8 Vol ume 74- Page 686 IN THE MATTER OF CONTRACT-BORDER PATROL, LLC-JEFFERSON COUNTY ROAD # BRIDGE REPLACEMENT PROJECT-JEFFERSON COUNTY ENGINEERING DEPARTMENT Mr. Maple moved the Board of Commissioners, County of Jefferson, State of Ohio, approve and sign the following: CONTRACT THIS CONTRACT made this 29th day of March, 2018 by and between Border Patrol, LLC, Water Works Road, Hopedale, Ohio 43976,(a corporation and existing under the laws of the State of Ohio), hereinafter referred to as the CONTRACTOR, and the Jefferson County Board of Commissioners. WITNESSETH, the CONTRACTOR and the COUNTY for the consideration stated herein agree as follows: ARTICLE 1 - STATEMENT OF WORK - The CONTRACTOR shall furnish all supervision, technical personnel, labor, materials, machinery, tools, equipment and services, including transportation services, and complete all work required for the JEFFERSON COUNTY ROAD # SALEM TOWNSHIP BRIDGE REPLACEMENT PROJECT, for the Jefferson County Engineering Department, submitted with the Bid or Proposal dated March 8, ARTICLE 2 - CONTRACT PRICE - The COUNTY will pay the CONTRACTOR for performance of the CONTRACT, in current funds, subject to any additions or deductions agreed between the COUNTY and CONTRACTOR in an amount not to exceed One Hundred Eighty-Seven Thousand Forty-Three Dollars and No Cents ($187,043.00). Box 2495, Weirton, West Virginia 26062,(a corporation and existing under the laws of the State of West Virginia), hereinafter referred to as the CONTRACTOR, and the Jefferson County Board of Commissioners. RAYMOND AGRESTA-PRINTING AND MAILING REAL ESTATE TAX BILLS The Board of Commissioners, County of Jefferson, State of Ohio, received the following: Dear Jefferson County Commissioners: I would like to advise you that the Treasurer s Office is looking into taking a new direction in the printing and mailing of the Real-Estate tax bills, which are currently printed in house, and mailed from our local Post Office. We would like to partner with Smart Bill, of Hebron Ohio, who currently processes Real Estate tax bills for 52 Counties in Ohio. Due to the volume they process, there will be significant savings, especially in postage, which as you know, is paid by the Commissioners Office. The following information is based on our February printing and mailing of 38,300 single tax bills. Attached is a bill from the Post office for $14,857, the cost to mail

12 Vol ume 74- Page ,300 single self sealer bills. The cost to have mailed those same bills from Smart Bill would have cost you $9,581, a savings of over $5,000 in postage. On the material side it cost us 0.12 cents per one self seal bill with the back side pre-printed. For about half, cents, Smart Bill will supply Jefferson County one pre-printed bill, one #10 dual window envelope, and one custom #9 envelope for taxpayers to return their payments. Best regards, /s/ Raymond Agresta IN THE MATTER OF RECEIPT OF CORRESPONDENCE FROM THE JEFFERSON COUNTY DEPARTMENT OF JOB AND FAMILY SERVICES-NATIONAL COMMITTEE FOR THE PREVENTION OF CHILD ABUSE The Board of Commissioners, County of Jefferson, State of Ohio, received the following: Dear Sirs: The National Committee for the Prevention of Child Abuse has designated April as National Child Abuse Prevention Month. Child abuse continues to be a major social problem both nationally and locally. During 2017, Jefferson County Department of Job and Family Services, Children Services Division investigated 289 reports of child abuse and neglect. This year, the Jefferson County Department of Job and Family Services, Children Services Division will host two events to raise public awareness of child abuse. On April 2, 2018 at 11:30 a.m. there will be a Pinwheel Planting at the Jefferson County Courthouse. The annual Child Abuse Prevention Luncheon will be held on April 4 th from 11:30 a.m. until 1:00 p.m. at Froelich s Classic Corner at 501 Washington Street in Steubenville, Ohio. At the luncheon, focus will be on recognizing the achievements of our own client children and families, and acknowledging support from the community. Please join this effort by considering a proclamation designating April as Child Abuse Prevention Month in Jefferson County and by attending these special events.

