1 MINUTES OF THE REGULAR MEETING OF THE PRESIDENT AND BOARD OF TRUSTEES OF THE VILLAGE OF SOUTH BARRINGTON Thursday, August 10, :30 p.m. Rose Hall in the SB Village Hall 30 S. Barrington Road South Barrington, IL CALL TO ORDER President McCombie called the Board meeting to order at 7:35 p.m. Clerk Wood took roll: Present: President: Paula McCombie Trustees: Joseph Abbate, Steve Guranovich, Bernard Kerman, Hina Patel, Anthony Stagno Absent: Trustee: Therese DeSerto-Cohen A quorum was present. Also present were Village Administrator Bob Palmer, Building Officer Mike Moreland, Engineer Natalie Karney, Finance Officer Michelle Bodie, Deputy Clerk Liz Chabalowski, Police Chief Thomas Roman, and Village Attorney Don Storino. President McCombie led the room in the Pledge of Allegiance. Throughout the meeting, President McCombie asked if there were any questions or comments after the motion on each agenda item. APPROVAL OF MINUTES MOTION to APPROVE THE MINUTES OF THE JULY 12, 2017 SPECIAL BOARD MEETING AND THE JULY 12, 2017 REGULAR BOARD AND EXECUTIVE SESSION MEETINGS was made by Trustee Patel. There was no further discussion. By unanimous voice vote, the motion carried. WARRANTS AND VILLAGE FINANCIAL STATEMENTS MOTION to APPROVE WARRANT RUN #1 IN THE AMOUNT OF $ 78, was made by Trustee Guranovich. MOTION to APPROVE WARRANT RUN #2 IN THE AMOUNT OF $ 235, was made by Trustee Kerman. SECONDED by Trustee Patel. MOTION to ACCEPT THE STATEMENT OF REVENUES & EXPENDITURES vs. ANNUAL BUDGET AS OF JULY 31, 2017 was made by Trustee Kerman.

2 SECONDED by Trustee Abbate. There was no further discussion. By unanimous voice vote, the motion carried. MOTION to ACCEPT THE DETAIL BALANCE SHEET AS OF JULY 31, 2017 was made by Trustee Patel. SECONDED by Trustee Abbate. There was no further discussion. By unanimous voice vote, the motion carried. CITIZEN COMMENTS/PRESENTATIONS President McCombie asked the audience if there were any questions or comments for the Board; there were none. PRESIDENT S REPORT President McCombie reported that the Barrington High School Varsity Water Polo Team had won their IHSA Sectional Championship and was advancing to State quarterfinals. Four of the athletes were from South Barrington. She read the Certificates of Recognition for John Fischer, Steven Fischer, Jack Krieps and Kyle Mitchell for their outstanding accomplishments and contributions to Barrington High School Varsity Water Polo, noting that South Barrington is proud of their residents and their team s success. President McCombie presented a proclamation designating September 17-23, 2017 as Constitution Week. MOTION to DESIGNATE SEPTEMBER 17-23, 2017 AS CONSTITUTION WEEK was made by Trustee Kerman. SECONDED by Trustee Abbate. There was no further discussion. By unanimous voice vote, the motion carried. President McCombie informed the Board that an application from South Barrington Memory Care, LLC was received too late to be included on last month s agenda. MOTION TO RETROACTIVELY WAIVE APPLICTION FEE OF $50.00 TO AUTUMN LEAVES FOR AUGUST 5, 2017 EVENT was made by Trustee Abbate. DISCUSSION: The Board asked what type of raffle was held. It was a fundraiser for Alzheimer s, with twenty prize buckets of various prizes and the tickets cost one dollar. Roll call was taken: As the Liquor Commissioner, President McCombie reported that L Eiffel Bistrot & Creperie is closing and that Noodles & Co. has requested cancelation of their liquor license. The changes to reduce the number of Village liquor licenses by two will be sent to be codified. RESOLUTION R Resolution Concurring in the Appointment of a Member of the Conservancy Commission (Aga Razvi) It was noted that Aga Razvi was out of town so could not attend tonight s meeting. MOTION TO CONCUR IN APPOINTMENT OF AGA RAZVI TO CONSERVANCY COMMISSION was made by Trustee Patel rm Page 2 of 8

