1 MEETING MINUTES November 7, :00 p.m. : Judge J. Boles called the meeting to order at 12:13 p.m. Members Present: J. Aubart, J. Boles, J. DuBois Members Absent: N. Hove Others Present: S. Capparelli, J. Gavic, B. Warren 1. Wednesday, October 3, 2018 J. Aubart motioned to approve the previous minutes, seconded by J. DuBois; motion carried. 1. Fall 2018 Local CJCC Coordinator Meeting S. Capparelli S. Capparelli summarized what was discussed at the meeting. At the state level, a position is available as Director of Pretrial Services. The state will also add seven staff members to this department. All county representatives present discussed the opioid crisis, similar across the state. A TAD update was also discussed, as well as the possibility of funding for standards training within counties. 2. Continued Discussion: Data Collection a. Review of Lucid Chart Map b and 2018 Request for Data Form Members discuss moving the System Map review and Request for Data items to the January CJCC agenda in order to allow more time for conversation with D. Schumacher at the meeting. 3. Discuss Development of Family Treatment Court J. Boles begins, the grant was drafted, and submitted on time, and now he is awaiting a response. He also discusses the opportunity to attend a training for implementing the Family Treatment Court. He notes that the first 50 applicants will be accepted. J. Boles again speaks in support of the Court, as the opioid crisis continues to affect the State of Wisconsin. 4. D. Schumacher to Visit CJCC S. Capparelli confirms that D. Schumacher will attend the CJCC meeting; he hopes to lend support to the county and can also help summarize the CJCC Coordinator Meeting. J. Boles suggests the Council discuss the implementation of Family Treatment Court with D. Schumacher in hopes he may be able to add to the process. 5. Presentation from Public Defender s Office Committee members discuss moving this presentation to the January agenda, again to allow adequate time for D. Schumacher and further discussion. 6. TAD Update S. Brill, M. Kelly Members discuss moving this item up on the agenda, to be sure it is properly addressed, and to allow the remaining meeting time for discussion and conversation. 1. Capparelli, B. Warren 1. Wednesday, September 5, 2018 J. Dubois motioned to approve the previous minutes, seconded by J. Aubart; motion carried. 1. Continued System Mapping Data Analysis and Collection J. Boles begins, he will request additional data from Peg. Committee members discuss combining Mapping data into a summarized document on the System Map in order to provide a coherent, visual representation of the data collected. This will also provide the grounds for requesting 2017 and 2018 data, to be added to the document as well. 2. Grant Funding for Implementing Family Court in Pierce County Committee members discuss the pending Grant announcements for funding Family Treatment Court in Pierce County. Judge suggests reaching out to Michelle Cern (Former Treatment Court Director for the State of Wisconsin), as she offered to assist with the process. Members also discuss how to determine that Treatment Court will be effective, and what is needed prior to implementation. 3. D. Schumacher to Present at CJCC D. Schumacher is currently unavailable to speak but is hoping to speak to the CJCC in November. He is also an advocate for Family Treatment Court and could possibly be utilized for assistance in grant composition and submission. 1. D. Schumacher to Visit CJCC 2. Wednesday, August 1, 2018 J. DuBois motioned to approve the previous minutes, seconded by N. Hove; motion carried. 1. Update from Pretrial Services Subcommittee a. Public Safety Assessment S. Brill b. Update from NAPSA Conference S. Brill & L. Nelson c. Submission of Laura & John Arnold Foundation (LJAF) Grant S. Brill S. Brill will inform the Council on the listed items in compliance with grant regulations requiring a biannual update on pretrial services. J. Boles requests that the TAD letter of approval also be added to the agenda, and read at the full council meeting. 2. Update from System Mapping Subcommittee a. Assess Collected Data Subcommittee Chair J. Aubart will update the Council on the data collected to date, and provide a brief analysis of the findings. Subcommittee members will discuss with the Council possible next steps for the system mapping process. 3. CJCC Invitation to Donavon Schumacher (Health & Human Services Area Coordinator/ Administrator), Introduction Letter D. Schumacher is invited to attend a Pierce County CJCC meeting, but will likely not be able to attend until the October meeting. His letter of introduction will be read at the full council meeting. 4. Continued Discussion from Health & Human Services: Foster Care Needs in Pierce Couny Committee members briefly discuss the the presentation and conversation from the May CJCC meeting, and look forward to a recap from R. Schmidt prior to continuing the discussion on Foster Care in Pierce County. J. Boles addresses potential funding for a Family Court in Pierce County and an upcoming grant opportunity to support the process. J. Aubart will present to the Council the growing issue of affected children and families in Pierce County who may be assisted by the initiation of a family court. J. DuBois motions to add this to the full council meeting agenda, seconded by N. Hove; motion carried. 