On the recommendation of District Superintendent Todd, on a motion by M. Young, seconded by B. Lofink, the minutes of the regularly scheduled meeting held on March 21, 2018 were approved. 1a. 2 4. On the recommendation of District Superintendent Todd, on a motion by M. Young, seconded by B. Lofink, the Board went into executive session at 7:42 p.m. to discuss a contractual matter. Executive Session On a motion by M. Young, seconded by B. Lofink, the Board exited Executive Session at 7:55 p.m. 5. On a motion by M. Young, seconded by A. Draper, the Board approved the out-of-state travel for S. Cobb to attend the Educator s Tour to Fort Lee in Richmond, VA, June 25-27, All expenses are paid by Department of the Army. 6. On the recommendation of District Superintendent Todd, on a motion by M. Young, seconded by A. Draper, the Board approved the Payroll Schedule, 10-month staff and student calendars. 6a. On the recommendation of District Superintendent Todd, on a motion by M. Young, seconded by A. Draper, the Board voted to authorize the District Superintendent to close the Howard G. Sackett Technical Center to 10-month staff on Friday, April 20 and Friday, May 25, 2018, due to Lewis County school districts closed both days. 7. Board Reports Re-Approval for Electrical, Visual Communications and Engineering & Design Mrs. Draper and Mr. Murray reported on the re-approvals on March 27, The re-approvals went very well. There was conversation in the Engineering and Design as to how to get the word out about the program. The representative from Kraft was very impressed with the program and asked how we could get more students involved. Jefferson Lewis School Boards Association National Honor Society Recognition, March 28, Mrs. Draper, Dr. Klindt and Mrs. Rice attended the JLSBA National Honor Society Recognition on March 28, 2018 held at Watertown High School. Students from component districts were recognized for their academic achievements and qualifying to be inducted into the National Honor Society. The keynote speaker was Manoj Vora, M.D. who became the first lifelong vegetarian to reach the top of the world. A dessert reception for students, parents, administrative staff and advisors was held immediately following the program. CTE Advisory Committee Meeting. On April 10, 2018, Mrs. Draper and Mrs. Rice attended the CTE Advisory Committee Meeting. An update was given on the Program approval/re-approval process, the GPS for Success links on school websites and ways to get students interested in CTE, the P-Tech Aftermath and what we learned from the process, Counseling for Careers and CTE goals and goals for the committee for Out-of-State Travel S. We will brief you on the specifics of the agreement on April 11, but the terms are very similar to those in the recently approved BPA contract. The CSEA plans to bring the proposal to their members for a vote in the coming weeks, and we expect to be able to bring it to you at the May Board meeting. This contract, once settled, will give us settled contracts with BPA, CSEA and BSSA through State Budget and School Aid As we expected, the state budget came in with a foundation aid increase that was about twice as large as the Governor had proposed (about $618 million). Though this was not as large an increase as any of us had hoped for, it was about what we expected, and it was the level of funding we thought would likely allow our districts to avoid program and staffing cuts. Initial study of the district by district aid runs shows that our districts did reasonably well in terms of foundation aid increases. Another positive note is that the Governor s proposed caps on expense-based aids (including BOCES aid, transportation aid, and building aid) did not make it into the approved budget. On the disappointing side, the Governor s much-desired new reporting requirements for districts did make it into the budget. Starting next year, the 75 largest school districts in the state will have to submit new financial reports to SED and the Governor s Division of Budget, showing how their spending is distributed across various schools and buildings within the district. Over a three-year period, this same reporting requirement will be gradually expanded to include all school districts in the state. This is disappointing, because it will add another layer of rather redundant reporting, taking time and energy away from other essential duties. We were also disappointed that the proposed BOCES capital exclusion from the tax cap, and the proposed increase in aidability for CTE salaries did not make it into the final bill. Both of these initiatives continue to have strong support in both the Assembly and the Senate, and sponsors in both houses will continue to work to move them both forward as stand-alone bills, and in the end of session omnibus bill. The latter option is perhaps our best chance of getting the Governor s support for them. We will continue to advocate assertively for these provisions. 6
