwindling resources need to be used in the medium-to high risk category. The use of a risk/needs assessment is the very first tool to be used to make this determination. The COMPAS assessment is available to counties at no charge, under the DOC licensing umbrella. An example of the COMPAS tool was shown on-line and questions from the Council were answered. The recommendation for the County to apply for use of the COMPAS tool has passed the Human Services Standing Committee and is on the F&P agenda for June 3 rd. Preparation for Transition to a Council without a Coordinator : Unless funding is secured for the position of CJCC coordinator, the Council will be without a Coordinator as of October 1, The Council was asked to think about the need for two co-chairs to continue the Council on a voluntary basis. Council discussion focused upon refinements in wordage, pending approval from the Department of Corrections on areas where flexibility is allowed. These word changes are minor and do not alter the essence of the document. A motion was made by S. Brill, seconded by N. Hove, to approve the refined document, recommending that Judge Joseph Boles present the package to the County standing committees for County Board approval of the COMPAS application to the Department of Corrections for use in Pierce County s Adult Drug Court. Presentation by the University of Wisconsin/River Falls (UWRF) students on a Feasibility Study for a County Juvenile Drug/Alcohol Outpatient Treatment Program: Through an experiential learning class at UWRF, three senior students have spent the past three months researching a feasibility study for a needed juvenile out-patient treatment program in Pierce County. Students gave a Power Point presentation showing the lack of any local programs for juveniles compared to other counties in the state. Their presentation also focused on the need for dual therapy in mental health counseling as part of any successful drug/alcohol treatment program. The presentation showed pros and cons of three different options. Collaborating with an existing provider appears to be the best option. The students final presentation of their study is scheduled for May 6-13 th at the UWRF. Following that presentation, a written report will be made available to the Council. Future Adgenda Items: The May meeting will have Abbey Fuszard from the Department of Corrections come to present and answer questions on the COMPAS Risk/Needs Assessment tool. To move forward, a business process plan needs to be completed per DOC requirements, as well as answering all County issues. The Ad Hoc committee will continue to meet and coordinate this plan working out the how to steps. At the May meeting, a draft is to be completed and presented to the members for review and final refinement. Motion made by Roger Leque and seconded by Judge Boles to complete the COMPAS business plan draft. Motion carried unanimously. Strategic Objective 1.14: A Case Management Protocol with District Attorney: This goal has been met. There is good communication between the DA s office and law enforcement. District Attorney Froelich speaks directly to officers involved in cases, and urges direct communication if there is a question or problem. Council Priorities: The immediate priority is the COMPAS application. Other areas of interest and need are another mental health/dual diagnosis presentation by Peter Van Dusartz, as well as Crisis Intervention Training for law enforcement. Three more officers will be trained in CIT in September through an Office of Justice Grant in Bayfield County. Video Pilot-Project Update: Many more people have reviewed the sexual violence safety assessment training video, but there were few evaluations completed. The evaluation survey link will be sent out again to all law enforcement departments with a request to have officers evaluate the video training. Future Adgenda Items: The April CJCC meeting will have a presentation on the feasibility study done by students at the UWRF, focusing on the needs in Pierce Co. for a juvenile drug/alcohol out-patient program. The May meeting will have Abbey Fuszard from the Department of Corrections come to answer questions on the COMPAS Risk/Needs Assessment tool.
