Chairperson Tennies called the meeting of the Washington County Board of Supervisors to order at 9:00 a.m. A moment of silent prayer and Pledge of Allegiance were observed followed by a reading of the Affidavit of Posting of the meeting. MINUTES Moved by Mr. Sorce, seconded by Mr. McCune to approve the minutes of July 8, 2014, as presented. Motion carried. INTRODUCTION OF HUMAN RESOURCES DIRECTOR County Administrator Joshua Schoemann introduced Todd Scott, the new Director of the Human Resources Department RESOLUTION 26 - COMMENDATION OF RANDY S. MILLER Summary: Retirement Commendation for Randy S. Miller. Moved by Mr. Myers, seconded by Mr. Krebs to adopt 2014 Resolution 26 - Commendation of Randy S. Miller. County Clerk Jaszewski read the commendation. Motion carried with a rising vote of thanks by the Board. SOUTHEAST WISCONSIN PROFESSIONAL BASEBALL DISTRICT BOARD (SEWPBD) UPDATE Appearance: Executive Director Michael Duckett Mr. Duckett presented an update on Miller Park and the district sales tax. 21 Overview Washington County Historical Society, Inc Mission Statement The Washington County Historical Society: preserving, collecting, and interpreting our history to encourage community interest in the education and research of Washington County, and ensuring that audiences of all ages continue to share and appreciate their rich heritage. Education Department Accomplishments This year the Education Department developed a new specialty tour to celebrate the 125 th Anniversary of the Old Courthouse; It s in the Details: Architecture Tour & Trip to Tower. This tour focuses on the architecture, symbolism, and construction of the building, climaxing with a climb to the balcony level of the tower. The department has also been reworking its Discovery Boxes, one on glaciers and one on woodland Indians. There has been an increase in Discovery Boxes requests; 2014 midyear total of 1263 has already surpassed 2012 s entire year totals. In 2013, 1702 students experienced a Discovery Box. A new program called Settlers & Science at St. Agnes Historic Site was developed for 3rd graders. The students learn how changing the forests of Wisconsin into farmland took not only brutal force and many tools, but also planning, math (measurements, statistics, and probability), and science. In 2013, we succeeded in our goal of creating an historical walking tour map and our Kohlsville Tour. Over 70 people attended despite the tropical weather. The County Crossroads Walking Tour will be an ongoing program and a new tour will be developed in The map is also available in our Gift Shop so people can head out on their own tour. The Education Department heads up the Outreach Committee. This Committee is made-up of Volunteers who oversee programs that involve Washington County Historical Society Members and bring in new members. Outreach Committee 2014 Programs: Collection of Collectors: Collectors gather and share their passion about a special item Show and Tell Auctioneer Mike Paul reviews items brought in by participants United States Flag History presented by the Kettle Moraine Detachment 1203 Walking Tour: Wellspring Organic Farm Laundry Soap Workshop with the Century Farmhouse Pioneer Kids Day: Trappers and Traders Living History Encampment LHE focuses on cultural, social, political, economic, and geographical environments of Wisconsin during the years Professional reenacting educators discuss changes and continuity of human life and its interaction with nature. This year s encampment included a Blacksmith, Plains trader, Frontier Cooking and Life Ways Demonstrations, Melting Pot Music with primitive instruments. The first 2 days are reserved for school and home school children and fulfill 4 th and 5 th grades requirements for Mathematics, Science, Social Studies, and Language. The Saturday program is open to the public. 2