1. Continued System Mapping Data Analysis and Collection 2. Warren 1. Wednesday, May 2, 2018 J. Aubart motions to approve the minutes, N. Hove seconds; motion carried. 1. Update for CJCC on Public Safety Assessment S. Brill Committee members discuss the live, online PSA tool. S. Brill works closely with the tool, and can speak for the progress and specific functions of it at the full council meeting. 2. Update on Submission of Laura & John Arnold Foundation (LJAF) Grant S. Brill The grant request was submitted in June and the Pretrial Services Subcommittee is awaiting a response, expected in September. S. Brill to update the full council to correspond with the required amount of CJCC updates (three times per year). 3. CJCC Invitation to Donavon Schumacher (Health & Human Services Area Coordinator/Administrator) S. Capparelli Donavon Shumacher contacted S. Capparelli regarding his interest in visiting a Pierce County CJCC meeting in order to lend any support possible. An introduction letter from D. Schumacher to be shared with the council prior to his attendance at a meeting, potentially in the Fall. 4. Continued Discussion from Health & Human Services: Foster Care Needs in Pierce County R. Schmidt will lead the continued discussion surrounding the issues faced by foster care families, social workers, etc. Committee members express interest in reviewing the previous discussion regarding opioid/meth issues in the county which will lead into the discussion of the effects of the issue on the Foster Care System. Members identified the goal of the discussion as involving CJCC members in finding a solution to the problem, and informing them of the real cost to the county. 5. Update from Subcommittees: System Mapping and Pretrial Services Committee members discuss moving this item up on the list for the full council meeting in order to allow the majority of time for the discussion surrounding Foster Care in Pierce County. 1. Warren None presented. 1. Wednesday, April 4, 2018 J. Dubois made a motion to approve the previous minutes, seconded by J. Aubart; motion carried. 1. Methamphetamine Crisis and Effects on Child Welfare in Pierce County R. Schmidt Committee members discuss and approve the item for the CJCC full Council meeting, allowing R. Schmidt as much time as he wishes to present. J. Boles states that the criminal justice influences and supports many of the issues that Health and Human Services are addressing on a daily basis. 2. Ongoing Discussion Regarding Data Collection and Analyst Position The committee looks forward to the submission of data from M. Lemke and S. Albarado. J. Aubart suggests adding an update from the Mapping Subcommittee to the CJCC agenda in order to keep Council members informed on the final stages of data collection. 3. Discuss Election of Alternate CJCC Voting Member in the Absence of J.L. George Discussion about the vacancy of J.L. George s position as a voting member in the CJCC. Bylaws stipulate R. Schmidt has the power to appoint an individual to replace her. R. Schmidt will announce the designated member at the next official CJCC meeting. 1. 12 MEETING MINUTES April 4, 2018, 12:00 p.m. : Judge J. Boles called the meeting to order at 12:16 p.m. Members Present: J. Aubart, J. Boles, J. Dubois Members Absent: N. Hove Others Present: S. Capparelli, B. Warren 1. CJCC Coordinator S. Capparelli brings the topic of a voting member s extended leave to the committee for discussion; a consistent quorum is required for CJCC full council meetings in the future, and an alternate voting member may be necessary. 2. S. Capparelli announces the opportunity for members of the committee to attend a strategic planning event in St. Croix County, and wishes to further extend the invitation to members of the CJCC. She emphasizes strategic planning may positively impact Pierce County by assisting in identification of Evidence-Based Practices and decision-making opportunites. 1. Wednesday, March 7, 2018 J. Dubois motioned to approve the previous minutes, seconded by J. Aubart; motion carried. 1. TAD Grant Update S. Brill a. OWI Court Update M. Kelly S. Brill will report the progress of Pierce County Diversion and the Intoxicated Driver Intervention Program to the CJCC at the full council meeting; upholding state regulations requiring biannual updates on utilization of TAD Grant funding. M. Kelly will additionally present an update on OWI Court, which also functions under TAD Grant funding. The committee discusses the relevance of the information to be presented, and approves the item for the CJCC Agenda on April Update from the System Mapping Subcommittee The committee anticipates discussing updates on the data collection from the Department of Corrections (Probation) and future objectives of the System Mapping Subcommittee at the CJCC meeting. 