4 PUBLIC COMMENTS Barry Levinson spoke about political actions taken by the City Council. Joe Imbriano spoke about sex offender laws, former Police Chief Hughes and former City Manager Felz. Stefanie Bartra, Fullerton, spoke about homeless issues. Jane Rands spoke about the Kraemer Multi- Service Shelter and homeless issues. Tony Package spoke about district elections. Christy Boultsma and Gina Natasi spoke about towing companies. CITY COUNCIL / SUCCESSOR AGENCY / STAFF COMMUNICATIONS Council Member Silva asked questions about towing, invited the public to attend his Coffee and Conversation event and provided details on his upcoming Walk and Talk event. Mayor Pro Tem Chaffee commended Summit House for catering the St. Jude Neighbors Helping Neighbors fundraiser, reported that he attended the Fullerton High School annual Pow Wow, spoke about students visiting from Sister City Fukui, Japan and commended the Police Department for work with homeless. Council Member Sebourn expressed condolences to Mayor Whitaker on the loss of mother and asked for update on projects impacting traffic in Fullerton. Council Member Fitzgerald reported on a recent ACC- OC Advocacy Trip, Service Day and spoke about overnight camping. encouraged participation in the LoveFullerton Council Member Whitaker announced the rescheduled date for his Talk Around Town and said he would adjourn the meeting in memory of City employee Daniel Vargas. 5 REGULAR BUSINESS ( Items 1 4) Approved 1. DISCUSSION OF PROCESS TO STUDY CITYWIDE OVERNIGHT PARKING POLICIES Elizabeth Hansburg, Transportation and Circulation Chair, supports the proposal by the Community Development Department. Adriana Perez, Fullerton, spoke about the need to address parking issues citywide. Unidentified speaker spoke in support of current parking regulations. Rani Hansen spoke in support of current parking regulations. Liz Savage, Fullerton, spoke about garage use in multi- unit complexes and asked the City to resume issuing overnight parking citations. Robert Savage, Fullerton, spoke in support of the ban on overnight parking. Resident at Porter and Citrus ( name not given) spoke in support of the ban on overnight parking. Perry Cornwell suggested allowing paid permitted parking in several areas near Porter. Carolyn Goodwin, Fullerton, spoke about parking issues in her neighborhood. Unidentified speaker supported extending the overnight parking time period. Bryan Lesnick, Fullerton, supported formation of the ad hoc committee but opposed an enforcement moratorium. Sheryl Eberly, overnight parking ban. Fullerton, spoke in support of the Darren Jones, Transportation and Circulation Commission, spoke in support of forming an ad hoc committee and asked the committee to consider the impacts of parking regulations citywide. Stone Peterson, Fullerton, supported review of parking laws and engaging the community. Joshua Ferguson noted that homeowners do not own street parking in front of their homes and said the ban is an arbitrary parking ban. Robert McLain, Fullerton, spoke about water quality and pavement quality in relation to parking. March 21, Page 5
6 Grant Gavisor, Fullerton, spoke in support of existing parking laws. Jane Sylvester, Fullerton, said the City needs to stop under parking new development. Samuel Valenzula, Fullerton, said the public streets are for everyone and asked the City Council to help the community find a solution to parking issues. Donna Anderson spoke in opposition to the overnight parking ban. Rudy Varela, Fullerton, spoke about hardships created by the overnight parking ban. Joe Imbriano supported a moratorium on all new development and said the City Council has to find a parking solution that does not create more problems. Janet Barreto, Fullerton, agrees with the recommendation in the staff report. David Curlee said the problem is too many cars and not enough parking as well as rude and inconsiderate people in the neighborhood and suggested placing the parking ordinance on the ballot. Scott Grant, Fullerton, spoke in favor of the parking ban and enforcing garage parking and spoke in opposition to a moratorium on the parking ordinance. Andrew Gonzales, Fullerton, spoke in support of the overnight parking ban. Matt Leslie, Fullerton, spoke in support of the overnight parking ban. Fitzgerald moved, seconded by Chaffee, to authorize the Transportation and Circulation Commission to appoint an ad hoc Overnight Parking Advisory Subcommittee of no more than three members to conduct a study, including an extensive community engagement process, of