1 M I N U T E R E C O R D PAPILLION CITY COUNCIL MINUTES TUESDAY, OCTOBER 17, 7:00 P.M. The City Council of the City of Papillion met in open and public session at Papillion City Hall on, at 7:00 PM. City Clerk Nicole Brown called the roll. Present were Councilmembers Troy Florance, Tom Mumgaard, Jason Gaines, James Glover, Gene Jaworski, Lu Ann Kluch, Bob Stubbe, Steve Engberg, and Mayor David P. Black. Also present were City Administrator Christine Myers, Assistant City Administrator Amber Kummer, City Attorney Karla Rupiper, Public Works Director Marty Leming, Planning Director Mark Stursma, Fire Chief Bill Bowes, City Engineer Jeff Thompson, Police Chief Scott Lyons, Parks & Facilities Director Tony Gowan, Recreation Director Lori Hansen and Finance Director Nancy Hypse. Mayor Black led those present in the Pledge of Allegiance. Affidavit of Publication: Notice of the meeting was given in the Papillion Times, the designated method of giving notice. A copy is available in the office of the City Clerk. Incorporated herein by reference as if fully set out herein is the audio and visual recording of the council meeting. Public Announcement that a current copy of the open meeting act is posted in the City Council Chambers. ADMINISTRATOR S REPORT: City Administrator Christine Myers gave an update on the following: (1) Vrana has begun the process of removing the pedestrian bridge. Removal should be complete next week; (2) Flashing lights have been installed at 2 nd St, but bars at the crosswalk will be delayed until Lincoln Rd is open; (3) The contract with Sampson Construction for the community center and field house is expected to be presented to Council at the Nov. 7 th meeting; (4) Mayor Black, Karla Rupiper, and Ms. Myers met with the Sarpy County Attorney s office regarding Papillion s proposed annexation. The area was reviewed tract by tract and there were no areas of concern. CONSENT AGENDA ITEMS: (1) Approval of the agenda as presented; (2) Approval of the Minutes from the October 3, 2017, City Council Meeting; (3) Approval of the bills as presented; (4) RES. R A resolution to approve the Interlocal Cooperation Agreement with Sarpy County for Information Technology Services Christine Myers ; (5) RES. R A resolution to release a 50 Temporary Turn-Around Easement located on part of Lot 35, Huntington Park Replat, generally located at 711 Olson Dr, Papillion, NE Jeff Thompson ; (6) RES. R A resolution to approve a Keno Satellite Operator Agreement for The HopHouse Bar & Grill, S 72 nd St, #101 Amber Kummer ; (7) RES. R A resolution to approve an Interlocal Agreement with the Papio-Missouri River NRD for levee accreditation Amber Kummer ; (8) RES. R A resolution to approve an extension to the Listing 1

R A resolution to approve the purchase of a 1995 E-ONE Hurricane Pumper fire truck from the Papillion Volunteer Fire Dept., Inc. (PVFD) Bill Bowes Motion to approve the Consent Agenda by Councilmember Gaines, second by Councilmember Glover. Councilmember Stubbe requested to remove item C(7) from the Consent Agenda. Mayor Black called for proponents and opponents. None came forward. Upon roll call vote, Florance, Mumgaard, Gaines, Glover, Jaworski, Kluch, Stubbe, and Engberg all voted yes. Voting no: none. Motion carried. C(7) RES. R A resolution to approve an Interlocal Agreement with the Papio-Missouri River NRD for levee accreditation Amber Kummer Motion to approve RES. R by Councilmember Stubbe, second by Councilmember Kluch. Mayor Black called for additional proponents and opponents. None came forward. Councilmember Stubbe asked for staff to clarify the purpose and significance of the agreement. City Engineer Jeff Thompson stated that this step is phase one of a multiphase process. The purpose for beginning this process now is to save time and money in the long run by completing accreditation prior to FEMA s completion of new flood maps. Staff is anticipating that the floodplain and floodway will be reduced back to the confines of the levee, which would potentially save homeowners currently in those areas from having to continue to pay for flood insurance. Upon roll call vote, Florance, Mumgaard, Gaines, Glover, Jaworski, Kluch, Stubbe, and Engberg all voted yes. Voting no: none. Motion carried. ADMINISTRATIVE REPORTS: Committee Reports: Councilmember Engberg gave a report from the Finance & Administration Committee meeting. The committee reviewed information relative to Papillion s proposed annexation and recommended moving forward with the annexation process. The committee also reviewed an updated operational budget for the community center, including potential partnerships and staffing. Comments from the Floor: Students from Papillion-La Vista South High School introduced themselves. Comments from Mayor and Council: Mayor Black provided an update on his events: (1) Mayor Black, Amber Kummer, Carrie Svendsen, and Chris Myers attended the MAPA Annual Meeting; (2) Mayor Black attended ribbon cutting ceremonies at Nebraska Title Company and RDO Truck Center; (3) Mayor Black, Jeff Thompson, and Chris Myers met with a developer regarding a development concept along 96 th St; (4) Mayor Black attended the Chamber Legislative Recap with Lt. Gov. Foley and Sen. Clements; (5) Mayor Black attended the Personnel Committee s Employee Fall Festival; (6) Mayor Black and other staff members attended the Sarpy County and Sarpy Cities Wastewater Agency Interlocal Agreement signing ceremony. Mayor Black thanked Fire Chief Bill Bowes for his department s assistance with the annual pancake feed, and reminded staff and council members of upcoming events. 5