3. Discuss County Need for Individual to Conduct Data Collection and Analysis The Committee agrees that the data collection process should be completed prior to devoting an individual to analyzing the data for the county. S. Capparelli has reached out to the University of Wisconsin River Falls, Computer Science/Data Science department offering a potential intern position to analyze and evaluate Pierce County CJCC data. J. Aubart emphasizes the importance of an individual s focused and unbiased approach to data analysis. The committee further discusses how to employ and/or oversee a potential intern, as well as the potential to develop a long-term position strictly dedicated to data collection/analysis throughout Pierce County. 1. Hove Members Absent: J. Boles Others Present: S. Brill, S. Capparelli, B. Warren 1. Wednesday, January 3, 2018 N. Hove motioned to approve the previous minutes, J. Aubart seconded; motion carried TAD Grant Updates S. Brill S. Brill enters at 12:04 p.m. S. Brill begins, she is required by the DOJ to give a TAD update to the CJCC twice per year and plans to do so at the full Council meeting in April, to allow time for other presentations at the upcoming CJCC meeting. 2. Progress of New Assessment Tool Pilot Sites and Potential Implementation in Pierce County S. Brill S. Brill states that the progress of the Pilot Sites is included in the Pretrial Training overview and plans to combine the items on the CJCC full Council meeting agenda. 3. Discussion and Review of National Pretrial Training Opportunity Individuals from the Pretrial Services Subcommittee in attendance at the training will update the Council on relevant information gained from the training, and how it impacts not only the Subcommittee, but Pierce County as a whole. 4. Discussion and Decision on 2017 Senate Bill 54 and 2017 Assembly Bill 94 S. Brill S. Brill brings the bills to attention and expresses that the county should be aware of the bills potential effects, but no action may be necessary on Pierce County s part. J. Aubart replies, if the county wishes to proceed with an action, now is the best time. 5. OWI Court Update M. Kelly S. Brill suggests coupling the OWI Court Update with the TAD Grant Update, as TAD funding is being used in OWI Court. 6. Risk Reduction and Trauma Informed Care Presentation M. Lemke M. Lemke had previously requested 30 minutes for his presentation, and further clarifies that he will be presenting on the Department of Community Corrections (DCC) Foundation as a whole. 1. Boles called the meeting to order at 12:02 p.m. : Members Present: Judge Joseph Boles, Jon Aubart, John Dubois, Nancy Hove Members Absent: None. Others Present: Mark Lemke, Jorv Gavic, Susan Capparelli, Bridget Warren 1. Wednesday, November 1, 2017 J. Dubois moved to approve the minutes, N. Hove seconded; motion carried. 1. Update on Improving Mental Health Initiatives Support A Wisconsin representative contacted Judge J. Boles regarding the rights of individuals receiving Mental Health Services and demonstrating that there is widespread realization that a change is necessary for mental health care. The Committee discusses how funding differs from State to County levels, and the possibility of spending less per county by including multiple Counties in a group contract. Concerns regarding personnel/employment obstacles were also expressed. 2. J.L. George to Present at CJCC Full Council Meeting Regarding Transgender Youth in the System J.L. George connected with a licensed therapist who specializes in the treatment of Transgender Youth to speak at the CJCC meeting. This opportunity provides the presentation of professional, accurate, and up-to-date information and encourages meaningful group discussion surrounding the topic. 3. Progress and Operations within the New Jail N. Hove Sheriff N. Hove will report any updates within the new jail at the full-council meeting so as to inform the entire committee about current operations and programming within the jail. 4. System Mapping Subcommittee Update on Data Collection from DA s Office and Deadline The committee discusses the past, end-of-year deadline for data submission from the District Attorney. The committee also votes to remove the Mapping Subcommittee Update from the CJCC Full Council Agenda until additional data is received. 5. Update from Pretrial Services Subcommittee The committee anticipates an update on information regarding the Pretrial Executive Training Opportunity from S. Brill. 6. Presentation and Updates from OWI Court M. Kelly Considering the informative presentation regarding Transgender Youth is to be scheduled for the January CJCC meeting, the committee discusses time restraints, but approves the placement of OWI Court Updates on the January agenda as well; time-permitting. 7. Risk Reduction and Trauma Informed Care M. Lemke M. Lemke introduces his topic: Department of Community Corrections Foundation, and outlines his presentation, to be scheduled for the future, February or March, CJCC agenda. 1.
