Approval of Minutes August 26, 2014 Minutes Motion to Approve the Minutes: Legislator Potter September 11, 2014 Motion to Approve the Minutes: Legislator Potter 2. Central Services A. Computer Software License Request Employment and Training Greg Heffner, Commissioner of Department of Social Services explained that the Oswego County Department of Social Services Employment and Training division have been using the Metrix On-Line Learning System to provide job seekers with an 1

2 opportunity to address and remediate skill deficiencies, and to obtain occupational skills they can use to secure, retain or upgrade employment in their chosen occupation. The licenses will expire on 9/30/14. Mr. Heffner said that they are requesting to purchase 200 additional software licenses for the job seeker population. The Metrix System is on the State Contract List. The total cost for these licenses will not exceed $8, All costs will be paid 100% federal and state grant funds. There are no local shares. Motion to accept: Legislator Walpole 3. BID/RFP Report Bid # Dump Body and Hoist Package Daniel Stevens distributed a revised report. He explained that the Department of Public Works seeks to purchase a new aluminum dump body package for installation upon one of its existing chassis. Oswego County solicited Bid #25-14 by direct mail to eleven vendors, legal advertising, and the purchasing website. Purchasing received and opened two bids publicly on Wednesday, September 17, It is recommended to award to the low bidder Tracey Road Equipment in the amount of $28, Motion to accept: Legislator Martino Vote: Legislators Hayes, Potter, Martino, Holst, Schadt, Walpole and Weatherup in favor, Legislator Castiglia opposed; motion carried. Bid #26-14 The Parish Garage requires steel decking panels to support a new roof as designated by SWBR Architects, the County s architect of record for this project. Oswego County solicited Bid #26-14 by direct mail to nine vendors, legal advertising, and the Purchasing website. Purchasing received and opened responses publicly on Thursday, September 18, They received three bids the low bid is from Steel Sales, Inc. form Sherburne NY in the amount of $9, Motion to accept: Legislator Potter Vote: Legislators Hayes, Potter, Martino, Holst, Schadt, Walpole and Weatherup in favor, Legislator Castiglia opposed; motion carried. Bid #27-14 EPDM Roofing Weld The Parish Garage requires a mechanically attached roof system consistent with plans developed by SWBR Architects, the County s architect of record for this project. Oswego County solicited Bid #27-14 by direct mail to nine vendors, legal advertising, and the Purchasing website. Purchasing received and opened publicly responses on Thursday, September 18, There are no bids to report. Mr. Stevens recommends discussing at the October meeting. Legislator Castiglia explained that he voted no on the above bids because he did not receive any financial information prior to the meeting. Bid #30-14 Municipal Lease - VOIP Oswego County solicited Bid #30-14 by direct mail to five local banks, legal advertising and the Purchasing website. Purchasing received one response prior to the scheduled bid opening time of 2:00 PM, Thursday, September 25, As a consequence of an informal solicitation of interest, Purchasing is aware of another financial institution 2

3 willing to finance the project at more favorable terms. Purchasing is requesting to reject the bid from Interstate Leasing Company and allow Purchasing to rebid. Mr. Stevens explained that General Municipal Law allows the Legislature to reject a bid if it is in the best interest of the county. Motion to reject the bid we received and allow to rebid: Legislator Walpole Second: Legislator Martino 4. Renewable Energy and Energy Conservation Project David Turner, Director of Community Development Planning and Tourism explained that this will authorize the Chairman to enter into agreements with NYSERDA and SolarCity should NYSERDA approve the applications submitted in July under their PON He added that earlier this year, this committee authorized a non-binding application to NYSERDA for the development of two photovoltaic (PC) projects that would be built on County property but owned, operated and maintained by SolarCity. The County would then agree to purchase the power produced at those two sites at a fixed price for a period of twenty years. The potential savings from this partnership was estimated at approximately $330, in the first year of operation. The department is waiting to hear from the Governor s office and is asking that this project be advanced by authorizing the Chairman to execute any and all documents that may be necessary to finalize these initiatives once the actual financial figures are available and found to be acceptable by the legislature. There will be an average of about $400, a year in savings. Motion to accept: Legislator Martino Second: Legislator Walpole Discussion: Legislator Castiglia asked when this will be available for the County to start using. Mr. Turner explained that construction will start next year and in production sometime during The first full year of savings will be in Legislator Wilbur suggested a press release from the Governor s office listing Oswego County as a community receiving money for solar power grants. 5. Airport A. C-speed Lease Renewal (Radar) Kurt Ospelt, Highway Department Supervisor explained that this is a renewal lease. He added that the only difference is that there will be some equipment installed in Bruce Bisbo s office, Oswego County Airport Manager. Motion to accept: Legislator Martino Second: Legislator Potter 6. Solid Waste A. Transfer Stations Options 7. Frank Visser, Solid Waste Director distributed the proposed changes at the Transfer Stations that have been compiled under the guidance of the Chairman Gardner and with the recommendations of the transfer station committee: OPTION 1 Close the transfer stations for an additional day. OPTION 2 Eliminate punch cards. OPTION 3 Eliminate hand passes OPTION 4 Raise Additional Sticker and Replacement Sticker fee to $10 OPTION 5 Implement strict Minor Hauler policy OPTION 6 Increase Minor Hauler tip fee at the MRF (C&D Only) to $75/Ton Motion to keep the transfer stations open and use the information that Frank Visser has submitted as a guideline: Legislator Martino 3

4 Discussion: Legislator Castiglia shared his concern that this is the first time this committee has seen these options. Legislature Chairman Gardner explained that the information was sent to the Minority Leader asking for direction from the Minority Caucus. Legislator Castiglia shared his thoughts that the information should have been given to the committee prior to the day of the meeting for the committee to review in detail. Chairman of the Legislature Gardner explained that there were many suggestions that were given to the Transfer Station committee for review; some of these ideas may be able to be shared in the future. He continued to say that it is important to keep the transfer stations open and then look at a long term plan. Legislator Schadt suggested that any information that needs a vote be sent to the entire committee as a courtesy. Legislator Schadt also stated that she would like to see a reserve created so the Legislature is prepared for the future. Legislator Wilbur thanked Mr. Visser and Chairman of the Transfer Station Committee, Legislator Lockwood for all the research and work they did to keep the transfer stations open. Legislator Schadt shared information from Palmer s TV and the problem with them recycling old television sets. Mr. Visser explained that New York State Legislature passed the New York State Electronics Reuse and Recycling Act of In 2015 electronic products can no longer be put in a landfill or incinerator. The law requires manufacturers to cover the cost of recycling. However, due to a glut of recycled TVs and monitors there is insufficient processing capacity and we may not be able to find a vendor torecycle units collected in the County. He explained that there are problems with the recycling law and new laws are proposed for paints, carpets and mattresses. This is not a local law it is a New York State Law. Mr. Visser a letter to businesses and school districts saying the DSW will be unable to take any electronicsfrom them at this time. Legislator Wilbur suggested we write a resolution asking the state to correct the problem. Vote: A roll call vote was taken. Legislators Hayes, Potter, Castiglia, Martino, Holst, Schadt, Walpole and Weatherup in favor; motion carried. 8. New Business William Malone, Buildings and Grounds Superintendent explained that last week a couple of generators did not run properly. The one at the public safety building needs to be rebuilt.
