1 MINUTES OF THE REGULAR MEETING OF THE SOLVANG CITY COUNCIL Council Chambers 1644 Oak Street Solvang, CA June 25, 2018 Monday 6:30 pm CALL TO ORDER: Mayor Richardson called the meeting to order at 6:30 p.m. ROLL CALL: PRESENT: STAFF: Mayor Richardson, Council Members Jamieson, Toussaint, Waite, and Zimmerman Brad Vidro, City Manager; Dave Fleishman, City Attorney; Matt van der Linden, Public Works Director; Holly Owen, Planning & Economic Development Director; Sandra Featherson, Administrative Services Director; Fred Lageman, Parks & Recreation Director; Lt. Martin, City Clerk PLEDGE OF ALLEGIANCE PRESENTATIONS The Council held a ceremonial signing of a Declaration of Support for a Kinder World, and heard a presentation by Organic Greens Collective owner, Todd Falstrom. CITY MANAGERS REPORT Informational report only. 1. PUBLIC COMMUNICATIONS - WRITTEN OR VERBAL Daniel Lehr, SCVB Filming Liaison Invited all to the viewing party for the 6/27 showing of Little Women: LA at Chomp Each episode is estimated at 3 million viewers, the 6/27 show is filmed in Solvang Announced a new special event for October, the Solvang Grape Stomp 2. COUNCIL REQUESTS Council Member Waite called for a special meeting of the City Council to consider a ballot measure for taxation of cannabis. There is Council consensus to hold a special meeting on July 2, 2018 at 4:00 p.m. Council Member Toussaint requested staff to schedule a meeting of the Joint Wastewater Committee, and requested a presentation on CalPERS liability in light of the Grand Jury report on all Santa Barbara County jurisdictions liability scenarios. 3. Approval of Draft Minutes of the June 11, 2018 Regular Meeting of the City Council and the June 18, 2018 Special Meeting of the City Council c. Receive and File Sheriffs Department Report for May 2018 d. Approve mu!ti-year Street Sweeping Services Contract Award a contract with SP Maintenance Services, Inc. for street sweeping services in an amount not to exceed $40,000 per year and authorize execution of the contract by the Mayor; and, based on good performance, authorize the City Manager to execute contract time extension(s) for a maximum of five additional years e. Approve multi-year Sidewalk Steam Cleaning Services Contract Award a contract with SP Maintenance Services, Inc. for sidewalk steam cleaning services in an amount not to exceed $23,520 per year and authorize execution of the contract by the Mayor; and, based on good performance, authorize the City Manager to execute contract time extension(s) for a maximum of five additional years f. Memorandum of Understanding (MOU) between Teamsters Local 986 and the City of Solvang, Effective July I, 2018 to June 31, 2019 Adopt MOU between the Teamsters Union Local 986 and the City of Solvang effective July I, 2018, and approve amended Represented Range Schedule g. Amendment to Professional Services Agreement for Computer Support Services Approve Amendment No. 11 to Professional Services Agreement with Valley PC Repair/Patrick Meyer for computer support services to extend agreement two years, and authorize the Mayor to execute the amendment to the agreement Motion to approve the Consent Agenda as presented by Council Member Toussaint, seconded by Council Member Jamieson, and carried with a roll call vote of 5-0. REGULAR AGENDA 5. FINAL BUDGET ADOPTION AND GRANT AGENCY FUNDING Staff report by Sandra Featherson, Administrative Services Director. Council Member Toussaint questioned the status of the water purchase. City Manager Vidro indicated that the County is still working on. Agency Funding Presentations Max Hanberg and Brenda Anderson, Danish Days Foundation It is vital for the foundation to receive this funding, they are spending more on advertising this year Thank you for your past support and invite you to Danish Days September New exciting events such as an Aebleskiver eating contest Chris Parker and Karen Brown, Atterdag at Home Have supported Meals on Wheels for 48 years, but took over the program 2 years ago as part of the Atterdag at Home program which helps seniors not only with meals, but transportation and house cleaning, etc 70 of the 90 seniors served by the program live in Solvang Art Kaslow, Elverhoj Museumr
3 Page 3 of 8 30 years of providing social, educational, and historical service to Solvang The funding directly impacts the operation of the museum, which serves over 20,000 visitors annually - free of charge Laura Mc Vicar, NatureTrack A fantastic field trip for Solvang School students All funding would be used only for Solvang students at no cost to the students or the school They are a l 00% volunteer organization Jennifer Schwartz, PCPA The funds will be used to assist in a digital marketing campaign More ticket sales translates to more sales tax for food and drink, etc Jeff Little, SYV Rotary Treasurer Tourism is vital to Solvang and the 4 th of July fireworks show brings an abundance of visitors, with 72% of attendees being from outside the valley Visitors felt safe at the event A high quality fireworks show, the fireworks alone cost $25,000 Ellen Albertoni, Solvang Senior Center Over 300 AARP free tax preparations this year The Center has been highly affected by the Senior Apartments project Runs on I full-time staff and 2 part-time, and about 2 dozen volunteers Bridget Elliott, Santa Ynez Pony League Baseball Over I 00 youth from Solvang participate in this league The funding would be used for a pitching machine and benches Please reconsider giving funding to this program Joe Olla and Brian Stenfors, Santa Ynez Historical Society and Carriage Museum Never asked for funding before, please consider Support will help the museum fund the Vaquero show and will provide an opportunity of somewhere for Solvang's tourists to visit Shannon Casey, Santa Ynez Valley Master Chorale Free concert series at the Vets Hall and they perform at Julefest and 4 th of July 40 th anniversary as a performing arts organization They are the only classical music organization in the Valley Funding would be used for advertising, promotion, and recruitment Amy Derryberry, Veggie Rescue Make deliveries to the Solvang Senior Center, Solvang School, and PHP 8 tons of food were delivered to those Solvang organizations, which translate to about $28,000 in savings for those entities Pam Gnekow, Santa Ynez Valley Senior Citizen' s Foundation The provide a shuttle service to medical appointments for residents of the valley Didn't realize the need was so great 38% of the riders are from Solvang Dean Palius, People Helping People 26 years of service to the community Have had an 11 % increase in services to residents of Solvang, mostly from the Senior Apartments