22 Overview Washington County Historical Society, Inc Pioneer Kids Day This program is designed by the Outreach Committee and continues to be a success with nearly 80 children attending. Each year the committee chooses a subject for a half-day interactive program geared to grades 1 st 5 th s theme was Woodland Indians and this year s theme is Trappers and Traders. Home School Classes: Each spring the Curator of Education designs a series of Home School Courses, which have been very successful and continue to grow in popularity. The courses start in January and run through May. This year s classes were on a variety of subjects including the Meteorite and Planets with Professor Swapnil Tripathi from the UWWC, Historic Hero and Heroines, and History of Photography. Adult Courses: Last year a Lunch and Learn program was added and has been well attended. This year we invited Catherine Sawinski, Assistant Curator at Milwaukee Art Museum to present Small Worlds: The History and Hobby of Dollhouse Miniatures and in December we will offer Trial of Richard Hauptmann for Kidnapping and Murder of the Lindbergh Baby with Hope Nelson, daughter of New Jersey Governor Harold G. Hoffman. Specialty Tours: Specialty tours allow the Society to charge a higher fee for tours. These tours continue to sell out and bring people from as far as Northern Illinois. For many of our special tours and programs we have nearly 75% attendance from non-members outside of West Bend. Tours include: Imprisoned Spirits: Paranormal Museums, A Ride on the Strange Side Bus Tour, Murders in the Rue Morgue Interactive Tour and It s in the Details, Architecture Tour. Collaborative Programs The Society continues to seek-out other organizations to collaborate with in order to broaden our outreach and explore new creative programs. The Society collaborated with community members on several programs throughout the year including West Bend High School Dixie Land Band, Girl Scouts Mystery in the Museum, Slinger High School s History and Culture program, Hartford Rotary s Enchantment in the Park, the West Bend Rotary s Amazing Race. In 2013, the Society partnered with other Washington County organizations to present the Big Read: Edgar Allan Poe. Education and Programming 2014 Goals Republish Dark Lanterns and create a program for its August 15 th anniversary. Create a program for Toddlers and Families Digitize Discovery Box Images for Classroom Smart Boards Research Center Accomplishments An invaluable service offered by the society is the Research Center. Here patrons receive help from trained volunteer research assistants. In 2013, the center had 238 visitors with research requests and 140 requests. This does not include the weekly requests from the local papers. We also work with students and community partners such as Slinger High School s History and Culture Project, which is a part of the Wisconsin Teachers of Local Culture Bringing It Home: Teams Design a Local Culture Classroom & Community Project. The Center is staffed by one full time employee and has on average 6 dedicated volunteers working each day. The Curator of Archives oversees over 17,000 digitized photographs, cemetery records, tax records, newspaper archives, diaries, family papers, probate and wills, school records, genealogy records, church records, and an extensive newspaper archive. The center continuously receives new donations that need to stored and cataloged. 3

23 Overview Washington County Historical Society, Inc After examining our future needs for the Research Center and through a grant from Washington County, the Society is in the process of making the needed changes to create a more efficient Research Center for future generations. With the grant and donations we purchased a new micro-film reader and scanner. We also hired History IT a consulting firm. From their report we will develop a strategic plan that will consider the growth in archival materials and digitization of the collection. Also, the Center needs to improve offsite public access to the collection. The plan will include better public access through on-line, digitizing the collection and creating more storage space for the future. Research Center 2015 Goals Digitize the obituaries Digitize and add to the web-site plat maps Catalogue the West Bend Co./Regal Ware Archival Materials Exhibits and Collections Accomplishments This year we mounted a new exhibit Roots: Food Production Comes Full Circle. This exhibit will run until It is partially funded by the Hartford Foundation and we recently partnered with Organic Valley to add an exhibit about one of their local farmers. Because we are also running out of space for our artifacts to be safely stored, this year we have begun replacing our old shelving with museum quality shelving. This project is partially funded through a grant from the Wisconsin Federation of Museums and WE Energy. We are also moving the West Bend Co./Regal Ware Collection to the Old Courthouse Museum. The Society continues to receive new artifacts from the community that needs to be catalogued and safely stored. Volunteers are currently working on cataloguing a large collection from the West Bend leather industry. Exhibit and Collections Goals for 2015 Update the Victorian Secret s exhibit to the 1900 s era. Edit and Publish a book about the City of West Bend Mount an exhibit on Birth and Death Mount a temporary Lego exhibit on the architecture of the Old Courthouse and Jail. Move the West Bend Co./Regal Ware Collection with the WCHS current collection. Volunteers and Interns Volunteer continue to provide the Society with much needed help. Without our 120 Volunteers putting in an average 13,000 hours a year we could not succeed. If the society did not have a dedicated volunteer base, it would cost over $260, 0000 to pay for the services. The Society s internship program continues to expand and we now have students from UW Madison and Milwaukee approaching us about an internship. We continue to offer our stipend Jeanne Kreilkamp Summer Internship. These internships not only help the Society, but they give local students an opportunity to gain real life experience in the Museum field. 4

