APPROVAL: LEG ACA CA BACKGROUND/RELATED STRATEGIC GOAL: The Drug and Alcohol Abuse Awareness Committee was created by Resolution No on July 28, 1987 (attached). The Board of County Commissioners determined that the effects of the use and 808b7d10 1 of 47

2 abuse of drugs and alcohol in the community was a concern of the Board and the citizens of Martin county; concerned citizens formed a committee to address problems and aid in finding solutions associated with drug and alcohol abuse; and the Board recognized the need to work in conjunction with the concerned citizens committee and in supporting their endeavors established the Drug and Alcohol Abuse Awareness Committee. The Drug and Alcohol Abuse Awareness Committee meets quarterly at the Community Services Conference Room, 435 SE Flagler Avenue in Stuart at 3:30 PM. Their agendas are published to the County s web site in a timely manner. On June 19, 2017, the Administration Staff advised Private Citizens Ellen Arnold and Janet McCulloh and treatment representative Robert Zaccheo, Jr. that their terms will expire on August 31, The incumbents were provided an Application for Appointment to complete and return if so desired. On June 19, 2017, the Health and Human Services Division advised the agency representatives that their terms will expire on August 31, They were asked to submit their representative s name and the representative s current resume or application. An Information Release soliciting applicants for the two private citizen positions, the treatment representative, and the youth (non-voting) member was ed via Constant Contact to the Outreach Martin and Local Media lists which includes local Chambers of Commerce, local businesses, local media, and citizens (well over 1,000 recipients). The Information Release was also posted to the County s web page under News. The Administration Staff will advise the applicants of the Commission s decision. Chair letters and Certificates of Appreciation will be mailed to anyone not reappointed. The Chairman will sign the letters and certificates. 5 Drug and Alcohol Abuse Awareness Committee Created Pursuant to Resolution No Powers & Duties: The Committee shall serve as an advisory Committee to the Board of County Commissioners on issues relating to chemical abuse in Martin County. How Appointed: Initial Committee consisted of 15 volunteer members who were officially appointed by the Board of County Commissioners. More volunteers have subsequently joined the Committee. The Committee consists of representatives from the following: State Attorney; City of Stuart; School Board; Treatment Representative; Circuit Court Judge; Public Defender; Sheriff's Department; Sheriff's Department (jail); Martin County Commission; Town of Sewall's Point; Town of Jupiter Island; Clerk of the Court; two private citizens; and one youth member (non-voting) Terms: Members shall be appointed to serve a one year term which may be renewed at the discretion of the Board of County Commissioners. On July 24, 2000, the BCC authorized the solicitation of a youth member to serve on the Committee as a non-voting member. Meetings: Meetings are held quarterly. 9 Info Release For immediate release: June 19, 2017 Contact: Donna Gordon, Administration, , or MARTIN COUNTY DRUG & ALCOHOL ABUSE AWARENESS COMMITTEE VACANCIES The Martin County Board of County Commissioners is seeking applications from individuals interested in being considered for appointment to fill vacancies on the Drug & Alcohol Abuse Awareness Committee. All individuals serve without compensation and are requested to submit an Application for Appointment to Martin County Administration by Friday, July 7, For an Application, please call Martin County Administration or send to Vacant Positions: two Private Citizens a Treatment Representative, and a youth member (non-voting). The terms will begin September 1 and end August 31, 2018, which may be renewed at the discretion of the Board of County Commissioners. Powers & Duties: This is an advisory committee to the Board of County Commissioners regarding substance abuse issues and provides suggestion with regard to direction the Board of County Commissioners could consider assisting the community in combating use/abuse of drugs/alcohol and gives direction regarding the expenditure of Drug Abuse Trust Fund dollars and grant initiatives and subsequent funding expenditures. Florida law prohibits an advisory board member from doing business with its agency (the County). Section (3) and (7), Fla. Stat. Meetings are held quarterly at 3:30 pm at the Community Services Conference Room, 435 SW Flagler Avenue, Stuart. 17 CIRCUIT JUDGE ELIZABETH A. METZGER Judge Elizabeth Metzger graduated from Villanova University in 1984 and from Nova Southeastern University School of Law, with honors, in Prior to her appointment to the bench in 2006, Judge Metzger was a partner with the law firm of Peterson & Bernard, concentrating in civil litigation. Since her appointment to the bench in 2006, Judge Metzger has served in Okeechobee, Indian River, St. Lucie and Martin Counties handling juvenile (dependency and delinquency), civil, family cases and felony cases. Judge Metzger has also served as the Administrative Judge overseeing the Appellate and Civil Divisions, for the 19 th Judicial Circuit and acts a mentor for new judges in the Circuit. Judge Metzger is currently serving as a member of the Florida Supreme Court Committee on Standard Jury Instructions. In July 2015, Judge Metzger began serving as the Chief Judge of the 19 th Judicial Circuit. 17 of 47
