FRENCH RD LAKE LEELANAU, MI PHONE: Centerville Township Regular Monthly Board Meeting Minutes April 12, 2017 at 7:00PM Centerville Township Hall Call to Order: Supervisor Schwantes called the meeting to order at 7:00PM. ZONING ADMIN: TIM CYPHER PO BOX 226 LAKE LEELANAU, MI CELL: FAX Members Present: Board Members present were James Schwantes, David Wurm, Katrina Pleva, Dan Hubbell, and Ronald Schaub. Others Present: Tim Cypher, Zoning Administrator, & Brian Booth. Public Comment: None. Approve Agenda: Motion to approve agenda by Schaub, seconded by Pleva. Agenda approved. Approval of Consent Agenda: Motion by Pleva to approve the consent agenda to approve the March 8, March 25, 2017 minutes & pay township invoices, seconded by Schaub. Ayes=4, No=0, Motion carried. Dan Hubbell arrived at this time (7:05pm). Treasurer s Report: Township Chase Tax Fund Checking $118.35, Chase HI Yield Savings $10,110.13, Chase Business Savings $5,008.62, Chase Commercial Checking $240,357.32, and Fifth Third CD is $30, and Chemical Bank CD is $51,459.77, mbank CD s are $50, and $25, with combined CD s of $157, The general fund balance is $413, Motion by Hubbell to accept the Treasurer s Report as presented, supported by Wurm. Ayes=5, No=0, Motion carried. Lawn Care Contract: Brian Booth has been taking care of the lawn care needs at the township park & hall for several years now. He is requesting an increase from $2,040 to $2,250. Motion by Schwantes to renew lawn care contract at the increased rate of $2,250, supported by Hubbell. Ayes=5, No=0, Motion carried. Six (6) payments of $375 will be made starting in June and ending in November. Schwantes signed the contract with acceptance of insurance waiver by Brian Booth. Assessor s Report: Assessor was not present. The assessor completed the Assessor Review Checklist and submitted a copy to the supervisor. A June 2017 Board of Review meeting is being scheduled with a Zoning Board of Appeals organizational meeting to follow. Zoning Administrator (ZA) Report: 2 Land Use Permits & no Land Divisions were requested in March. Tim Cypher updated the board on the Sweeney Property. 3 Draft 04/12/2017 Planning Commission (PC) Activities/Comments: Board members reviewed March 28 th, 2017 & April 10 th, 2017 minutes prior to the meeting. The next regular PC meeting will be held May 8, 2017 at 7PM at the Centerville Township Hall. Supervisor Schwantes recommended reappointment of planning commissioner members as follows: Planning Commission: Cynthia Landers 3 Years, term expires Dec. 31, 2020 Michael Scharpf 3 Years, term expires Dec. 31, 2020 Motion by Hubbell to reappoint Cynthia Landers & Michael Scharpf to the PC for a 3 year term to expire December 31, 2020, seconded by Schaub. Ayes=5, No=0, Motion carried. Board members discussed the Michigan Township Association Focus article on Medical Marijuana Ordinances. Cypher was a great reference since he was able to attend several workshops on the subject. Our Master Plan defined the goal in the township to preserve farmland. Since most of these facilities use a 40 or 80 acre parcel with a pole barn in the middle, board consensus was this was not a good use of our agricultural district and therefore was not in favor of the planning commission pursuing an ordinance to allow such use. Currently if no ordinance is adopted this activity is not allowed in the township. Fire Department: Plans continue as we get closer to begin construction of the sleeping quarters. Solon board members approved the bid of Cooley Construction for $133K with a 10% contingency to be shared with Centerville Township. Motion by Hubbell to approve the same bid of Cooley Contruction for $133K with a 10% contingency with Solon Township, supported by Pleva. Ayes=5, No=0, Motion carried. Schwantes & Joan Gauthier represent the townships with Don McMullen to represent the fire department. Any change order requests will be discussed with Chris Touhey of Cooley with our representatives. One issue facing the committee is that the fire department uses a septic system with a drain field on the south side and holding tanks on the north side. The cost of pumping makes this a major consideration for the contractors which needs a solution. Cedar Area Fire & Rescue Board will hold a special meeting (workshop) on Tuesday, April 18 th to develop a 5 year plan and their regular meeting, Thursday, April 20 th, at 7PM at the Cedar Fire Hall. Board Unfinished Business: Schwantes will work with Cypher to facilitate plans on the township building upgrade. Road improvement planning within the township continues. Next Regular Township Board Meeting: The next regular township board meeting will be held Wednesday, May 10 th, 2017 at 7PM at the Centerville Township Hall.
