1 M I N U T E R E C O R D PAPILLION CITY COUNCIL MINUTES TUESDAY, MARCH 17, 2015 Ca- 7: 00 P. M. The City Council of the City of Papillion met in open and public session at Papillion City Hall on, at 7: 00 PM. City Clerk Elizabeth Butler called the roll. Present were Councilmembers Troy Florance, Tom Mumgaard, Jason Gaines, James Glover, Gene Jaworski, Lu Ann Kluch, Steve Engberg and Mayor David P. Black. Councilmember Bob Stubbe was absent. Also present were City Administrator Dan Hoins, Assistant City Administrator Christine Myers, City Attorney Karla Rupiper, Public Works Director Marty Leming, Planning Director Mark Stursma, Fire Chief Bill Bowes, City Engineer Jeff Thompson, Deputy Police Chief Chris Whitted, Director of Golf Maintenance Tom James, Recreation Director Lori Hansen, Finance Director Nancy Hypse, Parks Director Tony Gowan and Interim Library Director Matt Kovar. Mayor Black along with Boy Scout Troop # 888 led those present in the Pledge of Allegiance. Affidavit of Publication: Notice of the meeting was given in the Papillion Times, the designated method of giving notice. A copy is available in the office of the City Clerk. Incorporated herein by reference as if fully set out herein is the audio and visual recording of the council meeting. Public announcement that a current copy of the open meeting act is posted in the City Council Chambers. ADMINISTRATOR' S REPORT: City Administrator Dan Hoins gave an update on the following: ( 1) Next week a meeting will be held on improvements to Sump Memorial Library; ( 2) Provided an update on road construction projects and field usage; ( 3) Two of the three union contracts are on this Agenda. The Fraternal Order of Police union contract will be presented to Council at a later date; (4) An Open House for the CALEA Accreditation process will be held on Thursday, March 18 at 6: 00 PM. Comments from Mayor and Council: Mayor Black provided an update of his events: 1) Mayor Black attended Project Harmony' s Speaking of Children luncheon; ( 2) Mayor Black, Dan Hoins, and Chris Myers met with Interim Library Director Matt Kovar to discuss results from the Mindset culture survey specific to the library; ( 3) Mayor Black attended the Sarpy Chamber' s Grand Giveaway event; (4) Mayor Black met with students from the IDEAL School and provided them a tour of City Hall; ( 5) Mayor Black attended the ribbon cutting at Fairfield Inn; ( 6) Mayor Black met with members of the Leadership Academy to provide an update on ongoing projects within the City; ( 7) Mayor Black attended the Chamber' s Coffee & Contacts and Legislative Coffee events; 8) Mayor Black was interviewed by assessors for the Police Department' s CALEA accreditation; ( 9) Mayor Black met with boy scouts from Troop #