RESOLUTION R Resolution Concurring in the Appointment of a Member of the Conservancy Commission (Debra Bachmeier) Debra Bachmeier was introduced from the audience and the Board thanked her for volunteering for the Conservancy. Trustee Kerman commended another Regency resident for working for the Village. MOTION TO CONCUR IN APPOINTMENT OF DEBRA BACHMEIER TO THE CONSERVANCY COMMISSION was made by Trustee Patel. BACOG President McCombie referred to the submitted report; there were no questions or comments. SWANCC Representative Abbate noted that SWANCC cancelled last night s scheduled Executive meeting. He announced the Paper Shredding Event to be held at the Village on September 23 rd, 9am to Noon, noting that volunteers will be needed and he encouraged participation in the helpful event and fun day. COMMITTEE REPORTS - FINANCE (No report tonight.) COMMITTEE REPORTS - LEGAL & HUMAN RESOURCES (No report tonight.) COMMITTEE REPORTS - PUBLIC SAFETY Chairman Abbate introduced tonight s agenda item, noting that internet commerce often requires a place for the parties to meet. Because sometimes those meetings are not safe, many meet-up spots have now been established, typically near Police stations. Tonight s proposal from Public Safety is to have the Police parking lot serve as such a meeting zone. Trustee Patel asked if these meeting spots were open for everyone. Chairman Abbate explained that they were, especially as people from other areas may meet in a middle location. Trustee Patel asked if we would have enough space. Chief Roman said that he did not think the exchange spot would impact the Police Department at all. The Police would not be investigating backgrounds of the parties or any other such activity. But as there is a camera on the lot, Chief Roman presumed that bad guys would not want to meet by the Police Department. If parking does become a problem, he will then look into it. 4 POLICE DEPARTMENT PARKING LOT AN INTERNET PURCHASE EXCHANGE LOCATION FOR E-COMMERCE CUSTOMERS AND TO POST A SIGN DONATED BY OfferUp DESIGNATING THE LOCATION was made by Trustee Patel. COMMITTEE REPORTS - PUBLIC WORKS Chairman Kerman summarized the last Public Works meeting. He asked Engineer Karney about a new type of sealcoating that the Village was trying; Engineer Karney reported that the work went very poorly. Chairman Kerman reported that the recent Water Treatment Plant tour was very successful. He announced the next PW meeting to be held August 15 th, and yielded the floor to others comments. RESOLUTION R Resolution Accepting a Proposal from Spectrum Contracting Corporation for a Manhole Repair on the West Side of Witt Road in the Village of South Barrington MOTION TO ACCEPT PROPOSAL FROM SPECTRUM CONTRACTING FOR MANHOLE REPAIR ON WEST SIDE OF WITT ROAD was made by Trustee Kerman. COMMITTEE REPORTS ARCHITECTURAL CONTROL COMMISSION President McCombie referred to the submitted minutes from the July 17 th meeting; there were no questions or comments. COMMITTEE REPORTS CONSERVANCY COMMISSION Chairwoman Diane Bodkin thanked Trustee Kerman for inviting the Commissioners to a very interesting Water Plant tour. She announced the resignation of Commissioner Michael Niedzinski, who had served since the Commission was established and who did a tremendous job for the Village, but was delighted to welcome two new Commissioners, Debra Bachmeier and Aga Razvi. Commissioner Razvi taught soil and water conservation for many years at a University of Wisconsin college, and Chairwoman Bodkin noted that the Conservancy is increasing its educational direction. Chairwoman Bodkin then updated the Board with a photo presentation on The Conservancy, assisted with technical help by Finance Officer Bodie. The presentation covered four concurrent projects: rm Page 4 of 8

5 Tree Labels - Names will be attached to trees to accompany a tree-walk brochure. Chairwoman Bodkin also showed the Board the lovely Serviceberry tree that Attorney Storino recently donated to the Village. Eagle Scout Project An Eagle Scout is building an accessibility ramp to the observation platform that another Eagle Scout had built a few years ago. Chairwoman Bodkin noted that a third phase to this project will be to find donors for an asphalt path to allow access for wheelchairs, walkers, etc. Sedge Area using a very efficient way to plant, the Commission workers planted 400 sedges and wildflowers in an hour and a half. They plan to use grant money to plant a second area. Scarecrow Event The Commission is preparing for the 6 th Annual Scarecrow Walk, which will begin September 30 th. The theme is It s About Time. Chairwoman Bodkin showed some prior years entries, created by Village staff, Hoffman Estates Animal Hospital and Autumn Leaves. Chairwoman Bodkin reported that The Conservancy will be erecting three new plaques that they ve received, an Audubon plaque concerning trees for birds to eat from and nest in, a Pollinator Habitat plaque on bees and bee protection (the Conservancy uses no pesticides), and a plaque concerning animal trails. Chairwoman Bodkin noted that they may be increasing their budget to hire help for maintaining the trails, as the work is becoming harder for the volunteers. She also reported that there are many bluebird boxes out at The Conservancy, all built by Regency resident Francis Frain. The Board thanked Chairwoman Bodkin for the update and the beautiful picture show; she invited everyone to walk through The Conservancy. Finance Officer Bodie asked if staff could put the presentation up on the Village website. COMMITTEE REPORTS PLAN COMMISSION/ZONING BOARD OF APPEALS President McCombie explained that tonight s upcoming proposed ordinance was to deny a pool variance that the PC/ZBA has also submitted the report for tonight. Attorney Storino provided further clarification. MOTION TO ACCEPT PC/ZBA REPORT ON POOL VARIANCE AT 6 WOODBURY COURT was made by Trustee Kerman. AYES: (None) NAYS: Abbate, Guranovich, Kerman, Patel, Stagno ORDINANCE O Ordinance Denying a Variation to the Regulations of the Zoning Ordinance of the Village of South Barrington related to Swimming Pools for the Property Located at 6 Woodbury Court, South Barrington, Illinois MOTION TO DENY VARIATION TO THE REGULATIONS OF ZONING ORDINANCE RELATED TO SWIMMING POOLS FOR THE PROPERTY AT 6 WOODBURY COURT was made by Trustee Abbate rm Page 5 of 8