4 Page 4 of8 Robin Serritslev, Therapeutic Riding Center The money will specifically be used to fund the Solvang School's special education class attendance Dennis Keever, Solvang School Education Foundation Support arts and music at Solvang School, the SAM program Art and music is so important in the life of a child Fundraising doesn 't fully support the program even though it has many hard-working volunteers Chris Nielsen, Theaterfest Solvang is unique culturally, a charming place that people want to come visit Theaterfest is in its 44 th season of productions Outside of the summer production months, the facility is dedicated to the city and other agency's fundraiser events Steve Ortiz and Katie Higgins, United Way Appreciate the City's past support 50% of the students in the summer program are from Solvang David Barnes, Valley Wind Ensemble Their organization provides the opportunity for musicians of all ages to play in public The cutting of their already modest request makes little sense and is virtually an invisible improvement in the budget Stacey Otte-Demangate, Wildling Museum The museum participates in and sponsors numerous Solvang community events The museum is valuable to local artists in helping sell their artwork and offers art classes to local residents Joyce Stone, Zaca Center Preschool Appreciated last year's support 25% of the families served are from Solvang Economists estimate that every $1 spent on a child's education yields a $7 return Mayor Richardson asked for any other comments from the public in regards to the agency requests and, seeing none, called a short recess. Council reconvened at 8:45 p.m. Council Member Toussaint recused himself from the Solvang Theater/est discussion due to a conflict. Mayor Richardson asked if the amount recommended by the finance subcommittee of $30,000 was acceptable. Council Member Waite indicated that in light of the 3% limit she feels the amount is appropriate. Zimmerman asked for an explanation of the 3% total funding amount recommended by the finance subcommittee. City Manager Vidro explained that the ad hoc finance subcommittee recommended that an amount of 3% of the annual revenue be the limit of grant funding. Administrative Services Director Featherson noted that the amount is $254,500. Counci l Member Waite reminded the Council that the amount included the Solvang Chamber funding.
5 Page5of8 Council Member Jamieson disagreed, stating that they had asked for the Chamber contract funding to be pulled out of that amount. City Manager Vidro explained that although the item was separated from the rest of the grants, the 3% amount of $254,5 00 recommended by the finance subcommittee included $85,000 for the Chamber. As such, if the Council awards the $85,000 to other agencies, it would increase the budget by $85,000. Motion to approve a $30,000 award to Solvang Theaterfest made by Council Member Jamieson, seconded by Council Member Zimmerman, and carried with a verbal response of 4 ayes with Council Member Toussaint not participating. Council Member Toussaint returned to the dais. Mayor Richardson asked if the Council accepted all of the other subcommittee recommendations, or if anyone had comments or proposed changes. Council Member Waite indicated she would like to propose several changes, and began with a proposed award of $2,000 to Atterdag at Home. There was Council consensus to award Atterdag at Home the amount of $2,000. Council Member Waite suggested an award of $2,000 to the Santa Ynez Valley Master Chorale. There was Council consensus to award SY Valley Master Chorale the amount of $2,000. Council Member Waite suggested an award of$1,000 to the Valley Wind Ensemble. There was Council consensus to award Valley Wind Ensemble the amount of$ 1, 000. Council Member Waite suggested the full request of $5,000 to The Wildling Museum. There was Council consensus to award The Wildling Museum the amount of $5,000. Council Member Waite discussed the importance of arts and music in the schools and suggested the full request of $6,000 be awarded to the Solvang School Education Foundation for the SAM program. There was Council consensus to award Solvang School Education Foundation the amount of $6,000. Council Member Waite commented that no award to the Santa Ynez Valley Senior Citizen's Foundation was not acceptable, and suggested that the city give them something as they provide an essential service. There was some discussion as to the amount. There was Council consensus to award SY Valley Senior Citizen 's Foundation the amount 0($7,500. Discussion as to the award for the Santa Ynez Historical Museum. Council Members Waite and Jamieson agreed on the full request of $5,000. There was Council consensus to award SY Valley Historical Museum the amount 0($5, 000. Council Member Zimmerman recommended the full request of $4,000 be awarded to the Santa Ynez Valley Boys Baseball League. There was Council consensus to award the SY Valley Boys Baseball League the amount 0($4,000. Mayor Richardson noted that he would like to see NatureTrack receive their funding.
