Lintz Supervisor Scheib-Snider called the regular meeting of the Rose Township Board of Trustees to order at 7:00 p.m. at the Rose Township Hall, 9080 Mason Street, Rose Township, Michigan and led in the Pledge of Allegiance. Board Members Present: Miller, Gambka, Blaska, Noble, Scheib-Snider Board Members Not Present: None APPROVAL OF AGENDA: A. Approval of Proposed Agenda for April 11, 2018 Noble adds line item 6(M) Agricultural Zoning Discussion Moved by Noble, seconded by Lynn, motion carried to approve the Agenda as amended. UNFINISHED BUSINESS: A. Cell Tower Lease None. NEW BUSINESS: A. Fire Suppression Well Fire Chief Lintz summarizes fire suppression well information and is available for questions (8 well depth, 120 deep, $43,700.00). Moved by Scheib-Snider, seconded by Gambka, motion carried to accept CE Layman & Son s bid for the fire suppression well project as follows: 1 large cap, 500 gallon per minute, 30psi at MSP radio tower site, 8 PVC casing, 120 depth, in the amount of $43, also including Test Well #1, minus donated amount of $10, and approve other site in the amount of $7, for gravel and site work, electrical, 50 pipe, 43 /foot, entire budget not to exceed $41, Voting Yes: Gambka, Blaska, Noble, Miller, Scheib-Snider B. Lawn Care Bids for Hall, Office, and Parks Moved by Blaska, seconded by Gambka, motion carried to accept the 2018 TPC Lawn Care bid for the Township Hall, Office and Park in the amount of $3, Voting Yes: Miller, Gambka, Blaska, Noble, Scheib-Snider C. Lawn Care Bids for Cemetery Moved by Noble, seconded by Miller, motion carried to accept the 2018 TPC Lawn Care bid for the cemetery in the amount of $9, D. New Committee Land and Water Protection Noble mentions the hazardous waste sites located in the Township and the necessity to map them. RCOC Dust Control Moved by Scheib-Snider, seconded by Noble, motion carried to accept the proposed RCOC dust control application (five (5) applications) in the amount at $95, F. West Nile Virus Grant Resolution Moved by Scheib-Snider, seconded by Blaska, motion carried to approve the West Nile Virus Grant participation/reimbursement Resolution in the amount of $2, ROSE TWP. RESOLUTION # WEST NILE VIRUS FUND PARTICIPATION AND REIMBURSEMENT AUTHORIZATION WHEREAS, WHEREAS, WHEREAS, Upon the recommendation of the Oakland County Executive, the Oakland County Board of Commissioners has established a West Nile Virus Fund Program to assist Oakland County cities, villages and townships in addressing mosquito control activities; and Oakland County s West Nile Virus Fund Program authorizes Oakland County cities, villages and townships to apply for reimbursement of eligible expenses incurred in connection with personal mosquito protection measures/activity, mosquito habitat eradication, mosquito larvicide or focused adult mosquito insecticide spraying in designated community green areas; and Rose Township, Oakland County, Michigan will, incur expenses in connection with mosquito control activities believed to be eligible for reimbursement under Oakland County s West Nile Virus Fund Program. NOW THEREFORE BE IT RESOLVED that the Rose Township Board of Trustees authorizes the Township Treasurer, as agent for the Township, in the manner and to the extent provided by the Oakland County Board of Commissioners, to confirm the township s participation in the West Nile Virus mosquito protection program and to request reimbursement of up to $2, for mosquito control activity, specifically personal mosquito repellent products, under Oakland County s West Nile Virus Fund Program. BE IT FURTHER RESOLVED that in order to provide effective West Nile Virus protection, Rose Township will distribute the purchased mosquito repellent products to its residents from the township offices, the township parks and from any other location that may become available for distribution. { } Page 3 ROSE TOWNSHIP BOARD OF

Master Plan (Previously Provided) Moved by Scheib-Snider, seconded by Blaska, motion carried to adopt the 2018 Rose Township Master Plan containing the Rose Township Planning Commission s recommendations/changes and the Oakland County Board of Commissioner s recommendations. Noble suggests that the Oakland County Board of Commissioners recommendations be placed into the final copy and that final copies also be printed/bound and distributed to Township Boards. Scheib- Snider states she will make the copies available. Miller states for sake of transparency the Master Plan should include a hazardous waste site map. Scheib-Snider states the Planning Commission decided against this. Voting Yes: Blaska, Noble, Miller, Gambka, Scheib-Snider H. Request for Extension at Markland Moved by Blaska, seconded by Miller, motion carried to approve the requested extension until the end of June, I. Michigan Department of Treasury Uniform Charts of Accounts Moved by Blaska, seconded by Miller, motion carried to accept the Michigan Treasury Uniform Charts of Accounts. Voting Yes: Miller, Gambka, Blaska, Noble, Scheib-Snider J. Oakland Conservation District Spring Tree Sale Deadline expired. K. April is Fair Housing Month in Oakland County Proclamation Moved by Scheib-Snider, seconded by Noble, motion carried to recognize that April is the Fair Housing Month in Oakland County. L. 5 with regard to this proposal. RTA Board meeting/may 9, Resolution prepared for next meeting and publish in the Oakland Press and Tri-County Times. M. Agricultural Zoning Discussion Noble presents an article, asks that it be distributed to all Township Boards and summarizes its content: It has been determined in another Township that an individual with 24 acres of land could not distribute his farm manure onto the ground, went to ZBA, local court determined Township erred in its decision and must pay costs. N. Closed Session with Attorney Pursuant to MCL (h) and MCL (g) to Discuss Legal Opinion Dated April 3, 2018 Moved by Scheib-Snider, seconded by Blaska, motion carried to begin closed session at pursuant to MCL (h) and MCL (g), discussion of legal opinion dated April 3, Moved by Scheib-Snider, seconded by Noble, motion carried to go begin open session Moved by Scheib-Snider, seconded by Noble, motion carried that Township Attorney to proceed as directed in closed session. Miller states there will be a meeting next month. There are headstones in need of repair. E. Parks and Recreation Completed final draft of Plan. 6 F. Heritage Committee.Meeting held, discussed event where home owners discuss their home(s). In 2020 Oakland County will be 200 years old, discussed celebration. Discussed the creation/design of a Rose Township flag. G. Supervisor s Report West Nile Grant brochures available. Received Engineering Report, copy available. No-Haz brochures available. Biology major (college student) will be assisting mapping invasive species, etc. Miller states there is a state primary election on August 7, 2018 (voting registration deadline - July 9, 2018), and a general election on November 6, 2018 (voting registration deadline - October 9, The Libertarian party has received primary ballot status. BRIEF PUBLIC COMMENT General Items NOT on Agenda (limit comments to 3 minutes each item): Ian Shetron, resident of Flushing, is running for State Representative (Republican) for the 51 st District. His focus includes roads, against RTA, reforming no-fault auto insurance, and pension tax relief. Tim Claus, resident asks Supervisor to speak to Janet Cousins regarding her changes to Master Plan. Guy Rossi, Resident states the Board should not take opting out of the RTA lightly, if passed will have ramifications for 20 years and urges the Board to act in a timely manner.
