Adopt the attached ordinance to amend Phased Development Site Plan (PDSP)#161 for the purpose of revising Condition #3 of the Colonial Village Phased Development Site Plan to allow additional office lobby gross floor area (GFA), subject to all previous conditions with Condition #3 amended as provided in the ordinance. 2. 2 other modifications as necessary to achieve the proposed development plan, subject to all previous conditions, with revised Condition #16, and with new Conditions #35 and #36 added as provided in the ordinance. ISSUES: These requests consist of an amendment to the Colonial Village Phased Development Site Plan (PDSP) (SP #161) for the purpose of allowing additional office lobby gross floor area and an amendment to the Colonial Place final site plan (SP #161-3) to permit an approximately 870 square foot addition to the Colonial Place I and Colonial Place II office buildings, in order to expand and improve the existing building lobbies. No issues have been identified with these requests. SUMMARY: The applicant proposes to amend the final site plan (SP #161-3) to expand the existing office lobbies for the Colonial Place I (2111 Wilson Boulevard) and Colonial Place II (2101 Wilson Boulevard) office buildings. The total gross floor area for the one-story lobby additions is 870 square feet (the lobby in Colonial Place I will be expanded by 440 square feet, and the lobby in Colonial Place II will be expanded by 430 square feet). The expanded square footages are achieved by adding floor area space under the existing, first floor building overhangs and by extending the existing building floor plates. The lobbies are located closest to the office complex s vehicular and pedestrian entryway onto Wilson Boulevard. The extended lobbies will not contain working office space or retail space. The lobbies facades will generally match the facades of both buildings, in accordance with the site plan amendment application materials. Staff proposes to amend existing Condition #16 of the site plan which specifies façade materials for the office buildings. Furthermore, proposed Condition #35 will provide specifications regarding the design and materials for the office lobby extensions in accordance with the proposed site plan amendment, and proposed Condition #36 will specify overall site plan compliance, which were not made clear in the conditions during the site plan s original approval in September The 870 square foot expansion will have no effect on parking at the site, and various public transportation options exist to facilitate worker and visitor transportation needs. Furthermore, the consideration of this site plan amendment also requires an amendment to the existing Colonial Village Phased Development Site Plan (PDSP) #161. The Colonial Village PDSP as approved by the County Board in December 1979 contains a condition (Condition #3) which specifies the uses for the different parcel areas, densities, and maximum heights of building structures. The PDSP development table specifies a total of 760,000 square feet for office GFA. The applicant is asking for an additional 870 square feet over the existing 760,000 square feet. The maximum density proposed to be allowed for this PDSP is within the maximum permitted by site plan in the C-O-2.5 Zoning District for office and commercial, which is up to 838,530 square feet of office and commercial development. Staff proposes to amend the PDSP development table to permit up to 761,000 square feet of office GFA. The additions to the Colonial Place I and II office buildings are consistent with the final site plan development, in conformance with the uses allowed within the Arlington County Zoning Ordinance (ACZO) and the General Land Use Plan (GLUP). The additions do not adversely affect the health or safety of persons residing or working in the neighborhood and are not detrimental to the public welfare or injurious to property or improvements in the surrounding neighborhood. 3 recommends that the County Board adopt the attached ordinances to approve amendments to the Colonial Village PDSP (PDSP #161) and Colonial Place Site Plan (SP #161-3), subject to the conditions of these ordinances. BACKGROUND: The Colonial Village Phased Development Site Plan (PDSP) (PDSP #161, originally known as Z ) was approved by the County Board on December 11, A final site plan (SP #161-3, originally known as Z , SP-3) was approved on September 15, 1981 for the Colonial Place office complex within Parcel 1 of the PDSP. The final site plan was for three (3), 12-story office buildings that included 760,000 square feet of gross floor area (GFA), with 27,200 square feet designated as office-retail space. The final site plan has been subsequently amended with the most recent amendment occurring in November 2007 for modifications to an approved comprehensive sign plan for new and replacement signs at the Colonial Place I, II, and III office buildings. The following provides additional information about the site and location Site: Colonial Village (PDSP #161) is an approximately 61.6 acre development that is bounded by Lee Highway to the north, North Quinn Street and North Scott Street to the east, Wilson Boulevard to the south, and North Veitch Street to the west. The subject site plan amendment application area (SP #161-3) is comprised of the Colonial Place office buildings, which occupy a total site area of 335,412 square feet (7.7 acres). Two (2) of the three (3) existing office buildings (Colonial Place I and Colonial Place II) will be directly affected by the proposed site plan amendment for additional gross floor area. The uses surrounding the subject area include: Colonial Place I Colonial Place II To the north: Colonial Place III Colonial Place III and multi-family housing (as part of Colonial Village PDSP) To the east: Colonial Place II Multi-family housing (as part of Colonial Village PDSP) To the south: Wilson Boulevard, SP #345 Several retail/restaurant (Court House Metro Plaza), establishments and Wilson Boulevard and Court House Metro Station To the west: SP #263 (2201 Wilson Colonial Place I Boulevard Apartments) Zoning: C-O-2.5 Commercial Office Building, Hotel and Apartment Districts. Land Use: The General Land Use Plan (GLUP) designates the subject property as Medium Office-Apartment-Hotel (up to 2.5 FAR for office density, up to 115 units/acre for apartment density, and up to 180 units/acre for hotel density) and Coordinated Preservation Development District. 