APPROVAL: CA BACKGROUND/RELATED STRATEGIC GOAL: The Treasure Coast Community Action Agency Advisory Board is composed of nine members three each from Martin, Okeechobee, and St. Lucie Counties. 2 development and oversight of the Community Services Block Grant services which are provided through the Treasure Coast Community Action Agency. The State of Florida, Department of Community Affairs, receives funds from the federal government and distributes them to Community Action Agencies throughout the state. Three counties (Martin, St. Lucie, and Okeechobee) comprise the Treasure Coast Community Action Agency. The St. Lucie County Board of County Commissioners is designated as the eligible entity to receive Community Services Block Grant funds for this three county agency. Community Services Block Grant program funds are designed to provide a range of services to assist low income people in attaining the skills, knowledge, and motivation necessary to achieve self-sufficiency. Types of assistance include but not limited to: transportation assistance, nutrition programs, emergency food and housing, and homeless prevention programs. The three members that Martin County appoints are: one elected official currently holding office or designated representative (Jan Huffert represents the Commission); one representative of low income population chosen by a democratic selection procedure adequate to assure that there are representatives of the poor in the area served (Jay W. Thompson); and one representative of business, industry, labor, religious, welfare, or education interests in the county so specified (Rafael Castro). An Information Release soliciting applicants for Dr. Castro s position was ed to the Outreach Martin list which includes local Chambers of Commerce and local media. The Information Release was also posted to the County s web page under News. On March 4, 2010, the NAACP sponsored an election per the Treasure Coast Community Action Agency Advisory Board by-laws (for Dr. Castro s position). On February 23, 2010, prior to the election, Administration Staff released an Information Release announcing the election which solicited applicants. The Information Release was mailed to Dr. Castro and ed to the Outreach Martin list which includes local Chambers of Commerce and local media. The Information Release was also posted to the County s web page under News. At the March 4, 2010 NAACP meeting, Latreze Smallwood was elected to serve as the representative of low income population. On February 23, 2010, an Information Release soliciting applicants for Dr. Thompson s position was ed to the Outreach Martin list which includes local Chambers of Commerce and local media. The Information Release was also posted to the County s web page under News. An application and the Information Release were mailed to Dr. Castro. The Administration Staff will mail letters to the appointed individuals; letters will be mailed to the individuals not appointed thanking them for applying; and letters and Certificates of Appreciation will be mailed to any members not reappointed. 3 ISSUES: The Board is asked to appoint ONE individual to fill the position of business, industry, labor, religious, welfare, or education interests in the county on the Treasure Coast Community Action Agency Advisory Board. Skidmore RECOMMENDED ACTION: RECOMMENDATION Appoint Latreze Smallwood to the Treasure Coast Community Action Agency Advisory Board for a term to begin immediately and end April 15, Appoint ONE of the individuals listed under Issues to serve on the Treasure Coast Community Action Agency Advisory Board for a term to begin immediately and end April 15, Authorize the Chairman to sign the letters and Certificates of Appreciation as described under Background. ALTERNATIVE RECOMMENDATIONS Appoint two individuals the Board feels is qualified to serve on the Treasure Coast Community Action Agency Advisory Board and determine the terms. Authorize the Chairman to sign any letters and certificates based on the Board s actions. 4 TREASURE COAST COMMUNITY ACTION AGENCY ADVISORY BOARD This is not a Board of County Commission established Board. Since Ms. Huffert s last day with the County is Friday, April 23, Staff is requesting that Gloria Friedman, Community Grants Coordinator, be appointed to represent the Board of County Commissioners on the Treasure Coast Community Action Agency Advisory Board. REVISED RECOMMENDED ACTIONS: RECOMMENDATIONS: 1.