the City' s existing overnight parking policies and develop recommendations for revisions. Silva moved, seconded by Chaffee, to direct staff to return with an ordinance establishing an enforcement moratorium on overnight parking during the study period. Motion carried 3 2 ( No: Fitzgerald, Sebourn). Mayor Whitaker recessed the meeting at 9: 32 p. m. Mayor Whitaker reconvened the meeting at 9: 43 p. m. 7 Resolution Nos VALENCIA DRIVE EARLY MORNING PARKING and adopted Andrea West spoke in opposition to overnight parking on Valencia Drive. Mark Peterson spoke in support of street parking. Lori Stepanian, Fullerton, spoke in support of street parking. Carol Amor spoke in support of additional parking. Barbara Avila, Fullerton, spoke in support of removing the parking ban. Zulie Veliz, Fullerton, spoke in the parking ban. support of removing Jane Rands suggested adding angled parking. Chaffee moved, seconded by following resolutions: Fitzgerald, to adopt the RESOLUTION A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF FULLERTON, CALIFORNIA, RESCINDING THE " EARLY MORNING PARKING" RESTRICTION ON THE NORTH SIDE OF VALENCIA DRIVE BETWEEN EUCLID STREET AND THE " FLOOD CONTROL CHANNEL" EAST OF BASQUE AVENUE RESOLUTION A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF FULLERTON, CALIFORNIA, DESIGNATING PORTIONS OF BOTH THE NORTH AND SOUTH SIDES OF VALENCIA DRIVE, WEST OF EUCLID STREET, AS PLACES WHERE PARKING IS PROHIBITED Budget strategies 3. BUDGET STRATEGIES FOR FISCAL YEAR approved Jane Rands suggested leasing City owned properties to preserve the opportunity to use them in the future and ensure ongoing revenues. Joshua Ferguson asked how the City went from a balanced budget last year to a structural deficit this year. David Curlee said the City needs to cut expenses that do not benefit the citizens of Fullerton and made suggestions for items to cut from the budget. Mark Peterson felt the City should lease city-owned Fullerton City Council/ Successor Agency/ Public Financing Authority Minutes March 21, Page 7
8 properties rather than sell them. Sebourn moved, seconded by Fitzgerald, to support the budget strategies as presented by the City Manager. Sebourn moved, seconded by Fitzgerald, to confirm the balance of the proposed budget strategies and add a strategy to consider community aggregation and resource savings. 4. DRAFT 2017 LEGISLATIVE PLATFORM Jane Rands expressed concerns with language used to support funding opportunities in the Guiding Principles. Fitzgerald moved, seconded by Sebourn, to approve the draft 2017 Legislative Platform as amended. CONSENT CALENDAR (Items 5 13) Sebourn moved, seconded by Fitzgerald, to approve Consent Calendar Items 5, 6, 7, 8, 9, 11 and 13. Approved 5. FERRY RESERVOIR Recommendation by the Public Works Department: 1. Authorize staff to enter into a lease agreement with Time Warner Cable for continued operation and maintenance of their Head- End and CATV facilities located at Hubert C. Ferry Reservoir, with retroactive commencement date of January 1, Authorize City Manager to execute lease agreement on behalf of the City of Fullerton, in a form approved by the City Attorney. Approved 11. MALVERN AVENUE / CHAPMAN AVENUE REGIONAL TRAFFIC SIGNAL SYNCHRONIZATION PROJECT Recommendation by the Public Works Department: 1. Authorize Director of Public Works to enter into Cooperative Agreement No with the cities of Buena Park and Placentia for Malvern Avenue / Chapman Avenue Corridor Project. 2. Authorize Director of Public Works to execute any amendments / supplements, in a form approved by the City Attorney. ANNUAL HOUSING ELEMENT PROGRESS REPORT Sebourn moved, seconded with Fitzgerald, to authorize submittal of the General Plan Housing Element Annual Progress Report for 2016 to the State Department of Housing and Community Development ( HCD) as amended. Approved 12. AWARD OF CITY TREE SERVICES CONTRACT Brent Beller, Great Scott Tree Service, expressed concerns with this bid award. Sebourn moved, seconded by Fitzgerald, to: 1. Authorize Public Works Director to execute two agreements with West Coast Arborists in an amount not to exceed $ 1, 183, 170 for City tree services, in a form approved by the City Attorney. The first agreement will be effective April 1, 2017 through June 30, The second agreement will be effective July 1, 2017 through June 30, 2022 with options for five one- year term extensions. 2. Approve a $ 33, 000 budget transfer from Sanitation Fund balance to fund services for FY and increase FY appropriation from 1, 140, 260 to $ 1, 173, 260.
