All members present voted in favor, passed. EMPLOYMENT AND TRAINING Ann Kubarek, Director Monthly report submitted and reviewed with the committee. RESOLUTION: 9-14-PL-5 AUTHORIZING THE CHAIRMAN OF THE CAYUGA COUNTY LEGISLATURE TO SIGN THE LOCAL PLAN FOR PROGRAM YEAR 2014 FOR THE WORKPLACE INVESTMENT ACT TITLE I-B WAGNER PEYSER PROGRAMS Motioned by Farrell to approve the resolution, 2 nd by Batman. No discussion. All members present voted in favor of the resolution, passed. CORNELL COOPERATIVE EXTENSION (CCE) Doug Ververs, Director Doug distributed and reviewed with the committee the September report. A registration link for the October 25 th Household Hazardous Waste event is has been added to the CCE and Planning websites. The electronics events are scheduled for Oct 4 th and Nov 15 th. Doug discussed methods to make computer hard drives unreadable prior to recycling, for use against identity theft. The Society of St Andrews will be providing food to the local food pantries and soup kitchens with lbs. bulk bags of food to be distributed to the local churches prior to the holidays. CAYUGA COUNTY TOURISM - Meg Vanek, Executive Director RESOLUTION: cont PL-4 DESINGNATING THE CAYUGA COUNTY CONVENTION AND VISTIORS BUREAU ( CCCVB ) AS THE CAYUGA COUNTY TOURISM PROMOTION AGENCY ( CCTPA) FOR NEW YORK STATE GRANT FUNDING FOR THE YEAR 2015 STATE PROGRAM YEAR AND DESGNATION THE PROGRAM DIRECTOR Meg reviewed the details of this annual resolution which will allow the CCCVB to make applications and to receive funds for most New York State Grant programs and to designate of the CCTPA Program Director for Farrell motioned to approve resolution, 2nd by Foley. No further discussion. All members present voted in favor of the resolution, passed. Members indicated their approval by signing the resolution. 2 SOIL AND WATER CONSERVATION DISTRICT (CCSWD) Doug Kierst, Executive Director Monthly report submitted and reviewed with the committee. Staff continuing reviewing landowners Best Management Practices. A Soil Health Management Workshop was attended by 50 local farmers in August. PLANNING AND ECONOMIC DEVELOPMENT Stephen Lynch, Director Monthly report submitted and reviewed with the committee. RESOLUTIONS: cont PL-1 AUTHORIZING THE SIGNING OF CONTRACT FOR HAZARDOUS WASTE CLEANUP PROJECT. Motioned by Farrell to approve resolution, 2nd by Baxter. No further discussion. All members present voted in favor of the resolution, passed. Members indicated their approval by signing the resolution PL-2 AUTHORIZATION FOR CONTRACT AMENDMENTS TO IMPLEMENT THE MERIDIAN ENVIRONMENTAL RESTORATION PROJECT. Motioned by Farrell to approve the resolution, 2 nd by Reginelli. Committee asked about the process to remediate other brownfield sites, when taken over by municipalities for unpaid taxes. Steve explained a committee has been set up with members from Real Property, Buildings and Grounds, Planning, Attorney, Treasurer and Highway Departments and to establish a policy on reviewing all existing County owned parcels to determine if any environmental liabilities exist prior to County ownership through tax foreclosure. Discussion was held on the possible funding mechanisms available for remediation on the parcels if necessary. All members present voted in favor of the resolution, passed. Members indicated their approval by signing the resolution PL-3 APPROVAL OF THE REVISED BY LAWS OF THE CAYUGA COUNTY WATER QUALILTY MANAGEMENT AGENCY Motioned by Batman to approve resolution, 2nd by Baxter. No further discussion. All members present voted in favor of the resolution, passed. Members indicated their approval by signing the resolution. Steve stated work continues on the Emerson Park Boat Launch project from the 2013 CFA awards with the submittal of the RFP for the bids and the subsequent awards. The 2014 CFA award for $75,000 submitted as a follow to fund the 2013 award, had the approval announced by the Governor in August to allow for the addition of three permanent docks and five floating docks. John Zepko, the new staff Planner has started this week. As a Senior Planner with the Town of Malta, John facilitated the development of the Luther Forest Technology Park which enabled the location of Global Foundries to the area. The final public participation presentation was held on August 27 th. Staff will prepare a final presentation to the Parks commission, followed by a report the full Legislature. CCUPSA members will be attending a Central New York Solar Summit workshop presented by Central New York Regional Planning and Development in October. LEGISLATURE Resolutions: cont: 9-14-LEG-1 TO ADOPT THE LOCAL LAW NO. FOR THE YEAR 2014, A LOCAL LAW TO OVERRIDE THE TAX LEVY LIMIT ESTABLISHED IN GENERAL MUNICAPL LAW 3-c (2/3) Motioned by Batman to approve resolution, 2nd by Farrell. No further discussion. Members Lattimore and Foley opposed, all other members present voted in favor of the resolution, passed. Members indicated their approval by signing the resolution. PLANNING AND ECONOMIC DEVELOPMENT COMMITTEE MEETING MINUTES September 11, 2014 Page 2 of 3
3 CAYUGA ECONOMIC DEVELOPMENT AGENCY (CEDA) Andrew Fish, Executive Director The CEDA monthly report was submitted and reviewed. Andrew, summarized the submitted CEDA 2013 Annual Report and reviewed the 2014 YTD Overview. Andrew reviewed the business visitation activities, site selection inquiries and ongoing project assistance. Three small business loans were approved in 2014 and three 2014 CFA applications were submitted requesting $3.1 M in State grants and credits funding with a potential of 230 new jobs. Andrew presented his 2015 Draft Budget and County funding request. Fish summarized the County funding and salaries budgeted to those of surrounding counties. Committee members, along with County Administrator Suzanne Sinclair, asked about other proposed revenues sources for 2015 and the presented scope of services for the City of Auburn, along with the services supporting the Towns and Villages within in the County. CEDA is requesting the implementation of a three year contract with the County to perform the County s economic development services. Chairman Chapman asked for a special meeting to further discuss other financial scenarios in which a mechanism could be put in place to fund all economic development activities including infrastructure upgrades and other projects needed to assist economic growth within the County along with CEDA. ADJOURNMENT: Mark Farrell motioned to adjourn the Planning and Economic Development Committee meeting at 7:25 p.m., seconded by Terry Baxter. All in favor, passed.