Eighty-two (82) of those were handled through traditional response. Of the Child Abuse and Neglect reports investigated through traditional response, 57% were substantiated and 15% indicated. Another one hundred and nineteen (119) reports were handled through alternative response. The Alternative Response Pathway is used when reports of abuse or neglect do not allege serious or imminent harm. WHEREAS, Child Abuse prevention efforts by the Jefferson County Department of Job and Family Services, the human service organizations in the community, and the citizens of our county, strive to assess and assist parents in their ability to nurture children, educate parents on child development, help parents discover and reaffirm their ability to cope, connect parents with community support systems, and build or strengthen the family s ability to meet needs. MARTIN SOHOVICH - Good morning, gentlemen, I m going to change the format a little bit today just to really talk about this program. I think encouraging news that we received, in the last couple of weeks about the CDBG. This program has historically provided, at least, a half a million dollars a year to the County, for various projects. Last year we were fortunate to win the Residential Public Infrastructure Grant for the Brilliant Water System that was $500, We were able to bring in a Critical Infrastructure Grant for the George s Run, County Road #7B Project, after a lot of effort, and that is another $300,000.00, we also, last year, implemented two (2) of the Allocation Grants the projects, in this case, Wayne Township Road, a road repaving project there and also up in Irondale, the improvements to their community facility to allow it to be more usable. So every year the program, and this year, for example, right now we are chasing another $500, for the Residential Public Infrastructure Grant for the Smithfield Water Tank Replacement Project. Again, every year we are getting benefits from this program. The Community Development Block Grant (CDBG) Program is US HUD funded, administered through the State of Ohio. The Ohio Development Services Administration. And certainly the intention of that program, there are two (2) really major objectives, which have been, one is support for low and moderate income individuals providing direct service benefits to them. And the other is combating slum and blight. Again, the requirement in all of these projects is that the service benefit area must be fifty-one percent (51%) or more LMI. So we obviously have times where we have to go through things like income surveys that qualify an area. But again, the intention is to bring obviously as much as we can for the County.

24 Vol ume 74- Page 702 COMMISSIONER THOMAS E. GRAHAM - Marty, if I may interrupt. The CDBG, this isn t anything new in Jefferson County. We have been doing this for a while, correct? MR. SOHOVICH - Yes, correct. COMMISSIONER GRAHAM - So telling us this information is stuff that we have been doing for a number of years now, correct. MR. SOHOVICH - Correct, and recognizing the benefit of the program in terms of the actual dollars and value, because sometimes people say, well it is just the same old, same old. But again, considerable value every year is great for the County. And I think we could actually even do better. For example, in the case of the Residential Public Infrastructure Grant, we are able to go after two (2) of those a year with the maximum funding of $600, per. So again, a possibility of over a $1,000, the Critical Infrastructure Grant we are allowed to have two (2) at any moment in time as well. This year we are able to compete for the Neighborhood Revitalization Projects, the Downtown Revitalization Program, as well. So again, there are a lot of different opportunities. Again, it is like anything else communities have to have projects that are ready that also have matching funds and that type of thing. Again, the other good news is that we are told that this year s budget it actually increased, the Federal budget for CDBG increased from $3,000,000, to $3,300,000, So Trump s budget, President Trump s budget was actually improved. And so the fear last year that this program was going away is - you don t hear that right now. Again, the key thing is that our Public Hearings are a requirement of the program. Obviously public participation is always highly welcomed. I encourage all of the jurisdictions to have the meetings, do their planning as stipulated under the sister thing called the CIDUS, which basically is a planning tool and approach that the CDBG wants in the context as part of the planning. Again, our first hearing today is just to introduce the program and make sure people are aware that it is out. We are entertaining applications through our jurisdictions through April 18 th, And then we will do evaluations to determine which projects that we think should be brought forward. We will bring that to our second hearing. And then our proposals are due at the beginning of June, I would say June 1 st, 2018, let s be careful. COMMISSIONER DAVID C. MAPLE, JR. - So sometimes I get lost in which meeting is which. So at this point in time there are no projects identified at all, is that correct? MR. SOHOVICH - Correct.

25 Vol ume 74- Page 703 COMMISSIONER MAPLE - So you will typically, this kicks it off saying any community interested in any one of these sort of programs, does what now? MR. SOHOVICH - They submit an application to us and then we have a review panel that will go through those. This is a case for the Allocation Grant. We will have the exact figure next week on April 4, The State will finally issue that for us. We are estimating net out of our twenty percent (20%) for administration approximately $250, So we believe that we can do reasonably four (4) projects in the $60, type of range. COMMISSIONER MAPLE - How do the projects get reviewed? MR. SOHOVICH - We have a review committee, examples, County Engineer, Jim Branagan is on it. We have Mike Eroshevich, also County Water and Sewer, our Board President, myself and a couple of others. So we keep it as broadly from a Countywide prospective as possible.
