When it appears there are several members of the public wishing to address the Commission on a specific item, at the outset of the item the Chairperson of the Commission will announce the maximum amount of time that will be allowed for presentation of testimony. Matters under the jurisdiction of the Commission and not on the posted agenda may be addressed by the general public under Public Comments. The Commission limits testimony on matters not on the agenda to three minutes per person, and not more than fifteen minutes for a particular subject. Meeting facilities are accessible to persons with disabilities. Requests for assistive listening devices or other considerations should be made seven working days in advance. 2 PRESENTATION Annual Pass Sales American River Parkway Foundation (Dianna Poggetto) Dianna Poggetto, Executive Director of The American River Parkway Foundation provided the following information: The American River Parkway Foundation (ARPF) began negotiations for sales of the annual passes in The proposal was heard by the Recreation and Park Commission in In 2013 a total of 10,601 annual passes were sold, an increase of 3,391 sold in Some of the achievements over the past year were: Sending an notice reminder that your pass is about to expire to pass holders. Enlisted six new businesses to sell the passes. Continued to meet with user groups to enlist their support. Continued to distribute flyers to be placed on autos who consistently park on the street outside Park entrances. Distributed two media releases in 2013 discussing the benefits of the County Park Annual Pass program. ARPF staff promoted Park Passes at Capital Bike Festival, Earth Day events and community meetings ARPF updated their web-site with a map of locations so users can determine the closest location to purchase a pass. Marketing goals for 2014: Continue to update the map on the ARPF website with added features Continue to distribute via reminder notices when a pass is set to expire Continue to meet with user groups to promote the passes Enclosed three new businesses to sell park passes Commissioner Beckwith motion to forward the Annual Pass Sales report to the Board of Supervisors and recommended they share the information with their constituents; motion seconded by Commissioner Gonzales. Receive And File Deer Creek Hills Oak Woodland Preserve & Working Ranch 2013 Annual Report (Leatherman) The Deer Creek Hills Preserve 2013 Annual Report discusses accomplishment made during the year. Recommendation: Receive and File the 2013 Annual Report. Commissioner Beckwith motioned to accept the recommendation; seconded by Commission Bastian. Bastian, Beckwith, Lapin, Gonzales Schwinn 5. Receive And File American River Natural History Association Fiscal Year Annual Report And Financial Statements (Leatherman) The Fiscal Year Annual Report is required by the Lease Agreement between the County of Sacramento and The American River Natural History Association (ARNHA) for the operation of the Effie Yeaw Nature Center (EYNC). The report described the third year of operation of the EYNC by ARNHA. Paul Tebbel, Executive Director of the EYNC answered questions from Commissioners. Recommendation: Receive and File the Fiscal Year Annual Report and Financial Statement. 4 DISCUSSION 6. Park Asset And Donation Recognition Policy (Leatherman) At February s commission meeting Paul Tebbel brought up for discussion how we deal with park assets when donated to the Regional Parks Department. A copy of the County s Policy on Renaming County Facilities approved by the Board of Supervisors in 1994 was provided explaining how the County dealt with past approaches. Also included was Sacramento County Policy and Procedures for Naming Parks. Staff heard input from the Commissioners, Paul Tebbel, and Dianna Poggetto on what they would like to see included in a policy on accepting donations of picnic tables, benches, trees, bushes, shrubs. Structures would be covered under the Board of Supervisors policy. Dianna Poggetto Paul Tebbel Commissioner members suggested the policy allow recognition of the donor/donor family member, and that there be no long term obligation associated with the donated item. Mr. Tebbel suggested a consistence in a range of the amount donated. Staff will bring back to the Commission a proposed policy in April or May. INFORMATION ITEMS WRITTEN INFORMATION ITEMS ORAL 7. Sac County 311 Connect Sacramento County has a 311 information system for the unincorporated area of the County. Regional Parks staff is training the technicians on what our facilities are. It will be another year before Regional Parks is formally integrated into the County 311 system. When using the Mobile App remember to turn on your GPS locator. DIRECTOR COMMENTS /2015 Budget Update We have submitted our preliminary budget. The direction staff has been given was to included our general fund allocations the same as last year. The CFO s office has outlined some rising revenue, but some declining funds on some grants and other funding sources we receive. The Probation Department has some increased cost this year. The Sheriff Department and the jail system have some significant cost associated with their operations this year. During budget hearings, in the mid-year report back, the Board allocated an additional $100,000 to the Department to deal with drought related issues. COMMISSION/COMMITTEE REPORTS 9. Committee Reports A. American River Parkway Advisory Committee (Gonzales) No meeting in March. B. Lower American River Task Force Water levels are the focus of discussions. 5 COMMISSION/COMMITTEE REPORTS (cont d) 15. Committee Reports C. Fish and Game Commission (Gonzales) Notice of Proposed Regulatory Action Related to Pacific Halibut Sport Fishing. Department has no specific issues with notice. D. Dry Creek Parkway Advisory Committee (Bastian) No meeting. A handout was provided by Commissioner Bastian on the Twin Rivers Unified School District Board of Trustees Achievements (July 1, 2013 to date). The School District is located within the Dry Creek Parkway Advisory Committee s jurisdiction.