6 The PC/ZBA report on a Petition to Modify The Arboretum PUD, Site Plan 68, Pad C concerning Rascal Flatts and The Hampton Social restaurants was presented. Attorney Storino explained that if the Board so approved, he would prepare for the next Board Meeting an Ordinance to amend the PUD and Site Plan. MOTION to ACCEPT PC/ZBA REPORT ON PETITION TO MODIFY ARBORETUM OF SOUTH BARRINGTON PLANNED UNIT DEVELOPMENT, SITE PLAN 68, PAD C was made by Trustee Guranovich. SECONDED by Trustee Abbate. DISCUSSION: Trustee Guranovich asked if the drastic changes would affect the rest of development at The Arboretum; President McCombie reported that the PC did not think they would. Roll call was taken: COMMITTEE REPORTS - BUILDING & ZONING Chairman Guranovich reported that the Committee did meet in July, but had no items for tonight s agenda. COMMITTEE REPORTS POLICE COMMISSION (No report tonight.) STAFF REPORTS BUILDING OFFICER Building Officer Moreland reported and noted that there were no new house permit this month, but there were six new re-roofing permits. STAFF REPORTS VILLAGE ENGINEER Engineer Karney referred to her monthly report and noted that all ramps at the Barrington Road Tollway Interchange would be open by the end of the month, and the whole project is scheduled to be done by Thanksgiving. STAFF REPORTS CHIEF OF POLICE Chief Roman referred to his monthly report and asked for any questions. He noted that the Officers were recently busy with traffic for the Willow Creek Global Leadership Conference. Trustees Abbate and Patel asked about traffic accidents, and Trustee Guranovich pointed out the 40% increase in certain crimes. Chief Roman accounted for the increase as being theft from cars and shoplifting; he said there was no increase in violent crimes. STAFF REPORTS VILLAGE CLERK (No report tonight.) STAFF REPORTS VILLAGE ADMINISTRATOR Administrator Palmer introduced tonight s Resolution concerning the SB Cricket Club. He also rm Page 6 of 8

7 distributed a letter concerning a one-day celebration event on August 27 th with the New Zealand Cricket Club and the South Barrington Cricket Club. RESOLUTION R Resolution Approving and Authorizing the Execution of a Non-exclusive License Agreement by and between South Barrington Cricket Club and The Village of South Barrington, Cook County, Illinois MOTION TO APPROVE AND AUTHORIZE EXECUTION OF NON- EXCLUSIVE LICENSE AGREEMENT WITH SB CRICKET CLUB was made by Trustee Kerman. DISCUSSION: President McCombie noted that there was an agreement with AMC for parking. Roll call was taken: OLD BUSINESS Trustee Patel asked for an update on the Magnolia Pointe entrance gate. Attorney Storino reported that there was a suit filed by some individual owners challenging how funds to build the guard house were collected, but that the Village is not involved in the suit. NEW BUSINESS (None) BOARD MEMBER COMMENTS AND ANNOUNCEMENTS (None) EXECUTIVE SESSION MOTION to ENTER INTO CLOSED SESSION FOR LITIGATION - PENDING OR IMMINENT PURSUANT TO 5 ILCS 120/2 (C)(11) AND TO INVITE ADMINISTRATOR PALMER TO JOIN CLOSED SESSION was made by Trustee Abbate. Motion carried and at 8:40 p.m. the Board prepared to move into Closed Session, waiting for the room to clear.