6 Page 6 of 8 There was Council consensus to award the NatureTrack Foundation the amount of$3,500. Council Member Zimmerman suggested that the Elverhoj Museu m receive the full request of $30,000 as it is a fixed amount that they depend on each year. There was Council consensus to award the Elverhoi Museum ofhistory and Art the amount of$30,000. Council Member Waite asked several questions regarding the Danish Days budget, and would like to award the full requested amount to the Danish Days Foundation as it is Solvang's most important event. There was Council consensus to award the Danish Days Foundation the amount of$ Council Member Jamieson recommended the finance subcommittee amount of $2,500 to PCPA. There was Council consensus to award the PCPA the amount of$2,500. Council Member Waite suggested the finance subcommittee amount of $10,000 to the Rotary Club of the Santa Ynez Valley. There was Council consensus to award the Rotary Club of the Santa Ynez Valley the amount of$ Council Member Jamieson agreed with the finance subcommittee recommendation of $45,000 for the Solvang Senior Center. There was Council consensus to award the Solvang Senior Center the amount of $45,000. Discussion regarding the Botanic Garden. There was Council consensus that as no representative was present, no award would be granted to the Santa Ynez Valley Botanic Garden. Mayor Richardson complimented the Veggie Rescue Team organization, and suggested the full request. There was Council consensus to award the Santa Ynez Valley Fruit and Vegetable Rescue the amount of $7,500. Council Member Waite suggested the finance committee's recommended award to PHP of $17,000 as they receive substantial funding from many other sources. There was Council consensus to award People Helping People the amount of$] Council Member Jamieson would like to give the Therapeutic Riding program something. Richardson and Council Member Zimmerman agreed on an amount of$5,000. Mayor There was Council consensus to award the Santa Ynez Valley Therapeutic Riding Program the amount of $5,000. Council Member Zimmerman suggested an award of $3,000 to the United Way of SB County. Council Member Waite agreed as the summer program will be based at Solvang School next year. There was Council consensus to award the United Way of SB County the amount of$3,000. Mayor Richardson suggested an award of the full request to Zaca Center Preschool.
7 MEETrNG OF JUNE 25, 2018 Page 7 of 8 There was Council consensus to award Zaca Center Preschool the amount of $ Motion made by Council Member Zimmerman to approve the grant agency awards as revised, seconded by Council Member Waite, and carried with a roll call vote of 5-0. Mayor Richardson moved on to funding of the Solvang Conference & Visitor's Bureau (SCVB). Presentation by SCVB including Tracy Farhad, Executive Director, and Laura Hanberg. members present included Angie Horn, Art Sevtap, and Ken Harwood. Other board Council Member Waite suggested an amount to include a consumer price index adjustment only, somewhere around $780,000. There was some discussion as to the 2% increase in the TOT tax and the Council's promise to give back to the community when the tax was passed. Council Member Zimmerman expressed concern that we continue to increase our investment in SCVB for marketing campaigns, and thinks the level of tourism has been established and will remain based on what we have already spent. Would rather see us reap some of the rewards of prior contributions by lessening the contribution and adding the difference back into the general fund. Suggested an amount of $640,000. Motion made by Mayor Richardson to award the amount of$775,000 plus the restricted Emergency amount of $30,000 to the Solvang Conference & Visitor's Bureau for a total of $805,000. Seconded by Council Member Waite, and carried with a roll call vote of 3-2 with Council Members Toussaint and Zimmerman voting No. Mayor Richardson announced the next organization to be discussed would be the Solvang Chamber of Commerce and that both he and Council Member Toussaint would be recusing themselves due to personal conflicts. Council Member Jamieson took over control of the meeting as Mayor Pro Tern. Presentation by the Solvang Chamber including Executive Director Tracy Beard; John Martino, President; Patty DeDominic, Board Member and Strategic Planner; Gene Sinser of SCOR; David Brents, Board Member and owner of Succulent Cafe; Liz McDermott, photographer; and Trisha Thompson, ad sales manager for the Solvang Chamber's Business and Relocation Guide. Council Member Zimmerman commented that after hearing all the support for the Chamber, he would like to see what she can do (with the money). Supports the $250,000. Council Member Waite agreed. Mayor Pro Tern Jamieson complimented the work of Tracy Beard, and added that when the community was affected by the Thomas Fire and Mudslide that Tracy knew what to do and went right to work to help the businesses due to the closure of Highway IO I and the reduction in tourism. Motion made by Council Member Zimmerman to award the amount of $250,000 to the Solvang Chamber of Commerce. seconded by Council Member Waite, and carried with a verbal response of with Mayor Richardson and Council Member Toussaint not participating. Mayor Richardson opened the item to public comment at 9:57 p.m. and, seeing none, closed the item.
