15 15 DISTRICT OF KITIMAT BYLAW NO A BYLAW TO AMEND THE MUNICIPAL CODE PROVISIONS REGARDING REMUNERATION AND PAYMENT OF EXPENSES FOR THE MAYOR AND COUNCILLORS WHEREAS provincial legislation provides for the payment of remuneration and expenses for the Mayor and Councillors; NOW THEREFORE the Council of the District of Kitimat in open meeting assembled enacts as follows: 1. This bylaw may be cited for all purposes as the "DISTRICT OF KITIMAT COUNCIL REMUNERATION AMENDMENT BYLAW NO. 1927, 2018". 2. Part 2 - MUNICIPAL GOVERNMENT, Division 11- Mayor and Councillors, Subdivision 1 - Remuneration is amended as follows: Subdivision 1 - Remuneration Replace: Thirty One Thousand Six Hundred Eighty-one Dollars and Zero Cents ($31,681.00) with Thirty Five Thousand Five Hundred Forty-Six Dollars and Eight Cents ($35,546.08). 3. Replace: Thirteen Thousand Twenty-Seven Dollars and Zero Cents ($13,027.00) with Fourteen Thousand Six Hundred and Sixteen Dollars and Twenty-Nine Cents ($14,616.29). 4. Strike: One-third of the remuneration payable under this section to the Mayor shall be paid as an allowance for expenses incidental to the discharge of the duties of his office. 5. 17 17 DISTRICT OF KITIMAT BYLAW NO A BYLAW TO AMEND THE MUNICIPAL CODE PROVISIONS REGARDING BUSINESS LICENSING TO PROHIBIT THE SALE OF CATS, DOGS AND LAGOMORPH WHEREAS the Community Charter allows local government to regulate business, business activities and persons engaged in business; NOW THEREFORE the Council of the District of Kitimat in open meeting assembled enacts as follows: 1. This bylaw may be cited for all purposes as the "BUSINESS LICENSE AMENDMENT BYLAW NO. 1926, 2018". 2. Part 4 LICENSES AND PERMITS, Division 1- General Provisions, Subdivision 3 Interpretation - Classifications, is amended by removing (27) pet and pet supplies from section definition Retail, clause d, adding the following classifications as clause d of Retail, and reordering the remaining clauses: Retail d. Pet Stores means a business where animals or animal supplies are offered for sale or are sold to the public, but does not include: i) The Kitimat and Community Humane Society; ii) Animal shelters or rescues that are registered charities with the Canada Revenue Agency; or iii) Animal shelters or rescues that are not-for-profit organizations under the Societies Act [SBC 2015] c. 2015, as amended, with the exception of member funded societies. 3. Part 4 LICENSES AND PERMITS, Division 1- General Provisions, Subdivision 5 Regulations of Business, is amended by adding the following section: Pet Stores For this clause the following definitions apply: Domestic Animal means Domestic Animal as defined by the Community Charter; Cat means any Domestic Animal from the Feline species; Dog means any Domestic Animal from the Canine species; Lagomorph means any Domestic Animal from the Lagomorpha order, including the Leporidae and Ochotonidae families; An owner or an operator of a Pet Store must not sell, offer for sale, or display to the public as a means to sell, any animal that is a Cat, Dog, or Lagomorph with the exception of those animals offered for adoption through the Kitimat and Community Humane Society, animal shelter or animal rescue society. 3. WHEREAS Kitimat Council deems it appropriate to amend the Kitimat Municipal Code to change method of billing within the Kitimat Municipal Code. THEREFORE the Council of the District of Kitimat, in open meeting assembled, ENACTS AS FOLLOWS: 1. This bylaw may be cited as Water Billing Bylaw No.1930, Part 6 PULBIC UTILITIES, Division 5 Rates, Subdivision 4 Rates and Charges, Commercial Billings is amended by Amending Quarterly Billing to Semi-Annual Billing 3. This bylaw shall come into force and be binding on all persons from the date of adoption. Meeting with the elders of nee n'wagilas Elder's Centre. The Elder's Coordinator Marilyn Furlan will let us know when is a good time for the Museum Board to attend an elder's lunch. b. Abell Pest Control will be contacted regarding the pests in the storage facility in Service Centre. c. The Museum's new telephone system has had to be tweaked by Comtek as there were issues with the voice mail. d. Elevator has been tendered to McElhanney. The tree beside the Museum must be removed and project work will begin in June. e. Lightweight programming tables - to be ordered. 5. Financial. Reviewed comparative statement ending May 4, 2018 and "Money in the Bank" ending March 31, Motion: That the financial report be accepted as presented. Moved by Ralph Reschke. For Photo Fest, Cody Ponter, photo journalist and Jason Kazuta, Beau Photo are the two confirmed out-of-town guest speakers. 9. Update from the Haisla Community - Teresa Windsor reports. Delivered report to
82 82 Vancouver Haisla community. The HNC Archives is moving office to the Haisla Education Centre downtown Kitimat, beginning of June. Planning is moving forward for more totem poles and canoe building. Aboriginal Day event with Nechako School and the Haisla Community School is going ahead. Hosting an event towards the end of June for fluent speakers of Haislakala. There is a Haislakala learner's group and language is being taught with You Tube videos. The Museum would be interested in working with Haisla education on the Museum's First Nations school program. 10. Other Business. A Service Canada letter has been received informing the Museum Board that Louise Avery has applied to be the representative for the Museum's on-line GCOS (Grants & Contributions On-line Service). There is no action required. 11. Action: Louise Avery will contact Abell to ask. Forest Avenue Mini-Storage owners have blocked off the openings in the garage door at the loeker in efforts to keep the rodents out. c. Lightweight programming tables - to be ordered. 5. Board Executive Positions. Robin Rowland will accept the position of Chair. Debbie Oliveira may continue as Vice Chair. The Secretary will be a rotating position with Board members taking turns to take the minutes of the meeting. Louise Avery will continue to word process the minutes. April Macleod will aceept the position of Treasurer. Committees - Personnel (Chair and Vice Chair) and Acquisitions (Connie Craig, Robin Rowland, and Ralph Reschke). 6. Financial. Current not available at this time given the delay in having the Financial Review completed. The Museum's year has just been turned over. Louise Avery will provide when May is posted. 7.