4 Neighborhood: The site is located within the boundaries of the Colonial Village Civic Association. The Board presidents for Colonial Village I, II and III have been contacted by staff, as have the presidents of the Radnor/Ft. Myer Heights and Clarendon-Courthouse Civic Associations. The Radnor/Ft. Myer Heights Civic Association expressed no issues with the PDSP and site plan amendments. The remaining civic association presidents have not provided comments as of the date of the staff report. Location of Colonial Place I & II: 2111 and 2101 Wilson Boulevard N O R T H Source: Bing TM Maps DISCUSSION: Colonial Place I: 2111 Wilson Boulevard Colonial Place II: 2101 Wilson Boulevard Design of Proposed Office Lobby Extensions: The applicant proposes to expand the existing office lobbies for the Colonial Place I (2111 Wilson Boulevard) and Colonial Place II (2101 Wilson Boulevard) office buildings. The total gross floor area (GFA) for the one-story lobby additions is 870 square feet. The Colonial Place I office building will contain a 440 square foot extension, and the Colonial Place II office building will contain a 430 square foot extension. The expanded square footages are achieved by adding floor area space under the existing, first floor building overhangs and by extending the existing building floor plates. The lobbies are located closest to the office complex s vehicular and pedestrian entryway parallel to Wilson Boulevard. The proposed lobby improvements and added GFA are aesthetic in nature and will not bring additional employees to the building, nor will the added GFA be used for any specific tenant (either office or commercial). The proposed lobby improvements are intended to create better visibility and natural light exposure for the main entrances, modernize the building entry appearance, and improve the overall pedestrian level experience. The lobbies facades will generally match the facades of both buildings, in accordance with the site plan amendment application materials. Staff proposes to amend existing Condition #16 of the site plan which specifies façade materials for the office buildings. The added condition language will require PDSP #161 and SP # PDSP and Site Plan Amendments Colonial Place I & II (Added Lobby Space) PLA-6671

5 building façade consistency with the existing office buildings (the condition currently references building façade consistency with the Colonial Village apartments and does not reference the existing office buildings). Proposed Condition #35 will provide specifications regarding the design and materials for the office lobby extensions only (not design specifications for the existing office buildings) in accordance with the proposed site plan amendment. In addition to proposed Condition #35, proposed Condition #36 will specify the overall site plan compliance requirements, which were not made clear in the conditions during the site plan s original approval in September Furthermore, the Courthouse Sector Plan Addendum was consulted during the review of this site plan amendment. The Colonial Place final site plan was not identified within the Addendum as a key redevelopment site. However, the office lobby extensions to Colonial Place I and II does fulfill the urban design and goals and objectives of the Addendum, particularly the objective which states that development should achieve a civic and urban character where buildings relate well to one another and to the street and exemplify good architectural and urban design practice (Page 15 of the Addendum). The proposed lobby facades will match the current design and materials of the existing office buildings. The architectural plans for the extended lobbies, as well as a color elevation of the extended lobbies are shown below. 7 Justification for Added Gross Floor Area (GFA): The Colonial Village PDSP as approved by the County Board in December 1979 contains a condition (Condition #3) which specifies the uses for the different parcel areas, densities, and maximum heights of building structures. The PDSP development table specifies 760,000 square feet for office GFA. The original staff recommendation in 1979 was for up to 1,173,000 square feet of office area (or 3.5 FAR). However, long range plans for the Court House area detailed up to 900,000 square feet of new office development. Existing zoning at the time could support only 308,300 square feet of office development on the Parcel 1 area of the Colonial Village PDSP. The rezoning of C-O-2.5 to a portion of the PDSP provided the opportunity by special exception for denser, office development within the Court House Station area, consistent with the area s overall long range planning goals. The additional 870 square feet of office density requested for the expanded lobbies does not infringe upon the original goals of the PDSP and final site plan. As previously stated, the additional square foot area will not bring additional employees to the building, nor will the added GFA be used for any specific tenant (either office or commercial). This will be specified as part of new Condition #35 of the final site plan. The maximum density allowed for this PDSP is within the maximum permitted by site plan in the C-O-2.5 Zoning District for office and commercial, which is up to 838,530 square feet of office and commercial development (this is calculated by