1 M I N U T E R E C O R D PAPILLION CITY COUNCIL MINUTES TUESDAY, JUNE 19, 2012 (&- 7: 00 P. M. The City Council of the City of Papillion met in open and public session at Papillion City Hall on, at 7: 00 PM. City Clerk Elizabeth Butler called the roll. Present were Councilmembers, Tom Mumgaard, Brian Liesveld, James Glover, Gene Jaworski, Lu Ann Kluch, Bob Stubbe, Steve Engberg and Mayor David P. Black. Councilmember Troy Florance was absent. Also present were City Administrator Dan Hoins, Assistant City Administrator Christine Myers, City Attorney Karla Rupiper, Public Works Director Marty Leming, Planning Director Mark Stursma, Fire Chief Bill Bowes, City Engineer Jeff Thompson, Police Chief Len Houloose, Director of Golf Maintenance Tom James, Recreation Director Lori Hansen, Finance Director Nancy Purscell and Chief Building Official Todd Aerni. Mayor Black led those present in the Pledge of Allegiance. Affidavit of Publication: Notice of the meeting was given in the Papillion Times, the designated method of giving notice. A copy is available in the office of the City Clerk. Incorporated herein by reference as if fully set out herein is the audio and visual recording of the Council meeting. Public Announcement that a current copy of the open meeting act is posted in the City Council Chambers. ADMINISTRATOR' S REPORT: City Administrator Dan Hoins provided the Administrator's Report: ( 1) A list of the 2012 concrete repairs was distributed to Councilmembers. The items listed have been prioritized, including the Hickory Hills project, and are included in this year's budget. He mentioned that bids have been received and Council will vote to award the bid project at the July 3, 2012, Council meeting; ( 2) Developer Russ Daub has applied for a grading permit for Midlands Place. Mr. Daub has indicated that the road project will start sometime this year. City staff will continue to monitor the construction to ensure all items listed in the agreement are met; and ( 3) Mayor Black will present a broad overview of the budget at the June 30, 2012, Council Retreat. He informed Council of the timeline to approve next year' s fiscal budget and that the ordinance introduction will be on the August 7, 2012, agenda. He mentioned that the City received a preliminary valuation and that it remained the same as last year. He explained that this is good for the City, as surrounding communities' preliminary valuations decreased. Introduced by Councilmember Engberg. ORDINANCES SECOND READING: ORD An ordinance to authorize the Mayor and City Clerk to sign a Special Warranty Deed to convey real estate described herein to SAC Federal Credit Union and a Memorandum of Reversionary Option to protect the City's rights therein for good and sufficient consideration, and to provide for an effective date thereof. Mayor Black opened the public hearing and called for proponents and opponents. No one came forward and the public hearing was closed. Mayor Black advised that staff is recommending a waiver of the third ordinance reading. He explained that once the ordinance is approved, there is a 30 day remonstrance period. ORD An ordinance to amend Chapter 81 Section 413( 2) of the Papillion Municipal Code, having to do with alcoholic beverages licensing standards and procedures, to provide for an exception to the notice requirements for catering liquor licenses, and to provide for an effective date thereof. Mayor Black opened the public hearing and called for proponents and opponents. No one came forward and the public hearing was closed. Mayor Black advised that the next agenda items are all related to Project Photon, the Clatterbuck Addition located on 114th and Cornhusker. ORDINANCES THIRD READING AND RESOLUTIONS: ORD An ordinance to amend the Official Zoning Map of the City of Papillion adopted by Ordinance No by changing boundaries of the zoning map of the City of Papillion in accordance with section of Papillion City Code to rezone certain real Property within the zoning jurisdiction of the City of Papillion, Sarpv County, Nebraska legally described as the SE '/ 4 of Section 20, T14N, R12E of the 6th PM, Sarpv County, NE, generally located on the NE corner of 114th Street and Cornhusker Road from Agriculture District (AG) to Limited Industrial District ( LI), and to provide for an effective date thereof. Motion to approve ORD by Councilmember Kluch, second by Councilmember Glover. Upon roll call vote, Mumgaard, Liesveld, Glover, Jaworski, Stubbe, Kluch and Engberg all voted yes. Voting no: none. Comments from Mayor and Council: Councilmember Liesveld thanked the Papillion Community Foundation and recognized Executive Director Ann Ames for Papillion Days. He also thanked Chief Building Official Todd Aerni and his staff for their work on the parade. He then commented on Papio Bay and the need to expand it. He believes this item should be discussed at the upcoming Council Retreat. Mayor Black provided an update on his events: ( 1) Mayor Black attended the Hops for Harmony event at Werner Park; ( 2) Mayor Black attended the Employee Appreciation picnic; ( 3) Mayor Black attended a Papillion- La Vista Schools Foundation ceremony to kick off their Swing for Kids event; (4) Mayor Black attended the Cyber Security roundtable event at the Chamber; ( 5) Mayor Black attended a lunch with Congressman 7

8 Steve King; ( 6) Mayor Black attended parts of the Papillion Leadership course; (7) Mayor Black attended the Papillion Days Kick- Off at Sumtur; ( 8) Mayor Black attended Story Time with the Mayor at Sump Library; ( 9) Mayor Black attended events at Papillion Days on Friday night; ( 10) Mayor Black hosted the Mayor's Luncheon preceding the Papillion Days parade; ( 11) Mayor Black attended all events at Papillion Days on Saturday; ( 12) Mayor Black kicked off the Duathalon at Walnut Creek. He mentioned that there were 200 participants from five states. He also thanked the Recreation Department for their work on this race; ( 13) Mayor Black attended the Chamber's Business Ethics luncheon. Mayor Black mentioned that the Thursday night storms during Papillion Days were handled well and that no injuries were reported. He thanked the Police Department for all of their work planning evacuation routes. ADJOURNMENT: Motion to adjourn by Councilmember Liesveld, second by Councilmember Glover.
