Complete list of bills maintained in the Auditor s office. A motion was made by Mr. Chmiel and seconded by Mr. Adkins approving the Athens County Dog Shelter agreement release of liability for volunteers, as recommended by Shane Montgomery, Athens County Dog Warden. Signed volunteer forms kept on file at the Dog Shelter. A motion was made by Mr. Adkins and seconded by Mr. Chmiel approving the EMA Departmental Goals, as presented. A motion was made by Mr. Chmiel and seconded by Mr. Adkins approving the Dog Shelter Departmental Goals as presented, with the exception of the outgoing and sealed bid adoptions. A motion was made by Mr. Chmiel and seconded by Mr. Eliason authorizing Commissioner Adkins signature, with a change in wording, to be made to the Joint Public Safety Feasability Study and be sent back to Ohio University and the City of Athens for approval. EMS Mtg. - March 9, Jackson, Ohio DJFS Bob Gallagher - OJFSDA Quarterly Meeting - March 18, Columbus, Ohio A motion was made by Mr. Chmiel and seconded by Mr. Adkins approving the following Letters of Support for the Athens Conservancy, in its Clean Ohio Green Space Conservation Fund Grant Applications: March 8, 2016 Athens Conservancy - Clean Ohio Green Space - Letters of Support To: Donna Goodman, President of the Athens Conservancy Re: Clean Ohio Conservation Fund Grant Application At the March 8, 2016 meeting of the Athens County Commissioners, a resolution was passed to support the Athens Conservancy's grant application to the Clean Ohio Green Space Conservation Fund to purchase an 18-acre property along Luhrig Road. The property is currently owned by AEP but is under purchase contract for sale to Brian Blair, who has agreed to hold it for the Athens Conservancy until grant funding is available. The property adjoins a railroad right of way that is already owned by the Conservancy. It may be possible in the future to connect this rail grade with the Moonville Rail-Trail and the Hockhocking Adena Bikeway, providing trail links from Athens and Nelsonville to the Zaleski State Forest/Lake Hope State Park area. This would offer new recreational opportunities for pedestrians, cyclists and horseback riders. Acquisition of this 18-acre parcel will preserve the green space along the trail, protect a wetland, provide wildlife habitat, and help facilitate the trail crossing of Luhrig road, where a railroad bridge was removed. Sincerely, /s/ Lenny Eliason, President /s/ Chris Chmiel, Commissioner /s/ Charlie Adkins, Commissioner March 8, 2016 To: Donna Goodman, President of the Athens Conservancy Re: Clean Ohio Conservation Fund Grant Application The Athens County Commissioners, at their 08 March, 2016 meeting, passed a resolution to support the Athens Conservancy in its Clean Ohio Green Space Conservation Fund grant application for the purchase of the 12-acre Enoch property in Troy Township. The property is under purchase

4 C O M M I S S I O N E R S J O U R N A L 103 A T H E N S C O U N T Y, REGULAR SESSION March 8, 2016 PAGE 121 contract to the Conservancy by the current owners, John and Caroline Enoch. This property is contiguous with the existing Skunk Run Preserve, owned by the Athens Conservancy, and will expand that preserve. It also borders the section of the Athens-Belpre Rail-Trail that is owned by Athens County, and it will provide a scenic open-space buffer for the trail. An added bonus is that it includes a section of Skunk Run, which was found in a 2015 Ohio University study to be a high-quality stream with a healthy and diverse fish fauna. Miller, Area Director; David Douglas, Community Programs Director, Christine Crowell and Gordon Parker were present to discuss low interest funding available through USDA for water and sewer projects in Athens County. The Commissioners will request a preliminary engineering report for numbers from HDR, to be sent to USDA, for the submittal of a draft proposal to the Commissioners. A motion was made by Mr. Chmiel and seconded by Mr. Adkins declaring March 13-19, 2016, as National Agriculture Week. (Proclamation copied to page 119). A motion was made by Mr. Adkins and seconded by Mr. Chmiel to enter into executive session at 11:35 with Dog Warden, Shane Montgomery and Ashley Ward, Assistant Dog Warden, to discuss possible disciplinary action. A motion was made by Mr. Chmiel and seconded by Mr. Adkins to return to regular session at 12:14.