multiplying 335,412 square feet (total site area for all office building development) by 2.5 FAR or up to 838,530 square feet). Staff proposes to amend the PDSP development table to include up to 761,000 square feet of office GFA (rounded up for building flexibility). The County Board by special exception may approve additional office and commercial density up to this GFA number within this zoning district. The addition to the Colonial Place I and II office buildings is consistent with the final site plan development, and staff supports the increase in GFA. There are no other conditions within the PDSP or the final site plan which would preclude using this standard for future office/commercial development. Staff also proposes to strike a footnote to the existing PDSP development table which details the correct acreage for Parcels #4 and #6 of the PDSP. Staff proposes to embed the correct acreage within the table instead of as a footnote. The total acreage for the PDSP is currently shown as 61.1 acres on the table. However this was a typographical error, and the correct acreage numbers for Parcels 4 and 6 are proposed to be included within the table, with the total acreage for the PDSP listed at 61.6 acres. The proposed site plan amendment is in conformance with the uses allowed within the Arlington County Zoning Ordinance (ACZO) and the General Land Use Plan (GLUP). The additions do not adversely affect the health or safety of persons residing or working in the neighborhood and are not detrimental to the public welfare or injurious to property or improvements in the surrounding neighborhood. Parking and Transportation: The Colonial Place office buildings are served by a 475,000 square foot underground parking garage and some surface parking spaces. There are a total of 1,365 parking spaces that serve the three (3) existing office buildings. At the time of final site plan approval in 1981, parking alternatives were provided including the approved alternative for 475,000 square feet of gross parking area and 1,285 parking spaces. This was not calculated as part of an approved parking ratio. 8 space per 370 square feet of office. Under the current parking arrangement (1,365 parking spaces), the ratio is 1 parking space per 348 square feet of office. There are several public transportation and alternative transportation options in the immediate vicinity of the office buildings. The Court House Metro Station is located one (1) block south from the office buildings, which station is served by a separate pedestrian entrance/exit located on the Colonial Place property. Metrobus lines 38B, 4B, and 4E, as well as Arlington Transit (ART) lines 41, 45, 61A, 61B, 62, and 77 serve the area. There are also Capital Bikeshare stations and Zipcar within the general vicinity. The added office GFA will expand only the lobbies (not adding new workers to the site) and given the diversity in transportation options for the area, and the current parking ratios for the site, staff does not anticipate any adverse impact. CONCLUSION: The applicant proposes to improve the Colonial Place I and II office buildings with an expanded lobby area creating a more visually appealing and pedestrian friendly access point to the buildings. The proposed lobby improvements and added GFA are aesthetic in nature and will not bring additional employees to the building, nor will the added GFA be used for any specific tenant (either office or commercial). In order to permit these expansions, amendments to the Colonial Village PDSP and Colonial Place final site plan are requested, which will result in additional office/commercial gross floor area that may be approved under the underlying zoning district. The 870 square foot expansion will have no effect on parking at the site, and various public transportation options exist to facilitate worker and visitor transportation needs. Therefore, staff recommends that the County Board adopt the attached ordinances to approve amendments to the Colonial Village PDSP (PDSP #161) and Colonial Place Site Plan (SP #161-3), subject to the conditions set forth in those ordinances. 9 PHASED DEVELOPMENT SITE PLAN AMENDMENT ORDINANCE WHEREAS, an application for a Phased Development Site Plan Amendment revised January 29, 2014 for Phased Development Site Plan #161, was filed with the Office of the Zoning Administrator: and WHEREAS, as indicated in Staff Report[s] prepared for the February 22, 2014 County Board meeting and through comments made at the public hearing before the County Board, the County Manager recommends that the County Board approve the Phased Development Site Plan Amendment for the purpose of revising Condition #3 of the Colonial Village Phased Development Site Plan to allow additional office lobby gross floor area (GFA), subject to all previous conditions and to numerous conditions as set forth in the Staff Report[s]; and WHEREAS, the County Board held a duly-advertised public hearing on that Phased Development Site Plan Amendment on February 22, 2014 and finds, based on thorough consideration of the public testimony and all materials presented to it and/or on file in the Office of the Zoning Administrator, that the improvements and/or development proposed by the Phased Development Site Plan as amended: Substantially complies with the character of master plans, officially approved neighborhood or area development plans, and with the uses permitted and use regulations of the district as set forth in the Zoning Ordinance; and Functionally relates to other structures permitted in the district and will not be injurious or detrimental to the property or improvements in the neighborhood; and Is so designed and located that the public health, safety and welfare will be promoted and protected. NOW THEREFORE, BE IT ORDAINED that, as originally requested by an application dated December 11, 1979 for Phased Development Site Plan Amendment (PDSP #161) to the Colonial Village Phased Development Site Plan to revise Condition #3 regarding density allocations within the Colonial Place office development (Colonial Place I and II) located at located at 2111 and 2101 Wilson Boulevard, for the parcels of real property known as RPC# , -023, approval is granted and the parcels so described shall be used according to the Phased Development Site Plan Amendment Application, subject to all previous conditions with Condition #3 amended as follows: PDSP #161 and SP # PDSP and Site Plan Amendments Colonial Place I & II (Added Lobby Space) PLA-6671

