Authorize the County Manager or her deisgnee to acquire the Third Street Group Home at rd Street South (RPC ) at the VHDA foreclosure sale on December 17, Allocate up to $1 million in FY 2014 Affordable Housing Investment Fund (AHIF) funds ( ) to the County s allocated AHIF funds account ( ) to support the acquisition. 3. Authorize the County Manageror her designee to execute the necessary documents to complete the acquisition. 4. Allocate up to $3.5 million ( ) in FY 2014 AHIF loan funds to Arlington 31 LLC ( ), a wholly-owned subsidiary of Neighborhood Associates Corporation, a non-profit organization that works with Telesis Corporation, to assist with its potential acquisition of three (3) multi-family properties: Ft. Myer ( South Courthouse Road), Ft. Myer II ( th Street South) and Garfield Gardens (1700 South Garfield Street), at the VHDA foreclosure sale on December 17, 2013.

WALTER TEJADA, JOHN VIHSTADT, Jay Fisette read: I have been notified by Mary Hynes that she is unable to attend today s meeting because she is attending to a personal matter in California, and that she would like to participate by phone from her daughter s home in Los Angeles. This is allowed by law and the Board s policy, and arrangements have been made for her participation, with the approval of all Board members. Without objection, the Board approved Ms. Hynes participation by phone in the closed meeting. On a motion by Mr Fisette, seconded by Ms. Hynes and carried by a vote of 4 to 0, the voting recorded as follows: Mr. Fisette, Ms. Hynes and Ms. Garvey, the Board met in a closed meeting from 3:08 p.m. to 5:45 p.m., as authorized by Virginia Code section A.1 for the purpose of discussing one personnel matter. The proposed bonds will funds the design and construction of various School facility projects including, among other, new elementary, middle, and high schools, building additions and or renovations to existing schools, and maintenance capital projects. The School Board may relocate bond funds among the various projects to the extent necessary or desirable. This prohibition arises out of the services provided to the primary lender by the law firm of which I am a partner, Krooth & Altman, LLP. VIHSTADT, *Arrived at 4:11 p.m. JOINT WORK SESSION WITH ARLINGTON SCHOOL BOARD The Board held a Work Session from 4:08 p.m. to 5:36 p.m. with the Arlington School Board to discuss revenue projections for the proposed FY 2017 budget and the APS' South Arlington Working Group's preliminary conclusions. On a motion by MARY HYNES, Chair, seconded by J. WALTER TEJADA, Vice Chairman and carried by a vote of 5-0, the voting recorded as follows: MARY HYNES, Chairman -, J. Arlington County Government & Arlington Public Schools Revenue Sharing Principles for Public Education October High quality PreK-12 education is an essential component of a diverse, inclusive urban community. High quality education, along with a strong transportation network, quality infrastructure, and many other government services, is fundamental to Arlington s economic vitality. As our school enrollment continues to climb, the School Board and County Board are committed to ensuring that Arlington Public Schools (APS) continues to provide high quality education for all of its students. Given the increased enrollment and the demands that growth places on both School and County resources, both the School Board and County Board are committed to prioritizing expenditures to ensure that the needs are met in a balanced and fiscally responsible way. Principles Revenue sharing provides a transparent, predictable and flexible framework for both the County and Schools budget development processes. The amount of the transfer to APS will initially be based upon the same percent of local tax revenue transferred to APS in the County s last adopted budget. As budget deliberations continue, additional ongoing funding for critical needs identified by APS, including enrollment growth, will be a top funding priority. One-time revenue shortfalls or gains are shared. Revenue shortfalls and gains (allocated at midyear, closeout or as part of budget adoption actions and impact on the June real property tax payment) will be allocated based on the percentage share of local tax revenue established for that fiscal year. Allocation of bond premiums will be used solely for capital projects and will be based on a pro rata allocation of the par amount of bonds issued for each entity. At closeout, APS will contribute to the County s operating reserve based on the revenue sharing percentage in effect for that particular fiscal year. APS will also, as needed, contribute to a limited joint County/APS infrastructure reserve fund to meet infrastructure improvements required with school expansions and new schools.
