Professional Services Agreement Downtown San Mateo Association Downtown Branding Strategy Concur in recommendation of Community Development Director and approve professional services agreement between City of San Mateo Redevelopment Agency and Downtown San Mateo Association (DSMA) to launch new Downtown branding strategy; and adopt: Resolution No. (2008) Approving and Authorizing Execution of the Agreement with the Downtown San Mateo Association for Consultant Services for Downtown Branding Launch Services (Not to Exceed $234,000). 3. Accept presentation of Departmental Quarterly Outstanding Achievement Awards to Jen Delgado, Pete Steele, Angela Sakkos, Melissa Stathakopolous, Abby Veeser and Sheri Costa, Flex Camps Core Team; Pete Snodgrass, Police Department; and to Captain Kim Archambault, Fire Department. 6. Citywide Quarterly Customer Service Award 1 st Quarter Presentation of Citywide Quarterly Customer Service Award to George Musante, Mae Chesney, Angela Sakkos, Vicki Wilson, Sheri Costa and Paul Council, Recreation Activity Guide Transformation Team. 7. Ordinance for Adoption Speed Limit Reduction Along Alameda de las Pulgas Concur in recommendation of Public Works Director and approve reduction of posted speed limit of all 35 mph segments along Alameda de las Pulgas to 30 mph; and adopt: Ordinance No Establishing Prima Facie Speed Limits on Alameda de las Pulgas. 11/17/08-2

Indication of Assent to South Bayside Waste Management Authority Agreement with the City of San Carlos Related to the Shoreway Recycling and Disposal Center Concur in recommendation of Public Works Director and indicate assent to an agreement between South Bayside Waste Management Authority (SBWMA) and City of San Carlos related to Shoreway Recycling and Disposal Center; and adopt: Resolution No. (2008) Assenting to the South Bayside Wastewater Management Authority s Entry into an Agreement with the City of San Carlos in Connection with the Shoreway Recycling and Disposal Center. 10. Amendment to Commercial Property Lease Agreement and Operating Agreement Between the City of San Mateo and the San Mateo Public Library Foundation Concur in recommendation of City Librarian and approve amendment to Commercial Property Lease Agreement and Operating Agreement between City of San Mateo and San Mateo Public Library Foundation for a one-year extension of lease agreement, signed December 14, 2007; and adopt: Resolution No. (2008) Approving and Authorizing Execution of an Amendment to the Commercial Property Lease Agreement and Operating Agreement with the San Mateo Public Library Foundation. 11. Acquisitions of Library Materials Baker and Taylor Fiscal Year Concur in recommendation of City Librarian and authorize Library department to rely on competitive bid process conducted by City and County of San Francisco on behalf of San Francisco Public Library (SFPL) for acquisitions of library materials from Baker and Taylor, library vendor; rely on SF bid process to acquire library materials from Baker and Taylor in excess of $100,000 in fiscal year using a blanket purchase order; and adopt: Resolution No. (2008) Authorizing a Blanket Purchase Order for the San Mateo City Library Department for Acquisition of Library Materials From Baker and Taylor During Fiscal Year (In Excess of $100,000). 12. Purchase One Street Sweeper for City Operations Concur in recommendation of Finance Director and find that purchase through Houston-Galveston Area Council s cooperative agreement is in the City s best interest; approve purchase of one new 2008 Schwarze Regenerative Air Street Sweeper from Schwarze Industries, in amount of $194,427.83, approval of purchase is contingent upon Schwarze Industries, Inc. agreeing to terms and conditions of H-GAC agreement as listed in purchase order; and adopt: Resolution No. (2008) Approving and Authorizing the Purchase of a Street Sweeper from Schwarze Industries, Inc. Purchase Six Ford Crown Victoria Patrol Vehicles Concur in recommendation of Finance Director and authorize purchase of six 2009 Ford Crown Victoria Patrol vehicles from Veracom Ford, in amount of $132,907.73; and adopt: Resolution No. (2008) Approving and Authorizing the Purchase of Six Crown Victoria Patrol Vehicles from Veracom Ford ($132,907.73). 14. Conflict of Interest Code Update of List of Designated Positions and Disclosure Categories for the City of San Mateo Concur in recommendation of City Attorney and approve update of City s Conflict of Interest Code by adding a position added since code was last updated in 2006; correcting an error in a position title; deleting positions that have been eliminated; and adopt: Resolution No. (2008) Updating List of Designated Positions and Disclosure Categories for the City of San Mateo Conflict of Interest Code. 15. Police Grant Spending Plan Concur in recommendation of Police Chief and appropriate funds and authorize Police Chief to expend Office of Traffic Safety (OTS) Selective Traffic Enforcement Program (STEP) grant totaling $91,272; and adopt: Resolution No. (2008) Appropriating Funds and Approving the Police Grant Spending Plan Authorizing the Expenditure of the Office of Traffic Safety Selective Traffic Program Grant Funds ($91,272). 16. Memorandum of Understanding San Mateo City Employees Association General Unit changes to Memorandum of Understanding for San Mateo City Employees Association, General Unit; and adopt: Resolution No. (2008) Approving and Adopting Amendments to the Memorandum of Understanding Between the City of the San Mateo and the San Mateo City Employees Association General Unit. 17. Memoranda of Understanding SEIU Library Merit and Per Diem Units changes to Memoranda of Understanding for SEIU Library Merit and Per Diem Units; and adopt: Resolution No. (2008) Approving and Adopting Amendments to the Memoranda of Understanding Between the City of San Mateo and Service Employees International Union Local 715 Library Merit and Library Per Diem Units. 11/17/08-4

Memorandum of Understanding SEIU Maintenance Unit changes to Memorandum of Understanding for SEIU Maintenance Unit; and adopt: Resolution No. (2008) Approving and Adopting Amendments to the Memorandum of Understanding Between the City of San Mateo and the Service Employees International Union Local 715 Maintenance Unit. 19. Purchase Phone System Upgrade Concur in recommendation of City Manager and authorize execution of both a purchase order to CDW-G for a Cisco telephone system and an agreement with CDW-G for installation of telephone system; value of both contracts is $716,864.15; and adopt: Resolution No. (2008) Authorizing Issuance of Purchase Order to CDW-G for Replacement Telephone System and Approving Contract for Professional Services with CDW-G. ACTION: Adopt Consent Calendar; or take other action. PUBLIC HEARING 20. *Adoption of Mitigated Negative Declaration Bayfront Levee Improvements South of San Mateo Creek Project Communication from Public Works Director recommending Council adopt Mitigated Negative Declaration for Bayfront Levee Improvements, South of San Mateo Creek Project. Resolution No. (2008) Adopting the Mitigated Negative Declaration for. (b) adoption. ACTION: Approve recommendation and adopt resolution; or take other action. 21. OTHER BUSINESS The public may present testimony on a matter within the business of this body that is not on this evening s agenda. 22. ADJOURNMENT *NOTE: This is a final decision concluding all administrative proceedings.