11 SITE PLAN AMENDMENT ORDINANCE WHEREAS, an application for a Site Plan Amendment dated December 17, 2013 and revised January 29, 2014 for Site Plan #161-3, was filed with the Office of the Zoning Administrator: and WHEREAS, as indicated in Staff Report[s] prepared for the February 22, 2014 County Board meeting and through comments made at the public hearing before the County Board, the County Manager recommends that the County Board approve the Site Plan Amendment to permit the construction of an approximately 870 square foot addition to the Colonial Place I and Colonial Place II office buildings in order to expand and improve the existing building lobbies, and other modifications as necessary to achieve the proposed development plan, subject to all previous conditions and to numerous conditions as set forth in the Staff Report[s]; and WHEREAS, the County Board held a duly-advertised public hearing on that Site Plan Amendment on February 22, 2014 and finds, based on thorough consideration of the public testimony and all materials presented to it and/or on file in the Office of the Zoning Administrator, that the improvements and/or development proposed by the Site Plan as amended: Substantially complies with the character of master plans, officially approved neighborhood or area development plans, and with the uses permitted and use regulations of the district as set forth in the Zoning Ordinance. Functionally relates to other structures permitted in the district and will not be injurious or detrimental to the property or improvements in the neighborhood; and Is so designed and located that the public health, safety and welfare will be promoted and protected. NOW THEREFORE, BE IT ORDAINED that, as originally requested by an application dated September 15, 1981 for Site Plan #161-3, amended from time to time and with their subsequent amendments, to allow the construction of an approximately 870 square foot addition to the Colonial Place I and Colonial Place II office buildings in order to expand and improve the existing building lobbies, subject to all previously approved conditions, and other modifications as necessary to achieve the proposed development plan for the parcels of real property known as RPC# , -023 and located at the addresses 2111 and 2101 Wilson Boulevard, approval is granted and the parcels so described shall be used according to the Site Plan Amendment Application, subject to all previous conditions, with Condition #16 amended and new Conditions #35 and #36 added as follows: 16. The exterior façade of the buildings shall be of a brick and/or glass similar to that used in the construction of the original residential units and/or the existing office buildings of the Colonial Village Phased Development Site Plan and final site plan, SP #161-3 and be approved by the County Manager prior to the issuance of a building permit. 12 Office Lobby Additions 35. The applicant agrees to comply with all requirements set forth in all applicable ordinances and regulations, including, by way of illustration and not limitation, those administered by the Zoning Office, the Community Code Enforcement Office, and the Fire Marshal's Office, including securing the appropriate building permit prior to construction of the office lobby additions for the Colonial Place I (2111 Wilson Boulevard) and Colonial Place II (2101 Wilson Boulevard) office buildings (as shown on site plan amendment drawings as attached to the staff report and approved by the County Board on February 22, The applicant agrees that minor changes to the facades or materials pertaining to the office lobby additions shall be subject to approval of the County Manager or her designee as being consistent with the site plan amendment application materials as approved by the County Board on February 22, 2014, and the intent of the site plan amendment. The applicant agrees that the proposed, office lobby additions for the Colonial Place I and II office buildings shall not be used for a specific tenant (either office or commercial). Overall Site Plan Compliance Requirements 36. The Developer agrees that nothing in these conditions relieves the Developer from complying with all Federal, State and/or local laws and regulations. The Developer agrees that these conditions are valid for the life of the Site Plan. Compliance (Life of the Site Plan): The Developer agrees to comply with the standard conditions set forth within this site plan and as referenced in Administrative Regulation 4.1, and the plans as originally presented, reviewed and approved by the County Board on September 15, 1981, and as amended from time-to-time with subsequent site plan amendments. The term Site Plan shall refer to the approved special exception SP #161-3 and made a part of the public record on September 15, 1981 (and as amended from time-to-time), including all renderings, drawings, and presentation boards presented during public hearings, together with any modifications proposed by the Developer and accepted by the County Board or vice versa, except as specified in the approved conditions, including the amendment as approved by the County Board at its February 22, 2014 meeting, to extend office building lobby space at the location and according to the design as shown in the drawings attached to the staff report(s) for that meeting.
