1 HAMBURG AREA SCHOOL DISTRICT Hamburg, Berks County, PA The Committee-of-the Whole meeting of the Board of Directors of the Hamburg Area School District was called to order by President, Brian R. Specht, at 6:33 in the James A. Gilmartin Community Room of the Hamburg Area High School, Windsor Street, Hamburg, Pennsylvania. A roll call of directors followed, and the following directors were present: Bradley R. Faust, Todd D. Hummel, Cory M. Johnson, Laura Lolly Lesher, Andrew C. Raugh,Maggie L. Rhoades, Brian N. Riegel, Brian R. Specht Absent: Leon J. Grim There were eight directors present at the meeting when roll call was taken. OTHERS PRESENT Richard J. H. Ide, Dave Mengle, Andrew Hoffman Mr. Specht opened the meeting with the pledge to the flag. PUBLIC COMMENTS Mr. Specht asked for public comments. There were no public comments. V. REPORT OF THE BUSINESS MANAGER A. Wynnewood Associates assessment appeal Recommend approval of settlement agreement resolving and settling the Tax Assessment Appeal docketed as Wynnewood Associates v. Berks County Board of Assessment Appeals, Berks County Court of Common Pleas, docket no , and authorization for Solicitor, Alexa S.

2 Page 2 of 5 Antanavage, Esquire to execute all documents needed to finalize said settlement on behalf of Hamburg Area School District. Said settlement assesses the real property located at 100 Chestnut St., Hamburg Borough, Berks County, Pennsylvania, (property I.D ) for the tax periods as follows: 1. January 1, 2018: County, Borough and School District taxes in the amount of One Million Three Hundred Sixty Seven Thousand Dollars ($1,367,000.00). This assessment value when multiplied by the common level ratio of 72.30% results in an assessed value of Nine Hundred Eighty Eight Thousand Three Hundred Forty-One Dollars ($988,341.00). 2. January 1, 2019: County, Borough and School District taxes in the amount of One Million Three Hundred Sixty Seven Thousand Dollars ($1,367,000.00). This assessment value when multiplied by the common level ratio of 68.5% results in an assessed value of Nine Hundred Thirty-Six Thousand Three Hundred Ninety-Five Dollars ($936,395.00). A motion was made by Todd D. Hummel, seconded by Maggie L Rhoades, to approve the settlement agreement resolving and settling the Tax Assessment Appeal docketed as Wynnewood Associates v. Berks County Board of Assessment Appeals, Berks County Court of Common Pleas, docket no , and authorization for Solicitor Alexa S. Antanavage, Esquire to execute all documents needed to finalize said settlement on behalf of Hamburg Area School District. 3 Page 3 of 5 B BCIU Mandated Services Budget in the amount of $1,761,796. HASD s portion is $29,985.67, which is a $0 increase from (will be on Feb. 25 agenda for approval) VI. Report of the Superintendent A. Safety and Security Discussion Dr. Gravish Dr. Gravish began the discussion referring to Act 44 the all encompassing piece of Legislation discussed SAP Student Assistance Program for mental health of students which was originally developed for high school students and now all divisions K-12 discussed how things have changed since Columbine safety reports are more detailed. Then after 911 Home Security became involved and one-point entry and exit, security cameras and the All Hazards Plan were developed. In 2007 Virginia Tech event occurred and put everyone under the microscope nationwide: the following was taught Run, Hide Fight, Alice, Anti-bullying and suicide prevention Then Sandy Hook happened and the survivors believe someone knew something. The Friends of Sandy Hook developed an anonymous tip line. Act 44 is just one mandate schools are also dealing with Safe to Say which has an anonymous tip line and talks about kids being aware of their surroundings and to come together to help each other Safety and Security is everybody s job and no bodies job. Safety and Security is never less important than anything else our administrators have to do. The key is getting someone in place to handle safety and security. Dr. Gravish also distributed the Safety & Security Summary Berks County School Districts (see Exhibit XXVg-17)

Proposal from Center Stage Lighting & Rigging, Inc. to repair the deficiencies in the HS stage rigging system in the amount of $82, Cost may increase if more issues are found that were not visible at inspection (will be on Feb. 25 agenda for approval). C. Recommend approval of the Forensic Science 2 curriculum (will be on Feb. 25 agenda for approval). D. Recommend approval of the following student trip in accordance with district policy: 1. Perry 5 th Grade Philadelphia Historical District and Adventure Aquarium, Camden, NJ May 22, 2019; 65 students, 10 chaperones; approximate cost to the district $2,097. E. Acknowledgement of the following separations: 1. Stephanie Greaves, Short-term Substitute Teacher, Autistic Support Effective 2/8/2019 F. Request approval of the following Support staff: 1. Terena Metcalf, Temporary Paraprofessional Extension of temporary assignment through June 2019 (previously approved through 1/31/2019) $13.34 per hour, 7 hours per day G. Recommend approval of the following Volunteer: 1. High School / Middle School / Tilden a. Heather Favinger A motion was made by Maggie L. Rhoades, seconded by Todd D. Hummel to approve the student trip, acknowledge separations and approve Support Staff and volunteers presented. A roll call voice vote was taken on the motion as follows: Yes - No - Bradley R.