24 Overview Washington County Historical Society, Inc Washington County Historical Society Goals and Accomplishments The Society has accomplished most of its 2014 goals by mid-year. Through the help of Washington County and our Members we have been able to make great improvements to our Research Center. We are currently in the process of creating a strategic plan for the Research Center that will consider the growth, storage, technology, and accessibility of the archival materials. We worked with the West Bend Leadership Group on developing public evaluation tools that will be used to implement a strategic plan for the organization. Although we could not collaborate with Moraine Park Tech College on integrating technology into the exhibits. We did receive a grant to purchase ipads and developed our own QR codes to bring technology to entice younger generations to visit and use the museum s resources. Our exhibit Roots: Food Production Come Full Circle open in May of Our Board of Directors has developed active committees that now meet regularly, such as the Development Committee that launched the Architecture Tour and a facilities committee. We have been in contact with a local designer and will begin the process of a new webpage in September of Goals Republish Dark Lanterns and develop a program around the book s major themes. Create a series of videos to be viewed in the Visitor Center. Continue our redesign of the Research Center and develop a strategic plan. Publish a book about the History of the City of West Bend. Continue to improve our storage of our collection and incorporate the West Bend Co/Regal Ware Collection. Develop another walking tour for our County Crossroads Program. Develop small gatherings for long time members and individual donors. 5

25 Overview Washington County Historical Society, Inc 2014/2015 Budget Condition The Washington County Historical Society continues to shape itself to meet the needs of a changing community. Over the past few years the age and interests of our membership has changed. The Society continues to find ways to bring exceptional programs to the community in the most economical way. In 2009, the Society received a tax levy contribution of $175,000. This is $30,480 more than we received in The Society has worked hard to reduce its operating expenses by nearly $40,000. We look for imaginative ways to increase our income through different sources and still maintain an exceptional local museum. Last year we made improvements in our IT equipment. This reduced our monthly IT bills from $300 to $140 per month. This year, we reduced our Health Care by 33%. We also reduced our Administrative Assistant position from full time with benefits to a part time position. We revamped our gift shop and have already exceeded last year s total income. We have added more specialty tours that have a fee. We also seek ways to build a bigger audience and stay current with modern trends. Last year, over 6,000 people participated either as a visitor to the museum or as a participant in one of our programs. The Society has made improvements on membership and grants. In 2013, the Society formed a new Board Chaired Development Committee to work with the Director on creating more dynamic fundraisers and discovering other sources for revenue. This year, the committee put together Centuries of Architecture Tour which had good success netting over $4,000 and we look forward to presenting it again in A Holiday Square Dance is being planned for December. Membership/Annual Appeal: The Society has made improvements in its membership totals, in 2010 there had been a decline in numbers. The society still looks to bring in a younger audience; recently we added a kid friendly newsletter, free admission to Pioneer Kids Day, and pay by credit card for programs. The Society has 433 household memberships. The Annual Appeal is send out to nearly a 1000 households in September/October. In 2013, the Society earned over $20,000 in membership and the annual appeal gifts. Individual Giving and Family Foundations: These two sources bring in about 30% of the Society s annual income. Through building good community relations the Society continues to receive support from these sources. Admission Fees, Program Fees and Gift Shop: These fees help the society offset some expenses in offering free programs and having the museum open on the weekends. In 2013 these areas brought nearly $6,000. Grants: Grants enable the Society to move forward through funding special projects and programs. Over the past 3 years the Society has raised over $68,000 in grant money. Grant money also enabled us to design a new classroom, develop an internship program, mount several exhibits, and restore the Zinn Dollhouse. The Washington County Historical Society is requesting operational support from Washington County in the amount of $141,628 for

DISCUSSION: Since the adoption of 2011 Acts 10 and 32 by the State of Wisconsin, aside from the Washington County Deputy Sheriff s Association, there continues to be three certified unions amongst the ranks of Washington County employees. These unions include employees in corrections, highway and parks. In accordance with the requirements of Act 10 & 32, these unions have conducted certifications votes in each of the past three years, each year voting to certify each of the unions. In recent weeks, parks and highway laborers, each represented by Teamsters General Local Union No. 200, have requested that we have signed agreements for 2013 and The proposed agreements are recognition of the respective union and serve as an acknowledgement of the employees eligible to be in the union. Most notably, the agreements indicate a 0% wage increase for both 2013 and After consulting with Labor Counsel, respecting the rights of our employees to collectively bargain within the auspices of Act 10 & 32, Administrative Services Committee made the following motion at their August 14, 2014 meeting: COST: None. DISCUSSION: In 2011, Acts 10 and 32 were passed. One of the impacts of the legislation impacted collective bargaining. Specifically, the bills made changes to limit collective bargaining for public employee to wages. Total wage increases could not exceed a cap based on the consumer price index. Contracts would be limited to one year and bargaining units are required to take annual vote to maintain certification as a union.
